1 512 SE 3 rd Street Ocala, Florida ESOL Addendum to Annual Contract of Employment Instructional Personnel of the Public Schools WHEREAS, the Florida (META) Consent Decree requires that certificated employees obtain ESOL (English for Speakers of Other Languages) training; and WHEREAS, the training criteria and the deadline for obtaining such training may vary according to the employee s assignment; and WHEREAS, the employee s timely completion of the training requirements is a condition of employment and re-employment, NOW, THEREFORE, in consideration of the covenants contained herein and intending to be bound thereby, the parties agree as follows: 1. An employee who is the primary English language provider, a teacher of Reading, or a teacher of Developmental Language Arts in basic education or Exceptional Student Education will need to complete 300 points or the *optional 120 points and pass the ESOL Subject Area Exam. 2. An employee who is assigned to one or more course(s) in the basic subject area(s) in the following: computer literacy, guidance counseling, mathematics, school-based administration, science or social studies will need to complete 60 points. 3. All other instructional, support and district-level administrative personnel will need to complete 18 points. 4. Commencing with the date of employment, the employee must fulfill all the ESOL training requirements according to the schedule below. The grace period mentioned below does not apply to an employee with prior applicable ESOL training. Points Needed Schedule 18 completion in one calendar year 60 Experienced teacher - completion in one calendar year Beginning teacher completion in either of the first two calendar years Guidance Counselor completion within three years of hire date as counselor 300 A minimum of 60 points per calendar year with one-year grace period within the first two years *120 option 60 points per calendar year AND passing the ESOL Subject Area Exam 5. If an employee is in doubt regarding the number of points required for his or her assignment, that employee has the responsibility of obtaining a determination from the ESOL Department. 6. An employee failing to obtain the appropriate ESOL training on or before the deadline listed above is subject to termination, regardless of the employee s contract status. 7. If a change in an employee s assignment necessitates additional points, it is the employee s responsibility to obtain the additional points according to the schedule set forth in Section 4. The employee can utilize the previously earned points toward meeting the increased requirement if applicable. 8. Marion County Public Schools (MCPS) will provide online ESOL training for all employees. 9. An employee needing points must make arrangements to meet this requirement outside his or her contract day, either through college courses pre-approved by the MCPS Employment Services Division, through online training provided by the MCPS, or through a combination of college coursework and the online training approved by the MCPS ESOL Department. Once an employee fulfills his or her requirement according to the schedule in Section 4, the employee will be eligible for continued employment. 10. It is the responsibility of the employee to make sure that official college transcripts reflecting the appropriate coursework are sent to the MCPS Employment Services Division and/or proof of MIP activities completion sent to the MCPS Curriculum & Instruction Department according to the completion schedule above. 2 Category 1: Language Arts & Reading Teachers Method #1: A language arts or reading teacher may fulfill his/her ESOL training requirements by taking the five (5) College Courses approved by the Florida Department of Education. This would make the teacher ENDORSED in ESOL and this endorsement does not have to be renewed each validity period, as this endorsement is added to an existing certification area. Method #2: COURSEWORK AND THE ESOL SUBJECT AREA EXAM A language arts or reading teacher may fulfill his/her ESOL training requirements by taking two (2) College Courses approved by the Florida Department of Education or two (2) Online Courses offered by the Marion County Public Schools or a combination therein and passing the ESOL Subject Area Certification Exam. This would make the teacher CERTIFIED in ESOL and require him/her to renew this area, as this is a stand-alone certification area. Method #3: A language arts or reading teacher may fulfill his/her ESOL training requirements by taking five (5) Online ESOL Courses offered by the Marion County Public Schools. These ESOL Online Courses may be combined with College Coursework as long as the 5 areas of ESOL are covered. This would make the teacher ENDORSED in ESOL and this endorsement does not have to be renewed each validity period, as this endorsement is added to an existing