The Oregon Geospatial Data Addressing Standard is ready to be reviewed. It will be presented at the June Forum. The Oregon Road Centerline Data Standard has been through another round of review and edits. Ed said that it would be a good thing to put this on the agenda and vote on version 2. Will we be able to present the Cadastral Standard at the June Forum? There were some updates that were addressed a year ago and they will be finalized in June. They have been waiting on the Data Model that is being prepared by a subgroup. The subgroup is working on the database design. Scott Jackson will let the subgroup know that Cy would like to have this data model presented at the forum. Ed stated that even though the data model may not be completed the subgroup could present it. Cy is not sure if they will be able to do Geodetic Control at the Forum. They will do Climate, addressing, transportation, cadastral. There will be workshops in the morning one on cadastral and one on hazards. Cy mentioned that they should have a land use/land cover workshop. There are 4 potential workshops, cadastral, hazards, ortho, land use/land cover. There was some discussion on stewardship. An articulation of the stewardship strategy is something that we need to have. Ed thought that there could be a small subgroup on the data stewardship. Cy and BLM have some information on Bob, Dennis, Mark, Nancy and Doug for this subcommittee
2 Hazards Theme this. This will be an agenda item at the June forum. Andre LeDuc presented information about the Oregon Natural Hazards Workgroup. Communicate, coordinate, collaborate and capacity. They have some resources that they are willing to share with this group. There are 3 levels of hazard assessments. Andre gave a description of what things the ONHW is working on. Andre presented and described the technical standards reference guide that the partnership has created. The partnership wants to do a needs assessment. What is the outreach to the local developers? One of the initial sources for funding is the insurance community. The committee voted today on adopting the Hazards Theme as the 14 th theme and the list of proposed elements (see below). There was quite a bit of discussion regarding the standards and the themes that this committee is working on. Approval process for themes; structurally we need to have something that lists the data elements for hazards. Paul stated that he would like to hear from Andre the user s aspect of the themes. Andre stated that they would like to start at the state level and work their way down to the local level and back to find out what the business requirements are for everyone. This will enable them to prioritize the things that need to be completed. Cy wants to join forces with the ONHW and create a Hazards workgroup. This group is looking at getting funding to do a survey and needs assessment. The FIT voted to establish a Hazards theme, with elements from other themes. Proposed Hazards Data Elements Coastal erosion area Debris flow hazard Drought areas Dust storm occurrence Faults Flood zone Tsunami zone Wildfire water sources Wildfire lookouts Wildfire occurrence Wildfire burned areas
3 Wildfire fuel sources Wildland urban interface Hazardous material Windstorm hazard Winter storm occurrence Volcano hazard Framework Status Avalanche paths Cadastral: ORMAP proposals were due last Tuesday and they have received $1.3M in requests. The two Goal 2 contracts will be signed soon; this represents 4 counties; this is planned to be completed by October. There will be some transitioning of staff at DOR, as Scott is retiring and Isabel is leaving. Geoscience: DOGAMI has an interagency agreement with DAS. They are doing a lot of data loading for the geology component of Geoscience. They had a soils meeting last month with a great turnout. Various soils data users made presentations. NRCS website has many tools to use for analysis. The NRCS is a strong federal data steward for soils in Oregon. FGDC is close to endorsing a federal data standard for soils, and the Geoscience group must decide whether to recommend adopting this for Oregon. There was a question whether or not the standards would be ready to present at the June forum. Paul stated he would prefer to wait until later this year. Cy stated there is a need to have the standards ready for soils and geology by December Brett Juul will replace Scott Jackson as Cartography Manager at DOR Standards tentative schedule: 2005, bioscience, boundaries. December 2004 hazards, Geoscience, Land Use/Land Cover and Geodetic control. Elevation: Emmor discussed elevation and the TVC & Hypsography. He also asked Nancy if it would be possible to get the missing TVC data from USGS. Admin: Cy stated that the admin framework committee met yesterday. There has been $100,000 allocated to admin. There have been no proposals received as of yet. At the last forum there was discussion on a taxing district pilot. Cy stated that he is going to ask LCOG to submit a SOW for a pilot. Ortho: Randy S. will set a meeting for March 31. The long range strategy would be 3 basic kinds of products: 1m black and white, either a 30 or 15
4 meter, and the third is a sub-meter for the urbanized areas; and developing and maintaining a stable funding source. Climate: George stated that he completed the standards document and he will be presenting at the forum in June. He will also get together with Andre LeDuc to discuss some of the Hazard data elements. Cultural: They have reorganized the group to increase participation. Significant outreach to the local jurisdictions and focusing on address points and the address standard, and doing some testing with tax lots. Hydro: Bob stated that they have a status graphic on the clearinghouse. There are 6 sub-basins currently available from the PNW Hydro Clearinghouse. The Forest Service and BLM have begun their second round of workshops on the subbasins that they share within the state. Bob hopes to have all the Forest Service data into the database by December. He is already looking at restructuring the clearinghouse and updating it, and will submit a proposal to OGIC for Framework funding. Business Case Transportation: This group met yesterday. Outlined some straightforward objectives and an implementation plan for the framework. They discussed funding at this meeting also. They set up a small funding group to meet in the next few weeks. In the next two years they want to have the first iteration complete. They made the standard more robust. Cy asked if everyone has an idea of what this topic is. We are trying to develop a new paradigm for statewide GIS coordination. The reason he brings it to this group is the key component is framework data development. This is about strengthening and expediting the program. If we can build this business case and get things moving more quickly, this will enable us to begin accruing benefits soon enough to justify the expenditures. Without this shift in paradigm, the projected timeframe for completing Framework infrastructure development is years. Cy stated that he was asked by a small group of OGIC members to put together a business case for expediting the program. It is about $200 million
5 dollars total. Cy worked with the Policy Advisory Committee and they drafted a document that he presented to OGIC. OGIC then wanted to see a more detailed program articulated. Cy is asking this group to give their input on what the data sets would look like. What would the components be?
