1 Partner Initiatives for Mobility Management Services

2 PIMMS CAPITAL PIMMS CAPITAL is a capitalisation project, funded via the European Regional Development Fund under the INTERREG IVC programme. Its purpose is to transfer good practices in mobility management between partner-regions, but in a way that has a long-term effect. The device used is to target the programmes and priorities of the ERDF itself, by proposing actions to be funded via the relevant Regional Operational Programmes will implement a regional system of real time information for travellers incl. mapping and displays of local places. The capitalisation should finance the long term sustainability of this system and export the Good Practices. This newsletter summarises the Regional Action Plans produced by the 12 regions represented in PIMMS CAPITAL. Copies of the documents (and EN summaries as appropriate) are available on the project website at Partnership 12 regions (16 partners) some of them have worked together already in the projects PIMMS and PIMMS TRANSFER came together to exchange good practice and the capitalisation of mobility management ideas. The partners have identified 14 good practices that will be exported between the regions a total of 32 import. The project is running under the INTERREG IVC programme for 26 months. INTERREG IVC supports the coherence of Europe through interregional cooperation and the transfer of knowledge and PIMMS CAPITAL will produce an Action Plan for each region, setting out how the key stakeholders will commit to adopting the selected good practices. Project start was October 2010, the project is funded by the European Commission with 1,4 Mio.

3 Objective To stimulate modal shift towards more sustainable forms of transport by increasing the implementation of high quality mobility management techniques and policies in European regions. AND THUS 1. to capitalise on the experience of PIMMS and PIMMS TRANSFER, 2. to involve an extensive range of related stakeholders at municipal and sub- regional level, 3. to involve other sources of good practice and expertise, notably other EU- funded projects 4. to demonstrate how mobility management adds value to the ERDFfunded capital investment in hard-works, especially for public transport in Convergence regions. Each partner in the project has identified local or regional specific problems which could be solved by the PIMMS CAPITAL good practices. This includes the development of Public Transport, Mobility Management solutions, new approaches to IT-based information, passenger safety and promotion of sustainable mobility. 2

4 A quick summary The 12 regions selected 14 good practices to investigate for possible import. Typically, regions visited 3 partners to look at good practices in operation (but often managed to look at more than 3!). Each then held an Import Workshop, where the good practice experts helped them to consider how the good practice could be adapted to their particular regional circumstances. All this work was done with a network of relevant partners who would be critical to the successful transfer. See Newsletters 1 and 2 for more information on this. Then the hard part; preparing the Regional Action Plan (RAP) and submitting it to the Managing Authority, responsible for the relevant ERDF Operational Programme. Ideally the MAs for all 12 regions would have been project-partners. For PIMMS CAPITAL, this was the case in just 5/12 regions when the project started. But the Member States on the project were particularly affected by reorganisations: in Greece we lost the ERDF Managing Authority, and in Hungary and the UK the new arrangements have made it impossible to obtain the support that had been expected. A further problem has been that the RAPs are specifically targeted at the current ERDF programmes: but these end in Dec-13, and many did not have spare resources to dedicate to new initiatives. Nevertheless, 12 RAPs have been produced, and considered by the relevant authority. What s the impact? 6 RAPs contain concrete proposals for mobility management action to be undertaken during the present programming period. Of these, 4 have used the good-practice-transfer process of PIMMS CAPITAL to fine-tune plans that were already in the pipeline; 1 used PIMMS CAPITAL to get more funding; 1 proposed a no-cost good practice import, which is already under way. The total amount dedicated to mobility management through this process is 30m, of which approx 26m is from ERDF. All intend to carry-forward these actions into the next period as well. 3

