4 Introduction Investment in infrastructure networks is essential to support our quality of life, enable productivity growth, and to further the sustainability of the ACT. This document updates the ACT Government Infrastructure Plan for It provides an overview of key infrastructure projects that the ACT Government has funded through the Budget or is considering for funding over the next decade or so. As well as generally informing the ACT community, the Update is intended to advise the construction industry and other relevant business sectors of a continuing pipeline of projects. These projects will help deliver the Government s four longer-term objectives for the ACT: Healthy and smart Liveability and opportunity Growing the economy Urban renewal Many projects are also associated with the Government s priorities for In recognition of the important role the private sector plays in infrastructure provision, certain significant non-government investment initiatives have also been noted in the Update. Importantly, infrastructure planning in the ACT is not only about the construction of new infrastructure, but also infrastructure maintenance and maximising the use of existing infrastructure to meet demand. Trends, Issues, and Context The following trends and issues provide important context to the ACT Government s recent infrastructure planning. Demographics and Social Change The population of the ACT continues to grow in number and change in various ways, while Canberra as a city continues to expand physically. These changes have a number of infrastructure planning implications. For example, new suburbs, such as Franklin, Wright, Casey and Bonner, continue to develop with their populations requiring infrastructure such as new roads, new schools, new utilities, and new sporting facilities. The ACT s population is expected to reach approximately 557,443 by 2059 it is presently 374,658. During the twelve months to 30 June 2012, an additional 6,906 people were added at a growth rate of 1.9 per cent. In that year, population growth in the ACT was above the national growth rate of 1.6 per cent and has been above national population growth for five of the past six years. Some established suburbs, such as Kingston and Civic, are experiencing regeneration as new households move in and alterations and additions to the dwelling stock occur. This can place additional demands on older utility infrastructure. Other suburbs such as Calwell, Isaacs and Kaleen, are exhibiting typical life-cycle effects as the children of older residents grow up and leave home, with those remaining increasing in age. In these areas there is less demand for infrastructure serving young people, but potentially increased demand for infrastructure needed by older people. Across the ACT as a whole, as traditional gender patterns change within workplaces and families, provision will need to be made to ensure that individuals can balance their caring and employment commitments. New Strategic Spatial Planning Since the 2012 update, the Government has finalised a number of strategic spatial planning and policy documents with both short and longer term infrastructure implications. These include the: ACT Planning Strategy (released in August 2012) Tuggeranong Town Centre master plan (released in September 2012) Erindale Group Centre master plan (released in September 2012) Kambah Village master plan (released in August 2012) Work has also continued through the year on the: Weston Group Centre master plan Oaks Estate master plan 2 ACT Government Infrastructure Plan Update

5 National and Regional Infrastructure Planning Change The ACT s infrastructure planning takes place in the context of the infrastructure planning of other jurisdictions, most significantly the Commonwealth and the NSW Government. The last year has seen considerable activity by the Commonwealth s various infrastructure planning bodies with relevance to the ACT. In its annual report to the Council of Australia Governments of June 2013, Infrastructure Australia articulated a package of seven bold reforms around the governance and financing of infrastructure. The report also emphasised the importance of engaging with the global rise of Asia and sets targets for economic and productivity growth, increasing private infrastructure investment, and eliminating the avoidable costs of congestion in our cities. In October 2012, Infrastructure NSW released First Things First: The State Infrastructure Strategy , which recommended priorities for infrastructure development across NSW including (of potentially most importance to the ACT) regional transport, energy, water, health, and education infrastructure needs over the next 20 years. Climate Change Vulnerability Assessment Framework In late 2012, the ACT Government adopted the Climate Change Vulnerability Assessment Framework as a tool to support sound infrastructure planning. The Framework is part of the ACT Government s broader response to climate change, addressing one component of necessary adaptation. It is planned to review the application of the Framework after three years. The Framework enables the formal integration of climate change risk assessment into government decisionmaking and planning. The Framework recognises that infrastructure has a long life span or design life. It also recognises that climate change assessment, at strategic points in the decision making process, will be vital to the delivery of effective and efficient infrastructure over the coming decades. The Framework builds on the existing risk management framework used by the ACT Government and the relevant Australian/ New Zealand Standard for Risk Management (AS/NZS ISO 31000:2009). 6 The Budget The infrastructure investment program of the Budget provides for new investments in infrastructure of $272.2 million over four years. This includes new capital works, feasibility studies, forward design projects ($193.5 million), plant and equipment ($4.7 million), and information and communication technology investments ($24.9 million). The Capital Upgrades Program also provides $49.1 million to improve and enhance existing assets and infrastructure in the Territory. This Budget continues the work undertaken by the Government in recent years to improve how infrastructure projects are planned, approved, and managed to ensure new projects are delivered on time, on budget, and meet the needs of the Territory. These changes include: improved service and asset planning, and business case development; improved project definition and scope, through the use of Investment Logic Mapping workshops (a methodology developed by the Victorian Government) for significant projects during early planning; rigorous contingency workshops where risk estimates for capital projects are clearly identified, providing higher budget certainty before project approval; and earlier consideration of the selection of an appropriate delivery model and contract type. A policy framework for the delivery of Public Private Partnerships in the Territory is being developed. This will draw on best practice and existing materials from other Australian jurisdictions. 8 Government Objective Healthy and Smart While the Territory s ageing population will place increasing demands on our health system, and education is now a life-long activity, the Government is committed to invest in infrastructure that ensures that the Canberra community continues to lead the nation in well-being and achievement in learning. The Centenary Hospital for Women and Children and the Franklin Early Childhood School are just two of many projects that showcase this commitment. Image: View of Stage One of the Centenary Hospital for Women and Children Centenary Hospital for Women and Children (Stage One) Opening in August 2012, Stage One saw the co-location of services including paediatrics, maternity services, the neonatal intensive care unit, gynaecology and foetal medicine, the birth centre and specialised outpatient services. Stage Two is now completed, the new three-storey hospital providing: close to 150 beds; an increased number of ambulatory care a 5 bed Birth Centre; (outpatient) consult rooms; a 2 bed neonatal intensive care and special clinical office space; care rooms; education and training facilities; and family accommodation. 6 ACT Government Infrastructure Plan Update

