Louisville s Commitment to Preparing the Future Workforce through Educational Attainment Greg Fischer, Mayor Louisville, Kentucky
More education = More innovation = More jobs New jobs will require more education 38% Today 62% 2020 Post-secondary 60% 40% On-the-job training Post-secondary On-the-job training Educated workers in Louisville earn more Source: EMSI, TIPS Strategies, excludes military employment
Greater Louisville Project data was our driver Established at time of city/county merger (2003) Three Deep Drivers of Change Education Jobs Quality of Life Set goal to move Louisville s percent of college educated adults to the top tier of competitor cities and the nation
How we came up with the 55,000 Degree goal At the start we had 116,000 Bachelor Degree* holders or 30% of working age adults (ages 25-64) We need 40,000 additional to reach our 40% goal by 2020 We had 38,500 Associate Degree holders or 7% of working age adults We need 15,000 additional to reach our 10% goal by 2020 That s a total of 55,000 more degrees, resulting in 50% of our working age adults with college degrees * holders of Bachelor s Degree or above
Began with Mayor s Education Roundtable Members: University & community/ technical college presidents Public and parochial school superintendents United Way, Chamber and Urban League presidents Leadership from Greater Louisville Project Workforce Investment Board Business Leaders for Education (top employers) YouthPrint (out-of-school time alliance) Finance and Administration Fiscal/HR oversight Communications Marketing, college going culture Board of Directors GLEC Signatories Executive Committee Strategic Direction Program Oversight Project mgt. & accountability Data Committee Count Me In! Teams/Projects around Objectives Innovation New ways to do things
How we plan to get there 1. Create and support a college-going and collegefinishing culture 2. Use the business community s unique points of leverage to accelerate attainment 3. Prepare students for success in college, career, citizenship and life 4. Make post-secondary education accessible and affordable 5. Increase educational persistence, performance and progress
Where the degrees will come from Encouraging adults, particularly those with college credit hours, to complete degrees (90,000 adults in our area have some college, but no degree) Increasing percentage of existing college students who graduate Inspiring more high school students to attend college (Close the Deal) Attracting more college graduates to Louisville
Challenges: We need to Step up our efforts We are making encouraging progress in education attainment and degree completion, but we are not yet on track to reach our goal. Better prepare our students Low college readiness of high school seniors and the high rates of students needing to take development courses show there are far too many students entering college unprepared to handle the coursework. Support returning students Adult and non-traditional students returning to college will require special support and innovative ways to meet the needs of working adult students.
Tracking Progress through the Education Data Dashboard on College-going culture: high school graduation rates, transition to college, top colleges attended Business leverage: participation in Degrees at Work, working age college enrollment College readiness: ACT scores and benchmarks, students who are college-ready, remediation Affordability & accessibility: average costs, scholarships & net costs, college-access center stats College persistence/performance: college graduation and retention rates
How will we get there? One Degree at a Time! Educational institutions pledge to increase the number of students who graduate Businesses pledge to provide tuition assistance and flexible work schedules Non-profit organizations pledge to provide scholarships and mentors 15K initiative will address minority college attainment Out-of-school time providers pledge to counsel students and create college-going culture
The city steps up To help more city employees earn degrees every year Ramping up from the current pace of 39 to 47 per year For a total of 64 more by 2020 (from 312 to 376) To help in other ways Community Action Partnership and Housing Authority (60+ scholarships) Louisville Education and Employment Partnership (1000 students at-risk of dropping out of high school) Close the Deal initiative (6 high schools) Community Schools (8 JCPS schools) Metropolitan College (with UPS and state) Supporting Out-of-School-Time programming for more information go to
