1 Roosevelt R. Huggins Roosevelt R. Huggins is the Regional General Manager within Black & Veatch's energy business for Energy Business Development in Texas, Louisiana, Arkansas, and Oklahoma. He is responsible for sales pursuit, client interface and management within the South Central region as well as matching Black & Veatch energy solutions to client problems. Huggins represents Black & Veatch for expanded scope, energy services, power delivery, renewables, and air quality control. Prior to becoming an RGM, Huggins was the AQC Business Development Manager and Air Quality Control Section Leader in the Energy Division in successive order. In these roles, he was involved in all aspects of the Black & Veatch AQC Program. His technical experience included providing AQC technical direction for various Multi-pollutant studies which featured sulfur dioxide, NOx, and particulate air pollution control technologies. In addition, Huggins duties include leading SO2 and NOx compliance studies, supporting detailed design of air quality control projects with technical and process support and maintaining updated knowledge of the regulatory environment associated with air quality compliance. Huggins also supports all internal Black & Veatch projects for design and procurement of CEMS equipment. He also served as the SCR Technical Manager for one SCR project and Contract administrator for a SCR / FGD retrofit. Served as lead engineer for Lovett Power Station AQCS Multi-Pollutant design and retrofit cost estimate for a combined 350 MW coal fired facility. Responsibilities included design and estimate of air quality control equipment including evaluation of in duct injection versus spray dryer absorber for SO2 control, high dust SCR for NOx control and pulse jet fabric filter for particulate / PM10 / PM2.5 control. In addition as a part of the project, was the lead engineer in developing technical procurement specifications. AQCS Multi-Pollutant Cost Estimate; Confidential Client; East Coast, United States Lead AQC Engineer. Served as lead engineer for a confidential AQCS Multi-Pollutant retrofit cost estimate of a 140 MW coal fired boiler. Responsibilities included design and estimate of air quality control equipment including circulating dry scrubber for SO2 control, in-duct SCR for NOx control, and an evaluation for plant utilization of either ESP or pulse jet fabric filter for particulate / PM10 / PM2.5 control. 3 SCR Retrofit Project; Ontario Power Generation (OPG); Ontario, Canada Lead AQC Engineer. Served on project team as OPG Owner's engineer during development, design, and procurement of SCR system for retrofit on 4 x 500 MW units. Responsible for all AQC related items such as catalyst design and procurement, ash handling, and CEMS design and procurement. Also assisted in development of NOx reduction system design basis and design arrangement / philosophy. Multiple Stations - AQCS Multi-Pollutant Cost Estimate; Consumers Energy; Various Locations, United States Lead AQC Engineer. Served as lead engineer for the Consumers Energy Multi-Pollutant study for several coal fire facilities. Responsibilities included process design evaluation and estimate of air quality control equipment including evaluation of wet FGD technology versus dry FGD technology for SO2 control, conventional and COHPAC pulse jet fabric filter for particulate / PM10 / PM2.5 control and activated carbon for mercury removal. As a part of the project, developed detailed O&M for each process scenario for utilization by the Owner in internal financial models. CEMS Design and Procurement - Multiple Installations (over 20 stack installations on coal, oil, and natural gas power systems); Various Locations, United States Lead AQC Engineer. Served as lead engineer for multiple CEMs initial installation and retrofit on simple cycle combustion turbine, combined cycle combustion turbine, and coal fired projects. Responsibilities included design of CEM equipment, installation specification and review of all manufacturer drawings required by the contract. Assisted the client in monitoring the contract from bid award to successful CEMS certification. CEM Retrofit; Delta Power; Confidential Location, United States Lead AQC Engineer. Served as lead engineer for Delta Power CEM retrofit of a simple cycle combustion turbine. Served on FB Culley 3 SCR project team for SIGECO during development, design, and procurement of SCR system for retrofit on 2 x 320 MW units. Responsible for all AQC related items such as catalyst design and procurement, ash handling, CEMS design and procurement, and ammonia monitoring design and procurement. Designed, developed, and issued specification for 2001 procurement of a CEMS to measure emissions resultant from Westinghouse combustion turbine with an HRSG and air pollution control technology of NOx (SCR) and CO reduction systems. Kui Buri 2 x 367 MW Project; Electricity Generating Authority of Thailand; Prachuap Khiri Khan Province, Thailand Air Quality Control Specialist. Performed system analysis evaluation for flue gas desulfurization systems, particulate removal equipment, post-combustion NOx control equipment, and ash handling systems. Recommended compliance procedure for meeting various country and financing emission guidelines for proposal to Electricity Generating Authority of Thailand. In addition, developed detailed design for ash handling, fabric filter, and CEM system during the proposal process. Sherco Unit III Opacity Reduction Study; Northern States Power; Minnesota, United States Mechanical Engineer III. This study evaluated opacity reduction via a wet ESP, fabric filter, and wet scrubber technology. Duties included evaluating NOx, SO2, and particulate control technologies for this proposed project. Interfaced directly with client to determine applicable and appropriate emission limits. Developed Orlando Utilities Commission Unit 2 flue gas cleaning equipment performance test for compliance with contractual guarantees. Included developing performance test procedures for wet limestone FGD, electrostatic precipitator, and selective catalytic reduction equipment. Performed system analysis evaluation for flue gas desulfurization systems, particulate removal equipment, and post-combustion NOx control equipment to comply with State of Gujarat, India, emissions limits.
