3 Introduction. Intravenous Nursing New Zealand (IVNNZ) is a voluntary organisation for Registered Nurse*/ Midwife/ Allied Health Professionals/ promoting excellence in Intravenous Therapy (IV) practice with ongoing quality improvements to patient/client care. IVNNZ was founded in October 1993 with the primary focus of establishing IV therapy as a speciality in nursing practice. This is a ten year plan (2006 to 2016) and highlights strategic issues for future direction in IV therapy practice. It responds to calls for clarity, and outlines the vision, purpose and intent of IVNNZ. *Nurse Practitioners are inclusive 3
4 Vision Intravenous Nursing New Zealand (IVNNZ) has a widely utilised framework for national standards in IV therapy. This will allow for portability of IV certification in New Zealand. Purpose To promote best practice in the speciality of IV Therapy, promoting ongoing quality improvements to patient/client care and safety. Statement The role of IVNNZ is to act responsively to national and international research and critically reflect and promote best practice for Registered Nurse/ Midwife/Allied Health Professionals in IV Therapy. The responsibilities of IVNNZ shall be as follows: To support and promote the speciality of IV practice for Registered Nurse/ Midwife/Allied Health Professionals; To complete the process of implementation of National Standards framework in IV Therapy and an associated certification process for Registered Nurse/ Midwife/Allied Health Professionals; To develop and maintain both national and international networks in order to monitor developments in IV Therapy practice; To obtain Nursing Council endorsement for the framework of national standards IV therapy; All DHB s to achieve national certification. 4
5 Statement of Values. IVNNZ becomes an incorporated society for Registered Nurse/ Midwife/Allied Health Professionals with a commitment to excellence in IV therapy and quality improvements for patient/client care. IVNNZ has the following beliefs: That IV practice is consistent in its application on a national basis; That practice in IV therapy reflects safe outcomes for both the patient/client and the Registered Nurse/ Midwife/Allied Health Professionals; That IV therapy incorporates current research and critical reflection; That all Registered Nurse/ Midwife/Allied Health Professionals are accountable for their own practice; That cultural awareness is acknowledged and the principles of the Treaty of Waitangi are upheld; That IVNNZ is the leading recognised national resource for IV therapy; That all intellectual and capital assets of IVNNZ are protected. 5
6 Strategic Issues. The Strategic issues for the plan (2006 to 2016) are numbered one to six. IVNNZ has not placed the strategic issues in any definitive order. 1. To explore national educational requirements in IV related therapy for Registered Nurse/ Midwife/Allied Health Professionals. 2. To gain Nursing Council endorsement and maintain national framework for standards of IV Therapy practice. 3. To implement a marketing strategy for the promotion of IVNNZ. 4. To finalise IVNNZ becoming an Incorporated Society. 5. To explore issues related to resource management 6. To explore issues related to quality and risk management. 6
7 One: Education Explore and provide national educational needs in relation to IV and related practices for Registered Nurse/ Midwife/Allied Health Professionals. Rationale: Outcome: Objective: Identify national requirements for IV education and provide resources based on needs. National educational needs for intravenous Therapy are met for Registered Nurse/ Midwife/Allied Health Professionals. IVNNZ executive to liaise with national IV nurse specialists to enhance IV related education and clinical practice. Promote IVNNZ workshops through utilising ongoing marketing strategies. Provide opportunity for IVNNZ members to attend 18 monthly IV conferences through the IVNNZ education grant (as per criteria). Actively market IVNNZ educational resources available for sale at workshops and IV conferences and on the IVNNZ website Support and acknowledge facilitators of IVNNZ education workshops. 7
8 Two: National framework Gain final endorsement from Nursing Council for the national framework and competencies for intravenous related therapies and IV certification process for Registered Nurse/ Midwife /Allied Health Professionals. Rationale: Outcome: Objective: To promote national consistency and standards of practice in IV therapy. IVNNZ will have an accredited National IV Framework. To maintain national framework in Intravenous Therapy Practice and a framework for certification for Registered Nurse/ Midwife/Allied Health Professionals. To facilitate portability of Intravenous certification for Registered Nurse/ Midwife/Allied Health Professionals. To provide a forum to promote national consistency in Intravenous Therapy. Submit final document to Nursing Council for accreditation To achieve 70% or greater endorsement from District health boards and similar organisations within five years. 8
9 Three: Marketing Implement a marketing strategy for the promotion of IVNNZ. Rationale: Outcome: Objectives: Provide a national profile for IVNNZ. IVNNZ is the leading recognised national resource for IV therapy. To develop marketing strategies that recruit and maintain IVNNZ membership. To develop and maintain a website for IVNNZ To utilise IVNNZ logo as a nationally recognisable symbol. Provide workshops guidelines to facilitators of IVNNZ education workshops. Provide conference guidelines and a member of the IVNNZ executive committee on each IVNNZ conference committee. To facilitate a national IVVNZ conference every 18 months. To develop and maintain professional and impartial partnership with corporate members. 9
10 Four: Incorporated Society IVNNZ will explore the benefits of becoming an incorporated society. Rationale: Outcome: Objectives: To become a separate legal entity from its members to protect IVNNZ resources. IVNNZ will become an Incorporated Society IVNNZ executive seeks legal representation with regards to becoming an Incorporated Society To prepare a copy of rules for an incorporated society for IVNNZ IVNNZ to make a statutory declaration to become an incorporated society Prepare a notice of the location of the registered office of IVNNZ IVNNZ executive to abide by the rules and ensures all members are informed regarding the change to an Incorporated Society 10
11 Five: Resource Management Explore issues related to resource management. Rationale: Outcome: Objectives: IVNNZ must be adequately resourced to accomplish its vision. A suitable resource plan is established. To plan, protect and promote IVNNZ intellectual and capital resources. To create a sustainable financial plan for the ongoing development of IVNNZ. To identify funding constraints and ascertain resources available. To collaborate with key stakeholders. 11
12 Six: Quality and Risk Management Explore issues related to quality and risk management. Rationale: Outcome: Objective: Provide a framework that identifies quality and risk management issues in IV therapy. This encorporates the relevant legislation and associated organisational policies. Safe outcomes are reflected in the practice of IV for the patient/client, the Registered Nurse/ Midwife/ Allied Health Professionals and/or employer. To set criteria for audit processes of clinical effectiveness in IV therapy for Registered Nurse/ Midwife/Allied Health Professionals within practice areas. To critically reflect national and international IV Standards of Practice. To register with Standards New Zealand. 12
