FISU President Dear Participants, Dear Friends, On behalf of the International University Sports Federation, it is a pleasure and honour for me to extend a warm welcome to the representatives of all the countries or regions participating in the 28 th Summer Universiade in Gwangju, Republic of Korea, from 3 July to 14, The Republic of Korea is going to host a Summer Universiade for the second time in FISU hist ory: Daegu in 2003, organised the 22 nd Summer Universiade, and still hold the record for the biggest number of participating countries (174), We are convinced that Gwangju, known as the City of Hope and Light, will offer all of you the opportunity to experience and share unique impressions through t he original EPIC concept of this year event, the 2015 Summer Universiade ( EPIC standing for Ec o-friendliness, Peace, Information-technology and Culture ). I would like to emphasise the enormous work made throughout the last two years by the FISU Technical delegates under the leadership of the CTI Chairperson, the FISU staff from the Summer U niversiade department, the FISU Supervision Committee and the Sports Directors from the local Orga nizing Committee. The manual which is presented to you here is a result of the efforts being made by each and every one in order to provide all the participants with the most comprehensive and useful informatio n to participate in a smooth manner and perform at their best. We thank the Organising Committee for the hard work it has done to make this event one of t he best in the FISU history. Without the enthusiasm and dedication of our local partner we would no t have been able to integrate so well all the stakeholders (volunteers, judges and referees, private a nd public sectors, and athletes) in the 21 sports programme of this event. We, FISU and the Organizing Committee, look forward to your participation. We are convinced t hat this 28th Summer Universiade will be a great sporting and human experience for all of you, and more specifically for the student-athletes who will compete together, here in Gwangju. 5 1.2. Organizing Committee Welcome to the Gwangju Universiade, where the vibrant youth of the world are gathered. In 2015, Gwangju will pulse with life as the youth and university students of the world race toward the city. The Gwangju Universiade will be brimming with young passion. The Gwangju Universiade is not just a sporting event. It is a joyous festival for Gwangju, the country as a whole, and for the youth of the global village as well. It is also an arena for harmony and mutual understanding where we will communicate and promise to create a future of full of hope. I would like Gwangju to be different. It is my hope that in Gwangju, the passion and fervor of the event does not die out with the flames of the torch, such as has been the case with other international events. I hope that even after the event, the youth and university students of the world will continue to gather at Gwangju, where they will share their dreams and design the future. I hope that the event will channel the human-centric and community-centric Gwangju spirit into a newfound energy. We need to pool our wisdom. The event administration will, through organic collaboration and meticulous rehearsals, fine-tune the operating system of the universiade, and ensure that the event proceeds to the satisfaction of all involved through stringent safety inspections. The citizens of Gwangju too, will spare no effort in actively participating and providing support to make the event a festival for all. In this, we will succeed. We will discover a new Gwangju, with its arms wide open toward the world and the future. 6 A sincere welcome to all participants in the 28th Gwangju Summer Universiade in It is my wish that the delegations from 170 countries around the world, the executive committees, and all of the participants can enjoy the Gwangju Universiade together, from July 3 to July 14, Together we will witness ardent zeal and harmony, learn about passion and an attitude open to taking up new challenges, and discuss the world of tomorrow. The Gwangju U Games, bringing together the youth of the world, will be more than just a sporting event, and will contribute to the harmony and progress of humankind. As you have been preparing for the games with all of your dreams and passions, Gwangju has also been preparing the event in anticipation of receiving you. In order to ensure that the sweat and fervor of the athletes participating in the games does not go to waste, and to guarantee a successful event in Gwangju, the Organizing committee, central government ministries, regional autonomous governments, sports event specialists, volunteers and countless others have given their dedication and effort. A national university sports federation member of FISU A participation fee is the fee that an Organizing Committee is entitled to collect from the participating countries, per day and per person, to cover accommodation, food and beverages, transportation and other associated local services that are relevant for participating in the Summer Universiade, and in accordance to FISU rules. Technical Officials include referees and judges and other sport-specific officials that are required for the smooth running of the sports competitions. There are International Technical Officials (ITOs) and National Technical Officials (NTOs) in accordance with the rules and regulations of each sport. 8

