5 CHAPTER I: SCOPE Article 1 The rules and regulations hereinafter are only applicable to instruments enabling the funding of research programmes within the framework of the Credits and Projects Call of the Fund for Scientific Research - FNRS 1 (F.R.S.-FNRS). Article 2 The Credits and Projects Call enables to request funding through 4 instruments: Research Credit (CDR) Research Project (PDR) 2 Equipment (EQP) Incentive Grant for Scientific Research (MIS) Instrument Duration Characteristics Co-promoter participation CDR 2 years The CDR is intended for an individual researcher. No Single-university PDR No PDR 2 years or 4 years Cross-university PDR. Yes Condition: 1 maximum per institution, should the co-promoter be from another institution than the main promoter EQP 2 years Single or Cross-university EQP Yes MIS 2 years The MIS is intended for an individual researcher. No Specific rules and regulations govern the MIS instrument. The applications introduced through the Large Equipment instrument (value above 200,000-) must be submitted within the framework of the Large Equipment Call. 1 The Fund for Scientific Research - FNRS shall be understood as the F.R.S.-FNRS and its associated funds. 2 Following the conclusion of a "Lead Agency Procedure (LAP-FNR)" collaboration agreement with the National Research Fund of Luxembourg (FNR), the F.R.S.-FNRS provides the opportunity to submit collaborative project proposals with research institutions established within Luxembourg and eligible for the FNR Luxembourg as part of the PDR instrument within the framework of the "Credits and Projects Call Partners in Luxembourg must comply with the INTER programme guidelines from the FNR. 5

6 Article 3 The research programme is set to be conducted either in one or several institutions listed in Appendix 1. Article 4 The main promoter is the person who assumes the scientific responsibility and is in charge of the administrative management of the funded research programme. CHAPTER II: APPLICATIONS II- A.: PROMOTERS Article 5 At the latest, by 15 th November of the year when submitting the application, the main promoter-applicant must be: Either a Research Associate, a Senior Research Associate or a Research Director of the F.R.S.- FNRS and assuming the function and duties of such position. Or a researcher holding a permanent position or the like, on probation for instance, but holding a position equivalent to a permanent position in a university of the French-speaking community of Belgium (CFB) 3 listed in Appendix 1. Article 6 The Cross-university PDR includes the participation of one co-promoter per institution, provided that they are not from the main promoter s institution. At the latest by 15 th November of the year when submitting the application co-promoter-applicants applying for a Cross-university PDR must be: Either a Research Associate, a Senior Research Associate or a Research Director of the F.R.S.- FNRS and assuming the function and duties of such position. Or a researcher holding a permanent position or the like, on probation for instance, but holding a position equivalent to a permanent position in one of the institutions listed in Appendix 1. Article 7 The Single or Cross-university EQP includes the participation of co-promoters. At the latest by 15 th November of the year when submitting the application co-promoter-applicants applying for a Single or a Cross-university EQP must be: Either a Research Associate, a Senior Research Associate or a Research Director of the F.R.S.- FNRS and assuming the function and duties of such position, 3 The French-speaking community of Belgium is shortened to CFB hereinafter. 6

7 Or a researcher holding a permanent position or the like, on probation for instance, but holding a position equivalent to a permanent position in a university of the CFB listed in Appendix 1. II- B.: CUMULATION RULES Every promoter who takes part in a call must comply with all the cumulation rules as detailed below. Article 8 Main promoters (and any co-promoters) in charge of an ongoing EQP who seek to submit a new EQP application shall proceed as from the second year of funding. Article 9 The Single-university PDR does not include co-promoters. The number of applications that can be submitted within a call as a co-promoter is limited as follows: - 1 Cross-university PDR and, - 1 Single or Cross-university EQP Article 10 A main promoter-applicant who has no ongoing agreement may submit one of the following applications as part of a call: o 1 CDR, o 1 PDR, o 1 EQP, o 1 MIS, o 1 EQP + CDR, o 1 EQP + 1 PDR, o 1 MIS + 1 CDR 4 on the condition that the research programme or study is genuinely different from the MIS. Article 11 Main promoters in charge of an ongoing PDR may submit one of the following applications as part of a call: o 1 CDR, o 1 PDR, on condition that the shortest overlap between both PDR is taken into account, with regard to each call schedule and starting date of PDR; 4 If the MIS is granted, the CDR will not be funded. 7

