4 PROGRAMME VAT & the EU Mr Chris Naudi (Partner International Tax Services, EY) Chris is EY Malta s Head of tax services. He is also the Sub-Area Markets Leader for International Tax Services for the Central and South Eastern Europe Sub- Area of the EY EMEIA practice. His main focus is on cross-border transactions for multinational corporations. Chris is a Fellow of the Institute of Chartered Accountants of England and Wales, a Fellow of the Malta Institute of Accountants, a Certified Public Accountant and a Member of the Malta Institute of Taxation. Chris is also a member of the Education Committee of the Malta Institute of Accountants and is a past examiner for the Institute as well as a member of the Taxation Committee of the Institute. Chris is also the current President of the Institute of Financial Services Practitioners and sits on the Taxation Sub-Committee of the Institute. He is also a Governor of FinanceMalta. Dr Robert Attard (Partner, EY Editor of Principles of Maltese VAT Law (MIM 2009)) Robert is a tenured Senior lecturer at the University of Malta and he has paid lecturing/speaking visits at Queen Mary (University of London), CTL (University of Cambridge), Salerno (with Wirtshaftsuniversitat Wien and Naples II) and the University of Palermo. He has served as Visiting Professor at the University of Ferrara. Robert teaches tax law and administrative procedure. The Court of Appeal has singled out Robert as a leading voice on tax law referring to his books in judgements. Robert is the author of a number of tax laws and is a member of the European Association of Tax Law Professors. Robert has argued, as first counsel, cases at all levels. He argued cases at the Constitutional Court and the Court of Appeal. Important Superior Court cases argued by Robert include John Geranzi v. PM et (Right to a Fair Hearing), Carter v. PM et (Right to property), Tirchett et v. Kummissarju Elettorali pro et noe (Rights of the visually impaired to vote in braille), Pavia v. Medavia (Equal pay for Equal work) and Tug Malta v. SMS (Equity). Robert has developed a detailed knowledge of tax aspects of the European Convention on Human Rights and has been involved in a number of transnational cases. Robert holds the posts of Partner and Tax Policy Leader, EY, Central South East Europe. Robert advised a number of multinationals that established places of business in Malta. Recently, Robert published Principles of Maltese Income Tax Law (MIM 2013) Mr Richard Wild, (VAT and Indirect Taxes Technical Officer) Richard Wild joined the Institute of Indirect Taxation at the CIOT as a VAT and Indirect Taxes Technical Officer in June Richard s career started back in 1988, when he left school and went straight to work in an accountancy firm; studying first for the AAT qualification, then becoming an ACA. In 1996, he joined RSM Robson Rhodes to specialise in corporate tax, but after nine months moved into their VAT department to become a VAT specialist, where he qualified as a CTA. In 2000, Richard joined HMRC as an antiavoidance adviser in London, where he advised on finding and challenging VAT avoidance schemes, and advising on new legislation. During this time he worked on a number of high profile cases. After five years with HMRC, Richard moved back into the private sector and joined PwC s indirect tax litigation team, where he was again involved in significant cases. In 2008, Richard joined PKF (UK) LLP (now BDO LLP) in East Anglia and lives in Suffolk. During his time with PKF, he also developed a specialism in the not-for-profit sector and has advised a number of well known charities. In 2011, Richard was named as one of the Top 40 under 40 tax professionals by Tax Journal magazine. Richard is not only a strong technician; he also enjoys writing and presenting on indirect tax matters. He is looking forward to his role with the Institute, not only to contribute in a technical capacity, but to help increase the engagement and interaction between the Institute and HMRC, CIOT members and other indirect tax professionals, and the wider business community.

