Our courses are unique and tailored to meet the needs of industry and students SECURITY AND INTELLIGENCE The Department of Policing, Intelligence and Counter Terrorism (PICT) was established in 2005 to provide government, security agencies and police forces with the critical insight, expertise and training they needed to confront the new set of security challenges emerging in the 21st Century. Since then, it has grown to become one of Australia s leading centres of teaching and research in security studies, including internationally recognised programs in cyber security, intelligence studies, counter terrorism, policing, criminology and international security. The Department encourages students to interact and engage with leading researchers and practitioners through a diverse and applied curriculum, seminars and lectures by experts with significant practical experience, internships with leading industry partners, and opportunities to work with researchers exploring the big issues of 21st century security, from countering violent extremism, exploring the darknet, to charting the big geopolitical shifts in the Indo-Pacific region.

6 6 SECURITY AND INTELLIGENCE Learn from experts PICT draws together senior academics and leading industry professionals specialising in research, theory and practice associated with security. Professor Benjamin Schreer Professor Schreer is the Head of Department of PICT. He teaches and researches in security and strategic studies, with a main focus on Asia-Pacific strategic trends and the evolution of Australian defence policy. Professor Schreer regularly provides expert advice to national and international media on these subjects. Prior to joining Macquarie, he was Senior Analyst at the Australian Strategic Policy Institute; Senior Lecturer and Deputy Head of the Strategic and Defence Studies Centre at the Australian National University; Deputy Director of the Aspen Institute Germany; Research Group Leader in the Centre of Excellence at the University of Konstanz; and Research Fellow at the German Institute for International and Security Affairs. Julian Droogan - Senior Lecturer Dr Droogan is the Director of Learning and Teaching and a senior lecturer for PICT. Prior to joining Macquarie he worked in the area of anthropology of religion at the University of Sydney. He has also spent time doing fieldwork in India, Pakistan, the Pacific and the Middle East. His research interests include the relationship between religion, culture and security issues in areas such as the Middle East, Asia and the Pacific. Dr Droogan also works with government and community groups on running countering violent extremism programs at a state and federal level as part of Australia s counter terrorism strategy. Vince Hurley - Associate Lecturer Vince joined PICT in 2010 after nearly 30 years with the NSW Police Force. He has been a detective investigating national and international cocaine trafficking, the manufacturing of amphetamine and ecstasy, a hostage negotiator, and an adviser in the Department of Premier and Cabinet on domestic violence legislation and policy reform. Vince teaches in the Master of Policing, Intelligence and Counter Terrorism program.

7 SECURITY AND INTELLIGENCE 7 Garry Dobson APM - Lecturer Formerly an Assistant Commissioner with the NSW Police Force, Garry has had a distinguished career of more than 35 years. He has expertise in executive command relating to education and training, major event and incident management and directing multi-agency government task forces in crime prevention. Garry is the Program Director of Policing for PICT. Fred Smith - Lecturer Fred is a retired captain from the United States Navy with 30 years military intelligence experience in the Pacific and Middle East, as well as tours in Europe, the Mediterranean, and with the North Atlantic Treaty Organisation (NATO). He has extensive experience in allsource intelligence fusion analysis, intelligence preparation of the operational environment, operational intelligence and intelligence watch operations. Dr Angela Irwin - Lecturer Dr Irwin is the Program Director for Cyber and a lecturer in PICT. Her research interests are in the areas of criminology, sociology, psychology and information and computer technology (ICT). A current research project involves looking at the use of crypto-currencies for funding violent jihad. In her teaching Dr Irwin focuses on inspiring students to become enthusiastic and motivated learners who actively participate in their own learning by framing the topics in new and exciting ways. She also ensures students develop skills that are valuable in the workplace.

