In the development phase of the new modular telemetry system the following factors were crucial: entry control procedures, simplicity of use, clear status information and evacuation control incorporating the latest advances in technology. TECB Telemetry Entry Control Board The new robust, durable tally board (TECB) delivers critical levels of accountability, as pressure, time remaining and time elapsed data are transmitted in real time. Warnings are displayed visually and audibly allowing rescue action to be undertaken as necessary while withdrawal signalling allows selective, individual or complete board evacuation at the press of a button. Standard Display Status information is presented on one screen with no need for scrolling, ensuring an instant, accurate snapshot of personnel. TECB features a full colour screen, with traffic light status information to easily identity personnel who are reaching low air levels. Half Way Point TECB contains a battery power source enabling one battery to be removed and charged without turning off the system, maintaining constant power in lengthy events. SCOTT COMMAND Computer Monitoring System Low Pressure This innovative computer monitoring software can be used in place of the TECB but still retains all of the features and benefits that the electronic board offers with the ability to increase the number of active users considerably. 2

The ATEX approved unit, which operates on a frequency 869.5Hz, has both multi- sound alarm and motion alarms. Coupled with LED indicators the unit offers automatic man down activation and manual activation as circumstances demand. PDU Personal Display Unit The small portable incident control unit eliminates the need for a tally board or PC. The system operates on the same frequencies as the TRU and incorporates evacuate all button; text message receiver and vibration alarm with LED indicator. 3

11 TECHNICAL PRODUCT INFORMATION ALERT ATS - ADVANCED TELEMETRY SYSTEM DESCRIPTION The Scott ATS system is a suite of products that can be used individually or in combination to provide a telemetry, display and datalogging system for use with Scott s range of self contained breathing apparatus. The detachable telemetry man down alarm (TRU) can also be used independently to a BA set or with a BA set not of Scott s manufacture. The system includes a digital pressure gauge, a standalone telemetry capable ADSU/PASS and 3 types of Entry Control Unit that can be used outside the incident to monitor the Telemetry ADSU s (TRU) inside to provide man down alarm and notification. These 3 systems offer different options to the user depending upon how they manage their entry control procedures and include the PDU, a tally board system (TECB) and the computer based Scott Command System APPLICATIONS The Alert ATS system will provide additional information to the professional fire-fighter and also has the capability to send this information outside to an incident/entry control officer. The ATS system is designed to be used during any incidents when the fire-fighter needs to wear breathing apparatus and modules of it can also be used when breathing apparatus is not being worn. 14 TECHNICAL DATASHEET ATS PERSONAL DISPLAY UNIT DESCRIPTION The Scott Safety PDU is a monitoring unit that provides a simple and low cost telemetry monitoring system. When activated the PDU will monitor for any alarms from Scott Safety TRUs and indicate to the Entry Control Officer when one or more has been activated. The unit is equipped with audible, visual and tactile alarms. The PDU can also be used to send a mass evacuation signal to any TRU or other PDU within range by a simple press of a button located on the top of the unit. The PDU can also be used in conjunction with the Scott Safety TECB and Command software providing different people around the fire ground with information without interfering with each other. When used in conjunction with the Command software the unit can also receive pre-programmed text messages if required. The PDU also has motion sensing circuitry which can be enabled by the user if required and will signal other PDUs and the Command system if the man down alarm is activated. 15 TECHNICAL DATASHEET ATS DISTRESS SIGNAL UNIT DESCRIPTION The Scott Safety ATS ADSU is an Atex approved man down alarm. Small and compact, it can be attached to the wearers breathing apparatus or workwear and provides a loud audible and bright visual alarm should the unit no longer sense any movement. The unit is activated by the wearer detaching a tally key from the front of the unit and the unit can not be turned off until this key is put back in place. If no motion is detected for 15 seconds, the unit will go into Pre-Alarm mode and give an audible Pre-Alert signal. In Pre-Alarm, the green LED display is replaced by intermittent pulsing of four red L.E.D.s accompanied by a sweeping Pre- Alarm audio signal which becomes progressively louder. The longer the unit is in Pre Alarm, the louder the Pre Alarm signal becomes, signifying the unit is closer to the full Alarm mode. After lack of motion lasting approximately 30 to 35 seconds, The unit will go into Full Alarm mode. When in Full Alarm, the four red LEDs pulse rapidly and the audible alarm increases in volume and varies in pitch. The unit can also manually be put into full alarm mode by pressing the button on the front of the unit should the user decide they need to activate the unit themselves in an emergency situation. The full alarm can be reset by pressing the two side buttons however a configuration is available that requires the tally key to be connected back on to the unit to allow alarm cancellation. The unit also features an alarm that is activated on extended exposure to heat. APPLICATIONS The ATS ADSU is designed to give a warning via a loud audible alarm and flashing visual alarm if a user should stop moving for a period of time.

