SWEDINT plans, executes, evaluates and develops individual, multinational staff training for Military, Civilian and Police for participation in multinational, integrated HQ:s in peace support operations led by the UN, EU, NATO or AU. SWEDINT VISION STATEMENT There is a global demand for seats on SWEDINT Courses because we have managed to effectively integrate gender issues into staff working methods and because the idea of integration between military, civilian and police personnel is a solid foundation for the Courses at SWEDINT. SWEDINT is a sought after Training Centre that exceeds expectations and stays ahead of developments in training for Peace Support Operations. SWEDINT systematically and continuously strives to collect the most up to date experiences and Lessons Learned from ongoing international Peace Support Operations in order to maintain and develop existing and new courses. SWEDINT is the leading provider of training in the UN Military Component Planning Process. SWEDINT is an accredited provider of training in NATO Military Planning processes. SWEDINT is leading in developing the use of computer simulations and its use in training for Peace Support Operations. SWEDINT Educational Standards, Quality Assurance Processes and Development Processes are established and continuously updated according to UN and NATO standards. SWEDINT QUALITY POLICY SWEDINT continuously oversees its quality management and processes in order to ensure that the courses offered meet the highest standards of quality. This work is structured according to SS-EN ISO 9001:2000 (European Standard on Quality Assurance), Training and educational Standards issued by Department for Peace Keeping Operations and the requirements on Quality assurance stated in NATO s Education and Training Directive Bi-SC 75-5 March It also looks towards Standards and Guidelines for Quality Assurance in the European Higher Education Area. SWEDINT is, by following these standards, obliged to regularly monitor activities in a multitude of fields - Not only training and education but also institutional management, manning, competences, infrastructure, guiding documents etc. SWEDINT has as a result of a serious effort in this field successfully achieved not only a NATO Full Systems Accreditation for Training and Education Institutions but also a UN Certification for our UN Staff Officers Course. 3 Introduction by the COMMANDANT I welcome you to this new edition of the SWEDINT Course Catalogue. This catalogue serves a variety of purposes. Not only does it provide an overview of the activities organised by SWEDINT, it also includes descriptions of our Nordic Centre for Gender in Military Operations, the Peace Support Operations Office of the Swedish National Bureau of Investigation, and the Swedish Prison and Probation Service. SWEDINT, including the Nordic Centre for Gender in Military Operations, mainly conducts individual staff training and education for military, police and civilian personnel in support of Peace Support Operations led by the UN, NATO, EU, AU or other regional organizations. Our focus is to simulate an actual multinational and integrated environment, in order to provide our participants with a realistic experience of what it is like to take part in a Peace Support Operation. This concept creates a unique opportunity for learning and building confidence prior to being deployed to a mission area. Sweden has a long tradition in Peace Support Operations. Our contribution to the United Nations started as early as in 1948 and the first Swedish battalion under the UN flag was deployed in Gaza in Another milestone was the initiative to cooperate and coordinate activities in the field of peacekeeping training between the Nordic countries, launched during the 1960s. Today, the Nordic Defence Co-operation (NORDEFCO) is the forum for Nordic co-ordination and co-operation of international courses. SWEDINT has been a Partnership Training and Education Centre (PTEC) since 1999 and was awarded NATO Quality Assurance Unconditional Accreditation in 2014 for our efforts to produce the highest quality NATO education and training. The Quality Assurance Accreditation is in line with our mission statement, to be a leading competence centre for Peace Support Operations, including Gender in Military Operations. Our close co-operation with the Swedish Police, Swedish Prison and Probation Service, Folke Bernadotte Academy, among others, gives us a unique opportunity to offer integrated training and education including military functions, police activities, GO s and NGO s. SWEDINTs emphasis on integration between all actors involved in an international mission is based on the fact that modern conflicts require a comprehensive approach to have any chance of being successful in establishing a sustainable peace. SWEDINT conducts more than 50 international courses and activities with more than 1000 students annually. Staff officers, junior officers, staff units, police personnel, Red Cross delegates, election supervisors, relief workers and other participants from more than 140 countries have so far been provided with training and education at SWEDINT. Since 2009, SWEDINT has provided courses in close co-operation with NATO School, Oberammergau (NATO Comprehensive Operations Planning Course) and in support