12 4. General Information 4.1. Gwangju Summer Universiade The Summer Universiade, a sporting festival for the world s university students and a dynamic display of the harmony of sports, culture, and education, will be held in Gwangju in July The Summer Universiade is held over the course of twelve days with thirteen compulsory sports and eight optional sports selected by the host city. Some 170 countries from around the world send athletes to participate in this event. The 2013 Universiade in Kazan, Russia holds the record for the most participating athletes at 11,759. The 2003 Universiade in Daegu, Korea holds the record for the most participating countries with 174. 17 5. Accreditation Overview 5.1. Purpose of Accreditation The purpose of accreditation is to identify qualified and eligible persons and determine their functions during 2015 Gwangju Summer Universiade as well as to give them necessary access to what they need to perform their respective duties, according to the conditions jointly validated by FISU and the Organizing Committee (OC). Accreditation is not a sign of privileged status, but rather a necessary working tool used to manage the large number of persons participating in the Summer Universiade, facilitating their movements in a safe and flexible manner, and allowing them to reach their respective work areas. It is indispensable to security because it gives access to sensitive areas to only qualified people, and keeps unauthorized personnel out of security perimeters Accreditation System Starting from the Summer Universiade in Gwangju, Each NUSF will have to register their athletes, officials and other delegation members using the online accreditation system provided by the Organizing Committee. This will be done in order to ensure a smooth and efficient way of registration. This means that the paper registration forms will no longer be available. However, the NUSF will still have to provide the printout of the I-form for the purpose of the CIC check. This form will be available for download from the accreditation system once the NUSF has filled it in and submitted all the required data for a participant to the Organizing Committee via the online accreditation system. Usernames and passwords for the online accreditation have been offered in advance and enclosed along with official introduction letters forwarded to the National University Sports Federations. Via the online accreditation system, delegations can enter their personal accounts and fill out the forms. All the personal information required for the accreditation will be used only for the purpose of the 2015 Gwangju Summer Universiade and will not be given to any third party. Glossary S/N Term Definition 1 Accreditation A process of registration for the event participants, verification of participants compliance with qualification requirements and delivery of accreditation cards 2 Accreditation card Document that reflects personal information of its holder, grants access rights to the event venues, accommodation sites, and the possibility to get services 3 Accreditation Center Specially organized center meant for specific client groups to complete the accreditation procedure, receive their accreditation cards, and solve accreditation-related issues 4 Accredited person A person who has successfully passed the accreditation procedure and received an accreditation card according to the established procedure and approved regulations 5 Accreditation category Accredited persons categorized on the similarity of their functions during the Games, having similar access rights and privileges 6 Accreditation letter/color Formal indication of position/role of a participant and a list of access zones and services 7 Entry form Sports requests are part of event preparation process and define the number of event participants from the delegation for each sport. Collection of participant application form is part of the accreditation process. 8 Temporary Pass A temporary document provided upon arrival of each delegation to the Athletes Village before a formal accreditation card is issued. Temporary pass system is to facilitate the check-in procedure after the arrival. Temporary pass is valid 24 hours after the moment it was issued. 9 Code A system of letters, numbers and symbols associated with a particular organization, venue, zone or other privileges/criteria 10 Seat Code Capitalized letters(r,t,u,z,e and HB) used respectively, as prepared in line with FISU Guidelines, and printed on the accreditation card, each to indicate relevant reserved seating on the competition venues for accredited participants Code of 8 Arabic numerals (0-7), designed in accordance with FISU Access Zone 11 guidelines and printed on the accreditation card to represent the designated access areas within a competition venue 12 Transport code Codes used by the Organizing Committee on the accreditation card to indicate the transportation services available for the card holder. 19

