1 Workforce, Economic Development & Community Programs Overview Narrative Organization Charts Grant Budget Information Workforce, Economic Development and Community Programs provides service to San Luis Obispo County community businesses, agencies and citizens promoting self-sufficiency, healthy lifestyles and continuing education across all ages and populations.

2 Workforce, Economic Development & Community Programs The cornerstone of Workforce, Economic Development is Cuesta s CalWORKs (California Work Opportunities and Responsibility to Kids)/TANF (Temporary Assistance for Needed Families) program providing assistance to Welfare-to-Work students. The combined budget for CalWORKs/TANF is $224,091 for To date for this program has served 218 students with approximately 40 students having been placed or currently placed in a Work Study job. Our CalWORKs staff includes Matthew Green, Director, Julie Vasques, Academic Counselor, Hunter Perry, Job Developer, and Karen Reyes, Case Worker. Working closely with Department of Social Services the staff ensures student eligibility and compliance with their Welfare-To-Work plan. Students are referred by DSS or self-refer. After initial assessment staff assists students with Student Education Plan s, evaluates job and life skills, monitors progress and reports monthly to DSS. Along with the academic component there is a Work Study component with approximately $58,000 of the budget designated for student wages. Students fulfill their 32 hour a week plan by combining class/study time with work hours. The Job Developer assists students with job placements. The CalWORKs Work Study budget is augmented by Department of Social Services with a $75,000 DSS CW Work Study grant with $50,000 of the budget designated for Work Study student wages. CW also supports Financial Aid with Federal Work Study placements. Through a joint project between DSS and CW two years ago a computer lab was developed at the North County Estrella Center to provide basic skills assistance to populations needing to prepare for college enrollment and obtain job readiness skills evolving into TEAM Cuesta. CW student support also includes coordination with other Cuesta student services such as EOPS, DSPS, and Financial Aid. Staff coordinates with DSS for book and student fee assistance. While CW/TANF and DSS CW Work Study serve the adult student population the county s youth population is served by four major grants (DSS Bridge to Success, DSS Independent Living Program, WIA Youth Services and Successful Launch) and various community partners or Foundation grants. Community partners supporting the youth programs this year include PG&E, Mayor s Youth Task Force, Hearst Castle, Carmichael Environmental, California Conservation Corps and Department of Social Services.

3 Workforce, Economic Development & Community Programs The Department of Social Services Bridge to Success grant of $65,000 serves at-risk high school youth. WED permanent staff coordinate this program with assistance from hourly staff. It provides the credit class Introduction to Workplace Readiness in local high schools each Fall and Spring. Students completing the course earn three college credits and ten high school credits. Out of the approximately students that have taken the class each year 25 attend a five week summer program at Cuesta. In the morning they take a Customer Service credit class followed by vocational workshops. After lunch the students work at various departments on campus, at the County Office of Ed or CCC. Last year we began the Bridge/ILP California Native Plant Garden located by Building This year we will continue our garden with a $10,000 PG&E Green Grant. A group of 6-8 Summer Bridge students will prepare the area, pick out the plants and select other landscaping materials in keeping with the green goal of the grant and garden. Several other students will produce our annual yearbook with the help of an alumni student from last year s Summer Bridge. The yearbook will be presented at the Graduation BBQ in July. The summer program also includes a team building field trip, a community service project, and a trip to Hearst Castle. The DSS Independent Living Program grant of $372,594 serves the county s foster youth from ages and probation youth. Staff is housed at Department of Social Services and includes Case Workers, Katie McCain, Summer Frappier and Kelley Hartman. Matthew Green provides direction. Hourly positions include Job Developer, CYC Coordinator, Event Coordination, and Cal Poly interns provide case management to the youth. This program provides support leading to self-sufficiency for youth in preparation for emancipation. Life Skills and Introduction to Workplace Readiness classes are available and earn college credits. Other assistance provided by the grant include rental assistance, bus passes, transportation to classes and events, assistance obtaining documentation, and a permanency component. The goal of permanency is to build permanent connections in the youth s life. The permanency process includes the involvement of the youth as a participant or leader in defining for themselves what permanency means and finding a permanent connection with at least one committed adult.

