Organizational Structure of WMO CONGRESS Executive Council Regional Associations Technical Commissions Working Groups Rapporteurs Working Groups Panel of Experts Working Groups Expert Panels Other Bodies JSC-WCRP, IPCC JSTC-GCOS Secretary-General Secretariat

Technical Commissions Basic Commissions Commission for Basic Systems (CBS) Commission for Instruments and Methods of Observations (CIMO) Commission for Hydrology (CHy) Commission for Atmospheric Sciences (CAS) Applications Commissions Commission for Aeronautical Meteorology (CAeM) Commission for Agricultural Meteorology (CAgM) Joint WMO/IOC technical Commission for Oceanography and Marine Meteorology (JCOMM) Commission for Climatology (CCl)

Work Programme Thematic Areas in 2008 and 2012: Quality Management Framework Hydrology; Data Operations and Management; Water Resources Assessment; Hydrological Forecasting and Prediction (Flood and Drought Management); Water and Climate Cross-cutting: Education and training in HWR

Development of Hydrological Outlooks (W&C) CHy-XIII decided to develop guidance material on seasonal flow forecasting, including quantifying uncertainties First Regional Workshop held in Ecuador in January 2010 Regional action plan for the implementation of hydrological outlooks based on climate outlooks in the West Coast of South America An Expert Meeting on Extended Hydrological Prediction was held in April 2011 in Australia to share experiences and initiate preparation of guidance material

IWRM as a tool for adaptation Developed by CapNet, WMO and UNESCO-IHE Introduce general concepts and practical application of IWRM as an instrument for adaptation to climate change Targeted to water managers and climate change adaptation policy developers to Climate Change Could be used for educational programmes and awareness campaigns

IWRM e-learning tutorial In collaboration with Cap-Net Based on the training manual Developed for a wide audience Stand alone and self explanatory First developed in English and will be translated in Spanish, French and Portuguese Finalization foreseen in spring 2012 Being adapted by CONAGUA for use in Mexico

Integrated Flood Management (IFM) Is a process that promotes an integrated, rather than fragmented, approach to flood management. It integrates land and water resources development in a river basin, within the context of integrated water resources management (IWRM), and aims to maximize the net benefit from floodplains and to minimize loss of lives from flooding

IFM - Objectives Maximizing net benefits Minimizing loss of life Sustainable development (balancing development needs and flood risks) Environmental Preservation (for ecosystem services & health)

IFM - Help Desk Provide quick access to relevant flood management information Provide guidance and momentum for reform activities towards IFM in the countries or river basins Provide a continuous and sustainable capacity development mechanism in support of IFM implementation Serve as a link between flood management practitioners or decision makers and required experts in various fields Serve as link between various technical and financial partners No Disaster Assistance or Flood Emergency Response Functions!!!

Integrated Drought Management Programme (IDMP) WMO and the Global Water Partnership are proposing an Integrated Drought Management Programme. Similar to APFM Targeting intergovernmental, governmental and nongovernmental organizations involved in drought monitoring, prediction, drought risk reduction and management Primary beneficiaries are expected to be governmental institutions, agencies responsible for developing drought management policies and/or implementing systems for drought monitoring, prediction, preparedness and mitigation The principal approach to develop global co-ordination of efforts to strengthen drought monitoring, risk identification, drought prediction and early warning services and development of drought management knowledge base

IDMP - Expected services to be provided Regional coordination of drought monitoring, prediction and early warning activities; Inception of pilot projects and coordination of regional projects to showcase best practices Collection and dissemination of information and knowledge on good practices; Guidelines, methodologies, tools and supporting documentation on policy development and management practices and procedures; and Capacity building and advice on Integrated Drought Management.

IDMP - Current Actions Draft Concept Note has been developed and is currently being sent to donors Ad-hoc Steering Committee will be established Summer 2012 for the initial set up of the programme IDMP webpage: and contact: [email protected] The IDMP concept will be promoted at various meetings IDMP will integrate and eventually incorporate WMO efforts on drought indices and High-Level Meeting on National Drought Polices (HMNDP)

Global Framework for Climate Services (GFCS) 16th World Meteorological Congress unanimously agreed to launch a GFCS in 2012 Globally coordinated collective of the organizations that are already engaged in producing and using climate information and services The aim is to lift the quality and volume of climate services worldwide, particularly for developing countries The purpose is to enable better management of the risks of climate variability and change and adaptation to climate change, through the development and incorporation of science-based climate information and prediction into planning, policy and practice on the global, regional and national scale Detailed implementation plan and governance structure will be presented at WMO s Extraordinary Congress in October 2012

GFCS - Pillars

GFCS - Short term priority areas Agriculture Water Health Disaster Risk Reduction 17

UN-Water Guidance Note on Adaptation to Climate Change Adaptation to climate change is a multidisciplinary pursuit Establishment of a review team to review 11 pre-selected documents Target audience: staff of UN-Water members at country level, who may not always be conversant with disciplines other than their own Final version of the Guidance Note should be endorsed by UN-Water in June 2012

UN-Water Messages on Water and Climate Preparation of a Communication Strategy to improve internal and external communications Establishment of a Working Group comprising representatives of UN- Water members and partners Development of 2 Main messages and Tailored messages Serve as the voice of UN-Water and in line with the UN-Water Policy Brief To be endorsed by June 2012