Dr Sarah Aquilina (Senior Manager/ Indirect Tax, Deloitte Malta) Dr. Sarah Aquilina graduated Doctor of Laws from the University of Malta in 2001, after which she pursued her postgraduate studies at King s College University of London, obtaining a Master of Laws in Taxation in She joined Deloitte Malta s Tax Department in 2002, and has been a member of the tax advisory team since that time, working on both direct tax and indirect tax advisory projects for local and multinational groups. In 2005 she was seconded to Deloitte London s VAT team and since her return in 2006 she has specialised in VAT, focusing on VAT advisory and compliance projects for multinational groups, and in particular those operating in regulated businesses such as financial services, banking and insurance as well as education and gaming. Sarah lectures in VAT on courses organised by the Malta Institute of Management and the Malta Institute of Taxation. She is also the local correspondent on VAT matters for a renowned international publication, as a representative of Deloitte Malta. Mr James Bonavia (Manager International Tax Division, Deloitte Malta) Manager in the International Tax division at Deloitte. He joined the tax practice of MSD & Co after graduating from the University of Malta in 1996, working mainly on personal and corporate direct and indirect tax compliance and advisory. He specialized further in VAT on joining Ernst & Young in James has lectured extensively on VAT and on various subjects in direct taxation. He also lectures VAT in the Diploma in VAT and in the Advanced Diploma in International Taxation offered by the Malta Institute of Management. He was also one of the contributors to the book Principles of Maltese VAT Law published by the Malta Institute of Management in Mr David Ferry (Partner, PWC) Mr Ferry is a Certified Public Accountant who joined PricewaterhouseCoopers (then Coopers & Lybrand) in 1994 after graduating in BA (Hons) Accountancy at the University of Malta. He also holds an MA in Financial Services. He has extensive experience in corporate taxation (on which he services a varied portfolio of clients) as well as VAT and other indirect taxation matters. Mr Ferry has specialised in Vat matters since 1997 when he was appointed as the person primarily responsible for Vat related matters in the Malta practice. He has participated in a number of lectures, presentations and conferences on this subject and supported a number of University students compiling studies on indirect taxation matters. He has also assisted various clients in Vat tribunal cases. Mr Ferry is chairman of the Taxation Committee of the Malta Institute of Accountants. He is also a member of the Malta Institute of Taxation. Mr Donato Raponi (Head Of Unit, Vat And Other Turnover Taxes European Commission) Donato Raponi joined the European Commission in 1980 and is currently Head of the VAT Unit. He worked in the Budget, Internal Market and Taxation Directorates. In the area of taxation policy he served in different posts, e.g. administrator, assistant to the Director, deputy Head of the VAT Unit, Head of the Unit dealing with excise duties, environment, transport and energy duties and Head of tax administration and anti fiscal fraud Unit. Donato Raponi holds a Masters degree in European tax law (droit fiscal européen approfondi). He is professor of european tax law at ESSF (Ecole supérieure des sciences fiscales, Brussels) He is Co-Author of the book Arriva l euro (Carmenta Editor) and numerous articles in tax matters. 6 PROGRAMME VAT & the EU Mr Mark Grech (Leader Indirect Tax Services, Deloitte) Mark joined the Public Service in 1986 and in 1993 was appointed Deputy Head of the International Tax Unit within the Inland Revenue Department. This Unit is responsible for all taxation matters relating to international business activities and the financial services sector. In October 2000, Mark joined Deloitte as Tax Director, assuming responsibility for certain aspects of the firm s tax function. Mark is now Leader of Indirect Tax Services, leading a team of dedicated professionals providing a wide range of indirect tax advisory and compliance services to the firm s local and international clients. Mr Mark Hampson (Senior Manager, Grant Thornton, UK) Mark is senior tax manager based in Grant Thornton s London office. A qualified accountant he has, over the past 25 years, specialised in providing VAT advice to a wide range of clients including retailers, investment fund managers, universities and property investors. He is a former member of the Grant Thornton European Indirect Tax Group. Mark recently moved to Grant Thornton after completing a two year secondment to the VAT policy team in HM Treasury (UK Finance Ministry). Involved principally in domestic affairs, during his time there he took a prominent role in the introduction of the cost sharing exemption into UK legislation. Mr Chris Borg (Managing Director, Boston (Malta) Ltd) Chris is a Certified Public Accountant and Managing Director of Boston in Malta. Boston is an independent professional services group offering bespoke solutions to high net worth individuals, families and corporate clients. Prior to joining Boston, Chris was a Senior Tax Manager at KPMG in Malta having significant experience in tax advisory and compliance work, with a particular focus on international structures and VAT. He is a Fellow of