8 o 1 EQP, o 1 MIS on condition that the shortest overlap between the PDR and the MIS is taken into account, with regard to each call schedule and starting date of the PDR and the MIS; o 1 EQP + 1 CDR, o 1 EQP + 1 PDR on condition that the shortest overlap between both PDR is taken into account, with regard to each call schedule and starting date of PDR; o 1 CDR on the condition that the research programme or study is genuinely different from the MIS + 1 MIS 5 on condition that the shortest overlap between the PDR and the MIS is taken into account, with regard to each call schedule and starting date of the PDR and the MIS. Article 12 Promoters in charge of an ongoing MIS may submit one of the following applications: Within the first two years of funding: o 1 CDR on the condition that the research programme or study is genuinely different from the MIS, o 1 PDR on condition that the shortest overlap between the PDR and the MIS is taken into account, with regard to each call schedule and starting date of the PDR and the MIS, o 1 EQP, o 1 EQP + 1 CDR on the condition that the research programme or the study is genuinely different from the MIS, o 1 EQP + 1 PDR on condition that the shortest overlap between the PDR and the MIS is taken into account, with regard to each call schedule and starting date of the PDR and the MIS Within the third year of funding: o 1 CDR, o 1 PDR on condition that the shortest overlap between the PDR and the MIS is taken into account, with regard to each call schedule and starting date of the PDR and the MIS, o 1 EQP, o 1 EQP + 1 CDR, o 1 EQP + 1 PDR on condition that the shortest overlap between the PDR and the MIS is taken into account, with regard to each call schedule and starting date of the PDR and the MIS. 5 If the MIS is granted, the CDR will not be funded. 8

9 Article 13 Promoters in charge of an ongoing MISU (Ulysse Incentive Grant for Mobility in Scientific Research) may submit one of the following applications: Within the first two years of funding: o 1 CDR on the condition that the research programme or study is genuinely different from the MISU, o 1 PDR on condition that the shortest overlap between the PDR and the MISU is taken into account, with regard to each call schedule and starting date of the PDR and the MISU, o 1 EQP, o 1 EQP + 1 CDR on the condition that the research programme or study is genuinely different from the MISU, o 1 EQP + 1 PDR on condition that the shortest overlap between the PDR and the MISU is taken into account, with regard to each call schedule and starting date of the PDR and the MISU. Within the third year of funding: o 1 CDR; o 1 PDR on condition that the shortest overlap between the PDR and the MISU is taken into account, with regard to each call schedule and starting date of the PDR and the MISU; o 1 EQP; o 1 EQP + 1 CDR; o 1 EQP + 1 PDR on condition that the shortest overlap between the PDR and the MISU is taken into account, with regard to each call schedule and starting date of the PDR and the MISU. II- C.: SUBMITTING AN APPLICATION Article 14 The Credits and Projects Call is published on the F.R.S.-FNRS website. The submission of an application can only be made online, either in French or in English, through SEMAPHORE, the management platform dedicated to calls for proposals, available at the following address: https://applications.frs-fnrs.be. All applications are submitted to a procedure including three successive electronic validations on the dates that will be indicated when the call for applications is published. 9

10 a. The validation by the main promoter, spokesperson responsible towards the F.R.S.-FNRS administration: it accounts as a confirmation that the application is complete. b. The validation by the co-promoter(s): it accounts as an electronic signature. c. The validation by the research unit (or Board of Education) of the institution to which promoters are related the Authority to which the application file is transferred once promoters have validated the application form. This Authority can accept or refuse the application. The ultimate deadline for the validation by the rectors puts a final end to the call for applications. Applications that have not been validated within the time-frame of the call cannot be taken into account. The validation dates are available in the mini-guide. CHAPTER III: RESEARCH CREDIT AND RESEARCH PROJECT INSTRUMENTS III- A.: COMMON RULES (ELIGIBLE AND NON ELIGIBLE EXPENSES) Article 15 For each institution involved in a research programme, support operating costs are allowed for the following expenses: Creating a book Creating a dictionary Purchasing a book Encoding Software licence rental Registration for a congress Computer Scan Travel expenses Article 16 The following operating costs are not authorised: Payment and reimbursement of rents Payment of the heating, light and telephone Costs for facilities maintenance and building costs Costs for equipment maintenance and repairing Costs for furniture Office supply costs (except for justified computer costs) Restaurant costs and expenses for foodstuffs (coffee, sugar, softs ) Visa fees for residence permits Insurance for appliance(s) or vehicle(s) belonging to the institution Thesis related expenses (printout, jury s invitation) 10