5 3 RAPs contain proposals for the next period; in three cases these are specific, with actions and budgets. They will be used in the preparation of investment plans in the next years, both ERDF and other. 3 RAPs record the intention to pursue the transfer of good practices in the next programming period, but have not prepared specific proposals at this stage. And there s more Partners in all 12 regions have signed a specially-prepared Mobility Management Manifesto, and hope that many others will use this to promote sustainable transport as EU Member States enter the next period of planning and investment. Overview of the Good Practices by Partner BG Sofia Sofia Municipality has been improving its public transport in recent years, and more is planned, much of the funding has (will) come from the ERDF. Schemes include: a new metro system, refurbished and extended tram network, new buses, cycle lanes, passenger information. In 2012 the Municipality brought all this together under the Sofia Integrated Urban Transport Project (ERDF funding of 50m in the present programme). Its design and implementation has been influenced by PIMMS CAPITAL; in particular Sofia has closely studied three good practices from Frankfurt, and has developed an action programme for each. Promotion of Public Transport: AIM: attract more public transport users, increase revenues. ACTIONS: campaigns against vandalism and fraud; positive campaigns about pricing and smart-cards; use of social media; campaigns targeting schools and employers; install 600 4

6 electronic information boards. COST: 1,035m for Traffic and Mobility Planning: AIM: make public transport more attractive and preferred because of improved speed and convenience. ACTIONS: improved traveller-accessibility; development of a bicycle network. COST: 10,285m for ; 89m for Mobility Management and Mobility Centres: AIM to reduce the use and impact of the private car. ACTIONS: transform tourist information centre into a mobility centre, install information terminals in major ticket offices; introduce park-and-ride system integrated with automated fare collection on public transport; intelligent traffic system at 20 intersections in Sofia. COST: 5,075m for ; 0,65m for CY Larnaca Key decision-makers from the Municipality studied two good practices in Limerick IE and Frankfurt DE. The Regional Action Plan recommends three good practices to the ERDF Managing Authority, for 5

7 possible inclusion in the ROP for Walking and Cycling Strategic Plan (from Limerick): a draft plan for Larnaca has already been submitted to the national authorities. AIM: reduced traffic levels in the town centre, with economic, health and environmental benefits. ACTIONS: cycle tracks and pedestrian areas to benefit from the favourable Cyprus weather. COST: to be agreed for Mobility Centre (from Frankfurt): AIM: better information, more available, thus encouraging more people to use public transport. ACTION: construct centre in the city centre. COST: to be agreed for Urban Traffic Control System (from both cities). AIM: managed traffic flows, leading to fewer delays, less pollution, more priority to public transport. ACTIONS: install the SCOOT system to control 40 traffic lights, 31 pedestrian crossings and 50 public parking areas in the town centre. COST: to be agreed for Mobility Management in Neighbourhoods (from Frankfurt) was also of great interest but will be developed in the longer-term and is not 6

8 included in the RAP. CZ Moravia-Silesia The regional partners include the Regional Council (Managing Authority of the ROP ), the cities of Ostrava and Opava, and KODIS, the coordinator of the integrated regional transport system in Moravia-Silesia. The Regional Action Plan includes concrete proposals to invest 1,4m ERDF for in importing good practices observed in DE, SE and UK. Promotion of Public Transport and Mobility Management and Mobility Centres (two from Frankfurt DE): AIM: to increase ridership, especially among young people. ACTION: KODIS will build on the investments already made via ERDF (to modernise transfer terminals and provide environmental and low-floor vehicles in public transport) Via PIMMS CAPITAL it is now undertaking a programme of promotion and perception-change of public transport, and information measures including a Mobility Centre in Ostrava city centre. COST: 1,200m for (ERDF: 1,020m) Regional Transport, Mobility Management and Spatial Planning (from Stockholm SE), and Integrated Transport Strategy (from West Midlands UK): AIM to embed mobility management into transport and spatial planning in the region. ACTIONS Ostrava and Opava will prepare Sustainable Urban Mobility Plans, ERDF COST: 0,480m for In addition, discussion of the Cohesion Policy already emphasises mobility management, with a particular interest in central electronic systems for transport monitoring (from Limerick City, S&E Ireland) DE Hessen The following good practices from West Midlands UK were visited by traffiq (the Public Transport Authority for Frankfurt) and its local partners in the Rhein-Main region, and have been included in the Regional Action Plan. As no resources are available for implementation in the current period (to end-2013), they will be considered for inclu- 7

