Introduction HONG KONG INNOVATION AND TECHNOLOGY DEVELOPMENT Hong Kong Science and Technology Parks Corporation (HKSTPC) invites professional research consultancy firms to submit a tender proposal to conduct a study and gap analysis of the HK innovation and technology (I&T) ecosystem and to benchmark against comparable economies for lesson learned, best practices and to make recommendations. A. The Corporation HKSTPC is a statutory body set up by the HKSAR Government under the Hong Kong Science and Technology Parks Corporation Ordinance (Chapter 565) with the purposes of establishing and developing premises to facilitate R&D and application of technologies in manufacturing and service industries in Hong Kong, and to support the development, transfer and use of new or advanced technologies in Hong Kong. The premises managed by HKSTPC include Hong Kong Science Park in Shatin, InnoCentre in Kowloon Tong, and three Industrial Estates in Tai Po, Yuen Long and Tseung Kwan O. Hong Kong Science Park Hong Kong Science Park provides world-class infrastructure for our business partners and visitors. The 22-hectare waterfront site contains 330,000 sq m of R&D office and ancillary space, spreading among 26 state-of-the-art buildings in Phases 1 and 2, with development of Phase 3 coming into place from 2014 to The focused technology clusters of the Park include Electronics; Information Technology and Telecommunications; Precision Engineering; Biotechnology; and Green Technology. Apart from fully equipped laboratories and service centres, the Park also provides professional engineering support and consultation services on hourly rental or project basis, enabling the technology companies to develop quality products and shorten time-to-market without heavy capital investment. HKSTPC provides value-added support services to partner companies to fulfill their needs at different stages of company development ranging from startups, SMEs to international enterprises, and runs fullservice incubation programmes for start-ups: IncuTech, IncuBio and IncuApp. InnoCentre In partnership with the Hong Kong Design Centre, InnoCentre provides excellent office space for creative professionals and design-related firms. Featured exhibition halls, training and meeting facilities, along with design showrooms are set up to support the creative design industry. Industrial Estates Totaling 217 hectares, the three industrial estates in Tai Po, Yuen Long and Tseung Kwan O provide fully serviced land that can be leased by companies in manufacturing and service industries employing innovative technologies or skill-intensive processes. 4 B. Background HONG KONG INNOVATION AND TECHNOLOGY DEVELOPMENT HKSTPC, since its establishment in 2001, has long been promoting innovation and technology development in Hong Kong. The state-of-the-art buildings within the campus of Science Park provides office space and time-shared laboratories and engineering services to support product manufacturing right from the design stage to production. Cluster Laboratory Electronics: IC Design Centre IP Servicing Centre Probe & Test Centre IC Failure Analysis Lab Reliability Lab 3D IC SiP Lab 3D IC WLP Lab (under construction) IT & Telecom: Wireless Communications Test Lab LTE Joint Test Laboratory IoT Testbed (in construction) Precision Engineering: Material Analysis Lab Biotechnology: Biotechnology Support Centre Green Technology: Solar Energy Technology Support Centre Solid State Lighting Lab Other support services are also provided for nurturing business growth and collaboration in the community. Such services can be divided into Technology Development, Organization Growth, Business Development and Fund Raising as shown below: Area Service examples Technology Technical Training Development: University Consulting Organization Growth Talent Pool Platform / Career Day Management Skills Training Business Development Product Launch / Exhibition / Media Coverage First@Science Park (i.e. Technology trial/demo) Legal / Accounting Panel Services Fund Raising Angel Platform Venture Capital Platform As the Phase 3 expansion of the Park will be completed in stages between 2014 and 2016, more companies can be admitted. This is an opportunity for HKSTPC to review the future directions. 2. Objectives of the Project Seeking to become a world-class hub for innovation and technology in Asia, HKSTPC is launching a study for its next phase of development. HKSTPC is seeking consultancy services to study the status of the Hong Kong innovation and technology development, to benchmark Hong Kong against other representative economies in terms of achievements and development and to review the performance of the HKSTPC as compared to its competitors. The objective of the studies is to generate recommendations on actions and strategies for the future innovation and technology development in Hong Kong. Page 4 of 10
