1 Office of Developmental Programs Statewide Training Report Fiscal Year The Office of Developmental Programs and its Training Entities: Helping through Training Pennsylvania s Office of Developmental Programs (ODP) is committed to helping people with developmental disabilities achieve greater independence, choice, and opportunity in their lives, and participate fully in their communities. There are many ways in which ODP works to achieve this goal. One of these is to provide training to people receiving services, family members, service providers, and other stakeholders. This training helps people with developmental disabilities and their families navigate the service system and make real choices about living, working, and social activities. It allows providers of service to develop and provide effective supports and services, understand ODP policies and practices, and meet federal and state funding and regulatory requirements. In addition to providing its own training, ODP contracts with several entities to provide training to stakeholders of the intellectual disability and autism spectrum disorders communities throughout the Commonwealth. During fiscal year (FY) , ODP provided training to support people with autism through the Bureau of Autism Services and the Bureau s Autism Services, Education, Resources and Training (ASERT) partners. The ASERT Collaborative is a statewide initiative funded by the Bureau of Autism Services within ODP. Entities that provided training to support people with an intellectual disability on behalf of ODP in FY were: Health Care Quality Units (HCQUs) ODP Consulting System (OCS) The Training Partnership for People with Disabilities and Families (The Partnership) Each of these contracted entities works to enhance the lives of people with developmental disabilities. 2 ODP Statewide Training Report for Fiscal Year Page 2 The Office of Developmental Programs and its Training Entities: Helping through Training (continued from p. 1) Their work includes the trainings they develop and present, as well as activities beyond training, such as advocacy, technical assistance, and group process facilitation. This Statewide Training Report focuses only on training activities. During FY , more than 11,300 1 people participated in instructor-led trainings provided by ODP and its contracted training entities, and more than 63,000 people participated in their online trainings. Links to training entity websites and other links of interest can be found on Page 16 of this report. Training to Support People with Autism Spectrum Disorders ODP s Bureau of Autism Services (BAS) and its ASERT partners develop and deliver trainings to Pennsylvanians living with Autism Spectrum Disorders (ASDs), their families, and those who provide services and supports to them. There are three ASERT regions across the state. Each is a partnership of medical centers, centers of autism research and services, universities and other providers of services to individuals with autism and their families. During FY , BAS and the ASERT partners delivered instructor-led training to 2,356 people. This represents an increase of 26.5% over the previous fiscal year. During the same time period, participation in online trainings increased by 75.9% to 7,719 people. The total number of training participants during FY was 10,075, an increase of 61.2% over FY BAS online trainings include Adult Autism Waiver pre- and post-enrollment trainings for providers. One of the post-enrollment offerings is the Thursday Targeted Training A session at the June 2013 BAS Pennsylvania Autism Training Conference (PATC) series that is held online bimonthly and designed to meet ongoing needs identified by providers. Many people access BAS online trainings through the Bureau s Virtual Training and Resource Center (VTC). Adult Autism Waiver providers use the VTC to complete required trainings. It is also a comprehensive resource center that has been designed to enable other professionals to easily access free trainings as well as documents and other resources. In FY , 6,007 people accessed free training through the VTC. 3 Page 3 Training to Support People with Autism Spectrum Disorders (continued from p. 2) Selected BAS projects of note: Each year, BAS conducts its annual BAS Pennsylvania Autism Training Conference (PATC), which provides practical strategies for the support of individuals with an autism spectrum disorder. The June 2013 conference was attended by 707 professionals, family members, and individuals with autism. Autism Services, Education, Resources and Training (ASERT) Collaborative clinicians work closely with the BAS Clinical/ Training team to develop and coordinate topic-specific trainings for their region. FY topics included: Autism 101 Transitioning to Adulthood and Services for Adults with ASD ASDs: Overcoming Challenges in Medical Environments Employment for Adults with ASD: Current Data and Future Possibilities First Responders Training In addition, the ASERT Collaborative develops training manuals and materials for training modules which then can be replicated across the Commonwealth. ASERT trainings are provided free of charge in an effort to increase the number of professionals trained to support individuals with autism. In FY , 1,628 people participated in ASERT trainings. ODP Statewide Training Report for Fiscal Year BAS has implemented a training initiative to train service providers in conducting Functional Behavior Assessments (FBA). The training uses a new edition of the BAS FBA Training DVD set originally designed in To augment this initiative, BAS has trained more than 300 individuals as trainers of the Functional Behavioral Assessment and Treatment Plan Development workshop. In FY , 862 individuals met the training standard through this opportunity. In FY , BAS began using an online version to replace the face-to-face FBA Train the Trainer sessions. Anyone who would like to become an approved BAS FBA trainer or to