2 I. OVERVIEW The University of California, San Diego (University), on behalf of Facilities Design & Construction (FD&C) and Facilities Management (FM), requests written responses to this Request for Qualifications (RFQ) for the selection of an As-Needed Consulting Project Manager(s) with demonstrated project management experience in acute care hospitals including licensed and nonlicensed clinical care facilities and/or the renewal of non-clinical facilities infrastructure and building systems. For Health System-related projects the Agency Having Jurisdiction (AHJ) for plan review and issuance of the building permit is the Office of Statewide Health Planning and Development (OSHPD), the AHJ for non-clinical work will be the Campus Architect. Additionally, any hospital or clinical licensing requirements are generally within the purview of the California Department of Public Health (CDPH). Under the direction of the Campus Architect, the Consulting Project Manager(s) may provide assistance in numerous capacities, although not all-inclusive, in the following areas: 1. Capital improvements project management and construction management 2. Development of quality assurance/quality control (QA/QC) tools and resources 3. Facilitation of peer review services 4. Development of improved best management practices within FD&C II. DEMONSTRATED EXPERIENCE REQUIREMENTS Respondents must be licensed business entities that are able to designate a qualified individual, or individuals, within the business entity for these services. FD&C will consider the selection of one or more responding firms. The University is willing to allow for qualified staff members, within the business entity, to provide work support for the designated qualified individual, but only upon approval by the University. Demonstrated leadership and management experience for the proposed designated Project Manager shall include the following: 1. DEMONSTRATED 10 YEARS OF LEADERSHIP EXPERIENCE AS FOLLOWS: A. For participation in healthcare-related projects: Working with OSHPD and similar regulatory agencies in a project management or construction management capacity. B. For participation in healthcare-related projects: Working within an acute care hospital facility or licensed clinical facility in a project management or construction management capacity. C. For participation in healthcare-related projects: Working and collaborating with OSHPD Inspectors of Record (IORs) during the course of construction. Page 2 of 7

3 D. Developing, managing and forecasting complex budget and financial needs of a project including Cost Proposals, Change Orders, and Budget Contingency management. E. Facilitating and managing the work of architects, engineers, and other design professionals. F. Working within multiple construction delivery models such as: Design/Bid/Build, Design/Build, and Construction Manager/General Contractor (CMGC). G. Facilitating and managing the development of pre-project feasibility evaluations, project programming, conceptual design and schematic design phases, and preliminary project budgets and schedules. H. Facilitating and managing the development, preparation and coordination of construction documents, project specifications, agency plan-review approvals, and Contract Documents for bidding and construction. I. Working and collaborating with agencies as necessary to secure building permits, final inspections, project acceptance and Certificates of Occupancy. J. Providing oversight during construction administration, construction close-out, building commissioning and building occupancy phases. 2. DEMONSTRATED GENERAL EXPERIENCE AS FOLLOWS: A. Working within a University or similar institutional environment, in a project management or construction management capacity. B. Knowledge and familiarity with the construction of building components such as structural, mechanical, electrical, plumbing, fire and life-safety, security and low voltage and telecommunication systems. C. Knowledge and familiarity with fire and life-safety systems, accessibility compliance, building safety and exiting and other applicable building code requirements. D. Knowledge and familiarity with the development and application of critical path construction scheduling. E. Knowledge and familiarity with LEED certified projects, sustainable and green building practices and clean energy standards. F. Knowledge and familiarity with current software applications and technologies including, Excel, Word, Microsoft Project, internet-based project management tools, 3d CAD programs (such as Revit), clashing software (such as Navis Works) and tablet based coordination programs (such as Vela). 4 III. GENERAL SCOPE OF SERVICES BY THE CONSULTING PROJECT MANAGER Consulting Project Manager services may include, but are not limited to, the following activities: 1. Responsible control of project budget, including managing and forecasting and reporting of project budget contingency. 