of SACT (NATO Lesson Learned Course). With highly professional lecturers, contemporary staff procedures and vital administrative and logistics support, SWEDINT always aims at high professionalism. COMMANDers introduction, NORDIC centre FOR GENDER IN MILITARY OPERATIONS Peace Support Operations (PSO) have always been, and will always be challenging. In order to establish sustainable peace and build a secure and democratic state, modern conflicts require a comprehensive approach to ensure that the entire population: men, women, boys and girls are involved, considered and addressed. Gender perspective is one important component trying to establish the most favourable conditions when re-building a nation and supporting a peace process. If we do not succeed in handling the dimension of gender in civilian societies, we will not achieve the political, nor the military operational goals or the end-state of our mission. Today we know that the implementation of gender perspective, in order to detect if and when men and women are being affected differently by an operation due to their gender, is vital for increasing the operational effect. Taken into account, and implemented, gender perspective will support the outcome of a mission and act as a force multiplier. The need for a hub of knowledge, a common platform for training and education, information sharing and a comprehensive approach including gender led to the establishment of the Nordic Centre for Gender in Military Operations (NCGM) that was inaugurated 24th January In February 2013 NCGM was appointed Department Head for all NATO-led curricula concerning gender. As NATO Department Head, NCGM work close with NATO and its Partner Nations as well as other Peace Keeping Training Centres aiming at implementing a gender perspective in all relevant aspects of military operations, focusing on education and training. Training and education, expertise in methodology, development of courses, and support by subject matter experts (SMEs) to staff exercises and Joint Actions, can be provided by NCGM to various Defence organisations and Nations. Our competence and knowledge are derived from lessons learned and best practices gathered during missions in Afghanistan, Kosovo, DRC, Chad, Somalia, Mali and Uganda, together with experiences and a sound knowledge in the subject field. NCGM courses are accredited as NATO SELECTED. The Gender Field Advisor (GFA) course performed twice a year with participants from nations all over the world. This course is often set as a requirement before deployment as the position as Gender Field Advisor or Gender Advisor in PSOs. The Gender Training of Trainers (GToT) course is conducted once a year at SWEDINT and at several occasions through Mobile Education and Training Teams (METT) at other training facilities upon request and coordinated with NATO operational requirements. Our gender seminars are divided into two categories The NATO SELECTED Key Leader Seminar on gender which is often part of senior leaders key leader training package before deployment, and Commanding Officer Seminar on gender - both seminars aiming to increase knowledge about gender perspectives in military operations and to share important experiences with, and among, the participants. As the Commander of the Nordic Centre for Gender in Military Operations I welcome you to participate in the implementation of gender perspectives into military operations. With our network of SME s, gender seminars and recognized courses, we aim to provide the necessary tools to increase the operational effect of PSOs. 4 Introduction by the PSO Office of the Swedish National BUREAU OF INVESTIGATION General police knowledge and experience is the basis for all types of service as a police officer in Peace Support Operations. In addition, to successfully meet the highest international standards, certain specific skills are required. For this reason training is the most important part of all pre-mission preparations. The aim of training is develop such contextual knowledge about peacekeeping operations and the specific task, how to assist in building local capacity within law enforcement agencies, but also the means to maintain the high quality of an international police. The international police works integrated with all components in the mission, co-operates with national authorities and, most importantly, treat the people in the mission area with respect. Integration is the key word to achieve success in Peace Support Operations, in training as well as in the mission area. The Swedish National Bureau of Investigation and the Swedish Armed Forces have a long tradition of integration, cooperation and coordination on issues related to Peace Support. In order to achieve the advantage of integration in line with this tradition, most pre-mission training conducted by the Peace Support Operations (PSO) Office of the Swedish National Bureau of Investigation is held at the Swedish Armed Forces International Centre, SWEDINT. The courses/training we conduct are constantly updated and revised in accordance with the new Core Predeployment Training Material (CPTM), Specialized Training Materials (STM), lessons learned from current Peace Support Operations, development of doctrines and research, and last but not least, in line with the pedagogy