2 The Project Establishing a Culinary and Wine School Rosh Pina WHY - The Need Restoring a historically important building and using it to further the economic and cultural development of Rosh Pina and the Galilee as a whole. WHERE - The Location The building in which the first Hebrew school in the country was established in HOW - The Program Covering the cost of transferring the rights in the building to the local council. funds Requested Keren Hayesod is seeking a donation of $1,290,000 for covering the cost of transferring the rights.. Background Established in 1882, Rosh Pina was one of the first modern Jewish agricultural settlements in Ottoman Palestine. The school, the first Hebrew school in country, was established in 1886, initiated and funded by Baron Edmond de Rothschild. The school was later named after its legendary principal, Simha Haim Wilkomitz, and served the children of Rosh Pina for many years. Initially the school had 240 students. After Wilkomitz died in 1918, the school became a religious school with only 60 students. In 1954 the residents decided that it should again become a general school. In 1967 the school was transferred to a new location, at which stage the school buildings were handed over to the Israel Youth Hostels Association in order to establish a visitors complex. The plan did not materialize and the building is now derelict. The local council is trying to recover this important asset, to restore it and return it to the coming generations in the state that it was at the beginning. The school building occupies a choice location in Rosh Pina, and is part of an ambitions restoration project of the original founders settlement. Rosh Pina is a living museum of the history of the country going back 130 years. Besides the school, many of the original buildings still exist and are of great historical value for Zionist settlement in the Galilee (for example, the PICA [Palestine Jewish Colonization Association] House that served as an administrative center and residence for Baron Rothschild s clerks, advisors, and agricultural instructors; The Mer House, the home of Professor Gideon Mer, who contributed greatly to the eradication of malaria in the 1930s; the Alter Schwartz Hotel; and a synagogue, commissioned by the Baron). Several government and local institutions are involved in the restoration, which extends over an area of 109,000 square meters (about 27 acres). The region's produce
3 The Concept Based on the same ideological-regional perception that characterized the first Hebrew educators in the Galilee, i.e. agriculture on the one hand, and the environment and nature on the other, the idea has emerged of restoring the original school building and turning it into a Culinary and Wine School. The total floor area to be restored is about 350 square meters. Four elements have come together in creating the vision for the project: Wine The wine industry in Israel has grown tremendously in the past 20 years, including both major wineries and hundreds of family boutique wineries, some of which professionally produce tens and even thousands of bottles. Most of the wineries are located in the Galilee and the Golan Heights. A large wine-tourism industry is developing in this region, including wine festivals and visits to individual wineries. The wine industry will play an increasingly important role in preserving and expanding agricultural settlement in the Galilee, in providing employment and in attracting wine professionals and researchers. In many parts of the world the regional center among the vineyards and the wineries provides services for farmers, wineries, the local population, and tourists. The wine school in Rosh Pina will include several aspects: courses for people in the region, tourist activities, cultural activities, and hosting private events. This will be the first center of its kind in the country, which will hopefully develop into an important local cultural center, and a leading tourism center at the national level. A culinary school Israel has about 20 cooking and baking schools, whether operating as part of a network of kitchen-equipment shops, independent schools, professional and specialist schools, and small private schools. The Rosh Pina project will be different from all the others, based on the tourist potential in the Galilee Panhandle and the eastern Galilee. The idea is to offer lectures and tastings of food from the Galilee, including wine, to the thousands of tourists who visit the region and stay over in one of the many hotels and B&Bs. Chefs will be invited to give demonstrations, followed by a meal with the chef and his guests, as well as workshops in which participants do the cooking under the chef s supervision. The school will also have a shop selling produce from the north, such as wine, fresh meat, fresh fish, olive oil and olives, cheeses, fruit and vegetables (including organic vegetables), and delicacies such as home-made chocolate. The Tel Hai College Located just north of Kiryat Shmona, and with a breathtaking view of the upper Galilee, the Tel Hai Academic College offers its 4,500 students degrees in life sciences, social sciences, computer science and the humanities, in addition to a range of continuing education programs. Part of the College s vision is to act as a lever for regional development, and social and academic cooperation with Rosh Pina is an important part of the vision. For the past seven years the College has offered a Cellar Master course the first serious academic program for wine professionals in Israel which already boasts 250 graduates. The College has also established a service lab for the wineries, ensuring that the high standard of the wine produced in the region will be maintained. The knowledge accumulated in the College will be placed at the disposal of the Wine and Culinary School in Rosh Pina. Wine courses, supervised tastings, and consultation regarding the wines to be sold in the shop, are just some of the areas of cooperation between the School and the College. Rosh Pina as a tourism product It is estimated that about half a million people visit Rosh Pina annually. 150,000 visit the restoration site, and about 100,000 stay over for at least one night. It goes without saying that the Culinary and Wine School could become another major attraction in the region, contributing to the local economy, and placing Rosh Pina firmly on the map of nearly every tourist s itinerary.
4 The Program In order to implement the above program, the ownership of the building that housed the first school in Rosh Pina has to be transferred to the local council. When this is accomplished, the restoration work can commence for establishing the Culinary and Wine School. This is a joint project between Keren Hayesod and The Heritage Division of the Prime Minister's Office. The School itself will be self-supporting, with all the operating expenses being covered by the fees charged for the various courses, and by sales in the shop. Sponsoring the Project Keren Hayesod-United Israel Appeal is seeking a donation of $1,290,000 for covering the cost of transferring the rights in the building to the local council. In recognition of this generous donation, the donor will be honored by naming the Culinary and Wine School according to his wishes.
