2 1. SCOPE OF WORK The purpose of these specifications is the completion of a service type contract for a twelve (12) month period. After the execution of the contract, the Contractor shall provide emergency, maintenance and small job services defined by plans and/or narrative issued for each job, based on unit bid prices. Invoices will be paid for actual labor and materials used. All invoices must have supporting documentation attached. This work will be performed at the main Middlesex County College campus in Edison, New Jersey and New Brunswick Center in New Brunswick, New Jersey. This contract is not intended to cover large capital projects which may include work on the College s site utilities during this service contract period. The Contractor shall supply the labor, materials, and equipment required to perform the annual testing and inspection of the fire and security systems at Middlesex County College's campus in Edison, New Jersey. The systems shall be tested annually as required by the New Jersey Uniform Fire Code (N.J.A.C. 5:70,3.2 (a) 5, F-513.1) in accordance with the recommended practices of NFPA 72., 2002 edition. This will include any smoke evacuation systems, flow switches, HVAC equipment, etc. that are an integral part of the fire alarm system. A listing of the alarm system components for each of the buildings included in this service contract is attached. Provide necessary manpower to conduct annual campus alarm testing on the Martin Luther King Holiday, January 19, 2015 and President s Day Holiday on February 16, Upon the completion of testing, a full written test report including a comprehensive outline of all associated devices as well as a certificate shall be submitted to the College s Facilities Management Department. The contractor will provide annual recommendations of updates and improvements to the system components to increase reliability of the overall system. Please note that all testing shall be coordinated as not to disrupt the daily class schedule or administrative functions of the Campuses. The facilities owned by Middlesex County College related to this contract include, but are not limited to fire and security alarm systems. C-2
3 BASE BID The Base Bid is to include the rates for all of the emergency, maintenance and small job work as described in this specification and per attached list of equipment. 2. MATERIALS The materials used under this contract shall be as specified on the drawings and in the specifications, be of a quality acceptable to the Engineer and meet applicable codes. 3. INSTALLATION/EXECUTION Plans and specifications of the equipment and systems throughout the campus shall be provided by the College to the Contractor when available and requested by the Contractor. The accuracy of this information is not guaranteed by the College. It shall be the responsibility of the Contractor to verify this information and be fully familiar with the equipment and systems on campus and to proceed with all work in a safe and cost effective manner. All work shall be performed by skilled mechanics in a workmanlike manner typical of the trades involved. No work shall be performed under conditions unsuitable for best results. Proper care shall be taken to protect all areas surrounding the work area so as not to cause damage. Work that will interfere with classes that are in session will be rescheduled during night hours or weekends when classes are not in session. The contractor will be responsible for notifying the College Police Department of any work or possible alarm conditions they encounter during the performance of this contract. 4. QUALIFICATIONS The Contractor shall include in the bid, verification that the work will be performed by mechanics properly trained for the work required and licensed if required by the State of New Jersey. Additionally, it is required that the staff of the Contractor contains at least one NICET Level III Certified Technician who shall be responsible for all work performed. Simplex certified or equivalently trained technicians are required for repair work. The Contractor shall include in the bid a listing of a minimum of five (5) projects and/or service contracts similar in scope to this contract which have been successfully completed or currently in existence. The listing must include the firms for which the service was performed, a description of the work and the name and phone number of a reference for each who may be contacted by the College. C-3
4 The bidder is also required to submit with their bid a valid Fire Alarm Certification issued by the Division of Fire Safety in the State of N.J. and an electrical contractor s license issued by the Board of Examiners of Electrical Contractors of the State of N.J. Division of Consumer Affairs to verify that they are licensed to practice in New Jersey. 5. SITE CLEANUP The Contractor shall be responsible for keeping the premises free from accumulation of waste materials and rubbish and for the removal of waste materials from the campus each time service is performed. 6. TIME CONSTRAINTS A. Emergency Work Emergency work requires a specific response to the Facilities Management Department, Building 229, within two (2) hours of notice by telephone to the Contractor s emergency number and the ability of the Contractor to mobilize and man the job with sufficient forces to complete the work in a timely fashion. The Contractor shall provide an emergency service dispatch telephone number that is staffed twenty-four (24) hours a day and seven (7) days a week. The emergency service number will not be an answering machine or pager number. B. Maintenance Work and Small Jobs Maintenance work and small jobs shall be initiated in the form of a request for a not-to-exceed cost from the College s Facilities Management Department. The Contractor shall review any plans that may be provided and inspect the job site in order to provide a written cost quote based upon the unit costs provided in the bid. The Contractor shall be ready to man this type of work with sufficient forces to complete the work in a timely fashion after notice to proceed has been issued by the Executive Director of Facilities Management. The Contractor shall report to the Facilities Management Department, Building 229, prior to beginning work. C-4
5 7. TERM Pursuant to N.J.S.A.18A:64A-25.18, the College shall award the contract or reject all bids within 60 days from the opening of the bids. The contract shall cover the fiscal year 2014 (July 1, 2013 through June 30, 2014). The College reserves the right to terminate the contract at any time during the contract period with thirty (30) days written notification for poor service or failure to comply with the terms of this bid as solely judged by the College. 8. WORK HOURS Regular working hours are form 8:00 AM to 4:30 PM on Monday through Friday. All other hours are considered overtime. If the Contractor s regular and overtime hours differ from this, the Contractor shall indicate them in the bid for approval by the College. All work associated with this contract shall be coordinated through the Facilities Management Office located on the Edison campus. The Contractor shall also include in the bid a listing of the holidays observed by the Contractor for which a premium holiday rate would be invoiced. 9. GUARANTEE The Contractor is required to guarantee all materials and workmanship for a period of twelve (12) months beginning at the satisfactory completion of each job. 10. ADDITIONAL INFORMATION/SITE VISIT Site visits can be scheduled through Facilities Maintenance Director but must be done in a manner to minimize disruption of the educational environment.
