Staff Writing for Administrators and Non-Inst. Staff High Progress Literacy Associates, LLC Literacy for Learning, LLC Jennifer Young Ethel Johnson Doris H. Barnes Non-compliance R2S Literacy Endorsement Exemptions What happens to certified teachers who are noncompliant and opt not to earn their Literacy Endorsement? o These teachers will lose their SC educator license. Compliance with R2S is not an option. It is the law. Memo from the SCDE: All in-service teachers and school staff must earn an appropriate endorsement: R2S Teacher, R2S Requirement (Instructional), or R2S Requirement (Non-Instructional). Master s or Doctorate in Reading/Literacy If you currently have a Masters or Doctoral degree in Reading or Literacy from an accredited university you are exempt; you already have your Literacy Endorsement. The SCDE will send you a letter this fall confirming this with you. To add the additional area/endorsement to your certification, you will need to submit a request for change of action form along with the required documentation at: to download the form. Once you download the file, fill out the top completely, mark Box #2, indicate whether or not documentation is already on file, and sign the bottom. **If you are not sure if your Master s degree will make you exempt, send inquiries to: [email protected] South Reading Initiative (SCRI) If you participated in SCRI for all three years, received, and previously submitted graduate college credit for it, you MAY be exempt. Because the fidelity of SCRI differed from district-to-district across the state, the SCDE has decided to grant exemption on a case-by-case basis. I contacted the state department for clarification and they stated, "Unless they earned the graduate credit and sent it in to the SCDE, they are not exempt. They will need to contact us for further review." Send inquiries to: [email protected] or Jen Morrison (Director of the Office of School Transformation at the SCDE) at: [email protected]
9 Reading Recovery If you are Reading Recovery trained, you may also be exempt. Send inquiries to: or Jen Morrison (Director of the Office of School Transformation at the SCDE) at: Reading First I contacted the SCDE and they stated that you may be exempt, however, it is unlikely. You can send an inquiry to: [email protected] or call: Frequently Asked Questions regarding Edivation Courses 1. How do I log onto the R2S Teacher Edivation course? See all Focus Objectives Courses R2S Reading and Writing for Early Childhood and Elem. (if you were employed with the CCSD last year) R2S Reading and Writing for Early Childhood and Elem (new hires) 2. How do I log onto the R2S Instructional Edivation course? See all Focus Objectives Courses R2S Reading and Writing for Middle and High 3. How do I log onto the R2S Non-Instructional Edivation course? See all Focus Objectives Courses Reading & Writing for Admin & NonInstruction 4. Do teachers have to go in order of the modules or can they skip around? They may skip around. Once they complete a module it will state that is has been completed. 5. How in-depth should answers should be? (i.e. bullets or paragraphs)- The only reason our courses have been approved by the state department was due to the embedding of graduate level rigor. The Level R2S Team will check responses for rigor and relevance. 6. What if teachers don't finish the course by the end date? What happens to them? i. R2S Teacher July 15, 2016 ii. R2S Instructional July 15, 2016 iii. R2S Non-Instructional November 16, 2016 The courses closes automatically at midnight of the end date and all information in the course is deleted. Teachers then must earn those hours of PD/graduate classes elsewhere at their own expense.
10 7. What can teachers do if they don t understand the Edivation questions? If they need support, they are welcome to contact their literacy coach or me at: [email protected] 8. Can the 60 hours of R2S Edivation also count towards renewal credit? Yes! Frequently Asked Questions Why do courses required to fulfill R2S endorsement requirements have to be approved by the SC Department of Education? o Because in-service courses can be offered by many different types of organizations, both in and out of the state, the Read to Succeed course approval process is in place to make certain the courses offered to South educators are rigorous and are based on the new South Literacy Competencies. Will this mandate affect any of the private school teachers or the public charter school teachers? o The R2S Endorsement affects all certified teachers in the state as it is tied to their certification. If a teacher has a Master's degree in Reading or Literacy but did not take the Reading component of the Praxis - are they still exempt? o Yes, a Master s degree in Reading or Literacy will allow you to have R2S Literacy Endorsement indicated on your license regardless of the Praxis. If teachers are retiring before the 10 year time frame, are they still required to take the course on Edivation? o Yes. By law, we are now all charged with becoming teachers of reading. As a district, we want to provide everyone with the resources, knowledge and skill-set necessary to increase reading achievement for all students. Waiting until the 9 th year will not benefit the students you serve from now until then. Granted, if they are retiring this year, then of course not. ;) o The CCSD is not requiring teachers who are retiring spring 2016 to take the R2S Edivation courses. However, teachers retiring in spring 2017 or later are required to take the course(s). o Teachers retiring in spring 2016 are required to stay after school to 4:30pm on Literacy Tuesday afternoons. Their administrator can provide them with specific guidance in regards to how they can use this time. Will teachers who have a MEd in Reading, certified by South Department as a "Reading Teacher," be required by the school district to be at school until 4:30 on the Tuesdays set aside for Professional Development for R2S? o Yes. According to the SCDE: Teachers who have completed the R2S Teacher, R2S Requirement (Instructional), or R2S Requirement (Non-Instructional) endorsement, or who may have a master s degree in Reading/Literacy or the Literacy Teacher or Specialist add-on certification, are still expected to participate in any school-based literacy professional development or initiatives.
11 Do teachers who are already exempt from taking the Edivation R2S courses have to stay at school on Literacy Tuesday afternoons or can they leave at 3:00pm? What about teachers who plan on enrolling in a graduate level literacy program? o Teachers who are already exempt - or are planning on enrolling in a graduate level literacy program to become exempt - must stay on Tuesday afternoons. "The 1st and 3rd Tuesdays of each month are for mandatory professional development from 3:30-4:30pm in order to fulfill the required additional hours/days for teachers mandated by Section of the 1976 Code of Laws of SC. Their administrator can provide them with specific guidance in regards to how they can use this time. Safe-T and Prime R2S Courses Prime Teachers o Permissible to wait until next year to begin your R2S course(s). o Must complete course by: July 14, 2017 Safe-T Teachers o Permissible to wait until next year to begin your R2S course(s). o Must complete course by: July 14, 2017 Do the Read to Succeed professional development courses offered by our district count as college credit or recertification credit only? Because we are not a university, we cannot award college credit for our R2S professional development courses. However, you will receive 60 hours of renewal credit for the course. What if a teacher has taken several graduate level reading/literacy courses in the past that look very similar to the R2S graduate reading classes being offered now can t these classes count as their literacy endorsement? No. Graduate level reading courses taken in the past will not count towards your R2S literacy endorsement requirement UNLESS these courses were part of an entire Master's degree in Reading or Literacy. Check here What if a teacher took several content area reading courses as part of their Master s or Master s plus 30 coursework? Will these graduate level reading courses count towards their Literacy Endorsement? No. Why not? Because those reading courses were not designed using the newly created SC Literacy Competencies.
