2 North Idaho College Professional Technical and Workforce Education (PTWE) Improvements and Enhancements (2008 to spring 2012) PTWE remains a strong focus of NIC. Major recruitment efforts by our faculty and staff have contributed to record interest in the programs and waiting lists are now the norm. NIC s overall for-credit enrollment has grown 45% since the fall of During this same period, our PTE enrollments have grown at an astonishing 68%. NIC maintains a strong community involvement, outreach and education effort to help in our recruiting efforts. Over the last three years we have expanded our PTWE outreach efforts. We participate in the annual Hardhats, Hammers, and Hot Dogs event that educate middle and high school students about available careers in the construction trades. Our PTWE faculty also participates in area high school career nights. Among the many events we hold, our PTE Preview night is always well attended and well received. Despite the $380,000 cut realized in FY11, NIC continues to support PTWE financially beyond our state and local allocations. In FY 2009 and 2010, NIC subsidized PTWE by a total of $2.5 million above state funding. Identified below are many of the improvements and enhancements we have initiated at NIC in the last few years. Automotive Technology Program: Trades and Industry Programs The Automotive Program continues to be a very popular program with a large waitlist each year. It is anticipated that the popularity of the program will exponentially increase once KTEC opens with the HS Automotive Program and the Tech Prep agreement with NIC. The program is in the process of going through NATEF Certification and will be recertified spring The lab curriculum has been reorganized to better reflect cohesiveness between theory and lab to better meet learning outcomes. With the help of the VP Office of Instruction, the Automotive Program was able to update GM, Ford, and Chrysler scanners as well as generic scanner and purchase new tables and chairs for the classroom. The programs alignment rack was also updated to better reflect industry standards. Job outlook continues to be very strong. 1

3 Collision Technology Program: The Collision Technology Program continues to be a very strong program with a waitlist each year. Each year the program competes in the Skills USA, and has done remarkably well in competition. The NIC Collision Program is the only one year program in the state and competes against two year programs. Though the program is one year in length, it has produced a state champion and several silver and bronze winners against these two year programs. The program was awarded an NIC Foundation Grant for $8,000 to purchase a Vortex Drying System to facilitate learning and integrate new technology into the program. The job outlook for this program continues to be quite strong. Diesel Technology Program: Diesel Technology doubled its capacity several years ago from 14 students in the first year to 28 students. This also allowed for expansion of the second year of the program from 14 students to 28 students. This was accomplished by creating a scheduling model that allowed one section of students to be in the shops while the other section took part in academics. NIC also added an additional instructor in the Diesel Program. Even with the capacity increase, the program has generated waitlists that are quite large the past several years. The program was awarded $132,000 from the state of Idaho Grow Green Grant. This grant allowed for the purchase of a new 2012 Peterbilt tractor and support electronic testing equipment and tooling. Other donations included $500 from Western States Caterpillar and several companies donating engines and other associated equipment and components. The job outlook and wages for this program are very strong. HVAC/R Program: The HVAC/R Program expanded to 24 total students with two groups of 12 students each in labs and a combined theory section for both groups. This has worked out quite well and interest in the program continues to be good. With the help of the VP of Instruction, the HVAC/R Program was able to purchase a new state of the art high efficiency furnace to go along with a program purchase of a state of the art high efficiency heat pump. The employment outlook for this program continues to be strong. Computer Aided Design Technology Program: The Computer Aided Design Technology Program went through major program and curricular changes for fall With Advisory Committee input and support the program has been divided up into three distinct disciplines, Architectural, Civil, and Mechanical. Students who start as freshman in each of the disciplines will continue in that discipline until the program is complete. Each instructor teaches both the freshman and sophomore courses for their respective disciplines. These changes have thus far 2

4 proved to be popular and successful in recruitment and retaining students. The program recently completed changing over a classroom to a lecture/lab environment to better facilitate implementation of the new program changes. Welding Technology Program: The Welding Technology Program doubled its capacity several years ago from 14 students in the first year to 28 students. This also allowed for expansion of the second year of the program from 14 students to 28 students. This was accomplished by creating a scheduling model that allowed one section of students to be in theory while one group was in lab. Expansion of the second year was also the result of increasing the number of welding booths in the lab through a $20,000 NIC Foundation grant as well as equipment upgrades. This program enjoys a large waitlist each year and is quite popular. With the implementation of the IBEST Program this year, the students leaving IBEST will be integrated into the Welding Program to continue their studies in pursuit of either a certificate or degree. With the help of the Office of Instruction, the Welding program was awarded funding for expansion and additional work stations. An Avista Utilities Grant allowed for the purchase of a multi-process welding machine. The program has taken on several projects that enhance both NIC and the community. One of the most recent being the Coeur d Alene Police Department bike rack that is in the City Park. The program instructors are in the process of working with the Coeur d Alene Police Department on a 9/11 Memorial for the 15 th Street Memorial Park as well as bike racks for non-profit organizations. The Welding Program Lab also supports the Riverbend Technical Academy, Diesel, Collision, and OPRV welding courses as well as various Workforce Training classes. The employment outlook for this program remains quite strong. Maintenance Mechanic/Millwright Program: The Maintenance Mechanic/Millwright Program was awarded $62,000 through the state of Idaho Grow Green Grant. This grant was used to purchase wind power technology training equipment and support tooling. With the help of the Office of Instruction, the MM/M Program was also awarded $4,000 for the purchase of a Hydraulic Pneumatic Trainer as well as funding to replace the old welders with new multi-process welders for all welding stations. The program was also recently awarded an NIC Foundation grant to purchase a Pneumatic Trainer. The program enjoys strong interest and the employment outlook is quite strong. 3