8 8 SECURITY AND INTELLIGENCE Hear from our students BEYOND THE CLASSROOM EXPERIENCE PICT postgraduate students have the opportunity to participate in overseas study tours as part of their studies. In 2015, a 10-day USA study tour focused on giving students an American perspective on contemporary security issues and the Australia-US bilateral relationship. As a result of the extensive networks of PICT staff, the study tour included meetings with both current and retired intelligence professionals. Highlights of the study tour hosted by START (National Consortium for the Study of Terrorism and Responses to Terrorism) were a series of lectures with researchers at the University of Maryland, a Q&A session and guided tour of the Pentagon by several American civilian and military personnel, a visit to the Embassy of Australia where students had a private audience with Ambassador Beazley, meeting and personal tour by Walter Pincus, a national security reporter at The Washington Post, attending the 2015 Global Peace Index Release organised by the Institute for Economics and Peace, and the 2015 Fragile States Index Launch organised by The Fund for Peace and hosted at the United Nations Foundation. Students also participated in a two-day workshop involving a crisis management simulation. Here are some descriptions of the students tour experiences: The crisis communication simulation was a challenging and stimulating experience. It provided us with invaluable insight into the dynamics of inter and intra-agency communication in a crisis. (Holly Barton) There were lots of highlights but I think one of my favourites was The Pentagon as it showed some of the practical applications of the US/Australia relationship and how it s valued, rather than just reading about it in a journal article. (Lucy Wray) PICT STUDENT ASSOCIATION The PICT student cohort represents a diverse range of students including experienced international professionals already working in a policing, intelligence or counter terrorism related field, as well as recent graduates embarking on postgraduate studies. The Student Association brings together the diverse cohort through a range of events and activities designed to encourage a sense of community and networking opportunities for current students and graduates. An incredibly valuable part of my studies has been the internship experience. I would highly recommend this experience to all eligible students. I undertook a twelve-week internship at KPMG that opened my eyes to the growing role of the private sector in the national security space. It made me consider career options I had not previously thought about. I have also noticed a significant change in my confidence levels since completing this internship; on a professional, academic and individual level. Exposure to senior corporate figures and learning to communicate effectively in that environment certainly played a key role in building my confidence. When I graduate I have secured a position in the graduate program at KPMG in Canberra as a consultant. Molly Rydon, Current student Master of Policing, Intelligence and Counter Terrorism with a Master of International Security Studies (specialising in Intelligence) The double degree appealed to me for a number of reasons. Not only was I able to study international security but I was able to gain specialist knowledge on policing, intelligence and counter terrorism. It offers a number of different subjects and has a range of study options and flexible timetabling. The evening on-campus classes allow for a diverse range of students who all bring a wealth of knowledge. The main highlight though has been the people that you learn from. The academics are from a wide range of professional backgrounds. As a student I have benefited from the experiences of a former US Naval Intelligence officer, an Australian Army Brigadier, a Counter Terrorism expert, a Cultural Anthropologist and many more. This made the degree the perfect combination of theory and case studies. 9 SECURITY AND INTELLIGENCE 9 Jahanzeb Khan, Current student Master of Policing, Intelligence and Counter Terrorism with a Master of International Security Studies (specialising in Cyber Security) As an employee of the Government of Pakistan as a mid-ranking police officer, this double degree has enhanced my expertise in policing and introduced me to the latest theories and practices. My specialisation in Cyber Security has helped me learn the skill set fundamental to securing the cyber space. As part of my studies I undertook a research project that has helped prepare me for a possible doctorate in an area in Policing, Intelligence and Counter Terrorism. A brilliant aspect of studying at PICT is the lifelong acquaintances and friendships made with fellow security professionals from around the world. Most of the students are professional police officers, army officers and counter terrorism experts who opt for PICT in order to upgrade their theoretical framework while exchanging