2 I. INTRODUCTION The City of Pacific Grove is accepting proposals from qualified professionals for preparation of a Stormwater LID Infrastructure Plan. Specifically, this project will focus on the siting, feasibility, prioritization (with cost estimates), and conceptual/preliminary engineering of green infrastructure practices to maximize reductions in pollutant loading at the City s 34 outfalls. The goal is to maximize the number of greened pervious area within the City. The City is also interested in the project team providing a proposal for the final preparation of the City s Urban Greening Plan (see supplemental scope items below the base scope). This task would consist of composition of the plan summary, development of action items from other plan components, and document layout and design. The Plan will serve as a master document identifying projects, policies and strategies to create a network of green places, protect the marine environment, and improve the quality of life and the environment for existing and future Pacific Grove residents. The Plan is funded by the State of California s Urban Greening Planning Grant Program and Proposition 84 (Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act). Your firm is requested to provide a proposal that identifies a scope of work, a schedule of activities, and an estimated budget to perform all tasks related to the Stormwater LID Infrastructure Plan (as described in this RFP). The tasks are anticipated to include preparing necessary technical studies, assisting with public outreach, producing plan text and illustrations, and coordinating review by the public and interested agencies. II. SCOPE OF WORK A. Base Scope A suggested scope of services is below. 1. Evaluate previous work done to date including the following : Current stormwater infrastructure Watershed flow modeling Watershed and sub-watershed delineations Tree Inventory Prior plans with greening elements developed by the City 2. Develop a map of possible stormwater retrofit practices Evaluate designs that could be employed to treat (retention, filtration, infiltration) stormwater runoff Perform a desktop evaluation of possible retrofit locations Rough cost estimates each practice 3. Public Workshop Prepare agenda, press release and flyers for public workshop (City will secure a location) Present overview of the Plan Present possible retrofit locations and types with rough conceptual layouts

3 Facilitate discussion to receive input on proposed projects 4. Develop initial engineering for the top ranked practices including: Additional survey as necessary to confirm feasibility Considerations for final engineering Detailed estimate for final engineering and construction Refinements of rough cost estimates for design/implementation remainder of ranked practices 5. Final Report Compilation of a final report documenting the project and packaging the final deliverables B. Supplemental Scope The consultant may propose additional add-on items to be completed concurrently with or following the Base Scope above for an additional proposed cost (please list separately from the base scope cost). Proposals without supplemental scope items will still be considered compliant with the proposal requirements. Develop document layout and design Prepare an opening chapter that sets the context of the Plan inclusive of goals and objectives Prepare introductions to following chapters that summarizes Plan component recommendations and action items III. RFP RESPONSE SUBMITTAL A. Proposal Content Each prospective consultant shall submit a proposal in accordance with the requirements as listed and in the same order as below: 1. Cover Letter: A cover letter that conforms to the following: Signed by an officer authorized to bind the consultant contractually. Provides the name, title, address, telephone and fax numbers of the individual authorized to contractually bind the firm. States the proposal is firm for ninety (90) days. 2. Executive Summary: An Executive Summary with highlights of the proposed approach for providing the services described in this RFP, including a statement of the prospective consultant s understanding of the services required. The firm s experience during the past five (5) year period, particularly with government agencies and in the areas identified in Section II (Scope of Work), and the experience of proposed sub-consultants should also be provided. Indicate any specialty of your firm or team. Emphasize recent projects as much as possible. 3. Summary of Firm and Key Staff Members: Describe your firm s history, resources, and capabilities. Indicate key personnel that you will agree to commit to City of Pacific Grove projects if awarded a contract, including name and qualifications of the proposed staff. Indicate applicable licenses, credentials, and professional training held by the firm principal(s) and key personnel.

4 4. Sub-Consultant Work: Any Sub-Consultant that your firm may intend to use for City projects must be pre-approved first by the City. Should your firm propose to engage the services of a sub-consultant provide the firm s name/names, relevant experience and contact information for the persons who would be the primary and secondary contacts for this engagement and copies of their biographies/resumes. Provide a description of relevant work experience in years and level(s) of responsibility for each sub-consultant who will perform the work proposed in this RFP. 5. Experience. Identify and describe at least three experiences related to similar projects included in the firm s experience: location; project type; needs assessments, outreach strategy design; total cost and accuracy of cost estimating; and the detailed nature of the firm s services relating to these projects. 6. References: Three clients for which the consultant has provided services within the past five (5) years, similar to those identified in this RFP. 9. Additional Information: Information not specifically requested, but that would be useful to the City in evaluating the proposal. 10. Insurance: Types and limits of the firm s insurance. Insurance requirements are described in the City of Pacific Grove s Agreement for Professional Services (attached). 11. Costs: A cost breakdown by task and a total budget. Include billing rates and an hourly breakdown by task for each person working on the project. B. Selection Process and Evaluation Criteria City staff will evaluate proposal submissions. The City reserves the right to interview prospective firms/individuals prior to making its selection. The City also reserves the right to rely on information from sources other than the information provided by the respondents.

5 The City may seek written clarification from any or all proposers in order to better understand and evaluate the proposed solution. This process may not be used as an opportunity to submit missing documentation or to make substantive revisions to the original proposal. Finalists may be invited to present oral presentations for the purpose of introducing key members of the project team, and allowing the City to fully understand the Proposer s ability to meet the evaluation criteria. Oral presentations will not be scored separately. Instead the City may modify proposal scores and resulting rankings based on the oral presentation. IV.