5 Outdoor Power/Recreational Vehicle Technology Program: The Outdoor Power/Recreational Vehicle Technology Program continues to be a very strong program with a large waitlist each year. With the help of the VP of Instruction, the OPRV Program was awarded $5,000 for the purchase of a 2012 Yamaha YZ450 dirt bike complete with computerized control. This program also enjoys the help of community support by way of donated equipment that can be used in the lab. The employment outlook for this program is strong. Machining and CNC Technology Program: The Machining and CNC Technology Program has seen renewed interest and enjoys strong student numbers as well as a waitlist. With the help of the Office of Instruction and fundraising efforts by the NIC Foundation, the Machining and CNC Technology program received funding for the purchase of a new CNC machine. With the implementation of the IBEST Program last year, the students leaving IBEST will be integrated into the Machining and CNC Program to continue their studies in pursuit of either a certificate or a degree. The job outlook for this program is quite strong. Carpentry and Carpentry Management Program: The Carpentry program continues to be successful and enjoys a wonderful relationship with the NIC Foundation. They partner each year to build the house for the Really Big Raffle. This raffle is the largest fund raising effort for the Foundation and the history of this relationship goes back 20 years. The Carpentry Program also takes on many other projects that have included Habitat for Humanity, TESH, and countless campus projects. With the help of the Office of Instruction the Carpentry Program was able to purchase a new table saw with the built in safety stop system for $4,000. The program was also recently awarded an NIC Foundation grant to create an art studio for the NIC Children s Center. Trades & Industry/Work Force Training Relationship: The Trades & Industry Division and Workforce Training have a very strong relationship with many of the Trades & Industry programs, sharing a classroom, a lab and equipment with WFT to help in their efforts in offering training relevant to the needs of individuals, business, and the community, in general. Dual Credit and Tech Prep: NIC increased offerings for high school students by implementing dual credit programs for Automotive and Diesel Technology. Auto Technology moved under Tech Prep, and Diesel Technology is no longer offered as a dual credit option due to lack of student interest. We also have current Tech Prep agreements with area high schools for 4

6 Carpentry/Carpentry Management, Computer Aided Design Technology, and Welding Technology. Idaho Basic Education and Skills Training (I-BEST): The North Idaho College I-BEST program is currently in its second semester; offering students the opportunity to earn their GED at the same time they are enrolled for college credits. Programs offered include Office Specialist, CNA, Welding and Machine Technology. I-BEST fall enrollment reflected an average of five students in each cohort for a total of 20 students served. At the end of the fall semester, students completed their GED and earned up to 19 credits on their NIC transcript. In November 2010, NIC was awarded $551,675 through a JA & Kathryn Albertson Foundation in support of this unique Idaho program. Conditions of the grant require the gathering of several data points and numerous assessment processes. Early data points are favorable, but the college continues to analyze how students progress through the program. Business and Professional Programs Associate of Applied Science Business Leadership Degree (BLDR): NIC, in collaboration with the Coeur d Alene Tribe, designed and implemented a multidiscipline, customized degree program. It is an Associate of Applied Science Business Leadership degree, unique to the state of Idaho. Students take a set of core courses in addition to two professional technical areas of competence tailored to their chosen career and interests. Tribal business employees are on track to graduate with an Associated of Applied Science Degree in Business Leadership Spring Semester There have been more than 600 students that have taken classes in the Business Leadership Program in the last three years. The vast majority of these students are choosing the certificate option, rather than the AAS degree. The Advisory Committee has reviewed the options offered under this degree and has modified some of the options to better fit the needs of the working community represented in the Business Advisory Committee (BAC). The educational consultant hired by the Tribe to develop curriculum has not had the contract renewed and, as a result the BAC has determined it will move the meetings to the NIC campus and NIC will appoint a program coordinator similar to all the other advisory committees. This is a significant action as the program is being moved from a tightly controlled program by the Tribal businesses and the consultant to a program similar to all other NIC PTE programs. 5