9 sion in the relevant programmes for The Choose How You Move campaign (Worcester), goes beyond the already advanced customer relations management implemented in Frankfurt. traffiq has now made a field test of a dynamic customer dialogue for new citizens with moderate success. The initiative will be extended, subject to funding The Integrated Transport Strategy (CENTRO, the integrated transport authority for the West Midlands Metropolitan Area) is of relevance because (a) the metropolitan areas are very similar in character; (b) both agencies face reduced budgets but increased demands. Specific elements that may be taken forward include: establishing governance arrangements with partnering authorities; developing integrated transport strategies in close collaboration with businesses and private sector partners; establishing strong links between transport and the economic and spatial strategies for the region; publicprivate partnership and development of integrated transport strategies. EL Western The region was initially represented in PIMMS CAPITAL by three partners. In the early months, a reorganisation of regional government meant that the Regional Council withdrew from the consortium. At the end of the project the new Intermediate Managing Authority for the ROP was pleased to sign the Regional Action Plan, produced by Patras Municipality and the Computer Technology Institute and Press Diophantus which is the main organisation in Greece responsible for ICT policy development. The partners studied the integrated traffic monitoring system (from Limerick IE) concerns a solution including: walk and cycling promotion activities; actions to engage the community (e.g. through focus groups); urban traffic control system and car parking spaces administration; the Worcester Sustainable Travel Demonstration Town (West Midlands, UK); and the Mobility Management (Stockholm SE), concerns the development of a heavy infrastructure including Equipment and operation of a sophisticated innovative traffic ma- 8

10 nagement centre. In the RAP these were merged into two set of concrete proposals for action in the period to 2013, as follows: Traffic management activities (from IE and SE): AIM to use ICT to improve traffic flows and public transport reliability, improve the environment of Patras. ACTIONS modernise the region s traffic control lights; introduce real time information systems for public transport; use ICT tools for traffic monitoring and parking information. COST: 2,714m, of which 2,430m from ERDF. Promotion of public and sustainable transport (from UK and IE): AIM improve the environment of Patras. ACTIONS: targeted campaign to promote alternative approaches to the car (walk, cycle, park&ride, car-share). COST: 32k (paid-for by Patras Municipality) HU Central Transdanubia The following good practices were visited by the regional agency and its local partners, and have been included in the Regional Action Plan. As no resources are available for implementation in the current period (to end-2013), they will be proposed for inclusion in the relevant ERDF programme for Mobility management and mobility centres (from Frankfurt DE). A synchronized mobility information system (not only the provision of information) is absolutely missing in Hungary. However there is a demand for it since individual transport becomes more and more unsustainable. Through a mobility centre it would be possible to approach the demands of the population. Integrated public transportation system (from Moravia-Silesia CZ). The introduction of an integrated public transport system has long been favoured in the Central-Transdanubian Region which facilitates 9

11 the transport of people with rhythmic time-tables integrated transport management, intermodal centres, electronic tickets, uniform system of tariffs and a wide-ranging passenger information system. For an integrated time-table among other things it will be necessary to establish transport alliances among the service providers for which the Czech practice is a good example. Sustainable travel demonstration town (from Worcester UK). This was chosen to learn more about the mobility management, which is still organised intermittently in the region and in Hungary and it is confined to individual campaigns (like car free days). Albeit it would be possible to reach the desired change of approach of the population with continuous activity, low cost but regular actions and campaigns. HU West Transdanubia The following good practices were visited by the regional agency and its local partners, and an action plan for each has been developed in the Regional Action Plan. As no resources are available for implementation in the current period (to end-2013), they will be proposed for inclusion in the relevant ERDF programme for Promotion of Public Transport (from Frankfurt DE) included several soft measures increasing the number of PT users such as marketing campaigns, PT advisory for school children, senior citizens and companies, as well as modes of providing information for passengers with specialising for target groups. Therefore one of the most essential elements can be emphasised is the cooperation of individual parties and integrated approach in organisation of PT with focusing on customers. Safe roads (from Treviso IT) provided an innovative educationalmethodological tool for raising awareness and improving skills and competences of youngsters in order to ride safely on the road. Thus this method can contribute to enhance road transport safety in West Transdanubia. Regional transport, Mobility Management and spatial planning (from Stockholm SE) provided the complex and integrated approach 10

