10 Skilled Capital Update 1494 enrolments in Skilled Capital as at 8 September 2015 As at 9 September 2015, 30 RTOs accessing Skilled Capital Currently 30 Skilled Capital qualifications remain open for enrolments 12 Qualifications reached cap Certificate IIs undersubscribed Small release (6-12 qualifications) on 30 September 2015 (qualifications and places announced 14 September 2015) Increase in funding for some foundation skills UOCs Full release January 2016

11 Skilled Capital Review Reviewing Skilled Capital initiative for new release of places in January 2016 Student feedback being collected upon completion (completion bonus survey) Survey will be released to RTOs to obtain feedback on: reasons for lack of uptake in some qualifications how the program is administered compliance requirements foundation skills and additional support currently offered

12 Adult Community Education (ACE) Grants Update Potential increase in ACE budget Applicants must be not-for-profit or a for-profit RTO in partnership Revising guidelines with inclusion of strategic targets (e.g. programs supporting victims of domestic violence) Applications open 2 October 2015 Information session 14 October2015 Applications close 6 November 2015

13 PSP Finalisation Feedback on wrap-around services (WAS) and work experience placement (WEP) services acquittal provided to PSP RTOs Common problem was lack of clear links between expenditure evidence to the funded activity Good examples provided evidence that told the story of the how the funds had been spent against the activity Feedback from RTOs was largely positive and feedback on acquittal expected to be helpful to RTOs

14 Compliance Update - Audits Audits occurring 1 17 September 2015 Audits against Skilled Capital activity 7 RTOs being audited Preliminary compliance issues identified: Standard 1.2 Data Collection and Reporting Standard 2.2 Student Eligibility Standard 2.4 Initial Skills Assessment

15 Compliance Update - Standards ACT Standards and Compliance Guides republished November 2015 with effective date of 1 January 2016 Intended updates/changes: Consistent wording applied including terms and definitions Documented process for conducting LLN assessment Additional and amended AA requirements Administrative Arrangements: User Choice payment model, USI, change of RTO, payment eligibility rules, FFS nomination process Additional SC requirements e.g. loadings for WEP must not be used for mandatory work placements specified by training package Additional examples of evidence for provision of WAS and WEP

16 Compliance Update RTO Change of Circumstances Notification Form for ACTFA RTOs to notify change of circumstances available Subcontracting Arrangements ACTFA V2.0 strengthened requirements for subcontracting Subcontracting Arrangement application form available Fee-for-Service Delivery ACT Australian Apprenticeships New nomination and approval process RTO Nomination for ACT Fee-for-Service Delivery form available Audit Guide for Training Providers in the ACT Version 2.0 released 26 August 15 with effective date 1 July 15 Update to design/format Appendix B: Audit Sanction Matrix amended to include Skilled Capital requirements

17 Compliance Update 2015 RTO Internal Review Tool SmartForm and guidelines for completion to be released October 2015 New form being developed that will address previous issues RTOs must submit a declaration on completion of the tool (auto generated ) Declaration submission due date 31 January 2016 Selected RTOs will be asked to submit tool and supporting documentation at a later date

18 Compliance Update ACT Quality Framework Professional Development Workshops Currently in development Workshop will address: ACT Quality Framework, including ACT Statement of Expectations RTO obligations under the ACTFA ACT Standards for Delivery of Training Compliance Guides for Australian Apprenticeships and Skilled Capital Workshops proposed for late October & November/December Free of charge with places capped at 1 per RTO dependent on uptake RTOs will be notified via news item and alert

19 AVETMISS Update Submission window for mid year submission closed 17 July 2015 Requirement to report funded training activity by due date is contractual obligation under ACT Funding Agreement All RTOs must upload their validated 2015 September quarter VET activity data and validation summary report (csv file) through AVETARS between 1 16 October 2015 RTOs with no activity to report must notify TaTE VET activity data must be validated using the online NCVER AVETMISS Validation Software and have 0 errors prior to uploading in AVETARS Data submission must include all funded activity from 1 January 30 September 2015