7 Health Information Technology Program (Electronic Medical Records) The Office of the National Coordinator for Health Information Technology established the Community College Consortia to educate health information professionals to help address the growing demand of highly skilled health information technician specialists. In April 2010, North Idaho College was one of over 70 community colleges nationwide and the only Idaho community college to receive a Health IT grant of $625,000. The grant requirements included enrolling over 300 students in the grant funded program, having at least 240 students completing the program, and having over 70 per cent of the graduates entering into and remaining in the health information technology field. The North Idaho College program has met the grant requirements with 334 students being served, 264 students having completed the program, and 70 percent of the graduates remaining in the job field for at least nine months. The grant funding for the program ends on March 31, 2012, and NIC has successfully met all of the goals required under the grant conditions. Flexible Learning Center: The Flexible Learning Center (FLC), part of the Computer Applications and Office Technology (CAOT) department, is a computer classroom offering an individualized instructional approach for learning computer applications and transcription courses. It offers a self-paced format and the benefit of the individual attention of skilled instructors. The courses are designed to help students develop speed and accuracy as well as joblevel proficiency. Students can work at their own pace to complete assigned work and tests within the semester. Work can be completed in the FLC during various hours, day and evening, or at home, but testing must take place in the FLC. Students are responsible for completing work independently but with instructional help available when needed. Enrollment in applications courses through the FLC continues to grow as students across many disciplines find they can enroll in applications courses offered through the FLC. The FLC provided instruction for more than 1,400 credit hour equivalent courses during academic year. During fall semester 2011, the FLC delivered more than 1,600 credit hour equivalent courses, a record enrollment. Computer Information Technology: The CITE program initiated a process this past year whereby students could purchase a computer kit through their student course fees. With this kit, students receive the experience and training to build a computer, essentially from the ground up. In the past, the CITE program would receive old computers from Instructional Technology and then 6

8 repair them. This new computer kit allows students to work with and train on current state-of-the-art technology. Culinary Arts: NIC increased the capacity of the Culinary Arts (CULA) program during the past five years from 18 students to 24 students. We initiated a baking component to the program and increased the daily operating functions of a deli. Our changes created three shifts that rotate the students through each of the instructional areas: Kitchen, Front of House, Bakery/Deli. This rotation minimizes the overcrowding that the additional students would have created. The program continues to have wait lists for admission to the program. Law Enforcement: In April of 2009, NIC taught its first Peace Officer Standards and Training (POST) Academy. That academy and the one in August of 2009 were provisional academies authorized by Idaho POST as an evaluation to determine if NIC could be certified to teach POST academies full time. In the spring of 2010, the POST Council unanimously approved NIC to conduct POST training in conjunction with college credit classes. NIC was also granted approval to conduct a blended academy which trains both employees of law enforcement agencies and self-sponsored students in the same course of instruction. The first blended NIC POST Academy began on August 23, It had 17 students enrolled and graduated all 17 on November 19, The class consisted of five students from local law enforcement agencies and the balance was self-sponsored. In the spring 2012 semester, the POST approved Basic Patrol Academy will move its entire program into a larger facility near the Workforce Training Center in Post Falls. This will allow improved tactical training areas and an expansion of the Officer Use of Force Training Simulator. It will give the program the ability to expand the number of students it can train each session. Resort Recreation Management Program: The Resort Recreation Management program started during the academic year to help the growing north Idaho resort and recreation industry. Student enrollment is up from three students in to the current 48. We have the RRM Associates of Applied Science degree as well as a refurbished RRM Outdoor Leadership certificate program. We have a new boat house at the NIC beach for storing equipment and it also serves as an additional classroom. This was built in cooperation with four PTE programs, the PE department and student activities. Through grants from the state of Idaho we have acquired a backcountry yurt, four kayaks and four white water rafts. Through the NIC foundation grant we have technology for two new classrooms specific for RRM and PE programs. Job placement is high and our outlook is very strong. 7