12 of transport and spatial planning processes with taking into account mobility management measures, which would be certainly for the benefit of West Transdanubia. IE Southern & Eastern Ireland The delegations from the Region, in particular from the City of Limerick studied three Good Practices Traffic and Mobility Planning (Frankfurt DE), Regional Platform for Mobility Management (Stockholm SE) and Integrated Fares & Automatic Ticketing (Veneto IT). The Regional Action Plan makes concrete proposal to invest 9m (of which 3.6m will be ERDF funding from the Regional Operational Programme) to import the good practice: Planning for a Modal Shift in Limerick City, which was influenced by the Good Practices in Frankfurt and Stockholm. Limerick and its surrounding hinterland have been identified in the National Spatial Strategy as a key engine for growth and driver of balanced regional development. A unique opportunity now exists to develop the gateway as a beacon for exemplary sustainable travel. It 11

13 is the ambition to improve connectivity via sustainable modes within the city Region. AIM: to connect four key hubs within the boundaries of Limerick City and Limerick County, and in so doing, create a new understanding of mobility within the region through how the hubs are connected. Smarter Travel will help improve travel opportunities and make the area a better place to do business. ACTIONS/COST: 7 cycle & walking routes and links ( 6,266m), Travel planning ( 1,170m), Car sharing & car clubs ( 45k), Community owned initiatives ( 0,187m), Marketing ( 0,648m). IT Basilicata The Basilicata Region (the MA for its ERDF Regional Operational Programme) closely involved the municipality of Potenza in the work of PIMMS CAPITAL. The Regional Operational Programme already included a priority for implementing inter-regional and local transport networks interoperability, and the Integrated Plan for Sustainable Urban Development of Potenza ; so they studied three good practices: Traffic and Mobility Planning (from Frankfurt DE), Regional transport, mobility management and spatial planning (from Stockholm SE), Integrated Transport Strategy (from CENTRO, West Midlands UK). The good practices have been used to fine-tune the PISUS initiative ( Potenza implementing info-mobility ). AIM: improve the user experience and thus increase public transport ridership. Actions include: real-time travel information for passengers, data for better planning, Mobility Centre in Potenza. Cost: 1,35m (from ROP) IT Veneto This project has involved the Veneto Region, the Province of Treviso and the Municipalities of Treviso and Mogliano Veneto for a collaborative and proactive process. The Veneto Region Regional Action Plan describes three good practices that are relevant to the Veneto Region. During the period of 12

14 the project, financial resources have not been concretely available for immediate implementation; however, the present ERDF Regional Operational Programme has been revised to create the possibility of using unspent current funds; and the proposals are targeted at the ERDF Planning. Subject to funding, the Veneto Region will import the good practice Integrated Transport Strategy from CENTRO, West Midlands UK. The two regions are similar both in socio-economic terms and in their willingness to improve its public transport and mobility integration (for example through info mobility and tariffs integration). The RAP proposes that a strategic approach should be developed, for realisation through the ERDF funding especially in The Municipality of Treviso studied the good practice of the Municipality of Limerick (S&E IE) Smarter Travel Bus Priority Corridors, Cycle Lanes, Park & Ride, Walking and Behavioural Change. Their plan is to update the current Urban Traffic Plan and draw up other Sector Plans (public transport plan, etc.), identify appropriate intermodal hubs; create a single fare system for public transport; realtime information. The Municipality of Mogliano Veneto intends to adopt the good practice Traffic and Mobility Planning from Frankfurt DE. Key targets would be the Urban Traffic Plan, single fare system in intermodal 13

15 transport. development of communication and advertising services UK West Midlands The region is represented on the project by CENTRO (the Integrated Transport Authority for the metropolitan area of the West Midlands) and Worcestershire County Council, the local authority for a rural county. The main proposals in the RAP build on the good practices imported from Frankfurt (DE), and Treviso & Veneto (IT) Passenger Information and Telematics: detailed proposals for Interconnect West Midlands have been developed for both partner-areas in the RAP. The initiative will provide personal planning information that is not only robust and immediately available but personal to the individual and their needs at that moment. This fits the Mobility Management aim of reducing reliance on car by encouraging travellers to use other modes (COST: 12m, no financing yet dedicated). Smart Ticketing CENTRO is currently working to introduce a Smartcard e-purse, but intends to extend this with short, medium and long term solutions to an evolving transport and technological environment, moving with the times to bring benefits to people with improved accessibility to jobs and opportunities, thus a better quality of life. The third Good Practice is imported from Western Transdanubia (HU). Strategic Transport Investment provides new thinking on different ways of working (Governance) and sets the overall contextual framework in which the above two GPs can be developed and flourish though collaborative working between partners. SE Stockholm Delegations from the Stockholm Region studied two Good Practices: Integrated Transport Strategy being implemented by CENTRO, West Midlands UK, and the Action Program Effizient Mobil in Frankfurt DE. As no resources are available for implementation in the current period (to end-2013), a no/low-resources approach has been adopted. 14

