Waste is any object, solid substance and liquid substance not being sewage, which is a roduct of industrial activity, commercial activity or human existence, and is redundant at the time or lace of its roduction. The Directive of Ministry of Environment of the 27 th of Setember 2001 on waste catalogue (Journal of Laws ) distinguishes two waste categories deending on the lace of origin: commercial sector waste i.e. industrial waste (including hazardous waste), municial waste, including waste collected selectively. The Provincial Insectorate for Environmental Protection monitors the waste management in the rovince of Lower Silesia on the basis of the data received from: keeing and data udating of Duming Site Cards and Incineration Plant Cards which relaced SIGOP database in oeration since 2007, monitoring activities of the PIEP, rovincial database on waste roduction and management, which is maintained by the Marshal Office of the rovince of Lower Silesia, ublic statistics. Amount of industrial waste roduced in the rovince of Lower Silesia in Industrial waste Industrial waste are by-roducts derived from technological rocesses that take lace in industrial lants. They are harmful and onerous to the environment. In fluctuations of industrial waste mass roduced in the rovince of Lower Silesia was equal to aroximately 30 million tons annually. The most significant industrial waste roducers in the rovince of Lower Silesia are: PCC Rokita in Brzeg Dolny, KGHM Polska MiedŸ JSC, SigmaKalon Deco Polska Ltd. in, Ekologistyka Ltd. in Brzeg Dolny, KOGENERACJA JSC Heat and Power Plants in. The rovince of Lower Silesia also houses the largest in Euroe body of ost-flotation waste - elazny Most, a art of KGHM Polska MiedŸ JSC with its total surface area of 1394 ha. As of today it is the sole lace to store ost-flotation waste from all mines. Annual quantity of deosited ost-flotation waste fluctuates between 20 and 26 mmg. In mmg of industrial waste was roduced in the rovince of Lower Silesia. Out of the number 23.8 mmg was recycled and 9 mmg was neutralised, mainly by their disosal at landfill sites. During the eriod of , the ercentage of recycled industrial waste amounted to 70-80% of the overall waste roduced with slightly downward trend in the recent years k Mg Diagram 6.3. 2 According to data from Duming Site Cards database, in 2008, in the rovince of Lower Silesia, there were 38 duming sites which take industrial waste. Six of them are to be modernised, 3 duming sites are to be closed and 29 duming sites comly with legal requirements of the Euroean Union. Diagram 6.4. O³awa Jelenia Kamienna industrial duming site Hazardous waste Hazardous waste deserves secial attention among all the industrial waste. It is the waste which, on the account of its origin, chemical and biological comosition, other roerties or features, oses threat to life or human health and to the natural environment. Hazardous waste is disosed mainly at duming sites of industrial lants which roduce it. Recently, along with the economic growth exressed in GDP terms, a substantially increased quantity of hazardous waste can be observed. At the same time, the overall amount of waste (excluding municial waste) hardly changes. In the rovince of Lower Silesia hazardous waste is mainly roduced as the result of mining and chemical industry. According to the PIEP data, in the rovince of Lower Silesia, there are 13 oerating duming sites at which hazardous waste is disosed of and 10 closed duming sites. The largest duming sites, where hazardous waste was disosed of in 2008 are as follows: a settling basin for lead-bearing sludge, KGHM Polska MiedŸ JSC, Coer Works Unit, a landfill site for lead-bearing concentrate, KGHM Polska MiedŸ JSC, Coer Works Unit in,

3 solid waste duming site at Polowice, KGHM Polska MiedŸ JSC, Coer Works Unit in, three-chamber duming site at Polowice, KGHM Polska MiedŸ JSC, Coer Works Unit in, industrial duming site for electric furnace dust and convective dust, KGHM Polska MiedŸ JSC, Coer Works Unit in, sedimentary onds, KGHM Polska MiedŸ JSC, Coer Works Unit in, waste duming site at PCC Rokita JSC, disosal of lime waste, MoBRUK duming site in Korzenna, industrial duming site at Plastic and Paints Factory in Z³oty Stok; industrial duming sites settling tanks of sewage treatment lants, Energetyka Ltd. in. O³awa Jelenia Kamienna duming sites taking hazardous waste Municial waste Municial waste is waste generated at households and ublic facilities. They also include street waste, sewage from holding tanks and also waste of other origin which on the basis of its nature or comosition are similar to household waste. In the rovince of Lower Silesia in 2008, 0.9 mmg of municial waste was collected, 0.6 mmg out of which was of household origin. In , the waste mass er caita fluctuated around 0.3 Mg. In 2008, 0.8 mmg of municial waste was disosed at landfill sites. According to the PIEP data in the rovince of Lower Silesia at the end of 2008, there were 81 duming sites taking municial waste. Municial waste neutralised in the rovince of Lower Silesia in 2008 others, as far as the following factors are concerned: formal and legal requirements, oerational level, technical equiment available and acceted waste mass. Out of all the municials duming sites: 17 are to be modernised, 25 need to be closed down, 39 comly with the EU legal requirements. Municial waste constitutes the otential source of recyclable materials. The selective collection allows to decrease the amount of the waste disosed at duming sites. Waste is urchased and stored in urosefully designed containers and selected at duming sites. The amount of municial waste that was selectively collected increased from 24 kmg in 2004 to almost 61 kmg in 2008 which accounts for 2.6% of the collected municial waste. In 2008, mainly aer, cardboard, glass, lastic and textiles were selectively collected. Since December 2007 the largest in Poland sorting lant of municial waste has been oerated at the area of. In the lant municial waste combined together with selectively collected recyclable waste undergo the recycling rocess by mechanical and manual sorting. Alba Ltd. is the owner of the sorting lant. Neutralisation of municial waste, aart from hazardous one, concerns mainly segregated organic residues. In 2008, about 20.3 kmg of municial waste was neutralised in comosting lants in the rovince of Lower Silesia. Communities lay a significant role in waste management. They rovide order and cleanness in their area and create required conditions to maintain it, among others, through selective collection, segregation and storage of municial waste. These actions derive from the Act of the 13 th of Setember of 1996 on maintaining sanitation and order in communities. 93% disosed of at a duming site segregated from combined waste biologically neutralised Diagram 6.9. O³awa Jelenia Kamienna municial duming sites Waste management infrastructure In the rovince of Lower Silesia, at the end of 2008, the facilities suorting waste management were as follows: vehicle scraing facilities, end-of-life vehicle recetion facilities, systems of collecting, recycling and rocessing end-of-life electric and electronic aliances, incineration lant for industrial waste at the area of PPC Rokita, comosting lants in, (small-scale treatment of green waste and bio fractions), (methane fermentation of bio-fraction of municial waste and sewage sludge), Sulêcin (Œw. Katarzyna community) and in L¹dek Zdrój (biostabilisation of combined municial wastes), sorting lines in, L¹dek Zdrój,,, Œciêgny-Kostrzyca (Mys³akowice community), Gaæ (O³awa community) and in Trzebieñ (Boles³awiec community), 119 oerating duming sites.
