1 Human Capital Scorecard May 2014 T his 10 th update of the KentuckianaWorks Human Capital Scorecard includes recently released data on college attainment of the adult population, enrollments and degrees awarded by level for postsecondary institutions, and the number of GED passers. In addition, data on educational attainment by age cohort is presented. This release supercedes previous versions of the Scorecard. KentuckianaWorks is Greater Louisville s Workforce Investment Board. In this release, we continue to present educational attainment data using the three-year estimates from the American Community Survey (ACS) rather than single-year estimates. We do this primarily because of the greater accuracy of the three-year estimates, which combine three years of survey data into a much larger sample, thereby cutting margins of error roughly in half. This increased reliability of the estimates means that we can more confidently identify real trends in the data. Previously, fairly wide year-to-year fluctuations may have occurred simply due to the margin of error, which could either mask a trend or give a false impression of one. We now have six consecutive three-year ACS estimates ( through ). The Scorecard provides these key measures of educational activity in the Louisville area along with a snapshot of where Louisville ranks among 16 comparison markets. The KentuckianaWorks board believes Louisville s economic future hinges on having a flexible and highly educated workforce, and that annual reports on educational attainment and enrollment are necessary to see if the community s improvement efforts have been successful. Hence, the organization has commissioned this annual tracking system, so all stakeholders can monitor the Louisville-area s progress. We now have data through 2012 and certain patterns are emerging in the Scorecard tracking: The percentage of adults with a college degree continues to climb slowly by about a half percentage point per three-year estimate. In addition, after a few flat years, the percentage of adults with at least a high school degree edged up by about a half percentage point as well. Of course, the competition is not standing still. According to the Census Bureau, high school and college attainment rates for all of our 15 comparison metropolitan areas also have risen. Fortunately, since the estimates Louisville s increases in both high school and college attainment have been among the best of the peer group of metros. The Louisville MSA has had the best increase in college attainment rate and the fifth best increase in high school attainment rate. This is just partially reflected in the rankings. The rank of the Louisville MSA for high school and college attainment has gone up by three and two spots, respectively. Jefferson County s rank among the central counties of the peer metros has gone up three spots for high school attainment and one spot for college attainment. The gap between Louisville and the highest ranked peers is significantly smaller than it was, however. 1

2 The overall performance of the Louisville MSA is pulled down by the counties surrounding Jefferson County, whose high school and, especially, college attainment rates are significantly less than the MSA s central county. But this is not unusual among the peer metros, as only Dayton, Indianapolis, Jacksonville, and Kansas City have central counties with lower college attainments rates than their metro areas as a whole. The percentage of people who have completed high school but have no more education dropped again for both Jefferson County and the wider MSA. The biggest gains in postsecondary educational attainment are occurring in the categories of bachelor s degree holder and graduate or professional degree holder. When we look at the educational attainment of the youngest 10-year age cohorts, those between the ages of and 35-44, the results are roughly the same as last year except that for year olds there was a significant increase in the bachelor s degree attainment rate. The percentage of year olds who have earned a bachelor s degree has hit a plateau, but is much higher than the level of the three-year estimates and is, in fact, the second largest increase among the peer metros. For year olds, increase in the percentage of people with a bachelor s degree since the three-year estimates ranks third among the peer metros. Most importantly, the percentage of people who have a high school degree or less has dropped significantly for both cohorts since the three-year estimates. For the year old cohort, the Louisville MSA has dropped the second largest amount among the peers. GED completions were down more than 10 percent in eight of the 16 comparison metros. The Louisville MSA s essentially flat performance was third best; the other peer metros saw their GED completions fall a collective 10.4 percent from 2011 to While the pattern is not uniform across the peers, in many of them it appears that the recession, beginning in 2007, created the impetus for many people to work on their GEDs but now, with the backlog of potential GED completers diminished, we may be seeing a return to more normal levels. However, the rate of