1 7.1 Public Hearing Minutes As per the Rules, the Karnataka State Pollution Control Board had published the Notification on in Kannada daily news paper ' Kannada Prabha ' in English daily news paper ' Deccan Herald ' and in Local daily news paper ' Kranthi ' informing about the Public Hearing and the Appeals, Suggestions, Views, Complaints, Grievances, Comments etc. Local paper notifications issued by this Office for Public information on The Public Hearing held was conducted on at 10-30am in the Kadechur Industrial area, Kadechur village, Tq: Yadgir D: Yadgir. The Minutes along with action plan, time frame and budget for the same are provided in Table 41. Since 2009 to 2015 land acquisition was not done in proper way and so for no single company is being established in this place and he don't know reason. So for farmers have not received the land compensation about land acquired for the purpose of National High way. 2 Sri. Syed Ali Hassan, Kadechur village, Tq: Yadgir D: Yadgir He said that about 40 to 50 Pharmaceutical companies are proposed to be coming in their village and they don't know type of Environmental problem like climate change and smell pollution caused by these units. He said that such small industries should not be established and instead the Large Industries like Co-Co-Cola, Thermal Power Plants like industries should be established in their villages. The Environmental problem causing Pharma companies should not be established. 3 Sri. Chandrashekar, Shettihalli village, Tq: Yadgir Dist: Yadgir Type of Industries in Kadacheru Industrial Area are B Categeory Industries, which is clearly mentioned in the EIA report. Sri. Rachappa, Special Land acquisition Officer, KIADB He will discuss with the Officials of Public Works Department and High-way Project authority regarding the issue and same will be finalized shortly. M/s Bhagavathi Anna Labs, Pvt, Ltd, Hyderabad They informed that, the industries proposed are of B-category industries only and these are all less polluting and zero discharge industries and hence there is no harmful effect on the environment and finally, they accepted the remark made by the above publics. Action Plan along with Budget and timeframe The acquisition procedure is not completed by NH authority 5% of the capital investment is allocated for Environmental Management Plan (EMP). Apart from that individual industry will allocate the budget for EMP. He brought to the notice of the chairman that, M/s, Shilpa Antibiotic company, nearby Yarmarous is an Pharmaceutical company because of which there is Rev. 01 1

2 S.No Issue Raised Response to the Issue raised bad smell up to 1Km and in this instances, if the 50 Pharmaceutical companies are proposed in the Kadechure area, what is the status of environment and the company is saying that B-Category industries are proposed in this area and being farmers, they don't know about the B-Category type of industries. Therefore, he requests not to make them all to leave their villages and hence instead of such small industries if large industries are established, it will be beneficial to the villagers. 4 Sri. Sharanabasava Badiyal village, Tq: Yadgir Dist: Yadgir He informed that, his land was already acquired and the Railway Bogi Factory is coming up in the said place and hence he don't have the connecting road for the Auto, Tractors etc, except the Foot-path and hence he requested the connecting road for the movement of the vehicles from Badiyal to Industrial area. 5 Sri. Syed Gyabu Hussain, Kadechur village, Tq: Yadgir D: Yadgir He recalled his memories and bring to the notice of the Chairman that: He informed that former Deputy Commissioner Sri. Dr. Jagadish had issued many assurance in the year 2010 regarding the good environment, employment and other basic facilities and hence they have handed over the acres of land to the Government. He informed that, later Smt. Gurunit Tej Menan, the Deputy Commissioner had assured that many number of Large Industries are proposed in the said area, and hence they became happy but now after hearing that many number of small scale industries are coming in the area and their dream of going to Bangalore and Mumbai for doing the jobs is collapsed. He said that their life was spoiled and there is no way for their Sri. Sri. He also requested that, the Local peoples should be given 1st preference for employment in these industries which are being now constructed, as the local peoples are spoiling their life without any employment. He also requested that they have not received any compensation for their Bore wells, House, well and Trees existed in their lands which was acquired by the KIADB and hence further developmental works should be done only after the payment of the compensation. 