practical experiences with their fellow students, and this enriches the overall learning endeavour of everyone at PICT. Henry Ward, Current student Master of Policing, Intelligence and Counter Terrorism with a specialisation in Cyber Security As a mature student with over 30 years experience in the field of intelligence and counter terrorism, there were three major reasons for choosing my degree at Macquarie. Firstly, I sought to formalise my experience with a widely recognised qualification. Secondly, I felt the need to challenge or confirm my beliefs in some of the industry dogma that I had come to regard as absolute truth. Thirdly, the quality, variety and breadth of experience of the PICT staff is world class. My studies have delivered answers where none had previously been forthcoming. Answers that not only have allowed me to personally evaluate industry practice but also widen my view of potential field-related developments into the future. I enjoy the in-class interaction, shared experiences and sense of camaraderie with tutors and fellow students. It is these connections that will endure long after we graduate. Nadeem Irshad, Graduate Nadeem is a Lieutenant Colonel in the Pakistan Army, working in higher level operational planning. I chose to study the Master of Policing, Intelligence and Counter Terrorism at Macquarie because of its diversified and multidisciplinary academic linkages within the security field, and because it allowed me to study the subjects of my own choosing and interest rather than having to study any particular set units. It has given me strategic insight into the various aspects of security at policy level and an understanding of how the different fields are linked to achieve overall security. My time at Macquarie not only enhanced my understanding of various facets of security, but more importantly being in an international class taught me to understand other perspectives.

This degree explores the strategies being developed to respond to these security and intelligence threats. Intelligence Examines the history, role and various disciplines of intelligence in a national security environment. Brigadier (Retired) Vincent Williams CSC Before joining PICT in 2010, Brigadier (Retired) Vincent Williams held numerous teaching and senior command roles in the Australian Army. In 2002, as a brigadier, he was deployed on operations to East Timor. In 2004 he became Head of the Australian Defence Staff and Defence Adviser to the UK. In this role he was also responsible for Australia s Defence relationship with NATO, the EU, and among others Portugal and the Netherlands. 15 SECURITY AND INTELLIGENCE 15 PICT draws together senior academics and leading industry professionals specialising in research, theory and practice associated with security, protecting both the national interest and the rights of individuals and groups within society. Research with impact Research in the Department of Policing, Intelligence and Counter Terrorism (PICT) is focused within the disciplines of security studies and criminology. PICT researchers are actively involved with the conceptual and empirical exploration of new and emerging criminal and security threats, as well as with the critical examination of governmental policy and strategy, particularly regarding the military, law enforcement and intelligence services. Our research is high impact and is published in leading international academic and scholarly publications. We also directly engage with law enforcement, including agencies such as NSW and Victoria Police, the NSW Crime Commission and the Australian Institute of Professional Intelligence Officers. RESEARCH HIGHLIGHTS The following provides some examples of research currently being conducted by PICT: DARKNET AND DRUGS RESEARCH PICT researchers are actively involved with tracking and conceptualising new and emerging criminal threats on the dark net. This encrypted sub-section of the Internet is a rapidly expanding site of criminal activity, ranging from transnational drug dealing and arms trafficking to money laundering and contract computer hacking services. PICT research in this innovative, cutting-edge area is also critically focused, and our researchers have identified unexpected benefits and opportunities for public safety and law enforcement associated with dark net crime. Drs James Martin and Angela Irwin currently lead PICT research into dark net activity. the hosting of Australia s inaugural CVE symposium in Perth, the running of a series of high-level CVE workshops sponsored by groups such as the Federal Attorney General s Department and the NSW Police, as well as providing expert CVE research and consultancy for the State Government. PICT s CVE research is headed-up by Dr Julian Droogan and Lise Waldek. THE JOURNAL OF POLICING, INTELLIGENCE AND COUNTER TERRORISM (JPICT) PICT is home to the Journal of Policing, Intelligence and Counter Terrorism, an international peer-reviewed academic journal published biannually by