Good afternoon. I would like to thanks ITUand the chairperson for the invitation and the opportunity for being here. I am Antonio Moreiras, from the Brazilian Network Information Center, the N I C dot b r and I am here to talk about our efforts do disseminate the IPv6 protocol in Brazil. We don t have a huge experience We are only at the early beginning of our path But I think there are some successful steps and interesting problems solved to be shared with you. First of all, I would like to make a very brief presentation of what is the NIC.br, and what is the Internet Brazilian Steering Committee. 1
We have a working model of a true multistakeholder Internet Governance at a national level, implemented by the Brazilian Internet Steering Committee. It is a team of 21 volunteers, 9 from the government, 11 from civil society, representing users, ISPs, industry, NGOs, etc, and 1 Internet specialist. This committee constitutes a space of debate and coordination for the Internet related initiatives in Brazil. It has no regulatory powers. The committee have created a non-profit organization, called the Brazilian Network Information Center, to act as an executive arm. The NIC.br manages the.br cctld, charging about US$ 17,00 per year, per domain, what constitutes all our funding. We also act as a National Internet Registry, and we have a series of projects and services to improve Internet in Brazil. 2
You can have a graphical view of our model in this picture. Among the projects and services we have, it is important to highlight the Internet Traffic Exchanges: we manage them in 10 important Brazilian cities, with an aggregated traffic of 15Gbps. We have also a group that aims to security incidents response, and other that produces statistics about Internet usage (you can find them in our website, also in English). We make measurements on the Brazilian Internet infrastructure quality, and studies on the.br web. We have projects aimed at the dissemination of NTP protocol and IPv6 protocol, among others. All of this supported by the funds from.br domain names, and aimed at a better Internet in Brazil. So Introduction done Let s talk about the IPv6 dissemination, now 3
One of the ways we can use to measure the deployment of IPv6 is through the address blocks allocation. This graph shows the allocation for Brazilian Autonomous Systems along time. There is a huge increase in the beginning of Why?Well... Oneofthe reasons, wethink, is ourwork. 4
We also have seen, along 2009, some Brazilian ISPs creating IPv6 testing websites, or enabling IPv6 in their main website. They are not giving IPv6 transit to their customers yet, but it is a good starting point. There are some interesting initiatives from the government, as a document from the federal government, called e-ping, that recommends IPv6; and the IntraGov network, from the government of São Paulo state, that is in a public licitation process, and will be dual stack. So Those are no stunning results, but they are very good for a starting point. Let s examine now some of the actions we have taken to be at this point. 5
The starting point in our actions was to facilitate the process for the ISPs to get IPv6 allocations. For some time it was LACNIC responsibility, but it generates an extra layer of difficulty to Brazilian ISPs, so, in December 2007 Registro.br started to make the IPv6 and AS numbers allocation, as it has already being done for IPv4. This facilitated access to the addresses and led to a increase in registration and use. 6
As part of our awareness raising initiatives, we start, in April, 2008, to make speeches at several events and meetings, in universities, companies, free software events, etc. There were about 26 speeches, until now, and we think they have helped the process. 7
We started our IPv6.br in June, The first idea was to have a collaborative website, working as a repository of pre-existent content. It worked, but would not suffice. We realized that it was necessary to fill a lot of gaps, and started to write articles and sessions of the website. The IPv6.br website, today, has information target at all audiences, as users, government people, companies managers, and engineers. We have all content licensed under Creative Commons, except for some external collaborations. 8
That is a screenshot of our website. We have about 300 (three hundrend) unique visitors per day. That is not a huge amount, but we think it is quite good for a informational website about a strongly technical subject. 9
The international project that has more influenced our work is the EU 6diss/6deploy We have learned a lot with the brochures and e-learning package they have created. The e-learning package of 6diss project has already subtitles in Portuguese language, and we have tried to disseminate it through our website, but, regardless of the subtitles, the language has seemed to be a problem for our audience. We have tried to get permission to translate the material, but there were some copyright unresolved questions and it was not possible, so we have started to produce our own material. It has taken about six months, and a lot of work and studying, and the result is very good. Aspecial thanks to Carlos Friaças, from FCCN, and RoqueGagliano, from LACNIC, who have helped us in this process, reviewing our material and giving valuable suggestions to improve it. 10
That is a screenshoot of our e-learning package. It is a 4 hour course. If anyone wants to create derivative works from it, talk with me, there will be no problems or cost, even for commercial use. We have had about (twenty six thousand) unique visitors, since we have launched it. 11
Our last, and more successful initiative, was the hands on capacity building course, held at NIC.br headquarters, and target at the Brazilian Internet Providers. We have prepared our own brochures, also available under a very permissive Creative Commons License. We have prepared a laboratory and a series of practical exercises. 12
The course is free for the ISPs staff, funded by the.br domain names We already had 07 courses, and it became very common, in the next few days or weeks after the course, the ISP to take some concrete action towards the adoption of IPv6, as asking for allocation, peering, or launching an IPv6 website. 13
That is a diagram of our lab, and our curriculum. This is a 04 day, 8 hours a day, course, for 32 students. 14
Back to the graph, we can see how our initiatives have apparently affected the rate of IPv6 allocations. When we started to make the allocations, there was some repressed demand allocations We can identify an increase after the starting of the speeches and the website, and a higher increase when we have launched the e-learning package plus the hands on course. 15
Some lessons learned. Capacity building is really a need for our ISPs, we shall continue to work on it. It seems that it is the main problem now. Licensing under Creative Commons is a very good idea, preferably allowing all kinds of use of the material. We know that our material is used in universities and inside some companies. We started targeting small and medium ISPs... Some of the big ones followed and came to us asking for training... Some governments and universities did the same... IPv6 has to be dismystified, more than taught, at least in a first moment... Hands on labs are a need. Virtualization is your friend... Don t have a lot of money? Try OpenVZ, Imunes, Netkit, etc. 16
And, to finish, some problems, and ideas.. Some ISPsare askingfor IPsfirst, andthenplanning... In some cases probablythedefault /32 willnotsuffice... Theannouncementsin theglobal IPv6 tableare notgrowingsofastas theallocations... Sometimes it is a problem with lack of IPv6 enabled upstream providers... Wehavebeenplanningto givefreeipv6 transitfor PTT Metro São Paulo participants(our biggest IXP)... Probably the first test will happen this month. We need to train more trainers and multiply our courses We need to cover some IPv6 aspects in more detail(other, specialized, capacity building courses?) Theequipmentin thenetwork core isn ta problem... Butwhereis theipv6 equipment for the edges??? ADSL and cable modems? CPEs? VoIP phones? Etc? 17