of modern learning. Introduction by the PSO Office of the swedish prison and probation service Introduction to the United Nation Prison and Probation Officer Course UNPriPOC. While the military components still remain the backbone of many peacekeeping operations, the need for international Rule of Law expertise in post-conflict countries has been widely recognised. As the number of police increases in a post-conflict setting, so will the number of arrests and detentions. If there is no corresponding increase in the numbers of justice or corrections experts available to assist national authorities, issues such as massive overcrowding in prisons will create volatile conditions not only within prison settings but also in mission areas in general. The expertise that corrections personnel in a peacekeeping operation must possess is considerably broader than the skills and experience obtained as a national prison or probation officer. In addition to in-depth knowledge on prison related issues, on a strategic as well as operational level, it requires an understanding of the complexities involved in strengthening national corrections institutions in a developing or post-conflict environment, cultural sensitivity, knowledge of international human rights standards and language skills. The United Nations Prison and Probation Officers Course (UNPriPOC), initiated in 2005 by Director General Lars Nylén is held twice a year at SWEDINT and aims to prepare corrections officers for deployment to peace operations. The course is open to international corrections officers and participating countries have so far included Canada, Ghana, Hungary, Kenya, Namibia, Uganda and Zambia, Rwanda, Burkina Faso, Jordan, Finland and Norway. The Swedish Prison and Probation Service has upon requests assisted in the administration of UNPriPOC in Kenya as well as in Zambia, Ghana and the fall of 2014 an all female UNPriPOC in Rwanda. I look forward to future collaboration and welcome the nominations by your commissioners of qualified correction officers who have been or are in the process of being selected for peace operation duties. 5 EDUCATION AND TRAINING INFRASTRUCTURE The implementation of modern technological support in staff training is continuously in progress at SWEDINT. Our technological learning platform offers a complete environment for the implementation of the most recent pedagogical methods. On the majority of our courses each student is provided with a laptop to be used throughout the course, enabling access to the student network and open internet from the SWEDINT school building as well as from the student hotel. CO - OPERATION Education and Training Technologies Among a wide range of education and training technologies, SWEDINT has its focus in the use of e-learning technologies and simulators of different kind. Some to mention are: Advanced Distributed Learning (ADL); Computer Based Training (CBT); immersive learning; mobile learning (m-learning); collaborative learning; Virtual Reality Simulators (Virtual Battle Space III); and Geographical Information System (GIS). These technical support systems are continuously eveloped pending the requirements from each individual course, and also supporting the examination and evaluation of students and courses. Suitable ADL courses are available on the NATO e-learning Portal. Hereby students can on forehand inform themselves about the course topic prior to the participation in the residential course at SWEDINT. The NATO ADL courses are accessible for NATO and Partner nations by individual Registration and approval via the PfP learning Management System (LMS) powered by ILIAS. * MILITARY ACADEMY Mobile Education and Training Team (METT) The Lap Top concept enables SWEDINT to establish a DISTAFF worldwide, including technical personnel, hardware and software. Serious Games and Simulators for Peace The Virtual Exercises is unique and a great support for the work within many of the courses. With students from all over the world it is of great importance that we can provide them with a common picture of the PSO Scenario. Geographical Information System (GIS) All Command Post Exercise (CPX) scenarios need special analogue and digital maps and overlays. 6 GENERAL INFORMATION The durations of the various courses are stated in this Course Catalogue. The application form has to be submitted not later than 8 weeks prior to the course. Students will be provided with detailed information prior to each course. Single room accommodation is provided at the Life Guard Student Hotel. On the majority of our courses each student is provided with a laptop for use throughout the course. All students have access to the public internet through SWEDINT's computers. Meals are served in the Officers' Dining Hall. Social events and welfare arrangements are integrated and mandatory parts of the courses. Dress code for each course is stated in the pre-course information folder which you can find on our webbsite. More information can be found at WELFARE ARRANGEMENTS As a host nation we would like to give our students the opportunity to get a glimpse of our beautiful country, its culture and history. For courses lasting ten days or more SWEDINT arranges welfare activities during one weekend, as part of the course. Whether you are interested in