With IT I managed to get the same error. It is written at the end of the logs/sdflog.log file. The error message is: Character reference "&#0" is an invalid XML character. So it looks like somewhere in your site IT data there is a character that is illegal for XML/HTML (which is used as the intermeidate format by the PDF generator). I copy-pasted the values of "Other site characteristics" and "Quality and Importance" to a simple text-editor and back, and then it worked. So the problematic character must be somewhere in those two fields. Please note that when copy-pasting from Microsoft Word and other rich-text editors, there is a chance that some characters might come along that are not considered valid in XML/PDF. In this case "&#0" refers to character known as NULL. The tool should be more tolerant and fix this for user, but unfortunately we don't have the source code of the tool and our support contract with EEA is coming to end in a few weeks. I was able to open PDF of site IT , and I was also able to open its View page and export to XML (although the latter reported there was some data validation error). So I'm not sure what you mean by "we happened to be denied to open the SDF pdf"? Did you not see the PDF button. In ver2.2 of the SDF tool, you first have to select the site, press Edit and then on the opening form you will see "Generate PDF" button. It worked for me.