6 Sri. Shankar Linga, Kadechur village, Tq: Yadgir D:Yadgir He expressed as follows: As per the assurance of earlier Deputy Commissioner, Dr. Jagadish, they have handed over their lands at Kadechur, Badiyal and Shettihalli villags. But so for, they have not received the proper compensation for the lands and it make them troublesome to get the compensation and till there is balance compensation amount to be dispersed by the KIADB. The earlier Deputy Commissioner, Smt. Gurunit Tej Menan, had fixed Rs.6.00Lakhs per acre of Land to the land losers. But so for no action has been taken in this regard. However they have not opposed to the said rate for land because of thought that Large scale industries are proposed to be coming up in the said lands which made their life to improve and hence they have given the lands to the KIADB. But on hearing it was came to know that, in the name of Co-Co- Cola and Textile Parks, 53 Chemical Factories are coming which may be of A or B-Category type of industries. One cannot know which type of industry are considered the left off Trees, Bore wells, wells, plants and residences and same will be registered and compensation will be issued as early as possible. Directions by Chairman of Public Hearing Committee He directed to the KIADB Officials, SLO and to Development Officers that, action has to be taken to conduct the joint survey and the compensation shall be issued within 10 days as per the Law and job facility shall be provided to local peoples, especially, to the family members of land losers and KIADB Officials have accepted the same. Comments by the Chairman of Public Hearing Committee The Chairman on commenting to the above issues he informed that there is no doubt Large Industries are proposed in these area. Out of acres 60 acres of land is presently developing for small scale industries which results in increase of employment in future. The Large industries may invest about Rs.300 to Rs.400 corers and if each person per acre get employment, there shall be of 500 employments in the villages. In additions to Large industries the small scale industries are also establishing and at least 3 peoples get employment in each of small industries and the Local peoples may invest Rs. 1 to 3 crores for the establishment of the small scale industries. During his comment he also added that apart from this, about 5 to 10 employments will be available in Rice Industry, Cotton Industry, Cement Industry, Fabrication units, Garment industries, Brick manufacturing units etc. and hence, small scale industries are also essential in additions to large industries. In Small scale industry, Manager post may be filled up by the SSLC passed students and in Large industry the Manager post may be Action Plan along with Budget and timeframe Rev. 01 3

To quote an example, in Hyderabad city the industries which are located outskirt of the city have now become in the center of the city that resulted in bad smell affecting the public health and also the smoke and chemicals emitted from the factory falls on the utensils. This has resulted in the suffering of peoples by blindness, birth of handicapped children etc. Therefore, because of the strikes of the peoples of that area, these chemical industries are coming up in Kadechur area and hence he requested not to allow such industries in the Kadechur, Badiyal and Shetti halli villages and to allow the good kind of industries in these areas. He hoped that, the farmers of these areas should not waste their compensation money and should utilize the same by procuring the Tractors, JCB etc to their belongings which will help them in getting the jobs in future coming industries. He also hopes that, as the industries are coming up, they required the said machines and vehicles for different works and hence the industrialist should take or consider the local peoples vehicles and machineries for their construction works instead of procuring from outside or from their relatives. He also said that, they have prepared the list of 30 to 35 Tractor owner lists in Kadechur village and some peoples are having the JCB also but they don't have any work and hence he requested for the jobs for both workers and for JCB and Tractors and he also added that the some companies are outsourcing the workers which has to be stopped. filled up by the students who have completed either Diploma or Engineering degree. In this way, the opportunity of getting more employment is more in case of small scale industries and same was accepted by the KIADB Officials and Publics. The Chairman of Public Hearing Committee also informed that, about 30 to 40 numbers of public usage medicine manufacturing industries are proposed in these areas. The Environmental deteriorating units will not be allowed and the Eco friendly industry which are less polluting the underground water, less Air polluting industries are allowed and these will be monitored as per the Law while according Environmental Clearance and same was accepted by the KIADB Officals. The Chairman of Public Hearing Committee informed that, the KIADB peoples should compulsorily take the Local people and land losers for the development works and also for the construction activities of industries, as they have already procured the JCB & Tractors