shopping, visiting museums, restaurants, entertainment, culture or even nature, Stockholm always has a lot to offer. The welfare trips do not only offer cultural events and sightseeing, but do also contribute to a good atmosphere and a friendly course spirit. FINANCIAL DIRECTIVES AND VISA Salary, MSA, course fees and travel arrangements are responsibilities of the sending nation. Upon request, participation in courses can be subsidized. Decision is made on a case-by-case basis (see Application form / special invitation). The level of subsidy will be stated once a slot is granted. VISA Application: It is a national responsibility to obtain a valid VISA prior to arriving to Sweden and SWEDINT. Remember to apply for VISA well in advance since it can be a time-consuming process. The course fee / tuition fee Is stated under each course description. The course fee includes tuition, full board and accommodation. STUDENT ASSESSMENT SWEDINT strives for the highest quality standards in its education and training activities. International educational standards point to the importance of student assessment as a way of ensuring that learning objectives are met and, consequently that the student will be able to meet standards of competence after graduation. SWEDINT uses examinations to support both the students and the course leadership on the way towards the learning objectives of every course. Examinations at SWEDINT are designed to fit the actual course and its learning objectives. They are either formative i.e. designed to support both the student and the course team in adapting methods and content on the way towards the learning objectives, or summative i.e. designed to summarize learning achievements after a course or course phase. The course team will adapt the method of examination to each specific course. In short, courses up to five days will lean towards summative assessment and courses longer than five days will to a larger extent be able to use formative assessment methods. Assessment designs are based on the Swedish Armed Forces pedagogical standards which in turn rests on a solid scientific foundation. Students are awarded with a Course Certificate at the end of the course. Grades used on the certificate are Successfully completed or participated. Further details on SWEDINT`s student assessment can be found in the course invitation and joining instructions. STUDENT CRITERIAS FOR ALL COURSES AT SWEDINT Language proficiency Students have to fulfil the following standards in English, as described in STANAG Listening Good (3) (Professional) Speaking Fair (2) (Functional) Reading Good (3) (Professional) Writing Fair (2) (Functional) No additional training or translation will be provided during the courses. Computer literacy Students have to be computer literate and familiar with Microsoft Office and mailing systems. SWEDINT POLICY ON PERSONAL DATA In order to get a seat on a course at SWEDINT you will be asked to provide personal data. In doing so you are also giving your consent to the processing and storing of your personal data for official use at SWEDINT. You will also be expected to clearly state to SWEDINT staff if you have any objections against appearing on course photos or have your data in course address lists etc

7 Why a multidimensional mission? Because it recognizes the important role of multidimensional peacekeeping missions in order to: Assist host countries in developing critical peace building priorities and strategies. Help to create an enabling environment for relevant national and international actors to perform peace building tasks. Assist host countries to implement early peace building tasks themselves. 1 What is a multidimensional mission? A multi-dimensional peacekeeping operation is a peacekeeping mission comprising a mix of military, police and substential civilian components working together to implement a mandate from the Security Council. 2 The primary responsibility for successful peace building lies with governments and relevant national actors. Multidimensional peacekeeping missions bring comparative advantages in early peace building by: Drawing strength from international legitimacy and political leverage derived from the Security Council mandate. Using a mix of civilian, police, and military capabilities under a unified leadership. Utilizing deep field presence. 1 Resolution 2086 (2013) Adopted by the Security Council at its 6903rd meeting, on 21 January What is an integrated UN presence? An integrated UN presence is the configuration of the UN system in all conflict and post-conflict situations where the UN has a country team and a multidimensional peacekeeping operation or a Special Political Mission/office, regardless of whether this presence is structurally integrated or not. An integrated presence is also one in where a shared vision exists between all UN actors as to the strategic objectives of the UN presence at the national level. This strategy should reflect a shared understanding of the operational environment and agreement on how to maximise the effectiveness, efficiency, and the overall impact of the UN response. Structural or programmatic integration between UN actors must be driven by an assessment of whether it will add real value and improve the impact of the UN engagement. An integrated mission s