4 Workforce, Economic Development & Community Programs Each December the youth participate in an Etiquette event and an Awards Night Banquet closes out the school year. Both of these events are co-sponsored with the YESS grant under Ed Pearce. Another annual event is participation at the California Youth Connection s Day at the Capitol in January where foster youth travel to Sacramento to advocate for foster youth support and rights. California Youth Connection and Speaker s Bureau provide other opportunities throughout the year for the foster youth to speak out in our community. In WED will be adding to youth services with Successful Launch ($125,000) serving Department of Mental Health Transitional Age Youth, Community Schools, and wards of the court. WIA Youth Services ($468,285) serving WIA (Workforce Investment Act) eligible youth in San Luis Obispo County will also be added in Working with local employers both programs will be supporting and preparing youth for the workplace. The Life Skills and Introduction to Workplace Readiness credit classes and job shadowing will be part of this preparation. Job Developers and Case Workers will assist youth to obtain and sustain employment. Staffing for both new grants will began this spring and include 3-5 full time positions. Another population served by WED is the non-credit Community Based ESL with a budget of $87,450 with a $7,922 augmentation for Funding level will be cut for next year. Partnering with California Department of Education under WIA Title II, First Five ($6, , $6, , $ ), YMCA ($13, , and hopefully, $22, ) and Glikbarg Foundation ($10, , applying for $10, ) WED s CBESL with Mia Ruiz as coordinator serves county wide non-credit ESL and VESL students. Classes are held in Cambria, Shandon, San Miguel, Paso Robles, Atascadero, Creston, and Nipomo using rooms at local schools, community buildings, a family resource center and a company based site. There are 10 instructors, 4 instructional aides, and 11 childcare providers. All sites offer free childcare. Student progress is monitored with CASAS and EL Civics assessments providing the base for future funding levels.

5 Workforce, Economic Development & Community Programs Community Programs offers a wide range of community based classes & activities We re in Your Neighborhood There are three areas of Community Programs under the coordination of Karen Linn. The first is Community Education, which offers over 200 fee-based, income positive courses and workshops each year. Next is Online classes offered in partnership with Ed2Go the largest world-wide provider of online classes. Over 300 online classes from accounting to writing begin each month and never have to cancel due to low enrollment. The third area is Emeritus College. A rich variety of classes taught by 50 instructors covering the interests of older adults are provided to both mature adults and frail and confined older adults throughout the county. Special projects sponsored by Community Programs and Emeritus include partnering with Hearst Cancer Research and French Hospital to offer a cancer series Fall 2008, a global warming series also in Fall 2008, and coming up in Fall of 2009 is the Green Gardening Workshop Series partnering with the Atascadero Mutual Water Company. Like most of the programs in our department Emeritus College partners with many local senior centers, schools, libraries, cities, and community centers. In Fall 2008 Emeritus scheduled 166 classes with 3387 students bringing in over 99 FTES. Community Programs Coordinator, Kirk Carmichael is responsible for aquatics (aqua fitness, diving, water polo and lap swim), swim lessons and lifeguards (serving the general Cuesta population, PE/Athletic classes & events); using the Cuesta pool area these programs serve the community members from babies (Baby & Me swim classes) to senior citizens. The popular College for Kids & Fourth Grade Camp programs are also under Mr. Carmichael. Providing elementary age youth an opportunity to experience Cuesta each summer with over 100 classes and 25 instructors these programs fill up quickly. Kirk s fee-based, income positive Community Recreation area offers over 50 recreation classes or camps throughout the year. There are also over 75 water-based classes/programs offered. The Community Recreation has 10 plus instructors.

6 Workforce, Economic Development & Community Programs Rounding out Kirk s area of Community programs is the Coordination of Events including The Writer s Conference, Women of Distinction, and the Expanding Your Horizons Program which serves 7/8 th grade girls through the promotion of science and math careers, provided in conjunction with the Dean of Instruction, Sciences, Math, Nursing and PE. Providing local employers with a connection to Cuesta, IPD (Institute for Professional Development) coordinates fee-based training and classes for local businesses or agencies. The Supervisor Management Academy is an example of IPD meeting a need in the community. This popular management training program is now part of Cuesta s credit offerings after starting out in IPD. Currently, IPD is providing training through the County s Sheriff s Department ($38,500 a year from 9/09-6/12) to the jail population with a goal of preparing inmates for GED testing, computer use, English language, and to identify and apply life skills that promote success in the workplace, school, community, and family. There is one instructor for this program. Overseen by WED Career Connections provides another service to local employers by providing a job database accessible through the internet by Cuesta s general population and community members. Annually, WED offers of a set of non-credit high school summer classes in conjunction with local school districts coordinated by Mia Ruiz. Completing the staff of WED & CP under the direction of Dr. Matthew Green is Nanette Piña. Division Assistant. Nanette s duties include monitoring non-credit positive attendance, Community Programs brochure production, Community Education, Recreation and IPD contracts, financial tracking of Community Ed, Rec and IPD classes cost/profit, PeopleWare adjustments along with other Division Assistant duties. Our able Receptionist/Assistant, Lynn Hinson, maintains our website s offering of classes and upcoming events, inputs classes and activities into department database, monitors course enrollment and cancellation of classes, takes class registration, payments and prepares deposits. Peppe Rose, Fiscal Analyst, monitors grant funds and program compliance, processes accounting paperwork, prepares fiscal reports, budgets and audit materials along with assisting with program development.