2. Leadership, management and coordination of various parties involved in project planning, design and construction processes. These parties would include, among others, hospital and campus administrators, user groups and departments, hospital and campus staff, hospital and campus planners, facility systems and maintenance engineers, architects and engineers, general contractors and sub-contractors and FD&C. 3. Leadership, management and coordination of project planning, design and construction phases including project feasibility studies, existing conditions evaluation, cost and schedule analysis, contracts development, schematic design, design development, construction documents, contract documents, bidding, bid award, construction administration, construction close-out and post-construction follow-up. These services include the skill-sets that will encourage collaboration, consensus-building and problemsolving among the project stakeholders. 4. Review of construction plans and specifications for adequacy and completeness prior to bidding. 5. Review of project specifications. 6. Participation in constructability reports. 7. Review and approval of general contractor submittals and shop drawings. 8. Review, evaluation, approval and reporting, on behalf of the University, on the general contractor s Cost Proposals, Change Order Requests and Change Orders. 9. Life-safety inspections for Substantial Completion readiness. 10. Evaluation, assessment, communication and reporting of in-progress construction work in terms of compliance with the Project Schedule, Project Budget and Project Program. 11. Negotiation and settlement of construction conflicts including interpretation of the Contract Documents, assessment of Compensable Delay Claims, and evaluation of Change Order Proposals. 12. Evaluation, assessment, recommendations and reporting regarding the general contractor s baseline construction schedules, look-ahead schedules and schedule updates required by the Contract Documents. 13. Coordination and facilitation of project Close-out procedures and deliverables as required by the Contract Documents. 14. Collection, coordination and submittal of final Record Drawings as required by the Contract Documents. 15. Collection and organization of construction cost data at the conclusion of construction. CONTRACT REQUIREMENTS All consulting services to be provided by the selected Consulting Project Manager(s) shall be in accordance with the standard University Contracting procedures, which have been approved by the Office of General Counsel. The selected Consulting Project Manager(s) will perform work under a Professional Services Agreement (PSA) with the University, with authorizations for specific assignments thereafter. The term of the Agreement will be 1 year with an option to extend on an annual basis to a maximum of 4 additional years. V. SELECTION PROCESS Submittals will be received from interested respondents by no later than 4:00 PM on TUESDAY, OCTOBER 13, The criteria for review of the submitted qualifications and selection of the successful respondents are provided in Section I, Overview above. VI. REQUEST FOR QUALIFICATIONS SUBMITTAL REQUIREMENTS To be fully considered, the respondents shall comply with the following instructions: 1. FORMAT Submit one electronic copy in pdf format, on a cd or flash drive ( ed submittals will not be accepted). Any graphic images, spreadsheets or pages larger than 8.5 x 11 should be submitted in landscape view. This is an electronic submittal only no paper copies will be accepted. VII. REQUIRED RESPONSE ITEMS The RFQ submittal shall contain the following response items: 1. LETTER OF INTEREST A. Provide a letter that expresses the respondent s interest to serve as an as-needed Consulting Project Manager, and also describes the respondent s perceived leadership and management strengths in light of the qualifications criteria. 2. RESPONDENT S QUALIFICATIONS A. The respondent is to complete and submit a Statement of Qualifications (SOQ) form Attachment B. (An Attachment A is not a part of this RFQ) 3. RESPONSE TO SELECTION CRITERIA A. Describe how and to what extent, the respondent firm satisfies, or intends to satisfy, each of the selection criteria in Section II, Overview above. Page 5 of 7

6 4. RESUMES A. Submit a resume of each individual proposed by the respondent to provide Consulting Project Manager services. Include all relevant experience with similar projects, and indicate the role or duties performed on each project. 5. REFERENCES A. Provide a minimum of 3 references for the designated qualified individual within the company from Architects, Contractors, and Owners (9 total). Also provide references for the company. References can be listed on the Statement of Qualifications Form, Attachment B to this RFQ. 6. STANDARD BILLING RATE SHEET A. Provide an itemized rate schedule that identifies hourly rates and expenses, including any proposed cost-plus charges on sub-consultant work. Rates are good for at least one year. Inflation/Cost of Living adjustments will be considered at renewal date each year. 7. STATEMENT OF UNDERSTANDING A. While the consultant will be selected utilizing qualification-based selection, a Statement of Understanding will be requested from the successful respondent prior to final selection that agrees to provide services within specifically stated and limited fee parameters. VIII.
