1 Graduate Faculty Committee Document 1276 Approved September 16, 2013 REPORT AND RECOMMENDATIONS OF THE SUBCOMMITTEE ON GRADUATE PROGRAM REVIEWS FOR THE REVIEW OF THE GRADUATE PROGRAMS IN THE LUBAR B. SHELDON SCHOOL OF BUSINESS (Site Visit Dates: February 3-5, 2013) This report on the Graduate Programs in Business Administration of the Lubar B. Sheldon School of Business at the University of Wisconsin-Milwaukee is a component of the periodic review process overseen by the Dean of the Graduate School. Graduate Program Review Subcommittee/GFC representatives/internal Review Team (IRT) Kristene K Surerus, Associate Professor, Chemistry and Biochemistry Program Representatives Janice S. Miller, Senior Associate Dean Timothy L. Smunt, Dean Summary of Graduate Program Offerings The Lubar B. Sheldon School of Business houses the following degree programs: The Doctor of Philosophy in Management Science, specializing in any of the disciplinary areas within the School except Accounting. Master of Business Administration with career-focused concentrations in Health Care Management, Global Management, Managing Change, and Supply Chain Management. In addition, thirteen elective tracks enable customization of the degree. The MBA is also awarded as an Executive MBA program. Master of Science in Management with concentrations in Accounting, Professional Accounting, Finance Analysis, Marketing, Taxation, and ITM. The M.S. ITM degree can be combined with the MBA for an MS.MBA degree. The Graduate Programs in Business Administration emphasize a thorough understanding of the global business environment and sustainable management principles through a dynamic curriculum linking academic content, current business models and innovative teaching methodologies and technologies. The School capitalizes on its urban setting and proximity to diverse industries, companies and entrepreneurial ventures to form collaborations resulting in abundant internships and career opportunities for students as well as opportunities to link academic theory with business practice. The School has held AACSB International accreditation continuously for 35 years and ranks in the top 100 business schools. The School has long held partnerships with the College of Letters and Science in the Master of Human Resources and Labor Relations and with the School of Nursing in the DNP/MBA. New
2 Graduate Faculty Committee Document 1276 p. 2 Approved September 16, 2013 programs under development/consideration include a graduate certificate in Technology Entrepreneurship jointly offered with the College of Engineering and Applied Sciences, an MA in Translation/MBA jointly offered with Letters and Sciences, and specialty training in arts administration offered with the Peck School of the Arts. In addition, interdisciplinary research efforts are underway with the Schools of Freshwater Sciences and Health Sciences. Summary of Review The UWM graduate programs in business are accredited through the Association to Advance Collegiate Schools of Business (AACSB). A team appointed by the AACSB conducted a Maintenance of Accreditation Review during a site visit on February 3-5, Visit Team Members: Devanathan Sudharshan Professor University of Kentucky Carol Martin Gatton College of Business and Economics Dennis Cradit Dean Southern Illinois University Carbondale College of Business Paul M. Bobrowski Dean University of Dayton School of Business Administration The accreditation review is being substituted for the site visit and consultants report as specified in GFC Document 951. Internal Review Sources for the Internal Review include: Graduate Program Self-Study Document Consultants Report Follow up meeting with Senior Associate Dean Janice S. Miller
3 Graduate Faculty Committee Document 1276 p. 3 Approved September 16, 2013 The AACSB standards are summarized below along with the relevant Graduate School criteria from GFC Document 951. Over the years revisions to the AACSB standards eliminated some consecutive numbering. A new set of standards (no numbers omitted) was voted upon and ratified in April, The standards below were in effect at the time of the February 2103 review. AACSB Standard GFC Doc School articulates a mission and Executive summary strategies to achieve them that guides decision making 2. Mission produces a focus on production Research/scholarship environment and of high quality intellectual productivity contributions 3. Mission statement specifies the student Executive summary populations the school intends to serve 4. School specifies action items for Description and evaluation continuous improvement 5. The School has financial strategies to Funding context; Resources provide resources for mission achievement 6. Policies for admission are clear and Administrative structure consistent with the School s mission 7. School has academic standards and Description and evaluation retention practices that produce high quality graduates 8. School maintains a support staff Administrative structure sufficient to provide stability and ongoing quality improvement 9. School maintains faculty sufficient to provide stability and ongoing quality improvement for the instructional programs offered. 10. Faculty has expertise to accomplish the mission and has clearly defined processes to evaluate faculty contribution to the mission 11. School has processes in place to manage and support faculty over the progression of their careers 12. Faculty ensure adequate time devoted to learning activities, adequate studentfaculty contact, high expectations for academic achievement, evaluate instructional effectiveness, continuously improve instructional Faculty; Research/Scholarship environment and productivity Faculty; Research/Scholarship environment and productivity Administrative structure Faculty; Outcomes and assessment

Faculty members operate with integrity, keep knowledge current, actively involve students in the learning process, encourage collaboration, ensure frequent, prompt feedback on student performance 14. Students operate with integrity, engage learning materials with appropriate attention and dedication, contribute to the learning of others, and perform to standards set by faculty. 16, 18, 19 & 21 (numbers omitted by AACSB). These standards deal with defining learning goals and measuring achievement of learning goals. Faculty Students Outcomes and assessment The AACSB conducted a thorough review of the Programs recommending accreditation be extended for five years (the maximum possible). The external reviewers noted that the School successfully addressed the concerns raised in the previous review in 2002, namely a) revamping the administrative process for PhD program placement, b) suspension of several underperforming MS concentrations freeing up resources for other areas, c) elimination of a structural deficit, and d) incorporation of resource considerations in reviewing programs for adoption/renewal/elimination. The external reviewers remarked: The School is in a competitive environment, with seven brick and mortar competitors as well as the online presence of several regional and national for-profit enterprises. Enrollments in the MBA program have declined except for the EMBA program. The PhD program has maintained steady enrollment consistent with School s ability to support students. The School has created and supports a number of applied research centers that provide a valuable conduit to industry; a) Bostrom Center for Business Competitiveness, Innovation, and Entreprenuership, b) Center for Technology Innovation, c) Deloitte Center for Multistate Taxation, d) International Business Center, e) Marshall & Illsley Center for Business Ethics, f) SAP University Competence Center, g) Supply Chain Management Institute. The erosion of state support has been somewhat mitigated by differential tuition but reserves have been utilized to make up the difference. The School has made budget allocation decisions that seem to align with their mission and strategic initiatives supporting academic, scholarly, and partnership excellence. Revenue-generating initiatives have been advanced in addition to a set of fundraising goals and targets.
5 Graduate Faculty Committee Document 1276 p. 5 Approved September 16, 2013 The School has more than 27,000 alumni, 71% in SE Wisconsin who hold considerable potential for alumni engagement and giving potential. The School has specific strategic initiatives in the areas of academic, scholarly, partnership excellence, including a) significant curriculum review and renewal, b) expansion of the Business Scholars program, c) enhanced learning technologies and online offerings, d) fostering interdisciplinary research efforts, e) enhanced doctoral program, f) renewed emphasis on career placement and preparation, g) new international programs, h) development of a strong alumni network. The School has followed a systematic approach to develop, implement, monitor, maintain and adjust their Assurance of Learning systems. Recommendation for Action: 1. The Graduate Programs in Business Administration of the Lubar B. Sheldon School of Business be continued. 2. The next campus program review should be aligned with the programs accreditation review.