structure should derive from an in-depth appreciation of the country-specific settings and the honest assessment of the UN capacities to respond effectively. It should be driven by the strategy for that specific country and the resources available to the UN. The multidimensionality and integration concept used in SWEDINT UN courses. The basis for multidimensionality in SWEDINT UN courses is a close cooperation and coordination between UNCIVSOC (Civilians), UNSOC (Military), UNPCT (Police Commanders) courses also known as the Triple Course concept. This cooperation is focused around three main areas, where common classes and an integrated exercise explains and introduces multidimensionality and integration as UN concepts. This is then further reinforced and strengthened with a final Integrated Staff exercise (INSTEX) in order to further create an understanding of the overall purposes of multidimensionality and the UN integrated presence in a conflict area. 2 Policy on Integrated Assessment and Planning Approved by: Secretary-General on 9 April 2013 Following endorsement by the Integration Steering Group 1 on 15 March 2013 and by the United Nations Development Group on 13 March 12 13

8 UNSOC UNITED NATIONs staff officer Course The overall purpose of the UNSOC is to prepare nationally trained staff officers for assignments in a UN lead multinational Headquarters conducting Peacekeeping Operations (PKO) predominately on Force Headquarter/Division and Brigade/Sector level. The UNSOC aims for military personnel selected by UN Member States to be deployed as military staff officers in a UN Peacekeeping operation (OF 2-5). Military staff officers are required to have completed their national basic military staff course. The aim of UNSOC is to support the pre-deployment training efforts of Troop Contributing Countries by providing UNDPKO training standards to ensure a common military approach to work at Force and Sector levels in UN peace keeping missions. Generally prepare staff officers for duties in peace keeping operations, by introducing the United Nations Staff Officers Special Training Material (SO STM). Enable staff officers to work in a mission environment and understand the staff functioning of the Force and Sector Headquarters. Understand and contribute, as staff officers, to the Military Component Planning Process (MCPP). During an Integrated Staff Exercise (INSTEX), coordination and cooperation among different branches within the headquarters and outside with other partners in a multidimensional/ integrated mission. UNSOC is a three week course, consisting of lectures/ syndicate discussions and map exercises partly together with UNCIVSOC and UNPCT. The course finalizes with an Integrated Staff Exercise (INSTEX). UNSOC I UNSOC II UNSOC III Minimum / Maximum participants: Course fee: SEK May 22 May 21 September 9 October 16 November 4 December 24 / 48 students PCM ref no: SWE.2711 UNCIVSOC UNITED NATIONs CIVILIAN staff OFFICER COURSE The overall purpose of the UNCIVSOC is to generate knowledge about how a modern United Nations mission is built and how it cooperate its actions with the humanitarian and development parts of the presence in a conflict area. The center of gravity will be given to create an understanding on what the multidimensional and integrated concepts means so that the student will be able to effectively contribute to the United Nations operational programs. The course is based on United Nations Department of Peacekeeping and Department of Field Support (DPKO/DFS) steering policy document s, training modules and directives. A person being in active service within the nationally administration civilian staff or in active civilian service in on going United Nations, African Union, European Union or NATO field missions. A person that represents an International, Governmental and Non- Governmental Organisation. Military- and police officers, with specific interest in the line of subjects. Individual civilian servants with a specific interest in the line of subjects. After completion of the course, the student shall be able to understand how a modern United Nations field mission is organized to be able to implement the mandate given from the Security Council and to meet challenges from conflicts and complex emergencies of today. The student shall be able to: Describe how a contemporary UN mission is built and the characteristics of integration Explain the meaning of multidimensionality UNCIVSOC is a two week course and is partly conducted together with the UNSOC and the UNPCT and consists of General Orientations, a virtual Reality Exercise, syndicate discussions and finalizes with an Integrated Staff Exercise. 