2 TC 9.2 Industrial Air Conditioning Meeting Minutes Salt Lake City, Utah June 24, 2008 Note: These draft minutes have not been approved. Meeting Location: Salt Palace Convention Center, Salt Lake City, Utah Call to Order, Introductions & Acceptance of Previous Meeting Minutes: Meeting was called to order by Chairman Leon Shapiro. Chairman conducted introductions & appointed Mike Baucom to act as Secretary. New York Minutes accepted without comment CNV Chairman s Report on ASHRAE Activities: Roster not available from ASHRAE Central. Roster will be forwarded to all committee members by Chairman. All Members were encouraged to update personal information in BIO on ASHRAE Website, if any error is detected. Membership Report: Chairman indicated status of membership is satisfactory. Roster may be checked for individual status when provided. Vernon Peppers to assume Chairmanship after this meeting; Deep Ghosh will be Vice- Chair. TAC Report: Matt Hargan: Chairman reports that to streamline operations and make more effective use of their efforts, the Programs Committee and Meetings and Arrangement Committee are being combined into the Conferences and Exhibitions Committee (CEC) Thank you letters are available for committee members from the ASHRAE President on request to Chairman. Strategic Plan is now published and available on the ASHRAE Website. Strategic Plan to bring all elements of previous ASHRAE Plans into one cohesive document. Committee

3 Members were encouraged to download and study this Plan to ensure their coherence to long-range ASHRAE Goals. Many new programs are being introduced which will be of interest to members. Workshop for Handbook led to eight specific recommendations for improvements. Committee members may see Chairman for more information and are encouraged to download and study this workshop report. A new ASHRAE Building is now under construction to achieve a LEED-Gold building rating. Research money is readily available. Members were therefore encouraged to create RTARs for consideration. Section Head has encourage Chairman and all Members to consider careful revisions to all Handbook Applications Chapters that this committee maintains, with particular emphasis on creating a check-list to incorporate ASHRAE's vision of Sustainability, along with practical applications where possible. Discussion led by Bill Kumpf encouraged great care to ensure the use of comprehensive data when revising Handbook Chapters in this manner. Nuclear Sub-Committee Report: Deep Gosh: The Nuclear Sub-Committee meeting was attended by 5 members. The Committee discussed the review and update of the Nuclear Chapter in the Application Handbook. Since there are two main divisions in the Nuclear Chapter, the review of the DOE portion was assigned to Ashok Shah and Ron Moncrief of the Savannah River Site, and the NRC/Power Plant portion was assigned to Mark Saucier of SSSM and Deep Ghosh of Southern Nuclear. An effort will be made to add descriptions in the Nuclear Chapter of the proposed nuclear plants to be built in the US and of those plants supported by the US HVAC equipment vendors. The write up will include that for Westinghouse's API 000, GE's ESBWR, Areva's EPR and South Africa's Pebble Bed Reactor. The DOE section update in the Nuclear Chapter will include a description of the proposed MOX facility to be built at the Savannah River Site. No program was proposed by the committee. All present were asked to think about making presentations on nuclear issues and propose research ideas that will benefit the Nuclear HVAC industry.

4 Subcommittee Members assigned to add descriptions of new generation plants in the global market. Discussions indicated that overview of system is key to new engineers. Programs were also discussed, with plans for future meetings imminent. Discussion led by Ravisankar Ganta stressed the need for basic design principals. Handbook Sub-Committee Report: Ravisankar Ganta: Minimal attendance was offset by productive meeting. Meeting focused on issues regarding the fact that 40% of Chapters are not revised on a regular basis. Chapters should not remain unrevised for more than one cycle to ensure content is fresh and applicable. Four Chapters - Printing Plants Chapter 18, Wood and Paper Chapter 24, Textile Processing Chapter 19, and Industrial Drying Chapter 28 have a particular need for subcommittee members. Mike Conner was suggested by Wayne Lawton. Discussion of IEQ, Water and Power Efficiency Guidelines inclusion in all Chapters considered as a basic priority to meet Sustainability Goals. Handbook Sub-Committee specifically seeking newly graduated engineers with fresh ideas to ensure viability of Chapter content. Chairman noted that a productive Forum was held to acquire new members and fresh ideas. SSPC 90.1 Chairman Michael Shwedler - Special Presentation: SSPC 90.1 took a vote to remove the exception from its scope covering industrial facilities. Extensive discussion led to directive to review all potentially affected Standard sections to prevent the misapplication of the Standard. Emphasis will be placed on an effort to prevent inadvertent coverage of applications not intended to be covered by Discussion led by Wayne Lawton noted problems associated with the application of the standard for centrifugal fans. Chairman of 90.1 responded with a pledge to ensure that specific exclusions for applications that would be adversely affected will be applied as brought to the committee's attention. Bill Kumpf expressed concerns over ability to identify exceptions which if not present will be a hindrance to local code authority acceptance of an installation.

