7 What? Cohort Default Rate

8 Why? In general, the Department calculates an institution s Cohort Default Rate by first identifying students who received Direct Loans and/or FFEL loans for attendance at the institution. A school s Cohort Default Rate is the percentage of a school s federal student loan borrowers who enter repayment within the cohort federal fiscal year and student loan borrowers who default within the cohort default timeframe.

11 How? Low default rate benefits: CDR < 15% for 3-YR Exempt from 30-day delay of first disbursement for first-time borrowers Exempt from requirement for multiple disbursements for a single term loan

High default rates have consequences tied and can cause loss of program eligibility CDR > 40% for any one year Institution loses eligibility to participate in the Direct Loan Program CDR 30% for any one year Institution must create a default prevention taskforce and submit plan to ED CDR 30% for two years Must submit a revised default prevention plan to ED May be subject to provisional certification CDR 30% for three years Institution loses eligibility to participate in both the Direct Loan Program and in the Federal Pell Grant Program

17 Why? Designed to be general in use, it shows your school s entire portfolio and should assist with monitoring borrower activity and loan activity, regardless of loan holder. Provides details on borrowers in your current loan portfolio Based on loan repayment begin date Previous school codes included (if school has merged) Can request up to three years of loans that entered or will be entering repayment Can track student s DL and/or FFEL loan activity based on loan repayment begin date Loan Status Outstanding Principle Balance (OPB) Delinquency Date Repayment Plan Consolidation Loans and Underlying Loans

Title IV loan program eligible institutions Students who received a FFEL or DL loan from your institution Consolidation loans with qualifying underlying loans Third party agencies Loan holders Unique student: SSN, DOB, name Unique loans: Data provider should not change due to information from COD origination

Eliminates the need for other reports Review data analysis, if report is run in a timely manner Gives big picture of student loan history Provides students current repayment plan Fields in report can help identify CDR errors to assist with the challenging process and can also help understand why a student is included in your CDR denominator/numerator

Assist schools with delinquency and default prevention using the following information: Driven off number of days delinquent Student s demographic data, including address, phone numbers, and address Loan data, including date, type, status, total OPB, and current monthly payment amount, repayment plan Consolidation loans added based on the school code of the underlying loan

27 Who? Delinquent students, schools, loan holder Provides school users a report of borrowers with loans reported as delinquent in payments to all the federal loan servicers

28 When? Driven by the number of days student is delinquent Available as a extract report (CSV or fixed width)

29 How? Allows user the following selections: Receive all data at six-digit OPEID or specify single branch/location by including the last two digits of the eight-digit OPEID Delinquency periods Single federal loan servicer or all federal loan servicers Does not include FFEL Cohort year

Critical for administration of Title IV loan programs Students rights are protected Students should only be reported at two locations of the same six-digit OPEID if the student is actually attending BOTH Proper servicing of loan throughout the life cycle of the loan School cohort management Loan holders are able to accurately convert loans to repayment Essential for calculating and tracking of student s eligibility for interest subsidy

54 Who? School sends Enrollment School Code on grant and loan disbursement records to COD. COD sends the grant data to NSLDS and loan data to the servicers. Servicers send loan data to NSLDS. NSLDS uses the enrollment school code from COD and servicers to place aid recipients on enrollment rosters. NSLDS sends the enrollment roster to the school. School responds with certified enrollment.

55 Who? NSLDS and school 1. NSLDS initiates process by sending each school and Enrollment Roster, which is based off school s enrollment reporting schedule (EFRFLEOP, EFRCDEOP) 2. Schools perform necessary updates to the data and return a Roster Submittal File to NSLDS (EFSFLEIN, EFSCDEIN) 3. NSLDS processes incoming file and returns and Error/Acknowledgment file to confirm receipt and identify errors (EFRFLEOP, EFRCDEOP) 4. School corrects the records and returns data to NSLDS as an Error Correction file (EFSFLEIN, EFSCDEIN)

Schools Must include enrollment status of ALL student FSA recipients Re-certify on the Enrollment Reporting file, even if enrollment status has not changed Loan holders Utilize reported campus level enrollment FSA Ensures compliance Third-Party Servicers Schools must communicate to make sure each new transfer student is being reported accurately School is still responsible for any misreported information

It s all about timely reporting Available for weekly delivery User can set up scheduled delivery Schools will be required to report enrollment to NSLDS at a minimum of 60 days Change of student status must be reported in 30 days on a roster that will be received in sixty days July 1, 2014 from 30 days to 15 days Error/Acknowledgment files, ten-day response time

April 14, 2014 New enrollment reporting file layouts available to begin using Enrollment reporting record types Campus level (001), Program level (002), (003) Loan holders can apply deferments and grace periods based on information School code and alternative school code have been update to an eight-digit OPEID Allows NSLDS to accept schools with more than 99 locations NSLDS will use Transfer Student Monitor (TSM) to add students to school roster based on enrollment begin date and location provided

July 1, 2014 deadline has now been extended to October 1, 2014 All schools must begin using one of the new enrollment reporting file layouts and begin reporting new programlevel enrollment information Schools that choose to wait to report using the new enrollment reporting file layouts until after July 1, 2014 must, when they do begin reporting using the new enrollment reporting file layouts, report program-level enrollment information retroactive to July 1, 2014.

Compliance Top 10 Audit Findings Improper reading of enrollment data FSA increased oversight to ensure accurate reporting by schools Possible revocation of Title IV program eligibility or fines Any school that fails to return a submittal file or make updates online within the thirty day period is considered to be late in responding Warning will be sent on 37 th day after the creation of the roster A late enrollment reporting notification will be sent to primary contact President or CEO is copied
