3 Goal & Vision EUROPOL as a multi-disciplinary and multi-agency organization delivers a unique set of operational services for the European Union (EU) in three main areas: To function as the principal EU support centre for law enforcement operations To become the criminal information hub of the EU To develop further as an EU centre for law enforcement expertise. 4 These objectives derive from a vision according to which Information and intelligence are fundamental to all law enforcement activities; not just regarding investigation, but also for instance regarding control and detection by Customs authorities facilitating cross-border trade. Investigations based on penal code and on the other hand administrative risk/control management is not only complementary to each other; both are indispensable parts of general law enforcement. Effective exchange of information is of vital importance in that context, nationally, regionally and globally. Here it does not matter whether the respective competencies lie with Police, Customs or other agencies but some cross-sector challenges have to be considered. This fits all into a holistic concept of essentially required Information Management including legislative, organizational, ICT and a number of other aspects which are the basis of and are linked to most of law enforcement activities.