20 6. Accreditation Procedure 6.1. Online Registration General Requirements The first phase of accreditation is the registration of individual entry forms. First, the NUSFs are invited to log on to the OC s accreditation website with an individual password. Then, they can download the Accreditation Guide and print out the Individual Entry Form. It is important to provide the names of the university and faculty of each athlete. The Organizing Committee launches the official accreditation website NUSF logs on the accreditation system to reset password NUSF downloads the accreditation guide NUSF prints out I Forms generated by the system NUSF signs and stamps the printed I Forms NUSF brings I forms to the host city for CIC approval Requirements for Participation In order to participate in the Games, athletes must meet the following requirements: a) Be a national of the country they represent; b) Be at least 17 and less than 28 years of age on January 1, c) Be officially registered as proceeding towards a degree or diploma at the university or similar institution whose status is recognized by the appropriate national academic authority of their country or former students of the above-mentioned institutions who have obtained their academic degree or diploma in the year preceding the event. All participants of the basketball competitions must satisfy the following age conditions: a) Be no less than 17 on 1 January, 2015 and no more than 25 years of age 31 December,

Operating System (OS): Windows 7 or later is recommended. - Due to the fact that Microsoft no longer supports Internet Explorer that works on Windows XP, in case you are using a computer with Windows XP, we strongly recommend that you use Chrome in order to avoid any problems with the online system. - MAC OS is available, but we cannot guarantee it since it has not been tested enough. 2. Browser: Internet Explorer 10 and Chrome are recommended. - In case you are using Windows XP, we strongly recommend that you use Chrome Browser. - Mozilla and Safari are available, but we cannot guarantee them since they have not been tested enough. 3. The optimal screen resolution : 1600 x Please note that the online system does not support low screen resolution. The best screen resolution for using the system is 1600 x 1400, which means that if your computer s screen is set at a lower resolution than that you might have difficulties seeing the system clearly. 21

23 Scheme of the Main Accreditation Center 1 st floor STEP1: Delegation meets the attaché. STEP2: All members of the delegation (except for the Head of Delegation) stay in the waiting area while the Head of Delegation finishes the procedure. If the head of delegation fulfills financial responsibilities 2 or 3 days before the delegation arrives, the delegations can directly receive the temporary passes without waiting. STEP3: Head of Delegation heads to the Registration & Photo Desk to check the accreditation information, the name list and departure dates. If all of the information is correct, the head of delegation signs the checklist with the verified data and goes upstairs. (In case the data is not correct, corrections must be made.) It is recommended that the Head of Delegation or his/her representative shall visit the Sport Entries Center to cross-check the entry information. The Sport Entries Center is located on the first floor of the Main Accreditation Center. 23

24 2 nd floor STEP4: Head of Delegation checks the number of days of accommodation in the village with the accommodation office, and gets the signature on the checklist. STEP5: After receiving the temporary passes from the Temporary Pass Delivery Room, the delegation enters the village. Head of Delegation returns to the accreditation Center. STEP6: Applicants with incorrect data and inappropriate photographs finish making the corrections. New applicants complete the forms. STEP7: Head of Delegation confirms payment details with the Accommodation & Finance Office and pays the required fees to the cashier. STEP8: Head of Delegation schedules an appointment at the CIC office and receives the final seal on the checklist. STEP9: Head of Delegation heads to the Village with all the other applicants. 24