5 Al Woody expressed concern over broad inference of the term "industrial" which may lead engineers to misapply 90.1, and that some industrial process require substantial heat dissipation. Chairman Schwedler assured that Code officials on his committee steered toward overly broad exception statements. For example the term "Industrial Process Chillers" may be specifically excluded he also noted that exclusions for many industrial applications already exist and noted that no deviation to or conflict with Safety Standards exists. Wayne noted that spaces such as steel mills which require extensive heat dissipation are excluded from consideration as unconditioned spaces. Bill Kumpf asked when a decision on the scope change is expected. Chairman Schwedler stated the decision is estimated to occur within months, following public review. Research Sub-Committee Report: Wayne Lawton: The ASHRAE Research Committee is encouraging all Research Participants to satisfy the Strategic Plan. New Research Manual is available on website. Conflict of Interest Policy has been amended to permit vendor organizations to bid on projects budget of $2.5 million was fully utilized. PMS meeting for RP-1395 was scheduled for Chicago. RP-1395 Project Report: Warren White: The Project Report is due to be completed by the next meeting. He will submit the preliminary final draft by Thanksgiving. Members will be asked to submit comments before the Winter Meeting. Wayne will then seek Report approval by TC 9.2 at the Winter Meeting. Failure to secure approval will require an extension. Various portions of the research project scope, including UPS power supply analysis remains to be completed. Bill Kumpf requested a Table of Contents listing of projects that were encompassed in the RP-1104 Report. Wayne Lawton agreed to submit a PDF copy of RP-1104 or portions thereof to all committee members for comparison purposes only. Design Guide to incorporate findings of RP-1104 & RP1395 to be drafted as final stage of the project. Warren has proposed to submit an unsolicited proposal to ASHRAE. As cognizant TC, TC 9.2 will therefore review this proposal.

6 Carl Lawson, Research Committee Liaison: Carl indicated that papers and RTARs submitted to liaisons will be fully reviewed and returned with comments to ensure smooth passage within the Research Committee. Carl also encouraged extremely careful efforts to complete justifications. Program Report: Applications Handbook Chapters Forum was conducted by Leon Shapiro, as scheduled. Leon Shapiro: Forum was attended by about 15 ASHRAE member attendees, including 5 members of TC 9.2. Forum was considered constructive and successful by all attendees. Upcoming Program Schedules: Chicago Winter Theme: Industrial Energy Savings for Sustainable Operations Seminar: Industrial Heat Recovery from Process Equipment - Deep Ghosh & Vin Gupta - Priority #1 Seminar: Industrial Energy Conservation Using Wireless Control Waller Clements - Priority #2 Louisville Summer Theme: Optimal Air Quality Management Forum: Introduction of Battery Room Ventilation Guide Deep Ghosh Forum: Do you use ASHRAE 62.1 in Designing Industrial Spaces Wayne Lawton Symposium: Heat Gain from Electrical Equipment Vote to accept program priorities: CNV Standards Report: Rich Evans: Standard 128 Method of Rating Unitary Spot Air Conditioners is on hold for larger equipment draft to be submitted to committee as soon as possible for ballot CONAGT Report: Matt Hargan: All sections approved but seeking manpower to draft some sections. Instruments and Controls section needs amendment. Next meeting is scheduled for Seattle Washington.

7 NHUG Report: The NHUG Winter 2008 meeting was held at Savannah, Georgia and it was attended by about 80 individuals, including folks from South Korea and Mexico. South Korea, China and Mexico all use USA Standards. Principal change over for new plants is change over to passive cooling systems. Training is key emphasis for new engineers. Presentation at the meeting included description of the proposed GE' ESBWR plant, current Operating Issues and Operating Experience. Next meeting is scheduled for Chicago, IL at the Doubletree Hotel from July 16 th to July 18 th to cover new generation plants. Field visits also scheduled at local fan manufacturer. Chiller training will also occur. Emphasis shall be placed on operator training. Standard 62 Liaison Report: Leon Shapiro: No significant issues to report.