19 TECHNICAL DATASHEET DPG - DIGITAL PRESSURE GAUGE DESCRIPTION The DPG unit incorporates an electronic gauge and whistle. It switches on automatically as soon as it senses pressure in the pneumatic system of the BA set. A colour TFT display will shows the pressure, time to whistle and a temperature indication. These are all shown on the screen at the same time so the information is visible to the wearer at all times without them having to scroll through to find the data they want. The display is permanently backlit without the need to press a button. The unit datalogs information which can be downloaded via a port on the back of the unit to a computer using a software utility for after the event analysis The user can also activate the pre-use check function which electronically checks for leaks from the set and allows the electronic whistle to be checked. The result, pass or fail, of this test is datalogged for future reference The unit can be configured to the user s requirements using the service centre software. The unit can be supplied with an output for giving data to a telemetry enabled Pass unit for transmission to the Entry Control Office and/or an output to drive a head up display module.

21 TECHNICAL DATASHEET ATS TELEMETRY ENTRY CONTROL BOARD DESCRIPTION The Scott Safety Telemetry Entry Control Board (TECB) is a electronic entry control systems based around the design of a traditional style tally board. It will monitor up to 12 BA sets equipped with Scott Safety TRUs and if these are connected to Digital pressure gauges will also should the user s cylinder air pressure in real time. The TECB uses bright coloured TFT screens which display all information on one screen without having to scroll through to find out the information required. This information is also colour coded for at a glance recognition The board has the capability to receive voluntary withdrawal, Panic and man down alarms and distinguish between them, displaying a different warning symbol for each one giving the entry control officer enhanced situational awareness should one of his wards have an issue. Upon alarm the TECB provides both an audible warning and a visual indication against the user that has gone into alarm allowing a quick and direct response to come from the Entry Control Officer (ECO) The TECB also allows the ECO to evacuate his personnel either en mass or selectively and also to check if they have responded to his evacuation command through a simple and instinctive system of red, amber and green LEDs. The TECB is fitted with two independently removable batteries, each with their own indicator gauge, this ensures that the batteries can be hot swapped as required ensuring that the tally board can be run indefinitely independently from the mains. The batteries can be charged either on or off the board providing the user with unparalleled flexibility. The TECB data logs incident events which can be downloaded when required via the units inbuilt USB connection. The TECB can store up to 5900 events.

23 BID SPECIFICATION ALERT ATS - ADVANCED TELEMETRY SYSTEM General Requirements One (or more) electronic monitoring, recording and display device for use with Scott s range of Self contained breathing apparatus consisting of the following subassemblies 1. DPG Unit 2. Telemetry Distress signal unit/pass Unit 3. Micro-repeater 4. Various Options of Base Station The equipment (excluding base stations) must be intrinsically safe and approved to ATEX 1. Digital Pressure Gauge The unit should incorporate an electronic gauge and whistle. It should switch on automatically as soon as it senses pressure in the pneumatic system of the BA set. The unit should have the capability to perform a self check. This self check should be activated by choice of the user. A colour TFT display will show the pressure, time to whistle and temperature. These will all be shown on the screen at the same time so the information is visible to the wearer at all times without them having to scroll through to find the data they want. The display is permanently backlit without the press of a button. The unit will datalog information which can be downloaded via a port on the back of the unit to a computer using a user software utility for after the event analysis. The unit can be configured to the user s requirements using the service centre software. The unit can be supplied with an output for giving data to a telemetry enabled DSU/Pass unit for transmission to the Entry Control Officer and/or an output to drive a head up display module. 2. Distress Signal Unit/ PASS Unit The Telemetry DSU/pass unit should be activated by removing a tally key. It shall have sounders and LEDS and utilise a movement sensor. The unit shall use a rechargeable Lithium Ion battery. Upon pre-alarm the unit shall be able to be cancelled by pressing a button on the unit as well as the user s movement. The unit shall be a standalone unit with can be attached to or detached from the SCBA set so it can be used on the outside of a gas tight suit or when the SCBA set is not being worn. It shall be fitted with an internal radio which transmits the status of the unit to a remote monitoring device and also is able to receive information from this device. It should also be able to accept pressure information via an irda link from the DPG so that this information can be transmitted back to the remote monitoring device.