11 Some expenses are capped: MRI at 150/hour MEG at 300/hour III- B.: RESEARCH CREDIT INSTRUMENT (CDR) Article 17 The CDR instrument is intended for individual researchers. Promoters can apply for a CDR, while taking the cumulation rules into account as detailed in Chapter II- B. The grants obtained by the promoter are personal and shall not be transferable. Article 18 Concerning CDR granted in 2013 and 2014, the CDR has a one-year duration 6. Concerning CDR granted in 2015, the CDR has a two-year duration 7. The starting date of the CDR is set for the 1 st January and the ending date for the 31 st December. Article 19 A CDR application enables to request funding ranging from: 5,000- to 30,000- per year maximum, including support operating costs (as detailed in Article 15) of maximum 5,000- per year. Article 20 As part of the CDR the allocated fund can cover three types of expenses: Operating Support operating Equipment Within the framework of the CDR instrument employment of staff cannot be requested. III- C.: RESEARCH PROJECT INSTRUMENT (PDR) 6 With the possibility to spread the expenses over a 2-year period. 7 With the possibility to spread the expenses over a 3-year period. 11

12 Article 21 The PDR instrument includes single and cross-university PDR. The Cross-university PDR includes the participation of one co-promoter per institution, provided that they are not from the main promoter s institution. Promoters can apply for a PDR, while taking the cumulation rules into account as detailed in chapter II-B. Article 22 The PDR has a 2-year or 4-year duration. Concerning PDR granted within the framework of the Credits and Projects Call 2015, the starting date of the PDR is set for the 1 October 2016 and the ending date for the 30 September 2018, depending on the funding duration requested in the application. Article 23 A PDR application enables to request funding ranging from: 30,000- to 80,000-, on an annual average, for Single-university PDR, 30,000- to 115,000-, on an annual average, for Cross-university PDR. Article 24 As part of the PDR the allocated fund can cover four types of expenses: Personnel Operating Support operating Equipment Personnel costs (non mandatory) amount to: 1 full-time equivalent (FTE) maximum, on an annual average for the duration of the project and for Single-university PDR, 2 full-time equivalent (FTE) maximum, on an annual average for the duration of the project and for a Cross-university PDR. Article 25 Concerning Single-university PDR ( 80,000 maximum limit on an annual average): Personnel costs are limited to 50,000- maximum, on an annual average for the duration of the project (to justify in the application file), and, Operating, Support operating and Equipment costs are limited to 30,000 - on an annual average for the duration of the project. This limit can be extended up to 60,000 - maximum on an annual average for the duration of the project in case there is no request for Personnel in the PDR. 12

13 Concerning Cross-university PDR ( 115,000 maximum limit on an annual average): Personnel costs are limited to 100,000- maximum, on an annual average for the duration of the project (to justify in the application file), and, Operating, Support operating and Equipment costs are limited to 15,000 - on an annual average for the duration of the project. This limit can be extended up to 60,000 - maximum on an annual average for the duration of the project in case Personnel costs are minimised. (Requirement: the maximum limit of 115,000 on an annual average for the duration of the project must be adhered). Support operating costs (as detailed in Article 15) included in the operating cost budgetary limitation is limited to a maximum cost: 5,000 - on an annual average for the duration of the project, and per institution involved in the application. Article 26 Categories related to the personnel 8 are detailed in the table below: Categories Part time Activity Full time Doctoral Researcher n/a x Non Postdoctoral Researcher x x Postdoctoral Researcher x x Technician x x Short-term Postdoctoral Researcher n/a x Postdoctoral Fellow in Veterinary Medicine x n/a n/a = not applicable Promoters are allowed to recruit personnel for minimum one month and this period must not exceed the maximal duration of the funding agreement. The identity of the personnel is not required when submitting a PDR application; however, the personnel category must be specified (see table above). Curricula vitae are not provided to the members of the Scientific Commissions. 8 For all categories (Doctoral Researcher, Non Postdoctoral Researcher, Postdoctoral Researcher, Technician, Short-term Postdoctoral Researcher, Postdoctoral Fellow in Veterinary Medicine), the promoter shall contact the relevant service of her/his university to obtain an estimate of the total personnel costs involved based on the seniority scale. Amounts cannot be changed after request submission. Technician and Short-term Postdoctoral Researcher and Postdoctoral Fellow in Veterinary Medicine categories are submitted to an annual capped sum, calculated in proportion to the worked days. Capped sums in force for the first year of funding are detailed in the Credits and Projects Call mini-guide. 13