the Malta Institute of Accountants, and a Member of the Malta Institute of Management, the Malta Institute of Taxation and the Institute of Financial Services Practitioners (IFSP). Chris is a lecturer and examiner in tax and VAT with a number of bodies and during his studies he received a number of prestigious awards, including the Heather Self gold medal from the UK Chartered Institute of Taxation. Mr Saviour Bezzina (Tax Manager, EY) Saviour is a tax manager at EY. He specialises in VAT related issues, and forms part of EY s Global Indirect Tax Network as a local knowledge contact. He holds a Bachelor s Degree in Accountancy from the University of Malta and is a member of the Malta Institute of Accountants. Saviour was awarded the 2007 MIA prize as the best student who graduated in the Bachelor of Accountancy (Hons) Degree Course Group 2004/2006. Mr Michael Smyth (Member of the European Economic and Social Committee (EESC)) Primary degree in Political Economy and French at University College Dublin, followed by postgraduate study at Trinity College Dublin and Queen s University Belfast where he took a Master of Science in Economics. He has been an academic economist for over thirty years and has published widely in academic and professional journals. His research interests are in regional policy and local economic development. He commentates regularly on the short to medium term prospects for the Northern Ireland economy. He has worked in the Centre for Economic Forecasting at the London Business School and has taught economics in the University of Caen in Normandy, France. He is a member of the CBI Northern Ireland Economic Affairs Committee and of the Economic Strategy Committee of the Institute of Directors. He is a former special adviser to the Enterprise and Lifelong Learning Committee of the Scottish Parliament and he has acted as economic adviser to the Preparation for Government Committee of the Northern Ireland
7 18th October 2013 Assembly. He is a member of the European Economic and Social Committee (EESC) and until May 2012 was President of the Committee s Economic and Monetary Union Section (ECO). He has recently been appointed to the Advisory Board of Eurostat. He retired as Head of Economics at the University of Ulster in August He writes regularly about business and economic policy issues in the local and national press. Ms Graziella Demanuele Bianco (Certified Public Accountant,Senior Tax Manager, KPMG Malta) Graziella is a Certified Public Accountant and a Senior Tax Manager at KPMG in Malta. She joined KPMG in 2007 after having worked at the Dublin office and since then she has been involved in the provision of direct and indirect tax advisory services to personal and corporate clients including leading local and multi-national groups engaged in various industry sectors. She is currently the firm s VAT specialist providing VAT advisory and with responsibility over the VAT compliance portfolio of the firm. She acts as the VAT Knowledge Manager for Malta within KPMG s Global VAT Knowledge Management network. Mr Joseph Sammut (Officer Grade 3 and Advisor for the VAT Department) Mr Joseph Sammut joined the Public Service in 1978 and in 1990 was deployed at the IRD where he later served as Senior Principal Objections and Assistant Director FSS. In 2002, he was appointed Director Operations at the VAT Department and from February 2005 Director General and Commissioner of VAT until November For the last 10 years he has participated actively in EU discussions regarding VAT Directives/Regulations. He also formed part of the team reporting on the integration of the Revenue Departments. Prof Paolo Centore (Tax lawyer and senior partner at PC&A-Studio P.Centore & Associati) Prof Centore is an untenured Professor at University of Parma, lecturer on the Post-graduate Tax Master course at University of Genoa, Tenured Professor at the Central School of the National Tax Police and Professor and coordinator of the post-graduate master in tax law at IPSOA Wolters Kluwer in Milan. He is often a speaker at national and international conferences. As Senior Partner of PC&A, he organized several conferences in the tax field. Paolo Centore is member of two research committees of the Italian Association of Accountants and member of the Vat Expert Group at the European Commission. He is author of over 20 publications on tax matters and he took part in the preparation of 3 collections. He is also a member of scientific committees of specialized tax journals and he has also made several contributions to Italian tax reviews and financial newspapers. Frank Borg (Assistant Director, Legal, Policy and Enforcement, VAT Department) Mr. Frank Borg joined the Public Service in 1977 and has served in various government departments. In 1999 he joined the VAT Department as a VAT inspector where he was assigned on various enforcement tasks. In 2004 he moved to the Legal Section of the VAT Department where he now serves as assistant director. He is mainly responsible for the interpretation and application of legislation enforced by the VAT administration and also sits on various committees within the department. Mr. Frank Borg also represents the VAT Department at the VAT Committee and other forums at EU level. Mr Sammut is presently an officer in Grade 3 and Advisor for the VAT Department on technical and EU related matters. VAT & the EU Conference
