The post holder will lead the development and implementation of the Trust s approach to the Financial Flows Regime and, in conjunction with the Deputy Director of Finance Financial Planning and Head of Income & Contract Finance, take responsibility for the development, implementation and maintenance of financial aspects of the Trust s financial strategy. Lead the financial aspects of the Foundation Trust application, including the production and population of the Trust s Long Term Financial Model (LTFM). Lead and develop the financial aspects of the Trust s Medium Term Financial Strategy (MTFS). Lead the financial evaluation and review of investment cases, providing analysis and recommendations to the Deputy Director of Finance Financial Planning. Responsible for the planning co-ordination, development and direction of the Trust and Clinical Programme
2 Groups (CPGs) finance plans. Manage the provision of a comprehensive financial planning service to the Trust ensuring the provision of timely, accurate and robust financial information on the Trust position. Lead the production of the Trusts financial planning and performance reports including supporting the completion of all internal reports and external financial returns (e.g. to the Strategic Health Authority, Department of Health, Monitor etc). Monitor and assist in the development the Trusts Recovery Plans by assessing and validating the financial implications of any service redesign proposals. Manage the production of a detailed annual Trust budget plan reflecting the agreed finance plan. Lead negotiation with external bodies, both NHS and non-nhs the strategic financial implications of service transfers or redesigns and to manage the process of any funding transfers. 4 2 Financial Planning 2.1 Lead the planning for and implementation of new strategies to respond to changes in the Trust financial regimes, thus ensuring maximum benefit is achieved by the Trust. 2.2 Work with Deputy Director of Finance Financial Planning, Director of Operational Finance and Finance Business Partners to develop of financial strategies necessary to meet the Trust s financial requirements. 2.3 Manage the financial input advice and support to the Trust with regards to service development proposals. This will include the development of complex spreadsheets and databases to facilitate the manipulation of timely financial information to assist the planning of service developments. 2.4 Ensure that robust links are maintained between capacity planning, directorate plans and corporate objectives. 2.5 Co-ordinate the process to develop the Trust annual Planning process by assessing thefinancial implications of the Trusts manpower, activity and service plans, alongside the Business Planning team. Ensuring the financial performance system reflects the agreed finance plan. 2.6 Facilitate the development of both clinical and corporate directorate business plans by supporting business planning away days and events. 2.7 Monitor and assist in the development the Trusts Recovery Plans by assessing and validating the financial implications of any service redesign proposals. 2.8 Co-ordinate the Trusts strategic planning, preparing details of service cost pressures, impact of inflationary changes to income and expenditure, and evaluating strategic financial implications of any changes in commissioning arrangements. 2.9 Manage the financial evaluation of tenders for contracted out services by undertaking a comprehensive financial analysis of the contractual documentation and make appropriate recommendations. 3 Financial Governance 3.1 Plan, implement, monitor, review and ensure the development of financial systems in use within the Financial Planning and Business Support teams, ensuring value for money, efficiency and quality. 3.2 Authorised signatory for all purchase requisitions, recruitment request forms, overtime requests, agency / bank staffing requirements, virement requests etc. related to the Income team. 3.3 Authorised signatory for all cheques, schedules, and electronic transfers etc associated with payments made by the Trust. Named signatory on the Trust s bank mandate for all aspects of banking transactions. 3.4 Responsibility for audits and surveys of workload of the department to ensure a high quality service provided to staff and managers of the Trust following best practice guidelines where possible. 3.5 Develop financial reporting practices and methodologies within the Trust to inform decision making. 3.6 Ensure audit reports, both internal and external are appropriately commissioned and responded to in a timely manner. 3.7 Ensure the Trust develops plans to achieve best practice in the lead up to achieving Foundation status.
