5 The European plan for low carbon technology The Strategic Energy Technology Plan (SET-Plan) provides a framework for the European Union to accelerate the development and deployment of cost-effective low carbon technologies in order to: meet the EU s targets by 2020: 20% reduction of greenhouse gas emissions (compared to 1990) 20% share of energy from low-carbon energy sources 20% reduction in the use of primary energy by improving energy efficiency (i.e. 368MToe saved from a forecasted consumption of 1842MToe in 2020) facilitate the transition towards a low carbon economy in 2050.

7 Smart Cities & Communities European Initiative Solar Energy (PV & CSP) Wind Energy Bioenergy Nuclear Energy Carbon capture and storage Electrical Grids Fuel and Hydrogen Cells Smart Cities and Communities In the Smart Cities Initiative the European Commission proposes: to progress by 2020 towards a 20 % reduction of greenhouse gas emissions through sustainable use and production of energy, requiring systemic approaches and organisational innovation, encompassing energy efficiency, low carbon technologies and the smart management of supply and demand.
