10 History of Regulation 1981 o 2000 o o 2004 o OSHA first includes Electrical Safe Work Places in through based on Part I of the 1979 NFPA 70E NFPA issues a major revision to its article 70E Automotive companies Ford, GM and Delphi take the lead in designing and implementing Electrical Safe Work Practice programs based on OSHA and modified to NFPA 70E 2000 OSHA makes major revision to mirror the 2000 NFPA 70E (ESWP) and 2002 NFPA 70 (N.E.C.) Since then, o NFPA article 70 is repeatedly updated and currently in use 10

11 History of Regulation OSHA regulations require that all personnel exposed to voltage >50V be protected from the 3 hazards of electricity: Shock, Arc and Blast 2008 NEC (article ) requires that all electrical access points be field marked to warn qualified persons of potential electric Arc Flash hazards. OSHA s regulations mirror NFPA 70E (ESWP) and NFPA 70 (N.E.C.) both are national consensus standards 11

12 Electrical Safe Work Practices NFPA 70E is broken into 3 segments: Segment 1: Defines the written basis and guidelines for the Electrical Safe Work Practices: o Responsibilities (management and personnel) o Electrical Safety Principles (planning) o Qualifications of Personnel 12

13 Electrical Safe Work Practices Segment 2: Presents safe work practice guidelines associated with: o Planning electrical work o PPE requirements o PPE inspection and maintenance 13

14 Electrical Safe Work Practices The Safe Approach Boundary distance criteria is a tool to use when determining the specific safety-related tools, equipment (PPE), and procedures to use when completing a specific task. There are two subsets of this distance. o Shock Hazard protection o Arc Flash protection 14

16 Electrical Safe Work Practices Segment 3: Defines the written process and strategies for electrical safe work practices in tasks and activities including: o Troubleshooting electrical equipment 16

17 Electrical Safe Work Practices Troubleshooting System knowledge allows us to know what the normal operating condition is and what the symptoms are for the most common failures. Understanding system operation, proper safety precautions and utilizing the proper PPE will minimize downtime. 17

18 Arc Flash Study Overview Each site must complete a Hazard Risk Assessment (Arc Flash study). The risk assessment specifically looks at the overcurrent device for each piece of equipment and models that with the available fault current to determine the incident energy level at that point in the system. 18

19 Arc Flash Study Overview Analysis o Do devices have correct short circuit rating? o Is the system coordinated? o Safety and system reliability Recommendations of system changes 19

20 Implementation The hazard risk categories (HRC) are rated from Class 0 to Class 4 and equate to the level of Flame Resistant (FR) clothing garments (PPE). o Flame Resistant (FR) clothing provides protection in many ways. Labeling! WARNING Arc Flash and Shock Hazard Appropriate PPE Required 20

21 Conclusion Important: o for people to have knowledge and tools to approach exposed energized circuit parts more safely. o to train people to recognize and understand hazards. o to have and wear required PPE. o to be safe so the employee can go home that night. 21