24 BID SPECIFICATION 3. Micro Repeater The micro repeater should be the same size as the PASS/ADSU so it is small and compact and easily carried by the fire-fighter. It should be easily activated by the removal of a tally key so it can be easily deployed when the user decides it should be. The unit should be fitted with a loud sounder and LEDs as the PASS is so that after the incident it can be evacuated and will sound and flash so that it can be easily located reducing the risk that it is lost. It should act as a repeater extending the range that the wearer can travel from the remote monitoring units and still remain in radio contact. 4. Remote Monitoring Unit Option 1) The unit should be able to be clipped to the ECOs jacket, it should have an LCD screen and should alarm when it receives a signal from a PASS unit what has been activated. This alarm should be audible, visual and tactile. It should display the identity of the Pass unit on the LCD screen. The ECO should be able to send an evacuation signal to all PASS s active on the fire ground by the press of one button. Option 2) The unit should be an electronic tally board with slots for 12 users. The ECO should have space to write information onto the board if they desire. The board will have a colour screen for each user, an extra colour screen to indicate alarms from users who are not logged onto the board and another independently powered screen which displays a real time clock and the unit s battery status. The unit should be fitted with a sounder that activates when an alarm is received to alert the ECOs attention to it, the colour screen will also display an alarm symbol and flash the LED's of the user acknowledgement button so that the ECO can immediately see which of his wearers are in alarm status. The individual wearer screens should be colour and show the users cylinder pressure, time to whistle, time of whistle elapsed time and alarm status. They should also show whether the user is in range or not. This information should be visible on one screen and the ECO should not have to scroll through or press any buttons to view the information. The Screens should be permanently backlit to ensure high visibility even during night time operations. There should be a single button that enables the ECO to evacuate the whole board and individual buttons that allow the ECO to selectively evacuate wearers. These buttons will have indications of whether the electronics have acknowledged the ECOs evacuation signal and then whether the user has acknowledged the evacuation signal. This should be displayed by colour LEDs following a simple instinctive pattern. The unit shall be powered by two independent rechargeable batteries which allow the unit to operate for an indefinite length of time, it shall also be possible to run the unit from an external power supply as well. The ECO should be provided with separate battery indicators for both of these rechargeable batteries. The unit should provide a data logging function so that incident data can be downloaded after the event if required. Option 3) The command system should be a software based control system that can operate on a windows based PC. It should have an external receiving device that can be connected to the PC via a USB port. The system shall be capable of monitoring 50 pass units and displaying pressure information, time to whistle, time of whistle (if used in conjunction with DPG) and elapsed time. It should inform the ECO if any of the pass units go into alarm automatically or are manually activated by the user. The system should be able to distinguish between these types of alarm activation. The ECO should be able to use the board to evacuate each user selectively or all users logged on at the press of a button. The software will inform the ECO when the electronics have received the signals and then when the users have acknowledged the signals. The command unit should also be able to monitor the simple entry control systems (described in Option 1) and also send them messages by text if required. The unit should provide a data logging function so that incident data can be downloaded to a computer for after the event analysis if required. Base station should be able to be used independently or in conjunction with the users existing tally boards.

