3 1 Workshop General Topic Climate plan workshop Date 18 and 19 th march 2014 Location Kristiansund, Norway Number of participants Objective Approximately half of the municipalities in Møre and Romsdal has set up climate plan revision in its municipal planning strategy. County Authorities of Møre and Romsdal and South-Trøndelag will both revise climate plans in Much of the content of the climate plan must necessarily be alike; there are many municipalities in this country that have spent a lot of time writing almost identical summaries of national frameworks for example, methane emissions in agriculture etc. Others have used funds to purchase texts from consultants. Climate Plan is set on the agenda at the national level; Norwegian Association of Local and Regional Authorities (KS) has developed several tools for climate planning work, both emissions calculator and drafts to draw up plans. The workshop was initially conceived for municipalities between Romsdalsfjorden and Trondheimsfjorden but since received many registerations, we opened the workshop for the whole county and country. The objective of the workshop was: Finding out how one should approach climate accounting in a practical way in the plan process. Creating a joint information/text bank where one could procure materials. 1.3 Description and overall evaluation Description and overall evaluation The participants were divided into different sectors based on their competence in climate planning. The sectors were: Building and construction Spatial planning Transport Energy Education and competence Climate adaptation Tourism Agriculture Forestry Each sector had to discuss the following points and had a small presentation of their sector and the outcome of the discussion at the end. The focus were on the following areas: 3

4 1. Brief description of the sector in Møre and Romsdal 2. Current situation of greenhouse gas emissions and todays energy consumption. If the data and figures are available at regional and national levels. Is there any good quantitative data or figures available for your sector? Is there any additional information that can be used to describe ones sector. 3. Reduction potential in each sector. Is there national, regional and local data or information available for ones sector? Is there any additional information that can be used to describe ones sector. 4. Recommendations. Each group comes with 3-5 effective measures, and what positive and negative impact could this have on others? 1.4 Outcomes and conclusions Each sector came up with different outcomes and conclusions. All the sectors agreed to the following conclusions: 1. Each sector needs to move ahead with good examples. 2. Make what your work known. 3. Show where there are possibilities. 4. Increase competence locally and regionally. 5. Use information and communication expert internally, 6. Climate advice: do not take it for granted that most people have knowledge in this field. 7. Use environment certification as an educational tool. 8. Interdisciplinary cooperation between different sectors. 9. TTT- things take time. 10. Scaring does not work- solutions work. 11. Knowledge is not enough. 12. Need for environmental projects at schools. 13. Can the three-competence center in the county be used more? 14. Providing administration environmental training courses. 15. Use local resources have good research environment. 16. Youth entrepreneurship can be angled towards climate. 17. Being Eco-lighthouse certified gives concrete measures and changes. 18. Find out what the plan means for the local citizens while working on it. 19. 9 2 Workshop General Topic Ecolighthouse workshop Date 3 rd april 2014 Location Tingvoll Number of participants Objective Every municipality in Møre and Romsdal has in their climate and energy action plans of documenting their environmental efforts and demonstrate social responsibility by adapting the Eco-lighthouse management scheme. The County Authority in Møre and Romsdal has also decided that all its units that include higher secondary schools and dental clinics shall be certified Eco-lighthouse at all times. The County as a regional actor also wants other private and governmental institutions to implement an environmental management scheme in their organization and be a part of this social responsibility. The target group for this workshop is private and public administration, consultants, auditors, ecolighthouse consultants and others interested in environmental management. The workshop focused on how environmental and social commitment can contribute to development and increased profitable activities. The idea of having this workshop was to inspire, share knowledge and a practical approach to the possibilities and challenges companies face. 2.3 Description and overall evaluation The workshop focused on how environmental and social commitment can contribute to development and increased profitable activities. The first part of the workshop was information about the different certification schemes that are available, why does one need to be certified, Ecolighthouse a good option? What is required of a Eco-lighthouse company, presentations from companies (kindergarten, higher secondary schools) that have implemented the Eco-lighthouse scheme and their work with Eco-lighthouse management. The second part of the workshop was divided into two groups. Participants had the possibility to visit the sun and bioenergy center Bioforsk and learn about the energy management that is in place there or get to know the new Eco-light house management system model called the head office model. 2.4 Outcomes and conclusions After the workshop we sent a questioner to all the participants and almost 85 % were very satisfied, 10,5 % were satisfied with the workshop. The following points came forth in the evaluation report after the workshop. 1. It was necessary and concrete. 2. Good example and enthusiastic audience. 3. Companies that implemented the Eco-lighthouse management scheme had good results and reached their goals. 9

10 4. Competence and knowledge about the topic and management scheme was good. 5. Big inspiration for someone who has not worked with Eco-lighthouse to see the enthusiasm from experienced people. 6.