GED completions in Louisville has remained relatively constant since While, on a per capita basis, the rank of the Louisville MSA dropped to 10 th at the height of the recession it has now rebounded all the way to 2 nd place. Postsecondary institutions in the Louisville metro area saw enrollment fall 2.6 percent (nearly 1,900 students) in 2012, the second decrease in a row. The drop in enrollment was larger (4.8 percent or 1,100 students) at postsecondary institutions whose highest degree offered is an associate degree. There were about two thousand fewer students enrolled in those institutions in the fall of 2012 than during the peak years of 2009 and Enrollment at institutions granting at least a Bachelor s degree fell by 1.7 percent (roughly 800 students). Six colleges experienced enrollment declines of at least a hundred students, all but two a career oriented private college IU-Southeast, Jefferson Community &Technical College (JCTC), Sullivan College of Technology & Design, Spencerian College, ITT Technical Institute, and Sullivan University. For all but IU-Southeast it was the second straight year of enrollment decline. Other area postsecondary institutions experiencing consecutive years of falling enrollment were Galen College of Nursing, Louisville Presbyterian Theological Seminary, Daymar College, ATA College, and DeVry University. On the other hand, enrollment increased by 170 students at Bellarmine University. Total postsecondary enrollment is still 35 percent greater than it was in the fall of 2000, with full-time enrollment up an even more impressive 49 percent. 2

3 The enrollment figures seem to reflect the effects of the economic recession and now the recovery. While only Charlotte, Indianapolis, Memphis, and Nashville saw overall enrollment increase at their postsecondary institutions, the decline experienced in the Louisville MSA was among the six worst. As a result, Louisville s rankings for enrollment per capita suffered. In terms of all undergraduate enrollment per capita we are now next to last, ahead of only Birmingham. The big enrollment increase in the latter half of the last decade continued to translate into more degrees awarded by Louisville area institutions. The overall increase was less than 1 percent, but this masks two opposing phenomena in the data. First, mirroring the declines in enrollment at institutions granting at most an associate s degree, the number of awards and certificates below the associate s level granted dropped by over 700, or more than 16 percent. But second, the number of associate s, bachelor s, graduate, and First Professional degrees all continued to increase. Altogether they were up by 7 percent, or 850 degrees. Most of the drop in the lowest level of awards came from JCTC and ATA College, which granted 501 and 149 fewer awards and certificates in than they did in Most of the gains at the higher award levels were for associate s and master s degrees. The increases in associate s degrees were mostly at JCTC, Brown-Mackie College, Sullivan University and ATA College. The gains in master s degrees occurred mostly at the University of Louisville, Sullivan University, Spalding University, and Bellarmine University. In terms of the number of postsecondary degrees granted on a per capita basis, the Louisville MSA edged up two ranks for graduate degrees and one rank for awards below the associate level. However, in each case, Louisville was just returning to a spot it occupied a couple years earlier. With only a small increase in bachelor s degrees, Louisville dropped a spot to 13 th in the rankings among the peers. Despite another year of award increases, Louisville s overall rank for awards, degrees, and certificates per capita fell to 10 th place. Louisville has been narrowing the gap between it and the metro areas just ahead of it in the rankings in all of the degree categories. Louisville is the only one of its 16 peer metro areas that moved up since 2000 in the degrees awarded per capita rankings in every category of award, from below-associate certificates and diplomas to graduate and First Professional programs. However, the s from 2011 to 2012 did not match the pace of the previous several years. 16 Human Capital Scorecard Postsecondary Degree Report May 2014 I n this supplement to the KentuckianaWorks Human Capital Scorecard, we present data on postsecondary degrees awarded in certain fields that are seen as being the most directly related to long-term economic development. These strategic fields are the STEM disciplines of science, technology, engineering, and mathematics, and all healthcare related fields. The former include agricultural & plant sciences, environmental science, computer & information sciences, math, science & technical teacher education, engineering, engineering technology, biology/biological sciences, mathematics, and all the physical sciences. The latter include health occupations teacher education, clinical and counseling psychology, chiropractic medicine, dentistry and related fields, medical doctor training, pharmacist training, nursing, and related health services, allied health, and health sciences fields. The data come from the Integrated