5 3. Description of the Project The study consists of the following two parts. Consultancy firm can give collective proposal synergizing the two parts of study OR submit a proposal for any one of the two parts. Part I - Local Ecosystem Study in the domain of innovation and technology The followings are to be covered in the study:- A comprehensive review with gap analysis of the innovation and technology development landscape in Hong Kong, including but not limited to the followings. - effectiveness in the technology transfer of innovations from universities - effectiveness in the commercialization of innovations from Research and Development (R&D) centres and collaboration with industry - effectiveness and adequacy of incubating young start-ups - adequacy of funding from angel investors, Venture Capitalists, Private Equity to Initial Public Offering for entrepreneurs - talent recruitment from local and overseas - local market adoption for SMEs - mainland and global market expansion - roles and effectiveness of services and space provided by HKSTPC (with Science Park, InnoCentre, Industrial Estates) and other supporting organizations in HK, e.g. Cyberport - government funding support (Innovation and Technology Fund, SME Funding Schemes, Dedicated Fund on Branding, Upgrading and Domestic Sales, etc) - adequacy of supply chain and logistics support in the region - entrepreneurial culture Solicitation of the inputs from representative stakeholders in the innovation & technology ecosystem in Hong Kong covering local government, universities, research institutes, industry associations, large corporations, SMEs, angel investors and venture capitalists to identify the gaps and to solicit buy-in and align views for the recommendations Study should take into account information available from another research currently undergoing in Hong Kong with regard to entrepreneurial ecosystem whose scopes and report availability are listed in Appendix 1 Based on the gaps identified, views collected from the stakeholders as well as the research on entrepreneurial ecosystem, make recommendations on what the local government, industry, universities, research institutes and HKSTPC can and should do to fill the gaps Part II - Benchmarking The followings are to be covered in the study:- Compare Hong Kong against comparable economies including but not limited to the Mainland, Israel, Germany, London, New York, South Korea, Singapore and Taiwan in the following areas: - I&T and associated industrial policies - talents policies - incentive schemes for adopting local innovation - financial support such as funding schemes, tax incentives, etc - infra-structure establishments, and - other I&T investments Page 5 of 10
6 Based on the comparisons, summarizes the best practices and lessons learned. For example, Hsinchu Taiwan in the last decade was able to grow Computer and IC industries and created a number of world leading companies such as TSMC, UMC, ASUS, ACER, MediaTech, but somehow they seem to be stuck now, why? Compare HKSTPC s current modus operandi and performance (inclusive of Science Park, Industrial Estates, InnoCentre) against (at least five) similar parks (such as Biopolis in Singapore, Zhong Guan Cun, Hsinchu Science Park) focusing on the best practices and lessons learned of similar science/industrial parks around the world that is relevant to HKSTPC. (Note: some of the past performance should be available online or via IASP) Make recommendations for future development in respect of scale and modus operandi of HKSTPC and new measures Hong Kong should adopt to achieve being a regional innovation & technology hub in Asia 4. Services to be provided by the Consultant General Requirement The Consultant appointed is required to render and deliver its services in a professional manner, within agreed timeframe and in quality standards. The Consultant shall coordinate and attend all liaison meetings with HKSTPC and discussion forums as deemed necessary for the satisfactory completion of the Assignment. The Consultant shall directly approach and coordinate with Government bodies and relevant agencies for the purpose of collecting all data and information necessary for the conduction of the analysis and preparation of the report. The Consultant shall be required to provide attendance and any other necessary assistance for the HKSTPC to carry out any types of audit and inspection on the project either in his office or on site at any time as required by HKSTPC. A. Period of Contract The contract lasts for 6 