1 Masters Degree in Human Resource Planning and Development An Executive Programme (Starts on 1st February and concludes on 31st January every year) The Masters Degree Programme of the National Institute of Labour Economics Research and Development (formerly IAMR) is affiliated with Guru Gobind Singh Indraprastha University, Delhi. It is unique in its approach in assisting senior and middle level personnel of the Government and academic institutions currently working or who are likely to work in the future in planning for human resources. Since planning is inevitably bound with projection and forecasting, it requires sound knowledge of these techniques in the area of economic, educational and social development. However, there is no formal degree education for planners and they are left groping in the dark as to how to deal with issues of strategic importance. This programme aims at filling this lacuna, by providing a firm grounding in the core areas of planning and development. Further the programme focuses on providing a holistic perspective, problem solving skills and adding value to self as well as to the organization in human resource planning and development. Unique Features of the Programme The Assumption that in-service education is the best means of making education relevant to the needs of participants from different countries. Its curriculum is designed to keep up with the global changes and with issues of particular importance for developing countries. It brings together in-service government officials of countries from Central and Eastern Europe, Caribbean, Africa, East Asia, Central Asia and South and South East Asia. There is a use of judicious mix of teaching methods based on lectures, workshops, group discussions, case studies, exercises, term papers, and dissertation. In addition, study tours to various academic institutions are arranged to provide first hand information and experience in fields related to HRD practices. There is continuous evaluation of participants. Aims The programme aims at facilitating the training of civil service officers, planners, educators, and trainers in order to enhance their understanding of contemporary developments in the field of human resources, and to critically appraise them in the light of their own professional roles and experiences.

2 Objectives The objectives of the programme are as follows: To enable the participants in assessing the nature and characteristics of available human resource. Acquainting them with the advanced methodological and conceptual issues in human resource planning, development and utilization. To enable the participants in assessing the nature and characteristics of labour market and development of Human Resource Information Systems. To evolve a framework of policies, strategies and programmes for effective planning of employment generation initiatives. To develop analytical ability of participants in application of research methods in Human Resource Planning related issues. To develop a sensitive appreciation of the importance of the contextual settings of human resource development especially as they relate to developing and transitional countries. Affiliation The programme is affiliated to Guru Gobind Singh Indraprastha University, Delhi, India. The university was established in 1998 by Government of National Capital Territory of Delhi as an affiliating and teaching university with an emphasis on research to promote professional education in emerging areas. At the time of graduation the University would award only Provisional Degrees to the students. The original degree would be awarded after the Convocation organized by the University. Sponsors The programme is fully sponsored by the Ministry of External Affairs, Government of India under the ITEC/SCAAP/TCS programmes. Programme Design and Sturucture The programme is divided into four semesters of three months each. 3 In addition, there is a module India and its Culture during the first semester. Participants have to work on a Dissertation and present a report towards the end of the programme. Dissertation PEDAGOGY The methodology adopted for the course comprises of Lectures, Panel Discussions, Seminars and Workshops, Exercises, Tutorials and Group Discussions, Simulation and Audio Visual presentations. The medium of instruction is English. Dissertation Participants are required to prepare a dissertation on a topic chosen within the framework of the Programme and under the guidance of a faculty member (called supervisor) and a committee constituted for the purpose. The Dissertation is a mix of qualitative and quantitative approaches. A committee of experts evaluates the reports and it carries double weightage as compared to any other module. Subsequently, these documents are edited and published by the Institute for a wider circulation among academia and country governments. Study Tours/Field Visits An integral part of the programme is its study tours/field visits that are scheduled in each semester. The participants are taken to various academic, professional, as well as administrative organizations. Such visits allow the participants to have first hand information and experience in fields on HRD techniques and practices, civil service personnel policies and programmes. Eligibility Requirements Bachelor s Degree from a recognized university/institution Minimum Five year s related experience supported by documentary evidence in the application Proficiency in English language Nomination through the National government Age between 25 (as on 31st January) to 45 years (should not exceed 45 years on 1st February) Who may apply? Admission is open to senior and middle level officers/managers of the Government, parastatals and academic institutions including universities and research organizations who are currently

5 working or are likely to work in the future in any of the following activities will benefit from the Programme. Population, labour force, employment and unemployment issues Employment policies, programmes and employment generation Health planning, nutrition and health care Educational planning and management Design of human resource surveys, data collection, analysis and formulation of policy options. Human resource development, training systems and delivery Personnel planning and administration Productivity, administrative reforms and organization and methods. Application Process Participants may contact High Commission/Embassies of India located in their respective countries for the brochure and application form. Governments of respective countries sponsor candidates under Indian Technical and Economic Cooperation (ITEC) and Special Commonwealth African Assistance Plan (SCAAP) sponsored by Ministry of External Affairs, Government of India, and Technical Cooperation Scheme (TC S), Government of India.