Routledge. JPICT acts as an international forum for the academic and critical discussion of national security debates, the relationship between research and its practical applications, and a stimulus for professional training and forward thinking policy development. These nonaward programs deliver the most current academic research and industry best practice on issues of security with an applied and practice-oriented focus. Professional development courses can be delivered on a range of topics including intelligence practice, countering violent extremism, whole of government security response, counter terrorism and cyber security. To find out more contact Dr Julian Droogan E: julian.droogan@mq.edu.au COUNTERING VIOLENT EXTREMISM (CVE) RESEARCH PICT is engaged in a series of countering violent extremism programs at a national and state level. Countering violent extremism is an important part of the preventative wing of counter terrorism, focusing on the creation and support of safe and resilient multicultural societies. Recent CVE programs include

16 16 SECURITY AND INTELLIGENCE Bachelor of Philosophy/ Master of Research Gain advanced coursework and research training that is recognised internationally. Completing this two year program will enable you to complete a PhD in three years, well short of the national average. KEY FEATURES Macquarie is the first Australian university to fully align with European, North American and Asian research training qualifications by offering this program. It is consistent with the well-known Bologna model The BPhil/MRes is a two year program and replaces most honours programs as the main pathway to Macquarie s Doctor of Philosophy (PhD) and Master of Philosophy (MPhil) Domestic BPhil (year 1) students are eligible to apply for a Commonwealth Supported Place (HECS scheme). In MRes (year 2), your tuition fees will be funded by the Australian Government s Research Training Scheme. Domestic year 2 candidates will not have to pay tuition fees You can pursue joint PhD opportunities with Macquarie s partner universities. For example, we have partnerships with universities in China, UK, France and many others WHAT YOU WILL STUDY This degree includes subjects such as: Research communications (eg conference presentations) Research frontiers (ie cutting-edge research in chosen discipline) Research planning Research methods Literature review David Hooker, Graduate I chose to do my Master of Research in policing, intelligence and counter terrorism at Macquarie because of the outstanding reputation of the staff, and because it was the only Australian university offering a recognised research degree in my chosen area of expertise. The experience of completing my MRes has been one of the highlights of my life. My research skills have grown tremendously since undertaking the MRes, largely due to the tremendous support, guidance, and expertise of the PICT staff. 17 SECURITY AND INTELLIGENCE 17 CAREER OPPORTUNITIES Internationally recognised, this degree offers graduates opportunities in: higher degree research research and policy development roles in industry, education, government or NGOs FEES AND SCHOLARSHIPS All domestic full-time students entering year 1 of the Bachelor of Philosophy/Master of Research (BPhil/MRes) will receive a scholarship stipend in session 1 of $4,000. To receive a scholarship stipend payment of $4,000 in session 2, students will require an outcome of a weighted average of 65 or above in their session 1 results. Eligibility for a year 2 scholarship stipend will be determined through a competitive ranking process, and will be based on the performance of all year 1 units. MRes year 2 scholarship stipend will be at the rate of the Australian Postgraduate Award, which in 2015 was an annual amount of $25,849 tax free. However, tuition fee assistance is available via FEE-HELP, an Australian Government loan scheme for eligible higher education students. For further details about fees and FEE-HELP visit arts.mq.edu.au/domestic-fees SCHOLARSHIPS The following scholarships are available to postgraduate coursework students: The Macquarie University Higher Study Scholarship is designed to support recipients who can demonstrate financial hardship, to continue their studies to a Postgraduate Coursework or Honours level. It does not include research courses. The scholarship generously rewards students who have demonstrated not only academic excellence but also an equally strong commitment to equity. The scholarship is valued at up to $10,174 per annum for the normal duration of an applicant s program of study. The Macquarie University Alumni Garrawi Indigenous Scholarship has a purpose of encouraging Indigenous students to enrol in or undertake postgraduate university studies at Macquarie University. This scholarship is valued at $2,500 tenable for one year. It is awarded to an Aboriginal and/ or Torres Strait Islander person on the basis of academic merit and demonstrated commitment to Indigenous community advancement.