5 4 Policy Development 4.1 Participation on various external expert advisor groups as required both locally and nationally. 4.2 Provide financial advice/evaluation of clinical service developments planned within the Trust. 4.3 Responsible for developing and maintaining the policies and procedures associated with the Financial Planning and Business Support team. 4.4 Lead the planning for and implementation of new strategies to respond to changes in the Trust financial regimes, thus ensuring maximum benefit is achieved by the Trust. 4.5 Continually introduce, develop and improve financial systems across the organisation to assist performance management monitoring. 5 Professional Leadership & Management Responsibilities 5.1 Plan, via the Management Teams, the work of the Financial Planning & Business Support team to ensure compliance with all deadlines and timetables. 5.2 Work innovatively in the recruitment and training of future finance staff to support the Finance Strategy and the Trusts overall goals and objectives. 5.3 Assist in the production of staff development strategies including the achievement of accreditation standards where appropriate. 5.4 Manage, develop and appraise staff in accordance with the Trust s performance management policies and procedures and overseeing/managing disciplinary and grievance situations where required. 5.5 Motivate all staff to comply with the strategies, policies and procedures of the Trust. 5.6 Support the principles of the Improving Working Lives Agenda/Model Employer; adopting an open and participative management style in line with Improving Working Lives principles. 5.7 Provision of Team Briefing and regular department meetings within the Directorate. 5.8 Assist in the delivery of the finance departments in house and external training programmes to support the development of financial knowledge and skills to support the trusts longer term aims and objectives. 5.9 Develop and deliver a Financial Awareness and Financial Education Strategy to encompass the needs of finance and other Trust staff 6 Other Duties 6.1 Provide cover for colleagues as appropriate. 6.2 Assist in producing ad hoc reports and in project work. 6.3 Undertake any other duties requested as appropriate to the banding. 6 Scope and Purpose of Job Description A job description does not constitute a term and condition of employment. It is provided only as a guide to assist the employee in the performance of their job. Professional Registration Staff undertaking work which requires professional registration are responsible for ensuring that they are so registered and that they comply with any Codes of Conduct applicable to that profession. Proof of registration must be produced on appointment and, if renewable, proof of renewal must also be produced. Work Visa/ Permits/Leave To Remain If you are a non-resident of the United Kingdom or European Economic Area, any appointment offered may be subject to the Resident Labour Market test (RLMT) which may need to be repeated on expiry of your leave to remain. The Trust is unable to employ or continue to employ you if you do not obtain or maintain a valid work visa and leave to remain in the UK.
7 Confidentiality The post-holder must maintain confidentiality of information about staff, patients and health service business and be aware of the Data Protection Act (1984) and Access to Health Records Act (1990). Health, Safety and Security The post holder must co-operate with management in discharging its responsibilities under the Health and Safety at Work Act 1974, take reasonable care of themselves and others, and ensure the agreed safety procedures are carried out to maintain a safe environment for patients, employees and visitors. The Trust has adopted a Security Policy in order to help protect patients, visitors and staff and to safeguard their property; all employees have a responsibility to ensure that those persons using the Trust and its services are as secure as possible. The Trust operates a strict Non-Smoking Policy. Risk Management All staff have a responsibility to report all clinical and non-clinical accidents or incidents promptly and when requested to co-operate with any investigation undertaken. Conflict of Interests You may not without the consent of the Trust engage in any outside employment and in accordance with the Trust s Conflict of Interest Policy you must declare to your manager all private interests which could potentially result in personal gain as a consequence of your employment position in the Trust. In addition the NHS Code of Conduct and Standards of Business Conduct for NHS Staff require you to declare all situations where you or a close relative or associate has a controlling interest in a business (such as a private company, public organisation, other NHS or voluntary organisation) or in any activity which may compete for any NHS contracts to supply goods or services to the Trust. You must therefore register such interests with the Trust, either on appointment or subsequently, whenever such interests are gained. You should not engage in such interests without the written consent of the Trust, which will not be unreasonably withheld. It is your responsibility to ensure that you are not placed in a position which may give rise to a conflict of interests between any work that you undertake in relation to private patients and your NHS duties. Infection control It is the responsibility of all staff, whether clinical or non-clinical, to familiarise themselves with and adhere to current policy in relation to the prevention of the spread of infection and the wearing of uniforms. Clinical staff on entering and leaving clinical areas, and between contacts with patients, staff should ensure that they apply alcohol gel to their hands and wash their hands frequently with soap and water. In addition, staff should ensure the appropriate use of personal protective clothing and the appropriate administration of antibiotic therapy. Staff are required to communicate any infection risks to the infection control team and, upon receipt of their advice, report hospital-acquired infections in line with the Trust s Incident Reporting Policy. Non clinical staff and sub-contracted staff on entering and leaving clinical areas and between contacts with patients all staff should ensure they apply alcohol gel to their hands and be guided by clinical staff as to further preventative measures required. It is also essential for staff to wash their hands frequently with soap and water. Staff have a responsibility to encourage adherence with policy amongst colleagues, visitors and patients and should challenge those who do not comply. You are also required to keep up to date with the latest infection control guidance via the documents library section on the intranet.
8 Clinical Governance and Risk management The Trust believes everyone has a role to play in improving and contributing to the quality of care provided to our patients. As an employee of the Trust you are expected to take a proactive role in supporting the Trust s clinical governance agenda by: Taking part in activities for improving quality such as clinical audit Identifying and managing risks through incident and near miss reporting and undertaking risk assessments Following Trust polices, guidelines and procedures Maintaining your continue professional development All Clinical staff making entries into patient health records are required to follow the Trust standards of record keeping. Information Quality Assurance As an employee of the Trust it is expected that you will take due diligence and care in regard to any information collected, recorded, processed or handled by you during the course of your work and that such information is collected, recorded, processed and handled in compliance with Trust requirements and instructions. Freedom of Information The postholder should be aware of the responsibility placed on employees under the Freedom of Information Act 2000 and is responsible for helping to ensure that the Trust complies with the Act when handling or dealing with any information relating to Trust activity.
