1 Kennedy-King College 6301 South Halsted Chicago, Illinois President: Ms. Arshele Stevens Proposed Program Title: Associate in Applied Science in Hospitality Management Projected Enrollments: Kennedy-King College anticipates an enrollment of 70 full-time and ten parttime students the first year, increasing to 100 full-time, 20 part-time students by the third year. Kennedy-King College (the College), one of the City Colleges of Chicago, is seeking approval to offer a 67-credit hour Associate in Applied Science in Hospitality Management. The program will prepare individuals for employment in hospitality management positions. The curriculum includes 16 credit hours of required general education coursework and 51 credit hours of required career and technical education coursework. The career and technical education component includes instruction in introductory food services, chef training, food sanitation and safety, customer service fundamentals, hospitality financial management, food service management, restaurant operations, bar and beverage management, hotel and lodging operations, hospitality procurement, marketing, purchasing in the hospitality industry, and a required work- based learning experience. Assessment of student learning will be achieved through completion of a comprehensive final project and an evaluation of individual student performance by program faculty during the work-based learning component of the program. Graduates will be prepared for the required Food Service Sanitation certification through the Illinois Department of Public Health and the City of Chicago s required Beverage Alcohol Sellers and Servers Education and Training certification related to service of alcoholic beverages. The College was recently approved to offer a related certificate program in Hospitality Management. The proposed degree will provide an educational ladder opportunity for those students and recent graduates of related programs at the College. Furthermore, the College is exploring articulation agreements at the baccalaureate level with Purdue University Calumet s White Lodging School of Hospitality and Tourism Management and with Kendall College for a Bachelor s in Hospitality Management. Labor market information provided by the College supports the interest in and the need for a hospitality management program within the College s district. According to the Illinois Department of Employment Security, average growth for food service and lodging managers is expected to increase by 8.3 percent statewide through the year The program will require three new full-time and two new part-time faculty the first year. Qualified faculty will hold a minimum of a Bachelor s degree in Hospitality Management, Culinary Arts or a closely related field, five years of related occupational experience, and two years of teaching experience. All facilities and equipment, shared with existing programs offered through the College s Washburne Culinary Institute, are currently in place to adequately support the program. Cost of implementing the program will be approximately $365,000 year one and 10 $475,000 years two and three. The program will be fiscally supported through student tuition and fees.
2 Staff Conclusion. Kennedy-King College and its proposed program meet the criteria to implement the Olive-Harvey College South Woodlawn Avenue Chicago, Illinois President: Ms. Angelia Millender Proposed Program Title: Associate in Applied Science in Diesel Technology Projected Enrollments: Olive-Harvey College anticipates an enrollment of 25 full-time and ten part-time students the first year, increasing to 35 full-time and 12 part-time by the third year. Olive-Harvey College (the College), one of the City Colleges of Chicago, is seeking approval to offer a 70- credit hour Associate in Applied Science (A.A.S.) in Diesel Technology. This program will prepare individuals for employment as diesel technology technicians, qualified in service, repair, and maintenance of highway, industrial and marine vehicles, and equipment. 16 The curriculum includes 16 credit hours of required general education coursework and 54 credit hours of required career and technical education coursework. The career and technical component includes instruction in technical math, introductory diesel technology, introductory through intermediate levels of diesel electrical systems, introductory through advanced levels of diesel engine construction, diesel brakes, suspension and steering, emission controls, heating and air conditioning, hydraulic systems, diesel engine performance, manual and automatic heavy duty drives, advanced diagnostics, and an optional field experience in ground transportation. The curriculum was developed according to National Automotive Technicians Education Foundation standards that prepare for National Institute of Automotive Service Excellence (ASE) credentialing. Graduates will be eligible for Automotive Service Excellence certifications in heavy truck mechanics, Allison Transmissions, and hybrid technology. The College was also recently approved to offer two related certificate programs. The A.A.S. degree provides a further educational ladder opportunity for graduates of these certificates. Assessment of student learning will be achieved through evaluation of the student s performance on cumulative written and performance exams and a final project. Labor market information provided by the College supports the interest in and the need for a program in this field of study. According to the Illinois Department of Employment Security, employment in occupations related to the repair/maintenance and sales/service of diesel engine and equipment is expected to increase between five to 14 percent statewide through the year Within the College s district, employment growth of those same occupations is expected to increase between four to 18 percent through 2018.
