2 ACADEMIC RECORDS PhD in Political Science and Public Administration (in progress) Université catholique de Louvain, Louvain-la-Neuve () Provisional dissertation title : The individuals in policy change: Policy learning in the liberalization of public utilities in, copromoted by Prof. D. AUBIN and Prof. E. MONTPETIT. For the most part, the analysis of policy change is shared between a macroscopic-level neoinstitutionalism and a mesoscopic-level analysis of political sub-systems. By contrast, the individual (microscopic-level) conditions of policy change were little investigated until now. This research aims at demonstrating the relationships between the individual characteristics of an actor and his or her policy learning, as well as the interactions between these relationships and the characteristics of the sub-system which policy change occurs in. At the individual level, policy change requires policy learning. Policy learning can be measured through its intensity and through its character, active or passive. To explain it, hypotheses calling up non-cognitive, cognitive-procedural, and cognitive-thematic individual variables will be tested on empirical data, by way of the multilevel factorial analysis. These variables will be measured on the individuals and subsystems associated with political decisions contributing to the liberalization of different sectors in. WEID- MANN (Swiss Federal Institute of Technology Zurich). The objective of this research is to analyse the actual impacts of market liberalization on the sustainability of network industries and the requirements of this sustainability. In other words, it aims at specifying the relation between the Institutional Network Regime (INR) and the economical, social, ecological, and technical performance of the network industries. This project asks and tries to answer two research questions. First, to what extent has the market liberalization of network industries influenced the games between actors and their respective position within the sectors? What are the redistributive consequences of the market liberalization for the diverse groups of actors? Second, what are the impacts of the changes in actor games on the sustainability of the networks? What are the types of institutional regimes which guarantee the sustainability of network industries? As a working hypothesis, the project assumes that the fragmentation of the regulatory process complicates the adoption of regulatory measures (e.g. social or environmental measures). To test this hypothesis, the research questions are investigated in two empirical sectors, i.e. the railways and the civil aviation in. This project is conducted in parallel with a similar project in Switzerland in such a way to allow an international comparison of the research results, which enhances their relevancy GSNet Group Study on Networks of Organisations, of the School of Public Health (Université catholique de Louvain), supervised by Prof. V. LORANT, coordinated by P. NICAISE. The objective of this seminar is to study networks of organisations as existing in the diverse empirical fields of the researchers. The seminar is structured by an in-depth, critical reading of a recent book about networks of organisations Project MEDLEARN project "Learning in a hospital: Network coordination and biotechnology innovation", under the direction of Prof. D. AUBIN, in collaboration with Prof. E. MONTPETIT (University of Montréal) (coord.), and Prof. M. ATKINSON (University of Saskatchewan). University hospitals are often at the centre of biotechnology innovation (including health technologies). The objective of this research is to better understand the capacity of diversified actors to work together behind innovation. The literature on national innovation systems insists on the importance of networks connecting a wide range of actors, suggesting that narrow networks fail at bringing together 3
4 the complementary expertise and the original ideas necessary for innovation. This literature, however, is structure-oriented, insisting mostly on differences in network configuration and their incidence for innovation. This research will complement the national innovation system literature with an approach that accords more importance to the actors. Not only will the research account for the configuration of networks, it will also study the extent to which actors can work together toward producing innovation. The research will draw from the literature on policy learning, specifically the advocacy coalition framework and the actor network approach, hypotheses on actors capacity to work together. These two perspectives agree that coordinating a wide diversity of actors, who possess complementary resources but also divergent ideas, requires learning. Without learning, actor coordination can only be limited and innovation compromised. The advocacy coalition framework provides intriguing hypotheses on the difficulties of learning. In contrast, the actor network approach proposes equally intriguing hypotheses about learning possibilities within wide scope networks. This research will test these competing hypotheses in view of contributing to the literature on national innovation systems and to a better understanding of the practice of innovation of the Association Universitaire de Recherche sur l Action publique, supervised by Prof. D.