months, counting from the date of tender appointment. B. 7 C. Study Format The format could be interview, telephone survey, desktop research or others. Please detail methodology and rationale behind. Proposal should specify which specific comparable economies and science parks will be studied, with rationales provided Proposal should also specify which parties will be engaged for ecosystem study, with rationales provided. The methodology and approach of the Study should be agreed by HKSTPC. D. Schedule Task 5. Payment Schedule 50% deposit upon tender appointment; remaining 50% upon endorsement of the final study report by the HKSTPC. Date (1) Deadline for tender submission 10 January, 2014 (2) Appointment of selected research consultancy firm 24 January, 2014 (3) Study planning/ draft framework of the analysis report 7 February, 2014 (4) First round report 4 April, 2014 (5) Analysis and reporting 17 April, 2014 (6) Presentations of final report 29 April, Terms and conditions A. The research consultancy firm appointed is responsible for the clearance of rights in all the data used and collected in the project. HKSTPC accepts no liability in case of any disputes in this regards. B. Following the tender submission, the research consultancy firms may be required to give a proposal presentation. C. Milestone reporting/feedback at periodic intervals will be set at the beginning of project. D. The research consultancy firm appointed must identify a Project Leader to oversee and coordinate the project. E. The appointed research consultancy firm will be required to sign a confidentiality document. Page 7 of 10
8 7. Intellectual Property Rights All information obtained for the project shall remain private and confidential, and remain the property of HKSTPC. The intellectual property rights of the project including graphics, artworks and materials produced such as photography and text, etc. in the course of production shall be vested in and belonged to HKSTPC. The Consultant cannot use the project results/report without the prior written consent of HKSTPC. 8. Confidentiality All information gathered during the execution of the project must be returned to HKSTPC. Any documents prepared and submitted as part of the obligations of the selected Consultant shall remain the property of the HKSTPC. The selected Consultant shall not without the prior written consent of HKSTPC publish, either alone or in conjunction with any other person, in any mass media, any confidential information relating to the project results/the report. A non-disclosure agreement is required to be signed by the selected Consultant. 9. Termination If the research consultancy firm appointed fails to deliver the services to the satisfaction of HKSTPC, HKSTPC may terminate the services by giving 15 days prior written notice to the research consultancy firm and the payment will be subject to the extent of the work in progress as determined by HKSTPC. 10. Information Provided by the Employer The management may provide all relevant consultancy or internal studies conducted before that may facilitate the study by the consultants. 11. Consultant's Office and Staffing The Consultant shall maintain for the duration of the Project a principal liaison contact who shall be responsible for the Project. The principal shall have adequate authority and sufficient professional, technical and administrative support in all relevant disciplines to ensure progress to the satisfaction of HKSTPC. 12. Assessment Each research consultancy firm is required to submit one Technical Proposal and one Fee Proposal. The assessment will be based on a technical/ fee weighting of 80%/ 20%. Page 8 of 10
9 Technical Assessment Criteria: A. The Technical Proposal (80%) Understanding of the objectives of the project, and the positioning of Hong Kong in overall context of mainland and Asia Knowledge about the innovation and technology ecosystem in Hong Kong Logic and feasibility of the work plan, proposed methodology, and analysis approach Demonstration of proven track records of similar projects Expertise of the team: profile, credential, experience and involvement of the personnel in the project B. Fee Proposal (20%) The fee will only take into account the fixed lump sum declared by the Consultant in the Fee Proposal Form (Appendix 2). HKSTPC will evaluate proposals in strict confidentiality. The Corporation is not bound to accept any proposal it may receive. Research consultancy firm acknowledges that HKSTPC may elect at its sole option to accept all or any item or items of the firm s offer and that HKSTPC has sole discretion whether or not to accept any of the firm s proposals irrespective to its prices. It should be noted that the Corporation would not be responsible for the reimbursement of any cost incurred by the firm for the preparation of the submission. 