7 CGI.br MANDATE INTERMINISTERIAL ORDINANCE 147 (1995) The Brazilian Internet Steering Committee - CGI.br coordinates and integrates Internet services in Brazil, promoting technical quality, innovation and dissemination of the use of Internet services: Follow the implementation of Internet services in Brazil Adopt recommendations on: implementation and interconnection of networks; analysis and selection of technological alternatives; the role of companies and academic institutions (education, research, and development) Emit opinions on the applicability or not of tariffs applied to telco services on the dedicated circuit lines employed by academic institutions Recommend standards, technical and operational procedures, as well as a code of ethics for Internet services in Brazil Coordinate the distribution of IP addresses and the registration of domain names Recommend operational procedures for network management Collect, organized and disseminates information on Internet services in Brazil Deliberate on any question posed to the Committee

8 CGI.br MANDATE PRESIDENTIAL DECREE 4,829 (2003) An enlarged mandate: Establish strategic guidelines related to the use and the development of the Internet in Brazil Establish guidelines to orient the relations between the government and society in the execution of the DNS registration activities, in the allocation of IP addresses, and in the administration of the.br cctld, with focus on the development of the Internet in the country Propose research and development programmes related to the Internet, that contribute to the maintenance of technical quality and innovation, as well as estimulate its diffusion all over the national territory, seeking for opportunities to add value to goods and services related to the network Promote studies and recommend procedures, norms, technical and operational standards, for network and Internet services security, as well as for its growing and adequate use by society Articulate the proposition of norms and procedures and the regulation of Internet activities in Brazil Participate in national and international technical fora related to the Internet Adopt the necessary administrative and operational procedures so that the management of the Internet in Brazil follows international standards accepted by high-level Internet bodies, including the establishment of all sorts of agreements. 11 CGI.br ELECTIONS CGI.br puts together an electoral college comprised of entities that apply for the process. Each entity indicates one and only one candidate. Segmented voting system for the business sector. Uni*ed system for the third sector and the academic community. 11 e+ective members + 11 substitutes. 3-year terms. Nomination through Interministerial Ordinance (signed by the Executive O2ce of the Presidency, the Ministry of Science and Technology, and the Ministry of Communications). Nomination of Internet Expert. Same instrument for changing the composition of governmental representatives. First election held in 2004.

13 NIC.br POLICY IMPLEMENTATION The Brazilian Network Information Center - NIC.br is a private, civil, non-pro*t organization, created to implement CGI.br s decisions. Manages the registry and maintenance of domain names under the cctld.br, and allocation of Autonomous System Numbers (ASN), IPv4 and IPv6 addresses; Ensures the treatment of and the response to security incidents; Develops technological projects to enhance the Brazilian network infrastructure; Conducts specialized research, producing and publishing indicators, statistics and strategic information on the development of the Brazilian Internet; Conducts studies and recommend procedures, norms and technical and operational standards for the web; Provides technical and operational support to LACNIC, Internet Address Registry for Latin America and the Caribbean.

21 THE PROJECT THE INITIATIVE'S THREE PILLARS NETmundial Initiative Platform: A platform for collaboration, cooperation and solicitation of Internet governance projects and ideas. Project developed by NIC.br team. Continous feedback loop with the Solutions Map (below). The Solutions Map (The GOVLAB, NYU): Mapping effort: publicize what solutions exist to what issues, developed by what actors and in what region. Semantics effort: creation of common labelling scheme to organize dialogue and action in the field. Best Practices for Local Multistakeholder Internet Governance Structures: CGI.br to document best practices and publicize them, using the Initiative's platform for consultations, networking and collaboration with the community.

22 THE PROJECT GOALS Provide relevant information about CGI.br's activities and practices, both nationally and internationally in languages other than Portuguese. Engage in ad hoc constructive dialogues with stakeholders that aim at developing and implementing of national/regional IG structures and solutions in conformity with the the CGI.br framework and the NETmundial Principles and Roadmap.