continue as a trainer is required to complete the new BAS FBA Trainer Virtual Workshop. The Bureau has also begun creating a public database of the trainers within the BAS-approved FBA Trainer Network. The goal of this effort is to be able to effectively connect professionals who need the FBA training with experienced trainers. Gathered wonderful information to help me provide better supports... Reminded me why I am in this field. Thanks for recharging my batteries! The conference is consistently high quality year after year and a great statewide forum for education. An excellent look at transition from high school to college with general and very specific examples, including personal experience which was very helpful for me as a parent. Training to Support People with an Intellectual Disability The number of participants in trainings that support the intellectual disability system continued to increase in FY , as it has each year since data have been reviewed. The decrease in number of participants in instructor-led trainings during the fiscal year was more than offset by the rise in number of participants in online trainings. In fact, the number of people participating in online trainings has increased in each of the fiscal years during which records have been kept, as illustrated in the graph below. This trend highlights the successful efforts of the training entities to make trainings more convenient for people to access while at the same time increasing the cost effectiveness of the trainings. 5 Page 5 ODP Statewide Training Report for Fiscal Year Training to Support People with an Intellectual Disability (continued from p. 4) People representing a diverse range of roles participated in trainings that supported ODP s intellectual disability programs, as shown in the charts below. The role of Other includes Administrative Entity staff, ODP staff, participants from the medical and education communities, and, in the case of online trainings, self-advocates and family members. This information provides insight into the training methods that are most utilized by people in each role. For example, self-advocates participate in more instructor-led trainings than online ones, while the reverse is true for Supports Coordinators and their supervisors. This finding could indicate preference or simply reflect what training method is most often offered to different role groups. 6 ODP Statewide Training Report for Fiscal Year Page 6 Health Care Quality Units The eight Health Care Quality Units, or HCQUs, in Pennsylvania (see map at right) employ health care professionals who provide physical and behavioral health-related training and technical assistance. During FY , the HCQUs delivered 5,304 instructor-led trainings with a total of 67,325 attendees. The HCQUs have extensive catalogs of online trainings, which are being used more widely each year. For example, participation in Community Health Connections online trainings has risen 409% between FY and FY , from 120 to 491 unduplicated participants. During that same time period, the number of times that online trainings were participated in annually has risen 574%, from 232 to 1,333. Selected HCQU projects of note: APS Healthcare continues to expand its efforts to increase the capacity of local health care providers to better support people with developmental disabilities through its Licensed Healthcare Professionals Project and Schools for Healthcare Professionals Project. Through these projects, APS Healthcare provides training on intellectual disabilities and autism spectrum disorders to physicians, psychologists, medical students, nurses, therapists, and others in the health care field. Topics have included: Positive Practices Restraint Reduction Interacting with People with Intellectual and Developmental Disabilities (I/DD) Occupational Therapy for People with I/DD Healthcare for People with I/DD I/DD Needs in the Workplace As part of a collaboration between the HCQU and the University of Pittsburgh Medical Center, the Medical Center plans to post selected APS trainings to its website. Philadelphia Coordinated Health Care is developing a comprehensive Dual Diagnosis Direct Support Curriculum. The curriculum consists of 20 courses, two of which were developed into webcasts during FY in collaboration with OCS. These two topics, Target Behaviors (continued on p. 7)

7 Page 7 ODP Statewide Training Report for Fiscal Year Health Care Quality Units (continued from p. 6) of Mental Illness vs. Challenging Behaviors, and Dual Diagnosis Past, Present and Future, along with several of the other 18 courses, have also been presented as instructor-led trainings to more than 2,000 people across the state by Philadelphia Coordinated Health Care and other HCQUs. Chief Deputy Mark Peffer leads a discussion on Law Enforcement and the ID/DD system as part of Community Health Connections Special Speaker Series. High priority / frequently delivered training topics: Health Mental Health Infectious/Communicable Disease/ Standard Precautions Sexuality/Relationships Nutrition/Weight Management Positive Practices/Challenging Behaviors Dysphagia/Swallowing and Eating Disorders/Choking Diabetes Safety Comments from training participants: This training was exceptionally informative, organized, and applicable. Very thorough and correlated with facts and examples. Left with a wonderful increase of knowledge useful to everyday situations and provision of care. The training was very successful in educating me on dysphagia. I had many extensive questions and they were all answered very thoroughly! This will help me a great deal! [I learned] We are individuals & communication is key. Sometimes just listening helps. Excellent presenter, makes everything understandable. I think we should have this kind of training more often, sometimes we forget that we are dealing with people, that they have feelings, and we should treat them with a lot of love, respect, and dignity, especially old people.