9 Outcome UNPCt UNITED NATIONs police commander training The theme of the this three week training is intercultural leadership. The aim of the course is to prepare senior police officers for future assignments in management positions in peacekeeping operations. The training is directed by the Swedish National Bureau of Investigation, and conducted in cooperation with SWEDINT. During the course the participant will develop her/his personal leadership manifest where they will present how she/he can use their competencies as a leader in an integrated peacekeeping operation. The participant will work intensively with considerations and decision making together with analysing its consequences. The participant will have to present solutions to case scenarios which will reflect leadership, challenges and dilemmas. Content The tasks, the role and the responsibilities of a leader in an integrated peacekeeping operation. Intercultural communication and relations. Human Rights. Diversity and equal rights. Gender perspective and gender equality. Ethic and moral. Feedback. Considerations and decision making. Capacity building of local police, Police Reform (RRR). Interpretation of UN mandates and other key documents. The training has a process oriented approach, which engages student in discussion of situations from a UN Mission context and concentrates on the learning process. 10 UNTAC UNITED NATIONS TACTICAL COURSE (FORMER UNJOC) The purpose of the course is to prepare non-commissioned officers, warrant officers and officers, for general infantry duties in a UN led or mandated Peace Support Operation (PSO) at squad, platoon or company level. The course provides general information on UN with focus on peacekeeping (PK) principles, tactics and techniques. The primary target audience is identified as non-commissioned officers, warrant officers and officers; Sgt Maj (OR 6-9, OF 1-3). The aim of the course is to get a basic knowledge on the UN system, the execution of a PKO and to develop and improve hands-on skills of the individual student, with emphasis on the UN PK techniques. Understand the nature of a modern conflict and the complexity of a PKO. Understand the UN system and guidelines for PKO s. Practice and experience UN PK tactics and techniques on squad and platoon levels. / Course conduct The course will put the students through a training organization comparable to one that a national squad or platoon level unit would face before deployment into a real life PKO. Initially general orientations including UN organization and structure, PKO structures and tasks, legal aspects and Rules of Engagements (ROE) will be given. Thereafter lectures and practical training in negotiation and working with interpreters, map reading, radio communication procedures, mine awareness and PK techniques and tactics such as Patrolling, Vehicle Check Points and Observation Post duties will be held. The course ends with a final exercise where the students execute a two-day PKO combining all covered issues. 11 UNCpC UNITED NATIONS CHILD PROTECTION COURSE To prepare the individual students for assignments and training relating to Child Protection in UN-missions. Trainers at Peacekeeping centres or civilian and military personnel deployed or planned to be deployed to a UN mission. DPKO regards Child Protection training as mandatory prior to deployment to a UN mission. After the course participants are to understand the roles and responsibilities of military, police and civilian actors involved in child protection work. The participants should furthermore be able identify specific threats to children and to come up with effective and relevant actions in order to mitigate or neutralize these threats. Participants should also be able to implement the training material given to them in pre-deployment training at their respective unit. Explain why Child Protection has become a priority objective for UN peacekeeping. Describe the range of threats facing children and the role of peacekeepers in protecting children from those threats. Describe the range of protection actors that operate alongside peacekeeping operations. Explain how the failure to protect children can affect the credibility of the mission and the UN. The primary target audience is identified as military staff officers (OF 2-5) who will have or is appointed to positions in HQs on the tactical level. Civilian officer equivalents and representatives from IOs/NGOs are also eligible for nomination. The aim of the course is to prepare students from NATO and partner countries to serve as a planner within a tactical level headquarter in a NATO led (PSO) while applying the Operations Planning Process (OPP) based on the Comprehensive Operations Planning Directive (COPD) and the principles of a Comprehensive Approach. 14 NORDIC CENTRE FOR GENDER NCGM NORDIC CENTRE FOR GENDER NCGM IN MILITARY OPERATIONS IN MILITARY OPERATIONS GFA GENDER FIELD ADVISOR COURSE NATO SELECTED A Gender Field Advisor (GFA) or Gender Advisor (GENAD) is the Commanders or Head of missions strongest resource in the implementation of gender perspectives into planning, execution and evaluation of military operations. The two week course prepares the participants for the work as GFA or GENAD. By presenting the background of the UNSCR 1325 and related resolutions, the NATO BI-SC Directive 40-1 and international humanitarian law, a framework is created where lessons learned, methods, experiences and research creates the foundation of the role and responsibilities of a GFA. This course is primarily addressed to military personnel about to deploy in position as GFA, GENAD or civil equivalent. It is desirable that participants have experience from staff work and basic knowledge the military operational planning process and procedures. The course will educate and train personnel to perform successfully as Gender Field Advisors or Gender Advisors in military and Peace Support Operations.