Postsecondary Education Data System (IPEDS) administered by the National Center for Educational Statistics. This report covers data from 2004 through Certain trends and recent developments are highlighted below: In 2012, the overall number of degrees awarded in the STEM fields rose a modest 2.6 percent. Reflecting the overall drop in enrollment since 2010 at most of the postsecondary institutions offering at most an associate s degree, the number of awards and certificates below the associate s level and associate s degrees both fell a little bit. On the other hand there was growth at the uppermost degree levels. There were 44 more master s degrees and 20 more doctoral degrees granted in STEM fields in 2012 than in 2011 (a combined 15 percent increase). For master s degrees, the increase was mostly due to Sullivan University s relatively new Information Technology program. At the doctoral degree level, the increase was due largely due to more graduates in three disparate fields at the University of Louisville (Chemistry, Pharmacology and Toxicology, and Electrical and Electronics Engineering). Overall STEM degrees awarded among the other 15 metros in the peer group rose at nearly twice the rate as in the Louisville MSA from 2011 to As a result, Louisville s rank in terms of overall STEM degrees per capita fell one spot back to 9 th place. The number of awards below the associate s degree level has been quite variable across the peer group of metros over the last several years, so while the number awarded in Louisville dropped slightly in 2012 the total such awards across all the 16 metros fell by 22 percent. Because of this, Louisville s per capita ranking for this degree level bounced back up three places to 6th. The other movements in the STEM rankings were for associate s and master s degrees. The number of associate s STEM degrees in Louisville has remained fairly steady, which is in contrast to the experience of most of the peer metros. As a group, the number of associate s degrees fell steadily from 2004 through 2007 and 2008 before rebounding to new highs in 16

17 2012. So the slight decrease in Louisville contrasted with an overall 10 percent increase across all the peer metros. On the other hand, Louisville s trend for master s degrees has tracked the peer group as a whole fairly well. On a per capita basis, Louisville has shown the best trend among the peer metros since 2004 in degrees in STEM fields. Louisville has moved up in the rankings for total degrees and all levels of degree. But the rank s have not been dramatic, just one to three spots. Degrees awarded in healthcare related fields increased just 3.6 percent in 2012, but that outpaced the peer metros as a whole (less than a 1 percent increase). The number of associate s degrees awarded was up 15 percent and the number of degrees granted at the bachelor s level and above was up a collective 18 percent. While there was a marked drop in awards below the associate s degree level (240 awards, or 11 percent) that was also the case across most of the peer group of metros (a matching 1 percent decrease). The decrease below the associate s degree level occurred primarily at two schools, ATA College and Spencerian College. Most of their available programs at this level were impacted, from Medical Office Assistant to Dental Assistant, Radiologic and Phlebotomy Technicians, and Licensed Practical or Vocational Nursing. Associate s degrees rose most dramatically at ATA College and Brown-Mackie College. For the former it was mainly in Medical Office Assistant, Radiologic Technician, and Practical and Vocational Nursing programs, while for the latter the gains came primarily in Medical Office Management and Occupational Therapy Assistant programs. Healthcare bachelor s degrees were up significantly at Bellarmine University, the University of Louisville and Spalding University. They all awarded more degrees in Registered Nursing, and the University of Louisville also began awarding post-baccalaureate certificates in a number of dentistry related fields. The increase in master s degrees occurred primarily at the University of Louisville (Environmental Health and Nursing Administration) and Spalding University (Clinical Psychology). The increase in First Professional degrees was entirely due to the second class of Doctor of Pharmacy graduates from Sullivan University. In the peer rankings, Louisville moved up one spot to 8 th place for total healthcare-related degrees and awards, moved up a spot (to 12 th ) for master s degrees, and one spot for First Professional degrees (to 8 th ). In terms of the percentage of total degrees awarded in these strategic sectors, Louisville ranks 4 th overall and between 5 th and 11 th for each level of degree awarded. Louisville s percentage of degrees in the strategic sectors is above the average for the group of peers for associate s degrees (50.4 percent versus 42.2 percent), bachelor s degrees (28.5% percent versus 27.4 percent), and for total degrees awarded (40.6 percent versus 37.8 percent). It is farthest below the average for the graduate (combined master s and doctoral) degree level (24.7 percent versus 30.5 percent).