8 ODP Statewide Training Report for Fiscal Year Page 8 ODP Consulting System The Office of Developmental Programs Consulting System (OCS) develops and delivers instructor-led and online trainings, including many of the trainings that make up the annual Supports Coordinator Curriculum required trainings. OCS constructed and maintains eight websites for the purpose of making trainings and resources available to a variety of audiences. They are: Administrative Entity Information Center Provider Information Center Supports Coordination Organization Information Center Supports Coordinator Curriculum Website ODP Consulting System Website ODP Training Registration Portal (registration for instructor-led trainings) Works For Me PA Medication Administration Training Program OCS Consultant Sharon Lipscomb presents Person- Centered Thinking training. In FY , OCS delivered instructor-led training to 1,857 people through 66 sessions. During that same time period, OCS also made available 21 online courses that included webcasts (some courses contained multiple webcasts), resources, and supporting materials. OCS develops and produces online courses for the ODP-required Supports Coordinator Curriculum (SCC). During FY , 1,670 unduplicated Supports Coordinators (SCs) and Supervisors participated in online SCC courses a total of 21,144 times. The number of SCC certificates received rose from 10,406 in FY to 15,755 in FY In FY , 11 SCC online courses were released: Renewal of ID Waivers July 1, 2012 Overview Supplemental Habilitation and AIS Overview 2012 Update ODP s Waiver Quality Strategy: Where does IM4Q fit in? 9 Page 9 ODP Statewide Training Report for Fiscal Year ODP Consulting System (continued from p. 8) Understanding Incident Management Dual Diagnoses in the U.S.: Past, Present, and Future (part of the Dual Diagnosis Curriculum) The majority of the SCC courses are also available to all stakeholders through the other OCS-managed websites. Department of Public Welfare (DPW) Medication Administration Program In FY , OCS offered 24 two-day sessions of training for the Medication Administration Train-the-Trainer program with a total of 565 unduplicated participants. In addition, OCS offered 21 Medication Administration Recertification training sessions with a total of 641 participants. Registered nurse and trainer Bonnie Kelly leads a discussion during Medication Administration training. Support for ODP s Statewide Conference Calls Using Maestro Conference Technology OCS reached over 495 participants through the use of conference call technology. In FY , OCS facilitated 18 statewide conference calls that encouraged information sharing and discussion. Topics for these calls included: Certification and Licensing System Outcomes Medication Administration Provider Monitoring and Qualification Selected OCS projects of note: OCS delivered seven sessions of the two-day instructor-led Person-Centered Thinking training during FY Three of these two-day sessions were specifically for employees of ODP s Hamburg, Polk, and Selinsgrove State Centers. The remaining four sessions were open to all (continued on p. 10)

Sixty-six state center staff and 68 other unduplicated stakeholders throughout the state completed the two-day training. In order to present the Person-Centered Thinking training s material, trainers must be certified by the training s authors, the Learning Community for Person-Centered Practices. The sessions that were presented during FY were conducted by four OCS staff who are certified trainers. A fifth is a mentor trainer (certified to train and to mentor trainer candidates). During the fiscal year, several OCS staff were in the process of earning their certification. OCS collaborated with state centers to provide their staff with other training during the fiscal year. Offerings at Ebensburg and Hamburg State Centers included Applying Person-Centered Principles, One-Page Descriptions, Facilitation Fundamentals and Time Management. OCS partnered with the Southeast Regional HCQU, Philadelphia Coordinated Health Care, on the development of the Dual Diagnosis Curriculum, including four webcasts that were part of SC Required Training for Two of these were released in FY (Dual Diagnosis in the US: Past, Present, and Future and Target Symptoms of Mental Illness versus Behavior). The other two (Understanding Trauma-Informed Care and Stressful Life Events and Common Chronic Health Conditions) were in development at the end of the fiscal year. Part of this collaboration is the development of presentations and trainer s manuals for the entire curriculum (20 courses) which will facilitate delivery of the courses in an instructor-led format through the regional Health Care Quality Units. High priority / frequently delivered training topics: Individual Support Plan Person/Family Centered Planning Intellectual Disability System Waivers (CMS) Outcome Development Employment Comments from training participants: [I will] be more compassionate to clients needs, routines, wants, likes and dislikes. This session was helpful. I enjoyed the partner work and activities. It was a good session. Presented well.