14 Concerning PDR granted in 2013: On the date of the hiring, Doctoral or non-postdoctoral Researchers must have obtained one of the following degrees for 7 years maximum: - 1 a master degree for a value of at least 120 credits awarded by a Higher Education Institution within the French-speaking Community of Belgium; - 2 a master degree for a value of at least 120 credits awarded by a Higher Education Institution within the Dutch-speaking Community, German-speaking Community or from the Royal Military Academy. - 3 Another degree as referred to in Article 115 of the French-speaking Community of Belgium Decree of 7 th November 2013 that defines higher education and the academic organization of the studies. On the date of the hiring, Postdoctoral Researchers must have obtained a doctoral academic degree after the defence of a thesis for 7 years maximum. Concerning PDR granted in 2014 and 2015: On the date of the hiring, Doctoral or non-postdoctoral Researchers must have obtained one of the following degrees for 3 years maximum: - 1 a master degree for a value of at least 120 credits awarded by a Higher Education Institution within the French-speaking Community of Belgium; - 2 a master degree for a value of at least 120 credits awarded by a Higher Education Institution within the Dutch-speaking Community, German-speaking Community or from the Royal Military Academy. -3 Another degree as referred to in Article 115 of the French-speaking Community of Belgium Decree of 7 th November 2013 that defines higher education and the academic organization of the studies. On the date of the hiring, Postdoctoral Researchers must have obtained a doctoral academic degree after the defence of a thesis for 5 years maximum. The maximum period of time mentioned above is extended for one additional year per childbirth and/or adoption occurring after obtaining the academic degree or diploma considered when deciding to offer the position. Specific rules and regulations govern the fellowship for: - Short-term Postdoctoral Researcher (CTP - Chercheur temporaire postdoctoral), - Postdoctoral Fellow in Veterinary Medicine (VETE-CCS - Vétérinaire clinicien-chercheur spécialiste). Article 27 Teams personnel whose remuneration costs are not charged to the PDR may include amongst others: - Members of the teaching, scientific, administrative or technical staff pertaining to CFB universities, - Members who benefit from a grant allocated by a Belgian or a foreign body promoting research. No compensation can be granted to the promoters or to the above-mentioned personnel. 14

15 CHAPTER IV: EQUIPMENT INSTRUMENT (EQP) Article 28 The EQP instrument includes single and cross-university EQP, and includes the participation of copromoters. Promoters can apply for an EQP, while taking the cumulation rules into account as detailed in Chapter II- B. Article 29 The EQP has a 2-year duration. The starting date of the EQP is set for the 1 st January and the ending date for the 31 st December. Article 30 An EQP application enables to request funding for the purchase of equipment or an experimental device, whose VAT-included cost is above 30,000- and is equal to or lower than 200,000-. Any equipment whose VAT-included cost is above 200,000- must be requested within the framework of the Large Equipment Call. Article 31 Only equipment costs and upgrades are eligible. CHAPTER V: EXAMINATION OF THE CDR, PDR AND EQP APPLICATIONS Article 32 Criteria that will be taken into account for the evaluation of the applications are the following: CRITERIA Quality of the promoter(s): CV and publications International recognition Main research achievements Quality of the research programme: Feasibility Methodology and relevance Originality Collaborations 15

16 The adequacy of the requested budget with regard to the suggested research programme will also be evaluated. The Scientific Commission can reduce the requested budget up to a maximum of 15%. If the adequacy between the research programme and the requested budget is not justified and appears to require a reduction of more than 15%, the research programme will not be considered as fundable. Article 33 The decision-making body of the F.R.S.-FNRS allocates funds according to the budget that is available. It decides on the granting or rejection, and where needed, on the amounts to be granted. CHAPTER VI: FINANCIAL PROVISIONS Article 34 The funding granted through the PDR instrument is subject to an agreement. This agreement bears the signature of the following parties: The promoter commits to carrying out the subsidised research; The F.R.S.-FNRS commits to allocating grants covering the personnel costs, the operating and/or equipment costs, each year covered by the agreement. The grants related to one of these 3 items cannot be transferred to each other; The host institution. In the particular case of joint researches carried out by several promoters in several host universities, each institution takes part in the agreement, which contains all the relevant provisions regarding the employment of staff, the management of grants and the equipment ownership. The agreement provides for unilateral termination clauses, which must come with a period of notice. Article 35 The grants at the disposal of the promoters are managed by the financial department of the institution to which they are attached. The financial department of the institution is invited to send the supporting documents to the F.R.S.- FNRS as soon as possible. Concerning the CDR instrument: The supporting documents must be sent at the latest 14 months after the end of the granting, that is to say before the 1 st March of the year in question. Concerning the PDR instrument: 16