and they should not take out side vehicles except the vehicles of local peoples. He quoted an example of Sri. Mallanna who has lost his 3 acres of land bearing Sy.no.172 to the KIADB and had procured the JCB and Tractor either in his name or in his son name. Likewise many peoples of Kadechur and Badiyal village have procured such vehicles and they should be given with the jobs as per rojgar. In order to avoid the confusion the respective Gram Panchayat should prepare the list of persons who have procured the JCB and Tractors either in their name or in their belonging names and should adopt the Auto system followed in the Railway Station. The peoples should not expect any salary without executing any work and KIADB can hire Vehicle and people can be take for work as per procedure and norms and same was accepted by the KIADB Officials and have assured to Action Plan along with Budget and timeframe Within 6 months after obtaining Environmental Clearance. Vocational Training to Local Youth 0-6 months after obtaining Environmental Clearance. Within one year after obtaining Rev. 01 4

The Chairman of Public Hearing Committee also informed that, the list of youths and widows of Kadechur, Badiyal and Shettihalli will be prepared and the facility of Training will be taken care and the special training will be given to the young ladies in the field of Garments with free of cost, so that in future it will be easy for them in getting jobs in Textile industries. For young boys four wheeler Driving training will be given and for which already, one driving school was opened in Yadgir and the youths should take the benefit of the same and same was agreed by the KIADB Officials. The Chairman of Public Hearing Committee also informed that, the Security and Labor jobs/ works are available and the shops like Hotels and Pan baeda shops will also can be opened in the said area which will provide indirect employments and the Loan for such shops will be made available with the recommendations of Gram Panchayat. In future days the jobs like Carpenter, Fitter etc are available for which one has to take 3 to 4 months training, as the possibility of getting Environmental Clearance may take further 2 years and therefore getting the training makes the life of villagers better in future and same was accepted by the KIADB Officials. Action Plan along with Budget and timeframe Environmental Clearance. The Chairman of Public Hearing Committee have also informed that, 220KVA GESCOM sub-station is proposed in the said area, there is no problem of power to the residences of land losers and as the Water is supplying to the industries, there is no shortage of drinking water and RO plants will also be established in the villages and same was agreed by the KIADB Officials and will assured to comply the same. The Chairman also informed that, because of the proposal of the Large industries in the said area, the Anganawadi centers, PHC and Roads will get up graded to higher standards and same was accepted by the KIADB Officials and are assured for the Rev. 01 5

Venkatesh, Member, Karnataka Rakshana Vedike, Kadechur He said as follows: He requested for the list of polluting industries, chemical industries and other type of Industries proposed to be coming up at the Kadechur Industrial area and its effect, employment and training in Kadechur. He said that the list of young Ladies and Boys will be given and hence the training center should be established in Kadechur village instead of at Yadgir. He said that selling of land of 1 acre for Rs Lakhs should not leads to diseases caused by the industrial pollution. He said that, after paying the Rs.10=00 as commission amount, the local labor peoples will be taken for employment otherwise, outside labor peoples will be employed for work. He complained that, the labors were taken from outside for different works, because of reason quoting that the local peoples were demanding more wages. He brought to the notice of the chair that, being 120members of Karnataka Rakshna Vedike, Kadechur have planned to strike against such issues, but have made up their mind to bring to the knowledge of the Chairman and he requested to announce the list of factories proposed in the Kadechur area. 8 Sri. Ningappa Kadechur He complained that, he is having a JCB and KIADB peoples have assured him for job, but no job had been given to him. 9 Sri. Shankar Linga and other Land Losers He said that, they have been given implementation of the same. Directions by the Chairman of Public Hearing Committee He directed the KIADB Officals as follows: He directed that depending upon the strength of the youth at both Badiyal and Kadechur, Training may be issued in the said places. He also directed to submit a compliant against the persons who are expecting commission and action has to be taken against such persons by KIADB Officials as per Law and KIADB Officials have accepted the same. He also directed to Sri. Subhas AE, of KIADB, that not to take out siders for daily works and should take the Local peoples for the same and wages shall be given as per the DSR to the local workers and same agreed by the KIADB Officials. Sri.Rachappa, Special Land Acquisition Officer, KIADB, Kalaburgi He assured that the matter was already clarified in the previous quarries and same will be applicable to such questions asked by others and compliance will be made as per previous suggestions. Sri. Rachappa, Special Land Acquisition Officer, KIADB He replied as follows: Action Plan along with Budget and timeframe 0-6 months after obtaining Environmental Clearance. Budget of 20 Lakhs is proposed for Vocational Training Centre - - Rev. 01 6