25 Appointment to Get the Final Accreditation Card On the following day, the Head of Delegation collects the passports of participants, as well as their student certificates. S/he also gathers the accreditation cards at the CIC Preparation Area on the second floor and goes to the appointment fixed with the CIC office in order to get the final accreditation cards. There, s/he prepares the individual folders for each participant, containing: For athletes For officials Passports Passports Individual Entry Forms Individual Entry Forms Student Certificates or Eligibility Forms - Accreditation cards Accreditation cards When the individual folders of the participants are prepared in the correct order, the Heads of Delegations and their Organizing Committee attachés present themselves, at a fixed time, to the office of the International Control Commission. After control of the documents by the CIC, signing of the accreditation cards and payment of the registration fees, the cards will be delivered to the Head of Delegation. The CIC is responsible for examining the athletes passports, student certificates, eligibility forms or testimonies issued by academic authorities, and when appropriate, the evidence that a diploma was obtained the previous year. 25

26 7. Required Fees for Participation 7.1. FISU Registration Fee FISU shall receive from each competing country the following FISU registration fees: a) Active member associations of FISU: twenty Euros (EUR 20) per competitor and official; b) Other associations: forty Euros (EUR 40) per competitor and official; The FISU registration fees will be collected by the CIC before issuing the competitors' identity cards Participation Fees Before or upon arrival, participating countries shall pay their participation fees, ten Euros (EUR 10) per day (24 hour period including meals) and per person as determined by the FISU Executive Committee, to the Organizing Committee. a) countries entering in team sports must pay to FISU a deposit of five thousand Euros (EUR 5,000) for basketball, football, volleyball, water polo, baseball and handball to FISU (cf. Art ) at the latest seven (7) months before the opening ceremony of the Summer Universiade; b) countries entering in individual sports must pay to the Organizing Committee a prepayment of 25% of the participation fees for each athlete and official registered at the latest one (1) month before the opening ceremony of the Summer Universiade; c) upon their arrival each country must pay the remaining balance to the Organizing Committee; Delegation can pay participation fees to the Organizing Committee by cash (in Euro or KRW) or credit card at the official exchange rate Payment Fee for ITOs The Organizing Committee will announce the exact sum to the participating countries one (1) month prior to the Opening Ceremony of the Summer Universiade based on the individual entries. Changes in the entries after the announcement of the exact sum will not be taken into consideration. The exact sum will be charged to the delegations upon their arrival at the Accreditation Center. (cf. Art ) The regulations for the international technical officials fees are as follows. 1. Artistic Gymnastics (Reg ) All international judges are nominated by FIG, a maximum of one per participating countries. Participating countries must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-FIG partnership agreement) of the international judges from FIG (cf. Art ) according to the pro-rata of athletes registered. 26

27 2. Basketball (Reg ) All international referees are nominated by FIBA. Participating teams must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-FIBA partnership agreement) of the international referees from FIBA (cf. Art ) according to the pro-rata of teams registered. 3. Diving (Reg ) Each country entering three (3) or more divers must include with their delegation and at their own cost (cf. Art ) one (1) FINA-certified diving judge. These countries may include a second FINA certified diving judge at their own cost. Countries entering fewer than three (3) divers may include a FINA-certified diving judge in their delegation and at their own cost. 4. Fencing (Reg ) All international referees are nominated by FIE. Participating countries must participate in covering the costs (travel, accommodation, full board and a per-diem according to the FISU-FIE partnership agreement) of the international referees from FIE (cf. Art ) according to the pro-rata of athletes registered. 5. Football (Reg ) Countries participating in the football tournaments must bring with their delegation and at their own cost: (cf. Art ): - Men s tournament: one (1) international FIFA referee - Women s tournament: one (1) international FIFA referee 6. Judo (Reg ) All international referees are nominated by IJF. Participating countries must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-IJF partnership agreement) of the international referees from IJF (cf. Art ) according to the pro-rata of athletes registered. 7. Rhythmic Gymnastics (Reg ) All international judges are nominated by FIG. Participating countries must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-FIG partnership agreement) of the international judges from FIG (cf. Art ) according to the pro-rata of athletes registered. 8. Volleyball (Reg ) Countries participating in the volleyball tournament must bring with their delegation and at their own cost: - Men s tournament: one (1) referee recognized by the FIVB as an International Referee Candidate or International Referee. - Women s tournament: one (1) referee recognized by the FIVB as an International Referee Candidate 27