16 The main import to Stockholm is the Corridor Approach from the West Midlands. This is a planning approach that requires no new resources. The idea behind it is to improve the quality and range of sustainable travel options (public transport, walking and cycling), by coordinating measures along prioritized corridors. This is achieved by forming partnerships along the corridors with both private and public stakeholders, including municipalities. The partnership plan and conduct balanced packages with minor infrastructural measures and improvement of the public transport offer combined with Mobility Management to launch and make visible the improvements for the users. In Stockholm the approach will be applied along 10 regional corridors. Besides improvements to public transport, the packages include for instance improved park and ride facilities and cycling network; and mobility management activities such as measures in new residential areas and within local travel plan networks in large workplace areas. Stockholm also plans to adopt good practices about promoting public transport, from both Frankfurt and Birmingham: these include: locally adapted information to different target groups and combining traditional traffic information with Mobility Management. 15

17 Manifesto for Mobility Management Introduction Across the EU, increased reliance on the car has resulted in road congestion and higher pollution, leading to economic, environmental and health problems for our regions and cities. ERDF investment in infrastructure must have sustainable alternatives introduced at the same time. Mobility Management aims to encourage people to use other travel modes. This includes soft measures (e.g. information or integration of existing services), which boost hard measures (e.g. new tram lines, new roads and new bike tracks). The PIMMS CAPITAL project is an EU-funded scheme to encourage modal shift towards sustainable transport by introducing high quality Mobility Management projects in Europe s regions. The PIMMS CAPI- TAL partners 12 EU regions from ten member states believe Mobility Management is essential to achieve sustainable transport aims. They have worked together to ensure best practice is spread across Europe. As a result of this a series of goals to enable Mobility Management have been written into the PIMMS CAPITAL Manifesto for Mobility Management. The goals are: 1. Help policy makers to articulate a vision for Mobility Management; 2. Make Mobility Management professionals proud of what they are doing and motivate them to do more; and 3. Provide a framework for others to embrace Mobility Management. The goals of the Manifesto will not be reached unless policy makers and professionals from Europe work together to make Mobility Management common in their cities and regions. The PIMMS CAPITAL partners are committed to advancing these goals, as set out in the Manifesto for Mobility Management. We invite other authorities local, regional, national and multinational to join us and make European cities and regions better places for everyone to live and travel in. 16

18 Principles 1. Mobility Management is an integral part of modern transport policy at local, regional, national and European level. 2. Mobility Management is meant to promote the use of sustainable transport modes, to improve quality of life in cities and regions. 3. Mobility Management can lead to quick wins in transport policy (good results with low investment costs in the short term). 4. Mobility Management recognises the importance of the car in society and does not restrict the benefits of car use. Mobility Management is simply meant to find better ways for cars and other modes of transport to complement each other. 5. Mobility Management includes a variety of disciplines, including economics, management, engineering, marketing, communications, behavioural science, finance, real estate, and spatial planning. 6. Mobility should be considered as central to spatial planning - the integration and implementation of Mobility Management practices in spatial planning helps create better cities and regions. 7. Mobility Management makes for more efficient public transport services; integrated ticketing systems and use of ICT to improve passenger information services are key elements. 8. The effectiveness of Mobility Management policies depends on cooperation among different stakeholders; the involvement of the private sector in mobility management policies is essential. 9. Increasing the public benefits of Mobility Management is an important target that would benefit from quality time, attention and commitment. Advancing the Manifesto for Mobility Management There are many ways of driving forward the Manifesto for Mobility Management. We welcome a broad range of creative activities, which Mobility Management professionals have already practiced. For policy makers and professionals not deeply involved in Mobility Management, one basic and very effective way to support the Manifesto is to embrace Mobility Management practices and the principles of the Manifesto. 17