Nagesh Uppar Shetti Halli village He said that, every year their community is being conducting the Sri. Marikamba Devi Jatra and on the last day, after pooja, there is a procedure of disposal of Devi idol in the river, at the boundary of the land bearing Sy. No.38. For this purpose, they have to move from Shettikera to Badiyal and because of the boundary line fixed by the Railway Coach Factory, there is no separate route for them and other Farmers are also not allowing for the same. Hence he requested to look into the matter and solve the problem. 11 Sri. Venkatesh, Member, Karnataka Rakshana Vedike, Kadechur The KIADB had already paid the compensation for 2750 acres of Land and regarding the compensation of remaining 350 acre land will be paid after verification of records and there is no chance for increase in the valuation amount. As per the land acquisition Act about 70% of peoples had already accepted and taken the said amount that means, all the public's have accepted the same and for the remaining land also he assured to pay the amount as per the Law. Comments by Chairman of Public Hearing Committee: He said that Sri. Laxman and Babu have went to the Court for the higher compensation and hence no payment was made for them. In case of Sri. Laxman and Babu, he directed the KIADB Officials that if these peoples were withdrawn the case, then only land compensation may be granted. For this purpose he directed the KIADB Officials, the Panchayat Development Officer, Village Accountant and Thasildar have to draw the Mahazar on behalf of public and same shall be submitted to the Court in this regard and same was accepted by the KIADB Officials. Sri. Rachappa, Special Land Acquisition Officer, KIADB, Kalaburgi He accepted the same and assured that he will visit the place along with Panchayat Development Officer to resolve the problem as early as possible. Hussainbasha Kadechur He informed that, the land bearing Sy.no. 453 consists of 10-38acres of land and same is belongs to Waqf Board and hence same should not be acquired. 14 Sri. Thus, both the KIADB and Industrialist are proposed for the Plantation measures and hence, there is no problem of Environmental Pollution to the surrounding villages and same was accepted by the KIADB Officials. Directions by Chairman of Public Hearing Committee He directed the KIADB Officials to correct the mismatches within a month and if the Officials fails to do so, the Publics may remove such illegal mile stones and same was accepted by the KIADB Officials and have assured to take compliance measures within stipulated time. Directions by Chairman of Pubic Hearing Committee He informed that the land bearing Sy.no.453 of 30 acres may belongs to either proprietor or may be of Waqf property and the KIADB have plan to left over that said land and same was accepted by the KIADB Officials. Direction by the Chairman of Public Hearing Committee He directed to Special Land acquisition Officer and to Village Accountants to issue the Land Loser certificate to all the peoples of Kadechur and Badiyal villages as per rules and procedures and same was accepted by the KIADB Officials. 9 S.No Issue Raised Response to the Issue raised 15 Sri Sharanababu, Kadechur village The villagers have brought to the notice of the Chairman that the Sy.no. 434,435,436,651, and 652 are Inam lands and so for no compensation is paid to the said lands whereas, previously, some of the Inam lands have been paid with compensation. But now, the KIADB Officials are saying that after the re-grant of the land only, the compensation will be issued and till 50 acres land will not received the compensation. Accordingly he accepted and replied that, already 50 to 60 applications have been received and all of them have been issued with the Land Loser Certificate.and to the remaining persons the said certificate will be issued as early as possible as per rules and procedure. Replies by Sri. Rachappa, Special Land Acquisition Officer, KIADB He agreed the same and replied that compensation was issued to the Inam lands which are only already re-granted and recorded as Patta lands. Directions by the Chairman Public Hearing Committee He directed the KIADB Officials to resolve the issues after discussion with the concerned Thasildar and the KIADB Officials have accepted the same and agreed to take compliances to above quarries.
