2 Dear MP Family, I welcome you to this first edition of the NATO MP COE Course Catalogue. This catalogue will provide you an overview of the 2016 courses and other activities organized by the NATO MP COE, in BYDGOSZCZ, Poland. Education and training (E&T) is provided for deployment within NATO missions. Nevertheless, an international education setting, preferably combined with international MP training/exercises is needed to understand the variety of MP entities within NATO and between NATO partners across the globe. Our E&T products are offered to provide this additional opportunity to enrich knowledge about the worldwide MP Family. Current E&T activities are therefore considered to be a real success and of added value for the whole NATO MP community. 3 INTRODUCTION: Education and Training team consists of MP/Gendarmerie representatives from six different nations. All with various career, experience and knowledge of working in the multinational environment. NATO requires personnel, who posses an adequate level of MP knowledge and functional skills necessary to perform, as an individual or member of a team, the tasks expected to successfully function in a multinational environment. The NATO System Approach to Training helps us to adapt existing courses and develop new educational solutions. We provide solutions for MP Community of Interest the ones required by NATO. This forms our basis for the supporting-supported relationships with NATO and Sponsoring Nations. 4 NATO Military Police Senior Non-Commissioned Officer Course NATO SELECTED NATO ETOC Code: OPS-LA-2215 Aim The intent of this course is to prepare NATO MP SrNCOs to work in a multinational environment either from a national and/or multinational MP perspective. Training audience Military Police/Gendarmerie type of Forces SrNCOs from NATO and NATO partner countries, OR-7/8. Because of the various levels of experience and exposures to NATO operations, OR-9 will be accepted too. OR-6 can be accepted if they possess proper substantiations. Learning Objectives Explain the individual countries MP capabilities within NATO/multinational environment; Solve administrative and personnel issues with a NATO/multinational structure; Execute commander s intent in a NATO/multinational environment; Provide recommendations on MP employment to commanders in a NATO/multinational environment. 5 NATO Military Police Junior Officer Course NATO ETOC Code: OPS-LA-2114 Aim To provide initial knowledge focusing on the NATO MP/Gendarmerie multinational cooperation in order to develop a common understanding of the differences in capabilities of various nations. Training audience Military Police/Gendarmerie type of Forces Junior officers (OF-1 OF-2) from NATO and NATO partner countries. Other ranks (OR-8/9 and OF-3/4) are acceptable or civil equivalent assigned to MP or MP-related positions at the NATO HQ or comparable positions in NATO-Member Countries; Civil Policemen acting in the multinational environment. Learning Objectives Advise Command on NATO MP Doctrine and activities; Mission Planning in a NATO operation. 6 NATO Military Police Senior Officer Course NATO ETOC Code: To Be Determined (TBD) Aim The intent of this course is to support the preparation of MP Senior Officers to work in a complex international environment focusing on the NATO MP perspective. Training audience Military Police/Gendarmerie type of Forces Senior officers from NATO and NATO partner countries, OF-3 OF-5. Priority for: NCS/NFS positions, appointed or to be appointed; multinational positions related to NATO; There is no requirement to have deployment experience. It is not expected for participants to arrive with any specific type of policing experience due to the variety of employments within each country. Exceptions will be accepted based on seat availability: level of experience and exposures to NATO level operations, OF-2 and/or OF-6 shall be included, but will require proper substantiations; Non MP/Gendarmerie Senior Officers within NCS/NFS/national HQs (e.g. COS, Staff Officer, ) but will require substantiations; Senior Civilian Police Officer in the deployment readiness cycle being deployed within NATO. Learning Objectives Conduct planning in the NATO/multinational environment; Advise command and staff on MP functional area; Conduct Coordination, Synchronization and Liaison; Conduct Command and Control in a NATO/multinational environment. 7 Lessons Learned Branch NATO Military Police Lessons Learned Staff Officer Course NATO ETOC Code: To Be Determined (TBD) Aim The intent of this course is to support the preparation of MP Staff Officers to manage and execute organisational aspects of LL process using NATO LL-related tools, training, as well as information sharing in order to develop MP LL capability. This MP-oriented course will also broaden knowledge of organisational learning, observation collection, basic analysis techniques as well as endorsing, resourcing, tasking and implementing Lessons Identified in a complex international environment focusing on understandning and practical use of the NATO Lessons Learned Process. Training audience Military Police/Gendarmerie type of Forces Staff from NATO and NATO partner countries, no rank limitation. Priority for NCS/NFS/national Lessons Learned- related positions, appointed or to be appointed; There is no requirement to have previous LL experience. Learning Objectives Know and understand NATO LL process, structure and tools; Apply NATO LL process within MP; Apply Observation Discussion Conclusion Recommendation (ODCR) format when drafting observations; Know and apply basic analysis techniques. Training audience All military and civilian Military Police/Gendarmerie type of Forces employees from NATO. Military Police employees from nations developing MP capacity Learning Objectives Explain the purpose of the NATO Doctrine; Recognize the NATO Military Police-related publications; Identify the NATO MP purpose, jurisdictions, functions and skills; Describe the NATO MP role and organization within NATO operations; Define the role and responsibilities of the Provost Marshal. 9 Introduction to the NATO Lessons Learned Process for the Military Police Staff e-learning course under development Planned to be available in December 2015 at: Catalogue: Courses» NATO Courses» NATO Centers of Excellence (CoE)» NATO Military Police CoE (MPCoE) Aim The intent of this course is to provide candidates with an introductory level to NATO MP Lessons Learned in order to contribute to improvement of existing MP capabilities, based on implementation of the NATO LL process of various nations and how to best integrate them in support of multinational operations within the wider context of NATO and the international community. Training audience All military and civilian Military Police/Gendarmerie type of Forces employees from NATO. MP commanders and MP chiefs, responsible for organizing LL capabilities within their units. MP LL officers and LL OPRs who have not used the NATO LL Process yet. Learning Objectives Understand NATO LL process; Know NATO LL organizational structure; Know NATO LL process; Name NATO LL tools; Describe Observation Discussion Conclusion Recommendation (ODCR) format when drafting observations; Know basic analysis techniques; Know how to validate observations. 10 WAY AHEAD for 2016 NATO Quality Assurance accreditation process. Developing the NATO MP Department Head role. Chairing the MP Provost Marshal Forum. Chairing the MP Annual Discipline Conference. Establishing E&T relationships with Academia, NATO and Partner Nations education and training institutions. Providing subject matter expertise for NATO, with primary focus on exercises support. Developing new courses. Crowd and Riot Control e-learning course. Evaluate, reassess and update existing ADL 040 Crowd and Riot Control (CRC) course Legal Aspect of Armed Conflicts e-learning course. Respond to request for support (RFS) from Sponsoring Nations. Support for stationary courses with converting scenarios from residential courses (MPJOC, MPSrNCOC and future MPSrOC) into virtual reality using Virtual Battle Space (VBS3) software, as well as adding visual aids to developed ADL courses held in JADL. As being the hub and think tank for all NATO MP and Gendarmerie Type of Forces the NATO MP COE is obliged to offer NATO accredited courses to all NATO and partner nations. The role of becoming Department Head of Military Policing Discipline is emphasizing the need of NATO MP COE to ensure and to guarantee the highest level of quality for all offered and provided educational and training issues. From 2016 we expect to receive a NATO Full System Accreditation for Training and Education Institution and to ensure that our courses meet the highest standards of quality marked as NATO Approved.