13. Submission If you wish to be considered for possible appointment, you should submit your technical and fee proposal by 5:00 pm, Hong Kong time on 10 January, The following documents shall be placed in two separate sealed envelopes clearly marked with the tender reference as specified below: Envelope A: Technical Proposal Please mark Tender Document Hong Kong Innovation & Technology Development (Technical Proposal) on the envelope Please include the following in the envelope: - One full set of hard copy of the proposal - One soft copy of the proposal on disk - Two related study samples conducted within the last 5 years Your submission should be concise and accurate and should provide information in the Technical Proposal as necessary to show your proposed work programme and total man-days of work required for the project. However, please do not provide any information in the Technical Proposal on fees and charge rates. HKSTPC reserves the right to negotiate for the best offer. Page 9 of 10

Please include one copy of the Fee Proposal Form (Appendix 2) in hard copy fully completed, signed with company chop and dated. Governing Law This project shall be governed by the laws of the Hong Kong Special Administrative Region ( SAR ). HKSTPC and the research consultancy firm agree to submit to the non-exclusive jurisdiction of the courts of SAR in connection with this project. 15. 11 Appendix 1 HONG KONG INNOVATION AND TECHNOLOGY DEVELOPMENT Research Study on Startup Ecosystem in Hong Kong and Economic Impact Assessment Part 1 SWOT Analysis for Current Ecosystem in Hong Kong To conduct a thorough situational and gap analysis of the current startup ecosystem to see how and where Hong Kong is positioned. The study should provide the following information: 1. Size, characteristics and trend of stakeholders in the startup ecosystem in past 5 years: Number of startups in co-work spaces, private incubators and other government funded incubators such as Hong Kong Science & Technology Park, InnoCentre and Cyberport, etc Profile and characteristics of startups in terms of origin, gender, age, education, activity/ business sector, visa status, jobs created, etc Names and number of co-work spaces Names and number of angel investors, VC firms and family funds Names and number of startup and entrepreneur-focused associations/organisations 2. Issues of the current ecosystem which need to be resolved to turn Hong Kong into a leading destination and hub for innovation and entrepreneurship 3. Opportunities in terms of economic benefits this will bring to Hong Kong 4. Challenges/threats such as increasing competition and efforts from other economies to attract startups 5. Success stories (15-20 cases) of startups in Hong Kong, including exit mechanism (sell-off to large company, JV, M&A or IPO), valuation, jobs created, as well as the number of startups which have successfully used/ are using Hong Kong as a launch pad to grow in the region/ go global Part 2 In-depth Economic Benefits Analysis To measure, assess and quantify the economic benefits generated and other positive direct and indirect impacts brought about by overseas startups and entrepreneurs to Hong Kong. Part 3 Benchmarking Exercise To review and study the startup scenes and ecosystems overseas for benchmarking Hong Kong with other key startup hubs around the world, including NYC, London, Chile and Singapore. Part 4 Recommendations To put forward recommendations on what business and government could do more to develop a unique, successful and sustainable ecosystem and make Hong Kong a leading destination and global hub for innovation and entrepreneurship. Timeline and Deliverables The study shall yield a detailed report for each individual part of the study and should provide: Part 1 - Thorough analysis of the current startup ecosystem (statistics about stakeholders in the startup ecosystem, SWOT and gap analysis) Part 2 - Sound and robust analyses and insights of the economic contribution and positive impact generated from overseas startups to Hong Kong Part 3 - Useful input on how other major startups hubs are respectively positioned in the world of entrepreneurship and the latest development of these centres, as well as offering insights for best practice Part 4 - Recommendations on proposed actions and strategy on how to make Hong Kong become a leading destination and hub for innovation and entrepreneurship Tasks / Deliverables Timing Draft Full Report Part 1 and Part 2 Mid Jan 2014 Part 3 and Part 4 End Feb 2014 Final Report Part 1 and Part 2 Part 3 and Part 4 End Jan 2014 Early Mar 2014