28 or International Referee. 9. Water Polo (Reg ) Countries participating in the water polo tournament must bring with their delegation and at their own cost: (cf. Art ): - Men s tournament: one (1) international FINA referee - Women s tournament: one (1) international FINA referee 10. Baseball (Reg ) All international umpires are nominated by WBSC and the FISU Technical Delegate. Participating teams must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-WBSC partnership agreement) of the international umpires from WBSC (cf. Art ) according to the pro-rata of teams registered. 11. Handball (Reg ) All international referees are nominated by IHF and the FISU Technical Delegate. Participating teams must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-IHF partnership agreement) of the international referees from IHF (cf. Art ) according to the pro-rata of teams registered. 12. Rowing (Reg ) All international technical officials are nominated by FISA and the FISU Technical Delegates. Participating countries must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-FISA partnership agreement) of the international technical officials from FISA (cf. Art ) according to the pro-rata of athletes registered. 13. Taekwondo (Reg ) All international referees are nominated by WTF and the FISU Technical Delegate. Participating countries must participate in covering the cost (travel, accommodation, full board and a per-diem according to the FISU-WTF partnership agreement) of the international referees from WTF (cf. Art ) according to the pro-rata of athletes registered Missing International Technical Official(s) Penalty According to FISU Regulations, countries participating in a sport that requires international technical officials be proposed by the delegation must forward the ITO nominative entry to the Organizing Committee, at the latest four (4) months before the opening ceremony of the Summer Universiade as set out in the regulations of each particular sport. In this case, the costs for accommodation and full board, equal to the amount of the participation fee, as well as the cost of travel are borne by the participating delegations. Any country failing to fulfill this obligation of sending the International technical official(s) will pay a penalty fee of EUR 2,500 (cf. Art ) per missing international technical official to the Organizing Committee. 28

29 The exact sum will be announced by the Organizing Committee to the participating delegations one (1) month before the opening ceremony of the Summer Universiade based on the individual entries. Fees for Extra Officials If the number of officials in the delegation exceeds the number stipulated by the FISU Regulations for the 28th Summer Universiade 2015, the Organizing Committee shall implement an extra fee charge for each extra official. The FISU approved Extra Official Fee of 150 Euros (TBD in KRW) per person, per day includes accommodations and meals. The extra officials will be accommodated in the Athletes Village if there is availability, otherwise extra officials will be accommodated in hotels in Gwangju. The fee for extra officials must be paid in cash (in Euro or KRW) or by credit card to the Organizing Committee upon arrival. The number of officials should not exceed the quota indicated below. Technical Officials and media liaison shall not be included in the number of officials. The deposit will only be refunded after the checkout inspection procedure from the Athletes Village has been completed to ensure that the provided accommodation is left in satisfactory condition. If a participant damages any property during the period of stay at the Athletes Village, the Head of the Delegation will be liable for the charges according to the Loss & Damage (L&D) charges list issued to the Head of the Delegation before check-in. If the L&D charges do not exceed the value of the accommodation deposit, then L&D charges will be deducted from the deposit and the remaining amount will be refunded to the Delegation. The Organizing Committee has the right to retain the accommodation deposit in full. If the charges exceed the deposit value, a new bill will be issued to the Head of Delegation for settlement. In cases where there is no property damage and the room is found to be in satisfactory condition, the deposit will be rendered in full. 30

The deadline for the nomination of technical officials is 3 March For the specific entry requirements regarding international technical officials, please refer to the Regulations for the 28th Summer Universiade 2015 in Gwangju, Republic of Korea. 36