3 Qualified faculty will possess at least an Associate s degree in Diesel Technology for adjunct instruction or a Bachelor s degree in Automotive Technology for full-time instruction; in addition to ASE certification, five years occupational experience in diesel technology, and two years of teaching experience. The program will be housed in a newly constructed transportation building that supports instruction with state-of-the-art classroom and laboratory space. Costs to implement the program are approximately $4,266,000 during the first year, $279,000 the second year, and $347,000 the third year. Higher first year costs reflect equipment and resource material purchases, recruitment, and marketing efforts. The program will be supported fiscally through student tuition and fees. Staff Conclusion. Olive-Harvey College and its proposed program meet the criteria to implement the South Suburban College South State Street South Holland, Illinois President: Mr. Don Manning Proposed Program Title: Associate in General Studies Projected Enrollments: South Suburban College anticipates enrollment of students of diverse ages and backgrounds. The Associate in General Studies (A.G.S.) is designed for students earning a two-year degree for career advancement and personal growth. The A.G.S. is designed to serve a multitude of student populations, including but not limited to incumbent workers whose employers are requiring a degree for advancement, displaced workers fulfilling additional educational/career goals while seeking a degree for improved employment opportunities, or veterans seeking to return to the workforce by earning an associate degree that allows awarding of credit for military experience. South Suburban College (the College) is seeking approval to offer a 60-semester credit hour A.G.S. degree. The proposed degree is designed for students who want to complete an individualized associate degree that provides educational options beyond those available in other degree programs. To ensure that certain standards are met, the College will require students to establish a formal degree plan with an academic counselor and participate in the College assessment process for appropriate course placement in English and math. The 60 credits in the degree are comprised of a minimum of 21 credits in general education and 39 credits in electives. The Illinois Community College Board Rules for A.G.S. programs specify that proposals meet three degree intentions. The first is that the proposal must show that it is a liberal studies program. The College responds that the program requires 21 credit hours of coursework in humanities, social sciences, mathematics, sciences, and communication. The second intent is to meet needs of students that are not met by other programs. Through the A.G.S. degree, the College will provide a broad array of courses so that students are 20
4 allowed considerable freedom in designing and pursuing a course of study that meets their individualized learning goals. Students collaborate with an advisor or counselor to develop a master academic plan of study. Changes to this plan must be agreed upon by the student and the advisor/counselor. The third intent is to provide a capstone program for graduates of occupational certificate programs. The College s A.G.S. degree serves as a capstone for individuals currently working in settings where a degree is needed for career advancement and where tuition reimbursement is available for a degree but not available for certificate programs. Further, because some certificates do not naturally lead to an associate degree, the College s proposal allows students to utilize the A.G.S. to reach this threshold, meeting a key need with employers that are looking to hire employees with a two-year degree program. The proposed program will utilize existing faculty and staff resources. All facilities and resources are in place to adequately support the proposed degree. Staff Conclusion. South Suburban College and its proposed program meet the criteria to implement the Triton College 2000 Fifth Avenue River Grove, Illinois President: Ms. Patricia Granados Proposed Program Title: Associate in Applied Science in Engineering Technology/Mechatronics Projected Enrollments: Triton College anticipates an enrollment of ten full-time and five part-time students the first year, increasing to 20 full-time and 15 part-time by the third year. Triton College (the College) is seeking approval to offer a 66-credit hour Associate in Applied Science in Engineering Technology/Mechatronics. This program will prepare individuals for entry-level employment and advancement opportunities in the field automated manufacturing. The curriculum consists of 17 credit hours of required general education coursework and 49 credit hours of career and technical education coursework. The career and technical component includes instruction in introductory and intermediate electricity, introductory and intermediate robotics, fluid power technology, production drawing and CAD, introductory AutoCAD, introductory and intermediate programmable logic control, jig and fixture design, a required work-based learning experience, and a choice for related technical electives. 22 Assessment of student learning will be accomplished through evaluation by program faculty of a student portfolio containing artifacts of the student s educational and cumulative course achievements. Labor market information provided by the College supports the interest in and the need for a two-year degree program in this field of study. The program was developed through the Illinois Network for Advanced Manufacturing (INAM) consortia of colleges, a coordinated effort between those colleges awarded a Department of Labor Trade Adjustment Assistance Community College and Career Training
5 (TAACCCT) grant. The INAM consortium recommended the development of this degree program to help address local employer needs in this field and provide educational ladder opportunities for students in related programs at other INAM institutions. The program will require two existing full-time faculty, eight existing part-time faculty, and two new part-time faculty the first year. Qualified faculty teaching career and technical coursework must hold at least a Bachelor s degree in Engineering or closely related field, possess three years related occupational experience, and one year teaching experience. All facilities are currently in place to adequately support the program. The TAACCCT grant will cover all costs during the implementation phase of program operation. The program will be fiscally supported through student tuition and fees. Staff Conclusion. Triton College and its proposed program meet the criteria to implement the Board of Higher Education Act (110 ILCS 205) as set forth in 23 Ill. Adm. Code and the Illinois Board of Higher Education policies pertaining to assessment and accreditation for licensure.
