1 Elections for ED Council The council of the Doctoral School Sciences du Végétal is the decisional body of the Doctoral School and is a venue for discussion on political and scientific strategy, doctoral training, and how to allocate the (precious) doctoral fellowships. The council meets 5 times per year. Representation by PhD students on this council is primordial since one of its important functions is to oversee that each thesis proceeds as smoothly as possible, both for the PhD students and for their supervisors. Any PhD student within our Doctoral School can be elected to the council. However, in order to be elected you will need to put together an electoral list (of 2-10 people). This list should include a brief statement of political conviction/ideas/programme for each candidate, which will be sent to all the PhD students before the vote. Procedure for candidature: 1) Fill in annex 1 of the table for candidature 2) Write a short text that states your political ideas or programme (with respect to the doctoral school council, of course, the rest is not our business.) one page max, in pdf format. 3) Send this (the statement and annex 1) to the secretary of the doctoral school by , to <ecodoc.sdv@u-psud.fr>, from your professional address. Voting procedure (to vote by proxy, please read annex 2): 1) Go to the voting station during the General Assembly and PhD-Days at building 338 (5 Nov., 2014). 2 The doctoral school council adopts the program of actions for the doctoral school and manages, via deliberation, the affaires of the doctoral school. The council has from 12 to 26 members. Half should be representatives of the establishments, research units or teams that comprise the doctoral school, including a representative of technical or administrative staff. The other half should include, to the level of 20% of the total council, PhD students belonging to the Doctoral School and elected by their peers, and complemented by members from outside the Doctoral School, both French and foreigners, and from both public research establishments and from relevant private domains. Council members other than the PhD students are chosen according to the rules of the administrative council of the accrediting establishment. The doctoral school council must meet at least 3 times per year. 3 Electoral Procedure Mandate: About one year - until the next PhD-Days. The electoral lists: Inscription on an electoral list is automatic following registration for the current academic year. Only students registered for the current academic year may vote. Call for candidature: All registered PhD students of the doctoral school Sciences du Végétal are eligible to be candidates Last date for candidature is November 3, 2014 at 12:00. Candidates must register with the secretariat of the Doctoral School either by <ecodoc.sdv@u-psud.fr> or by handing in a statement of candidature to office 303, bât 360, Laboratoire Ecologie, Systématique et Evolution, Orsay Cedex Publication of candidature lists: Candidature lists will be published as of November 3, 2014 afternoon on the web site < > and at the secretariat of the doctoral school. Voting will take place Wednesday Nov. 5 afternoon between 16:00 and 17:00. Votes will be counted Tuesday Nov. 6 after 13:30 Voting procedure: Multi-member proportional system: Candidates propose lists of 2-10 names termed a "list". Voters vote for a list, indicating the number or the name of one or more candidates on it. Seats on the council are assigned to different lists in proportion to the number of votes they received. The process is repeated to allocate seats for the substitute members. The substitute members' mission is to be present at the Council when the member he replaces cannot be there. 5 seats and their substitutes need to be filled. In case of a tie, a draw is conducted under the supervision of a representative of each list. Voting is by secret ballot. Each PhD student must sign the voters list when she/he votes. A valid ballot contains at least one name of a candidate from one of the lists, or the number of one of the lists. If a ballot contains contradictory information it will be considered spoiled and null. Publication of the results: Results will be made public in the three days following the vote on the web site of the doctoral school and at the secretariate of the doctoral school. Rules: Voting is by secret ballot. There is no identification of the voter on the ballot. Proxy voting is allowed. The person assigned to vote must bring the proxy form (annex 2) that specifies her/his first and last name, signed and dated by the person he/she is voting in place of. The proxy voter must be on the electoral list.