9 Tech Prep: We have current Tech Prep agreements with area high schools for Computer Information Technology, Culinary Arts, Computer Applications-Office Technology, Resort/Recreation Management, Pharmacy Technician, Allied Health, and Graphic Design. Non Credit Offerings through the Workforce Training Center: The Workforce Training Center launched a Commercial Driver's License Course in January of A tractor/trailer was purchased in June 2011 for this course and our Diesel Technology students are assisting with its maintenance. Working in partnership with the Coeur d Alene Fire Department, Workforce Training offers a Firefighter Academy for those entering or pursuing entry into the structural firefighting profession. The academy accepts students both affiliated and non-affiliated with local fire departments. Workforce Training had a number of workforce development classes approved by the Veteran's Administration for VA funding. Courses include the Firefighter Academy, Commercial Driver's License, Nursing Assistant, Phlebotomy, Emergency Medical Technician, among others. The Workforce Training Center was approved as a licensed school for estheticians (skin care specialists), and launched an esthetician course in the fall of The course follows the 600 hour required curriculum which allows students to test for an esthetician license in the state of Idaho. The course includes 450 hours of clinical practice with a clinic that is open to the public. The student clinic offers facials, waxing, makeup and other specialized skin care services. Based on a stated industry need across several manufacturing and wood products businesses, a Programmable Logic Controller (PLC) trainer was purchased in October This will allow customized training to assist these businesses with additional skill sets for their employees. Associate Degree Nursing Program: Health Professions and Nursing The ADN program continues to accept 40 students in fall and spring semesters. There were 45 graduates in the spring 2011 class. This year the program had its first class of December graduates and 26 students graduated. NIC nursing graduates continue to 8

10 perform well on the national licensing exam (NCLEX-RN). The 10-year pass rate is 98 percent for first time takers which is well above the Idaho pass rate (89 percent) and the national pass rate (87 percent). A greater percentage of recent graduates applied for their initial license outside of Idaho. Over the past two years and for the first time, NIC nursing graduates have had a difficult time finding full-time employment. The economic environment has limited the number of full-time positions in the area. Traditionally, the health care professions are the last to reflect economic recovery. Although it appears that the next two years may continue the trend of fewer job opportunities, the college anticipates that employment opportunities will increase as the economy improves, baby boomers retire, and the demand for senior care increases. Practical Nursing Program: The Practical Nursing Program accepts 20 students for the Coeur d Alene campus and every other year accepts additional 10 students at the Ponderay Center. There were 24 graduates in the class of The practical nursing graduates also perform well on the national licensing exam (NCLEX-PN). The 10-year pass rate is 98 percent for first time takers. This compares to the Idaho rate of 92 percent and the national pass rate of 88 percent for the same time period. The graduates of this program have been extremely successful in finding employment. Pharmacy Technology Program: The Pharmacy Technology Program has experienced sustained growth over the past three years. Graduates from the program have 100 percent pass rate on the national certification exam and most students seek full-time employment in local and regional pharmacies. Some students have used the certificate to acquire part-time employment to supplement their income as they seek additional education. Radiography Technology Program: The Radiography Technology Program has graduated a total of four classes since the program began in The Joint Review Committee on Education in Radiologic Technology made a site visit to North Idaho College in July 2011 for the purpose of determining eligibility for continuing accreditation. Continuing accreditation was granted for a period eight years in March The graduates of the program have a 98 percent first-time pass rate on the national certification exam. The national pass rate average is 91 percent. The major challenge the program faces is with graduate placement. Graduates have not been successful in finding full-time employment; the six month placement statistic for these graduates falls far below the program benchmark of 85 percent. A number of factors have been identified and offer an explanation for the decrease in positions available in north Idaho. The current economic environment has 9

11 contributed to outcomes such as decreases in hospital census, decrease in outpatient procedures and decrease in elective surgery, all of which have a negative impact on the imaging industry. In addition the unstable economic environment has led to a decrease in turnover rates in the radiography technology field. Recent changes to the Radiography program included a small reduction in students accepted into the program and a change in the start date. The changes allow for the program to be managed by one instructor (rather than two), and they allow students to be moved into the job market at a more appropriate time. Medical Assistant Program: The Medical Assistant Program graduated the first class of students in July The program is growing at a slow, yet manageable rate. This program is the only health professions program which is not a selective entry program; rather it is simply a limited enrollment program. This admission process was selected intentionally to allow the program to be more accessible to a greater number of students. The newly hired program coordinator will be seeking accreditation for the program during this academic year with a goal of attaining accreditation within 18 months. The college anticipates that the recently enacted federal legislation regarding health care will lead to medical assistants playing a more significant role in outpatient care. Due to the recent start of the program, placement data is not yet available. However, the college is confident graduates of the program will find employment and that future opportunities will be readily available. Certified Nursing Assistant: Certified Nursing Assistant is a high demand program. It is offered for credit within the Health Professions and Nursing Division and as a non-credit course by the Workforce Training Center. Both programs have wait lists. The high demand for the course is likely attributed to the course being an admission requirement for the nursing programs. In addition, there continues to be a high demand for CNAs in the health care industry. Physical Therapist Assistant Program: North Idaho College is developing a PTA program as a consortium with Lewis Clark State College, the College of Southern Idaho and the College of Western Idaho. The program is expected to start in fall of Funding for the initial development of the program has been received through a HRSA grant. Additional funding to support the implementation of the program is being sought through the Trade Adjustment Assistance Community College and Career Training Program. 10