37 Please note that the calculation of the ITO fees will be defined at this stage. Therefore, in order to make sure that the Organizing Committee will provide you with the appropriate invoices, please make sure to provide your best possible estimates at this stage Individual Entry Form Individual entry is the final stage of registration via the online accreditation system. Accreditation cards will be issued on the grounds of the data provided in the Individual forms (name, surname, citizenship, passport number, gender, address, etc.) that must be submitted to the Organizing Committee no later than June 3, Data submitted to the Organizing Committee after the stipulated deadline will not be processed except in the event of force majeure, with the agreement of the FISU Executive Committee and via the recommendation of the Organizing Committee. Language and Alphabet Even though the system is available in English and French, when filling in the data, please use only standard Latin characters and Arabic numbers. The stages are as follows: STEP1. SAVE in order to save one individual entry in the system, you will be required to enter the following data: Representing Country (pre-selected for all NUSFs) Family Name Given Name 37

38 Gender Participating Sport STEP2. GENERAL DATA SUBMIT - you will need to perform the General Data Submit action in order to obtain the visa invitation letters for your delegation members. The system will not allow you to perform this action unless you have entered and saved the following data, in addition to the fields mentioned above: Nationality Date of birth Place of birth Photo Passport expiration date Passport number Upload the scan of the passport page which contains personal information of the holder Upload the scan of the student certificate Function (applicable only to Officials) *Machine Readable Zone must be copied if there is MRZONE in the passport. STEP3. SPORT ENTRIES SUBMIT this validation is applicable only for Athletes. In order to submit the Sport Entries data for your delegation, first you will have to enter and save the following mandatory fields: Full Name of University Abbreviation of University Location City of University Faculty Major Sport Entries mandatory fields (details for each sport given in the sections below) 38

39 STEP4. ARRIVAL AND DEPARTURE DATA SUBMIT this is the final submission step where you will be required to provide the arrival and departure information of your delegation. The deadline for submission is 3 June For any changes after the submission deadline, please contact at the following address: accreditation@gwangju2015.com. There is a separate tab to enter the following information. Arrival Data: - Arrival Date (YYYY/MM/DD) and Time (HH:MM by using 24-hour format) - Flight Number - Arrival Airport (Incheon/Gimpo/Muan) Departure Data: - Departure Date (YYYY/MM/DD) and Time (HH:MM by using 24-hour format) - Flight Number - Departure Airport (Incheon/Gimpo/Muan) Regarding the Individual Entry phase, please bear in mind that the option to register and submit new delegation members will be available up until 3 June You will be asked to provide all the information listed above in order to ensure the smooth preparation and running of competitions. In addition to the mandatory fields that have been mentioned, there will also be some fields that will not be mandatory in the system. However, it would be much appreciated to provide this information as well, if possible: Short Family Name and Short Given Name in case of ISF registered athletes, this field must be filled in with their official family and given name as registered in the ISF database Address information Graduation date to be filled in only for the athletes that have graduated during the 12 months prior to the Universiade Year of study to be filled in only for the athletes that are currently studying their current year of study should be entered here Vaccinations Allergies Height (in cm) only applicable for athletes Weight (in kg) only applicable for athletes Best Performance of the career/year/participation in previous Universiades The ITOs will register themselves individually via the online accreditation system using the access parameters provided to them by the OC. However, the ITOs who are proposed by the delegations shall be registered by the delegations. 39

Each competitor must fill out the following fields of the form. Mandatory fields are marked with an asterisk*. This particular field is to be filled in for the athletes who are no longer students, but graduated in the year preceding the Universiade and therefore are eligible to participate in the event. Please fill in the date that the athlete graduated using the format DD/MM/YYYY. Select the sport of the athlete/official. You will be able to select more sports than one, as well as All Sports option for the delegation officials that are not strictly a ssociated with to one sport. The following field will be available only for officials and must be entered: Function selection please select your function from the provided list: Head of Delegation Deputy Head of Delegation Secretary Delegation Official Team Leader Team Official Technician Coach Physician Medical Personnel Media Liaison Other (in case you select other, you will be offered the option to fill in your function) Photo requirements To upload a photograph into the system, it should be in.jpg or.jpeg format and the size of the image should be between 100kb to 512kb, and minimum image size 420 pixels wide by 525 pixels high. 42

