1 BID SPECIFICATION Infrastructure as a Service (IaaS) 1. BACKGROUND OF THE ROAD ACCIDENT FUND The Road Accident Fund (RAF) is a statutory body that, in terms of the provisions of the Road Accident Fund Act, 1996 (Act 56 of 1996), exists to provide appropriate cover to all persons within the borders of South Africa for loss or damage resulting from the death or bodily injury caused by the negligent driving of motor vehicles within the borders of the country. The RAF has branch offices in Cape Town, Durban, East London, Johannesburg and Pretoria where it s Head Office is located. The RAF also has satellite offices based in Mbombela, Polokwane, Welkom, Port Elizabeth, Tzaneen, Lichtenburg, Bloemfontein, Kimberly and New Castle The damages for which the RAF may be liable include: Past and future hospital, medical and related expenses; Funeral expenses; Past and future loss of earnings; Past and future loss of support; and General damages. 2. SPECIAL INSTRUCTIONS TO SERVICE PROVIDERS 2.1. Service Providers who do not comply with the mandatory requirements will not be considered for further evaluation. 3. BACKGROUND OF THE BID The applicable ICT industry trends such as Managed Infrastructure and Cloud Computing were investigated and assessed. The main focus was then concentrated on Infrastructure as a Service (IaaS), a fundamental service model of cloud computing, which the RAF has already partially implemented as evident in the Vodacom hosted private cloud service. IaaS is a standardised, highly automated offering, where computing resources (e.g. servers and desktops), complemented by storage ( Data as a Service ), backup, networking ( Connectivity as a Service ), security and system management (including monitoring) capabilities are owned and hosted by a service provider and offered to customers ondemand (i.e. Pay-per-use). 2 4. OVERVIEW OF RAF AS-IS TECHNOLOGY INFRASTRUCTURE ECO-SYSTEM 4.1. RAF is seeking information from potential Service Providers related to IaaS requirements that will provide Server, Storage, Backup, Desktop and Security as a service but may not be limited to these IaaS operating areas. The RAF As-Is ICT Infrastructure Eco-System provides ICT support services such as Citrix Cloud Computing, Claims Administration, Messaging and Collaboration Services and SAP ERP which is managed internally. The Technology Stack is hosting the following various core business applications and office automation systems: Various Claims Applications (Legacy Claims Systems internally developed); Claims Databases (IBM Informix); SAP ERP Applications (ECC, FI, HR, BO, XI etc.) SAP Database (Oracle); Citrix XENServer Environment (Virtualisation Platform); Citrix Provisioning Server Environment; Messaging Systems (Microsoft Exchange and RightFax (FoIP/Fax2 ); Business Intelligence Databases and Applications (SAP BI); Office applications (Microsoft Enterprise Suit); Enterprise Data Storage (HP EVA8100, HP 3Par and XIOTech); Enterprise Backup Management(HP Data Protector); Enterprise Security Management System (MacAfee End Point and /Internet security); and Other environments as required by the RAF Business Overview of Various Hardware and Software Components The table below shows the RAF infrastructure landscape which is hosted in both Production Data Centre and Disaster Recovery (DR) Data Centre to which all RAF offices nationally connect to in order to access ICT Services (Centralised Architecture). 4 4.3. Desktop Environment: Desktop as a service is one of the options considered in the desktop environment to address the current as well as future large fleet, compatibility and refreshes. RAF is primarily using ±80% Thin Client computers, ±20% Desktop/Laptop computers and Tablets. Buyback Consideration In the event that the RAF considers entering into IaaS agreement, kindly advise what options will be made available with regards to existing RAF owned hardware infrastructure (servers, storage, desktops) and any software licenses that may form part of IaaS. IaaS Management & Support The Bidder must provide IaaS management considerations (including service reporting, monitoring, deployment and provisioning) and support scope including items listed in the table below: IaaS Management & Support Scope Desktop administration and support Software support and maintenance Infrastructure support and maintenance 4.7. IaaS Implementation Considerations The Bidder must provide IaaS implementation considerations of the various technologies that will form part of the IaaS: Implementation Scope Managed Platform setup (Production, DR Dev/Test and other) Desktop and Thin Client setup Storage setup and data migration Any other setup and implementation 4.8. Regulations The Bidder must provide more insight into the following: What level of maturity are the level IaaS offerings they provide; What level of management will be done by the service provider and what level will be required to be maintained internally by the RAF; What are the security risks associated with IaaS model and how will they be mitigated; What regulations are required to govern IaaS; What are the costing models for shared IaaS vs. dedicated IaaS environment; What management and monitoring tools will be required; What level of control will the RAF have on the infrastructure and data; Where is data going to reside; Which IaaS portfolios will be suitable for the RAF and is it sustainable; and Which organisations are using IaaS in the country (private and public sectors). 6 NB: A Request for Proposal (RFP) will only be issued to the Service Providers who respond to this RFI. Service Providers are encouraged to respond freely within the requirements mentioned above. 7. MANDATORY TECHNICAL REQUIREMENTS Service Providers must indicate compliance with the requirement as follows- Comply with a or "Not comply with an X. Note: The following specific requirements must be met by the Service Providers and it will be expected of Service Providers to supply proof or confirm their commitment where applicable. 7.1 Mandatory Comply Not Comply The services must have been deployed in an enterprise environment and must be managed in South Africa.