17 For the personnel costs relevant to a given calendar year, the supporting documents must be sent before the 1 st March of the following year. For operating and/or equipment costs, the supporting documents must be sent at the latest 15 months after the end of the agreement, that is to say: o on the 1 st October of the year in question for PDR granted in 2013, o or at the latest on 31 st December of the year in question for PDR granted in 2014 and Concerning the EQP instrument: The supporting documents must be sent at the latest 2 months after the end of the granting; that is to say before the 1 st March of the year in question. Article 36 No hiring is effective without the prior written agreement of the F.R.S.-FNRS. The replacement of staff is no longer authorised during the last 6 months of the agreement. Article 37 Agreements allow promoters to recruit scientific and technical staff, however, employment cannot exceed the duration of the agreement and should be done in accordance with the scales and regulations in force within the host institution. As for technical staff, Short-term Postdoctoral Researchers and Postdoctoral Fellows in Veterinary Medicine Fellowships, the participation of the Fund is limited to an annual capped sum, calculated in proportion to the worked days. Article 38 The F.R.S.-FNRS shall reimburse PDR personnel costs up to the total amounts indicated in the granting letter, while observing the categories of personnel. Concerning Personnel categories there is some flexibility in terms of annual costs and duration, should they not exceed the maximum cost. Also for categories with an annual limit, this annual limit shall not be exceeded, on the understanding that employment may not exceed the duration of the agreement. The financial participation of the F.R.S.-FNRS is limited to the global amount indicated in the agreement. CHAPTER VII: OTHER PROVISIONS Article 39 17

18 Any device acquired through a credit from the F.R.S.-FNRS becomes the property of the host institution, to which the beneficiary of the credit is attached. The purchase of any device must be done with due respect for the provisions defined by the relevant department of the host institution. This institution commits, however, to putting the mentioned device at the disposal of the researcher for the time needed in order to pursue the research, which led to its purchase in the first place. In addition, the host institution commits not to alienating or lending the equipment without the approval of the F.R.S.- FNRS. In the event that the device was purchased with the provision of an additional credit, the Board of Trustees of the F.R.S.-FNRS will settle the ownership issue with the competent authorities. Article 40 Any change made to the planned expenditures must receive the prior approval of the F.R.S.-FNRS. Concerning the CDR instrument: The grants can be used for the duration of the granting, with an additional 12-month period; The remaining amount will be recovered by the F.R.S.-FNRS. Concerning the PDR instrument: The grants destined for the personnel are available only for the duration of the agreement and are divided according to the provisions of the agreement; The grants destined for operating and equipment costs can be used for the duration of the agreement, with an additional 12-month period; The remaining amount will be recovered by the F.R.S.-FNRS. Concerning the EQP instrument: The grants can be used for the duration of the granting; The remaining amount will be recovered by the F.R.S.-FNRS. Article 41 Given that the grants are exclusively allocated for the execution of research programmes approved by the F.R.S.-FNRS, promoters are required to use them solely for that purpose. Any fundamental change in the research programme must obtain the prior approval of the F.R.S.-FNRS. CHAPTER VIII: RIGHTS AND OBLIGATIONS OF THE PROMOTER Article 42 18

19 Any funded research programme must comply with the legal provisions in force regarding ethics. Article 43 Promoters must submit to the rules imposed by the academic authority of the host institution where they work and observe its regulations. In addition, regarding the F.R.S.-FNRS, they must adhere to the regulation on property, protection and promotion of the results from the research carried out within the institution. Article 44 Three months after the end of the agreement, a request for a final report is sent to the main promoter. The main promoter must send this final report to the F.R.S.-FNRS within two months following the request. Article 45 Pursuant to the Regulation on the application of the Open Access policy to scientific publications resulting from research programmes supported by the F.R.S.-FNRS and its associated funds, any scientific publication resulting partially or fully from the funding granted through the instruments of the Credits and Projects Call shall mention the source of this funding as follows: This work was supported by the Fonds de la Recherche Scientifique-FNRS under Grant(s) n [agreement number]. CHAPTER IX : EX-POST EVALUATION Article 46 A comprehensive list of the indicators for the ex-post evaluation will be published on the F.R.S.-FNRS website. Among the required indicators there is a list of the theses published, conferences related to the research programme, any additional funding obtained, etc. 19
