RECOMMENDATON: Adopt Resolution No authorizing the City of Salem to apply for and accept the Oregon Parks and Recreation Department (OPRD) Local Government Grant for the purpose of constructing a bike park facility at Wallace Marine Park. SUMMARY AND BACKGROUND: n 2011, representatives from the Salem Area Trail Alliance (SATA) initiated discussions with Parks Operations staff to explore ideas for improving off street bike trails. Among the ideas was to improve trails at the north end of Wallace Marine Park and create a bicycle "pump track." A bicycle pump track is a small circuit course with continuous humps throughout the route, which allow riders to travel through the course at a sustained rate of speed. The course can be modified to provide varying levels of difficulty so that even young riders can participate. Staff has reviewed the proposed project and found it to be consistent with the Wallace Marine Park Master Plan. n late 2012, SATA received grant funding from the National Park Service to assist with designing and planning the bike park facility. On July 15, 2013, a trail design workshop was held at Wallace Marine Park. Several design concepts were created that would make extensive use of the existing unimproved trails in the park and create several new trails. The proposed bike park will use the overflow gravel parking lot north of the softball complex as a trailhead with signage and a staging area. All trails will take off from this point, and the proposed park includes loops and trail junctions that give users a wide variety of experiences. (See Attachment 1.) SATA has requested a partnership with the City of Salem to seek grant funding for a design-build project to construct the bicycle pump track at the north end of Wallace Marine Park. SATA will provide the matching funds required for the grant. They have

The City will contribute $3,000 as an in-kind match for planning assistance and project management. The grant request will be for $32,000, but as SATA continues to fundraise for the project, additional funds may be secured. Staff will apply for and manage the Local Government Small Grant to match SAT A's resources. FACTS AND FNDNGS: Oregon Parks and Recreation Department Local Government Grant- Small Grant application is due May 1, The small grant program awards match funding up to $75,000. SATA is a 501(c)3 non-profit organization. SATA has committed to both developing the bike park and assisting with the long term maintenance of the facility. They have already held multiple volunteer work parties to prepare the area for the bike park. Equipment and materials have been and will continue to be provided by Parks Operations to assist with the in-kind labor activities. SAT A's partnerships include the nternational Mountain Biking Association, Gallagher Fitness, Venti's Cafe, Courthouse Fitness, Scott's Cycle, Straight from New York Pizza, Santiam Bicycle, The Bike Peddler, RE, Life Source Natural Foods, and Fox Blue Printing and Graphics. n November 2013, SATA came to Salem Parks and Recreation Advisory Board (SPRAB) with a draft concept plan for the Wallace Marine Park bicycle pump track. DATE OF DECSON: November 14, 2013 BACKGROUND: On July 15, 2013, SATA held a trail design workshop at the park. The workshop was attended by several SATA members, city staff, citizens, a landscape architect volunteering his time to the project, and a representative from the National Park Service. Several design concepts were created, making extensive use of the existing unimproved trails in the park. Specific areas were identified for different age and ability levels, including a pump track. A conceptual plan was submitted to Parks Operations for review. The proposed trail system is comprehensive and includes trails for both beginners and more advanced riders. The beginner elements include a youth pump track, youth play/stunt area, and beginner cross country trails. Features for more advanced riders include cross country trails with more challenging stunts, a swimming pooltype "bowl", and a pump track. No extreme stunts are included in the project. ACTON TAKEN: Member Christensen moved to endorse the proposal by the Salem Area Trail Alliance to construct and maintain bike trails in Wallace Marine Park. Seconded by Member Quillinan. Vote: All members were in favor- None opposed.

RESOLUTON NO A RESOLUTON AUTHORZNG THE CTY MANAGER TO APPLY FOR AND ACCEPT A LOCAL GOVERNMENT GRANT FROM THE OREGON PARKS AND RECREATON DEPARTMENT Whereas, the Oregon Parks and Recreation Department is currently accepting applications for the Local Government Grant Small Grant Program; and Whereas, the City Council desires to participate in the Local Government Grant Program to the greatest extent possible, as a means of providing needed park and recreation acquisitions, improvements, and enhancements; and Whereas, the grant funds received would be used to complete the funding to construct a bike park in the north end of Wallace Marine Park; and Whereas, the bike park project is compliant with the Wallace Marine Park Master Plan; NOW, THEREFORE, THE CTY COUNCL OF THE CTY OF SALEM, OREGON, RESOLVES AS FOLLOWS: Section 1. Authorization. The City Manager for tl:le City of Salem is hereby authorized to apply for and, if awarded, accept on behalf of the City, a Local Government Grant from Oregon Parks and Recreation Department for the construction of a bike park in the north end of Wallace Marine Park as specified in this resolution. Section 2. Certification. The City of Salem hereby certifies that the matching share needed in order to apply for the grant funds is readily available at the time of the adoption of this resolution.
