2 On Airport Hotel Proposed Project: Approx. 400 room luxury brand hotel 25,900 sq. ft. meeting space 14,600 sq. ft. food & beverage space Fitness center, business center, AirTrain 3 4 2

4 7 Project: Full service luxury hotel Approx. 400 guest rooms / suites, ballrooms, banquet and meeting rooms, restaurants, lounge, fitness center, business center, pool, and retail. Site: Near International Terminal Parking Garage A, adjacent to S. McDonnell Road & Hwy. 101 ramp (see site plans in RFP) Estimated cost: $160 million. Completion Date: Late 2016 to late 2017 (depending on extent of environmental studies). Project to be financed, constructed and owned by SFO or entity controlled by SFO. Hotel to be managed, operated and maintained by a qualified operator. 8 4

6 Hotel Development Consultant RFP General: Consultant to assist with planning / development of the project. RFQ documents: available at Selected proposer will execute Professional Services Agreement (Appendix C of RFP). Term: 3 years with two 1 year options. As needed basis with a not to exceed amount. Services would be performed in two phases (Phases 1 and 2). Phase 2: to be documented by modification to the Agreement (after completion of California Environmental Quality Act review & City's decision to proceed). City's Planning Department will make determination regarding environmental review. City retains discretion to modify or cancel the project. 11 Hotel Development Consultant s Scope of Work: Support on planning & development. Phase 1 Preliminary Planning: Definition of hotel concept in terms of number / size of guest rooms, ancillary facilities & hotel branding; Determination of input parameters for environmental studies & support in preparation of documents for CEQA review; Due diligence / financial evaluation of the project; Preparation of business plan /risk analysis; RFP for Technical Services Consultant / Hotel Operator, including draft of Technical Services Agreement / Hotel Operating Agreement; Materials for submission to Airport Commission. 12 6

7 Hotel Development Consultant s Scope of Work (Continued): Phase 2 Project Approvals, Agreements with Operator: Assistance during process to select the Operator; Technical Services Agreement / Operating Agreement; Final design in conjunction with operator to ensure that hotel meets operator's brand standards; Review of transaction documents; Development licenses and planning permits; Support architect during design; Support development team with permitting matters; Support during construction; Coordination of activities by the development team (operator, architect and design consultants, project manager, cost consultant and other consultants). 13 Scope of Work & Professional Services Agreement Other Considerations: City is not committing to proceed with project. Phase 2 Scope: after modification to Professional Services Agreement (following completion of CEQA review and City's decision to proceed). Neither Consultant nor any affiliated firm will be eligible for role of technical services consultant or hotel operator. Neither Consultant nor any affiliated firm will be eligible to draft the feasibility report for bond offering document. 14 7

10 Selection Criteria Proposals meeting minimum qualification requirements will be evaluated & scored by evaluation committee.