43 - The photograph must have been taken within the last six (6) months. - The photograph must be taken in a full-face view directly facing the camera with a neutral facial expression. - The face should be evenly lit. Colored lighting is not allowed. - The background should be a single color without any extra texture. Either white or plain light blue is recommended for the background color. - The boundary between a person and the background should be identifiable. - Head coverings, such as caps, hats, scarves, hair bands or face masks except for religious or medical reasons. - Participants who usually wear glasses, may be shown wearing glasses in the photograph as long as they do not have tinted lenses. The glasses should be transparent and clean, and not obstruct the eyes. - The photograph should be in sharp focus and un-retouched with no smears or creases. Any attempt to edit the color image in an effort to improve its appearance is not allowed. 43

44 8.4. Sport Entries Data Fields All sport-specific entry fields require the attention of the NUSFs. This chapter details the information required from the NUSFs for each athlete and/or team entered into the online accreditation system, and is divided into sections covering each sport and event. You will have the option of registering the same athlete for more than one sport and/or event. Individual Entry Form should be duly completed. In case of any modification in the participants list, please inform us via our official s: 44

45 9. Accreditation Cards 9.1. Accreditation Cards After the completion of the accreditation procedures, a numbered accreditation card with a recent photograph is jointly issued by FISU and the Organizing Committee (OC) to each competitor whose dossier has been approved by the CIC and to accredited officials. The card does not constitute a free pass to the event. Competitors must always keep their accreditation cards with them and be prepared to present them for inspection by members of the CIC or any other persons authorized. Accreditation cards give the holders access to sporting venues, official accommodation and to any other facilities or services agreed upon between the OC and the Executive Committee of FISU. In declaring their starters or composition of teams, Heads of Delegations must also list the accreditation card numbers of their competitors. Competitors reporting for the start of any individual or team sport must be prepared to show their cards to the officials in charge. For team competitions, the manager before each match must present a list of the players who will be taking part in the matches which must include the numbers of the accreditation cards. Any misuse of the accreditation card (passing it to other individuals, attempting to forge the cards, etc.) shall lead to the accreditation card being cancelled. 46 9.2. Designations Used on the Accreditation Card The accreditation card contains the cardholders information, rights and privileges indicated with designations, codes and pictograms. If the following signs are shown in the accreditation card, the cardholder may use the corresponding rights. Access to all sports venues (both competition and training ones) is allowed if the following designation is shown on the accreditation card. ALL SPORTS VENUES Access to each sport venue is determined by the pictograms. Access within the competition venues is provided if the accreditation card shows the following numbers: 0 All Access 1 Competition Area 2 Athlete Preparation Area 3 Admission and Operation Area 4 Press Area 5 Broadcasting Area 6 Mixed Zone 7 VIP Area 46

49 9.3. Temporary Pass Temporary passes are provided to the members of the delegations prior to the CIC check, based on the fact that they received their accreditation cards. Temporary passes are valid for 24 hours after being issued. The delegations should be checked by the FISU CIC in person within this period. In order to avoid a long wait in the accreditation center, we kindly ask the heads of delegations to arrive at the accreditation center beforehand (before the athletes arrive) in order to confirm the number of competitors, their personal information, and settle the payment of the required fees. In this case the arriving delegations will be transported straight to the residence place in the Athletes Village so that the delegates can check into their rooms as soon as possible. When delegations get the final accreditation cards approved by CIC, they should return the temporary passes that have been issued. Temporary passes give the right to access to the Athletes Village, but do not grant access to the sports venues (both competition and training ones). If a participant attempts to use his or her temporary pass in an unauthorized way, the temporary pass will be cancelled in the accreditation system. 49