11 Page 11 ODP Statewide Training Report for Fiscal Year The Training Partnership for People with Disabilities and Families The Pennsylvania Training Partnership for People with Disabilities and Families, known as The Partnership, is part of Temple University s Institute on Disabilities. The Partnership is composed of five partner entities across the state. These entities offer trainings and technical assistance that are designed and delivered by and for people with disabilities and their families, and reviewed and approved by ODP. The Partnership s partner entities are: Partnership trainers Matt McElhinney (standing) and Oscar Drummond (2nd from right) co-present an ISP training. Partnership trainer Maria Coyle is shown on the slide. Institute on Disabilities ACHIEVA Mentors for Self Determination Self Advocates United as 1 Vision for Equality In addition, the Partnership offers trainings in Spanish by four bilingual trainers as part of its Latino Outreach Project. 12 ODP Statewide Training Report for Fiscal Year Page 12 The Training Partnership for People with Disabilities and Families (continued from p. 11) A total of 3,398 people attended trainings offered by the Partnership; 3,142 attended instructor-led trainings, and 255 participated in online trainings. As illustrated in the charts below, almost 60% of the instructor-led training participants were family members or people with disabilities, and almost all online training participants were family members. 13 Page 13 ODP Statewide Training Report for Fiscal Year The Training Partnership for People with Disabilities and Families (continued from p. 12) Selected Partnership projects of note: During FY , the Partnership conducted a series of nine weekly Lunch and Learn webinars for families. Topics included registration and eligibility, PUNS, SIS TM and the PA Plus, ISP, Participant-Directed Services, ID Waivers, Waiver Services and Your Rights in the System. The sessions were live and interactive, and were very well received. The Partnership offered a series of 45-minute teleconferences for self-advocates. Topics included person-centered thinking and self-advocacy. The Partnership s Latino Outreach Project reached 397 people through its trainings in FY High priority / frequently delivered training topics: Planning Today for a Better Tomorrow: One-Page Descriptions Developing a Good Individual Support Plan (ISP) Planning for Life After High School Long Term Planning for Your Family Member Let s Talk about Relationships Introduction to Person-Centered Thinking What I Do Once I Have an ID Waiver Comments from training participants: My son is 27 years old and been in system since birth and this is the first time I can say I understand how this system works. This seminar should be available to parents earlier in their child s process. This has clarified so much. This training was presented in a way that it was beneficial to providers/professionals, self-advocates and family members. Thank you! From a self-advocate who attended a training on Self-Determination: [One thing I learned was] that just because you have a disability, you are not different from anyone else. Learning from the People We Train To assess the value of their instructor-led trainings, the contracted training entities that support ODP s Bureau of Supports for People with Intellectual Disabilities ask all training participants to complete an evaluation at the end of each session. In it, participants are asked to respond to questions including these five standard statements: As a result of this session, I have increased my knowledge. (continued on p. 14)

14 ODP Statewide Training Report for Fiscal Year Page 14 (continued from p. 13) Learning from the People We Train I learned something that I can use in my own situation. This session provided needed information. The materials were helpful and effective (handouts, videos, overheads, PowerPoint, etc.). Overall, I am satisfied with this session. Respondents rate each statement using a Likert scale: 1 = Strongly Disagree (SD) 2 = Disagree (D) 3 = Undecided (U) 4 = Agree (A) 5 = Strongly Agree (SA) During FY , the averaged response to each statement across all entities was either 4.6 or 4.7, indicating that attendees found the trainings delivered to be helpful and relevant. These numbers are consistent with those from all previous fiscal years in which data have been collected. In FY , ODP s training entities began asking participants in online trainings to complete evaluations. Not all contracted training entities have begun using evaluations for their online trainings. During FY , there were evaluations for 12% of online trainings. The combined average response to the Likert scale questions was 4.4. The Office of Developmental Programs State Centers ODP s publicly funded Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICFs/ID), commonly known as state centers, provide trainings to their staff and to members of their local communities. During FY , over 3,300 state center staff participated in instructor-led trainings. Residents of the state centers continue to participate in development and delivery of some of these trainings. State Center projects of note: The state centers regularly make available instructor-led trainings listed in their catalogs to people providing and receiving services in the community. In FY , 64 people from the community participated in 11 state center-delivered trainings. Hamburg Center hosted several guest instructors for staff and, in some cases, members of the community. Topics included Victimization of Care-Dependent Individuals, presented by Dr. Ronald Costen from the Institute on Protective Services at Temple University, and Fetal Alcohol Spectrum Disorders, and Sensory Integration and Dysfunction presented by Robin VanEerden, MS, NCC, NADD-CC (continued on p. 15)

15 Page 15 (continued from p. 14) ODP Statewide Training Report for Fiscal Year The Office of Developmental Programs State Centers Dual Diagnosis Coordinator, Department of Public Welfare. Selinsgrove Center used competency tests to assess retained learning of main points of selected trainings. The tests are sent three months after the training to a random selection of 10 percent of training participants. Training Coordinators from the five state centers met throughout the fiscal year to create the Annual Mandatory Refresher training packet that all employees at each center are required to complete. The state centers make extensive use of the College of Direct Support (CDS). CDS lessons are an important part of pre-service orientation for new state center staff and of correctional actions for staff involved in incidents. The five most frequently utilized CDS courses are Safety at Home and in the Community, Maltreatment of Vulnerable Adults and Children, Direct Support Professionalism, Individual Rights and Choice, and Everyone Can Communicate.