certification area. Method #4: A language arts or reading teacher may fulfill his/her ESOL training requirements by having completed a Florida Department of Education-approved education program in ESOL at the college or university level. This would make the teacher ENDORSED in ESOL and this endorsement does not have to be renewed each validity period, as this endorsement is added to an existing certification area. Method #5: (**See next page for proposed change to this option.) READING ENDORSEMENT OR CERTIFICATION AND THE ESOL SUBJECT AREA EXAM A language arts or reading teacher may fulfill his/her ESOL training requirements by obtaining a Reading ENDORSEMENT or CERTIFICATION and passing the ESOL Subject Area Certification Exam. This would make the teacher CERTIFIED in ESOL and require him/her to renew this area, as this is a stand-alone certification area. TIMELINE: 60 points per calendar year with a one-year grace period within the first two years 19
3 PROPOSED Changes to Guidelines for: Reading Endorsed/Certified Teachers Pursuing ESOL Endorsement Category 1: Language Arts & Reading Teachers Method #5: READING ENDORSEMENT AND THE ESOL SUBJECT AREA EXAM Anyone with a Reading Endorsement who achieves a passing score on the ESOL Certification test after the State Board rule is approved, must complete the 120-hour ESOL inservice as required by the META Consent Decree in order to become ESOL K-12 Certified. Method #6: ESOL PRACTICUM FOR READING CERTIFIED TEACHERS Anyone with K-12 Reading Certification who acquired that certification through the completion of a master s degree or higher in the subject area, or 30 semester hours in Reading courses as specified in Rule 6A , F.A.C., along with passing the Reading Certification test, may acquire the ESOL Endorsement through the new 150-hour inservice and practicum coursework. Guiding Principle: Teachers who have acquired the Reading Endorsement have specialized knowledge and skills needed to teach Reading informed by the study of the foundations of Reading, application of research-based practices in Reading, foundations of Reading assessment, differentiating instruction in Reading and through working with students reading at a variety of proficiency levels. While this body of professional knowledge is important when teaching Reading to native English speakers, Reading Endorsed teachers may not have acquired the ESOL-specific knowledge and skills needed to teach ELLs to read in English. Reading Endorsed teachers who choose to pursue the ESOL Endorsement through the new 150-hour inservice and practicum coursework must meet specific ESOL performance indicators. In so doing, they will demonstrate conceptual understanding of and the skills to apply this professional knowledge. As a result, they will be considered qualified to teach Reading effectively to all K-12 students, including ELLs, and qualified to teach ESOL courses. 20
4 Category II: Content Area Teachers: Math, Science, Social Studies, Computer Literacy Method #1 Category II personnel may fulfill his/her ESOL training requirement by taking one (1) College Course approved by the Florida Department of Education. These College Courses include: Method #2 Category II personnel may fulfill his/her ESOL training requirements by taking one (1) Online ESOL Course offered by the Marion County Public Schools. These Online Courses include: Method #3 Category II personnel may fulfill his/her ESOL training requirements by having completed a Florida Department of Education-approved education course in ESOL at the college or university level. TIMELINE: Experienced Teachers: One year Beginning Teachers: Two years 21
5 Category III: District Administrators and Support Personnel Method #1 Category III personnel may fulfill his/her ESOL training requirement by taking one (1) College Course approved by the Florida Department of Education. These College Courses include: Method #2 Category III personnel may fulfill his/her ESOL training requirements by taking one (1) Online ESOL Course offered by the Marion County Public Schools. These Online Courses include: 18 Hour ESOL Empowering (18 hours) (60 hours) (60 hours) (60 hours) (60 hours) (60 hours) Method #3 Category III personnel may fulfill his/her ESOL training requirements by having completed a Florida Department of Education-approved education course in ESOL at the college or university level. These College Courses include: Method #2 Category IV personnel may fulfill his/her ESOL training requirements by taking one (1) Online ESOL Course offered by the Marion County Public Schools. These Online Courses include: ESOL for School Administrators ESOL for School Counselors Method #3 Category IV personnel may fulfill his/her ESOL training requirements by having completed a Florida Department of Education-approved education course in ESOL at the college or university level.