The Alert ATS is a modular electronic monitoring system, that logs and displays various parameters and give alarms to the wearer. With the radio telemetry functionally this information can also be transmitted outside to an entry control officer to enable them to have a situational awareness of their fire-fighters condition. The system consists of a digital pressure gauge and a Telemetry Distress Signal unit that can be used independently or in conjunction with each other to give an extra range of features. What does ATS stand for? ATS stands for Advanced Telemetry System. What is Telemetry? Telemetry is the technology of automatic measurement and transmission of data by (in this case) radio from remote sources. Does the radio in the ATS carry voice transmissions as well? No the radio only carries the telemetry data for the ATS system, it does not replace the fire fighters existing radios Can the ATS be used with or retro-fitted to any Scott Breathing Apparatus? The ATS s Digital Pressure Gauge (DPG) can replace the standard Pressure Gauge and hose assembly used by Scott Breathing Apparatus including; Propak, Contour, Centurion, Cenpaq and ACS, although it is envisaged that it will be used in conjunction with Propak or ACS by most users. The PASS unit can be used as a standalone unit on any Scott Breathing Apparatus. If the PASS unit is purchased as a standalone unit can it be used on other manufacturers Breathing Apparatus? Yes, although the PASS unit would only function as a telemetry system for the motion detecting alarms, it would not be able to take a pressure reading from these sets. If the PASS unit is purchased as a standalone unit can it be used on other types of Respiratory Protective Equipment (RPE)? Yes, although the PASS unit would only function as a telemetry system for the motion detecting and evacuation alarms. It could be used in conjunction with a PAPR system during a CBRN incident or a negative pressure mask during damping down operations. Can the ATS system be purchased with or without Telemetry? Yes, the user can purchase the modules separately allowing them to build up the system gradually if they require and to tailor the feature set to their needs.
26 S & S If I purchase the ATS system without telemetry can I upgrade my system at a later date? Yes, the telemetry module is built into the TRU and is added when this module is added into the system. The TRU can be added at any time Is the Digital Pressure Gauge (DPG) unit easy to read in low light conditions? Yes the TFT colour screen is permanently backlit so is clearly visible in the dark without the user having to press any buttons. What radio frequency does the Telemetry operate on? The telemetry will operate on different frequencies depending upon the area that the unit will be used in, for example the current UK frequency and European frequency is in the band. We also have other frequencies assigned for Australia and New Zealand. How long do the batteries last? The batteries are rechargeable lithium ion batteries, battery life will depend on individual usage. However the TRU battery will typically give 80 hours of sensing and 4-6 hours of alarm. How many users can log into the base station and be monitored? With the optional tally board; slots for 12 active users can be managed. Options are available to manage in excess of 50 units from the base station using the Scott Command PC based system. Is the ATS system Intrinsically Safe? The Digital Pressure Gauge (DPG) and the TRU unit have the latest ATEX approvals and so are classified as intrinsically safe. How loud is the alarm on the DSU/TRU unit? The alarm is between 102 and 112 decibels in volume. Is the system flame/fire proof? Compenents which attach to the BA set have undergone and passed the same flame testing as the breathing apparatus set and are approved to EN137:2006 Type 2. This flame test is a total engulfment at 1000 oc s for 10 seconds. Is the system serviceable by the user? Any servicing of the electronic elements of the system requires the unit to be returned to the manufacturer for servicing. This is to ensure that the ATEX approval is maintained. What is the range of the TRU unit? The range of the unit in free air is up to 1 mile. This range can be decreased if the users are working in buildings containing lots of steel or reinforced concrete. Do the individual PASS units act as repeaters? Each PASS can act as repeater unit upon activation of the evacuation alarm. This may enable a PASS unit that is out of range of the EC System to receive the evacuation alarm from another PASS unit rather than the EC system. This obviously increases the safety of the wearer should the building need to be evacuated
27 S & S Are separate repeaters available? Yes, micro repeaters can be supplied that can be deployed by the fire-fighters should they feel that they may go out of range of the Entry Control point Are there any measures to stop the repeaters getting lost? Yes, micro repeaters can be evacuated by the ECO after the incident. Upon receiving the evacuation signal their inbuilt LEDs and sounder will activate allowing the users to track them down easily. How many events can the TECB record? The TECB stores event data in an event log and this will store up to 5900 events. The DPG has a similar storage capacity and stores 2500 events consisting of each command, plus internal parameters recorded once every minute. The data is stored as an endless log with the newest overwriting the oldest once the event log is full. For how long can the Tally Board operate on batteries? Because of the tally board s unique design using two independently changeable rechargeable batteries the tally board can be kept running indefinitely.
