6 PART 5: CERTIFICATION OF FIXED FIRE PROTECTION SYSTEMS IN THE NETHERLANDS Introduction The LPS 1233 Scheme: Certification of fire protection systems in The Netherlands, is operated by LPCB under a Memorandum of Understanding with the Dutch Centre for Crime Prevention (Centrum voor Criminaliteitspreventie en Veiligheid; CCV). It comprises approval of systems and installation contractors. The following types of fire protection systems are included: Sprinkler systems including sprinklers with electrical signalling Sprinkler systems including pre-action (with electrical actuation) Sprinkler systems including deluge (with electrical actuation) Sprinkler systems including water spray (with actuation detection and with or without foam additive) Foam systems (with actuation detection) Gas Suppression systems (with electrical actuation) Overview of the LPS 1233 scheme (see definitions below) When the design for the fire protection systems is developed by the installer, it is submitted to the Inspection Organisation for review against the requirements of the Contract Specification and applicable standards and norms. When the fire protection system has been installed, it is inspected by the Inspection Organisation who also witnesses commissioning tests. The Inspection Organisation then produces an inspection report and LPS 1233 system certificate for review by LPCB before the certificate is issued to interested parties. Committee Structure The technical committee responsible for the LPS 1233 Scheme is the TC Brandbeveiliging (Technical Committee for Fire Safety) which is part of CCV and acts as the forum for representing stakeholders. The TC Brandbeveiliging is assisted by a working group (CvD) dedicated to the LPS 1233 Scheme. The following branch organisations are represented on the CvD and support the LPS 1233 Scheme: VSI Verenigde Sprinkler Installateurs (association of sprinkler installers) VIVB Vereniging van Inspectie instellingen voor Veiligheid en Brandveiligheid (association of Inspection Bodies) LNB Landelijk Netwerk Brandpreventie - [NVBR] (Fire Brigade) VeBON Vereniging van Beveiligings Ondernemingen in Nederland (sector organisation of security companies) VVV Verbond van Verzekeraars (association of insurers) Insurance Brokers within ASPO (Algemeen Schade Preventie Overleg) Fire protection consultants CCV (secretariat) LPCB Notes Inspection organisations (IO) An IO is an organisation who has a license agreement with LPCB to carry out design and system inspections as part of the process of certificating fire protection systems under the LPS 1233 scheme. Installers Only fire protection systems that have been installed by an LPS 1233 temporary or fully approved sprinkler or gas installer can be issued with an LPS 1233 Fire Protection System Certificate Jan 2010

The CS is accepted and approved by the client, local government, fire brigade and insurers. Accreditation The sprinkler module of the LPS 1233 scheme is accredited by the United Kingdom Accreditation Service (UKAS) to EN Web site << Provides information about the activities of LPCB in The Netherlands and general information about the LPS 1233 Scheme and scheme documentation which can be viewed or down loaded.