The hospital will a offer range of rehabilitation services such as neurological rehabilitation and older persons rehabilitation as well as mental health services and day hospital services, such as hydrotherapy. Its location also ensures close links with the University and research sector, with spaces allocated for teaching and research within the hospital itself. The facility will meet the rising demands of the ACT health care system. The University of Canberra Public Hospital will continue the expansion of health and hospital services with a continued focus on providing more sub-acute rehabilitation and aged care services. Construction of the new northside sub-acute hospital will take two years, beginning within 18 months of commencement of the design phase. The University of Canberra Public Hospital will deliver an innovative approach to health, education, training and research, and focus on patient and professional outcomes. The facility will increase bed capacity and enable sub-acute services to be provided in a purpose built, contemporary facility without the pressure created by emergency and acute care needs. 10 Image: Artist impression of the proposed Stromlo Leisure Centre Stromlo Leisure Centre The Government announced the location for the future Stromlo Leisure Centre on 21 May The design phase for the new facility is currently scheduled for Determining the final elements to be provided in the facility will involve consultation with the community and key user groups (e.g. sporting organisations). Construction is currently scheduled to commence in 2016 and be completed in The site is approximately four hectares and has exposure and address to John Gorton Drive, the primary vehicular and public transport spine through Molonglo, which also provides a direct link to Weston Creek. 8 ACT Government Infrastructure Plan Update

11 Image: Aerial view of Franklin Early Childhood School Franklin Early Childhood School (Birth to Year 2) This is the first purpose-built Early Childhood School designed and constructed in Australia. It follows the successful establishment of early childhood schools in former primary schools at Lyons, Isabella Plains, Narrabundah, and Scullin (Southern Cross). The new school provides a 120 place child care centre and can accommodate up to 300 preschool to Year 2 students. The childcare component has been leased to a not for profit service operator, Anglicare. The learning spaces and facilities have been designed to support nationally agreed childcare standards and latest educational practices. Stage 1 facilities opened at the commencement of the 2013 school year, with Stage 2 facilities completed and handed over in March ACT Government Infrastructure Plan Update 9

12 Image: Aerial view of Taylor Primary School Taylor Primary School The $13 million upgrade of Taylor Primary School will be completed in time for the start of the 2014 school year, after the school was temporarily closed in March 2012 due to structural damage discovered at the school following heavy rainfall. The major upgrade demonstrates the ACT Government s commitment to investing in our schools to ensure they meet community demand and will create new state-of-the art classrooms. Taylor Primary School will be a modern and vibrant 21st century learning environment. The child care centre on the site is also being expanded from 24 to 65 places as part of our commitment to deliver more childcare places across Canberra. 10 ACT Government Infrastructure Plan Update

18 Government Objective Liveability and Opportunity Canberra s liveability and the opportunities it offers compare favourably with most other cities in Australia and elsewhere. The Government recognises that ongoing investment is needed to ensure that this continues to be the case in the future, whether in terms of the safety of ACT residents, the urban and natural environment that we enjoy, or the life experiences of Canberra s more disadvantaged households. Image: Artist impression of proposed courts precinct ACT Courts Redevelopment Since its construction in 1963, the requirements of the Supreme Court have changed. The New Supreme Court Facilities Project comprises: Redevelopment of the Supreme Court to provide a fully functional integrated courts facility. Demolition of the Supreme Court facade fronting Vernon Circle and provision of an annex wing that physically links the Magistrates Court and the Supreme Court and creates the vision of an integrated courts precinct. Enclosure of the existing open area between the Magistrates Court to create a courtyard space. Provision of a secure linked custodial management facility to service both the Magistrates and Supreme Court buildings. Retention of the heritage envelope and key significant fabric of the Supreme Court in accordance with the Conservation Management Plan. 16 ACT Government Infrastructure Plan Update

South Tuggeranong Fire & Rescue Station The ACT has significantly changed since many of the locations and sites of emergency services facilities were originally planned and developed. This change to the urban environment poses major challenges for the emergency services in terms of saving lives and property. The Emergency Services Agency (ESA) has developed the Station Upgrade and Relocation Strategy and Implementation Plan to enhance emergency service response and coverage across the ACT. In the Budget, the Government allocated $ million for the construction of a new fire and rescue station in South Tuggeranong, as the next major step in rolling out the Strategy to improve emergency response coverage across the Territory. The new station will be built on vacant land immediately to the south-east of the roundabout intersection of Tharwa and Drakeford Drives (as shown in the figure below). 20 Image: Map of First and Second Release of the Lawson Estate Lawson The new suburb of Lawson is being released by the Government s Land Development Agency and will accommodate approximately 1,850 dwellings in a mix of low, medium and higher density housing. Approximately half of Lawson is reserved as public open space and will include Reservoir Hill, Lake Ginninderra foreshore and the College Creek corridor. Reservoir Hill will be kept in a largely natural state but embellished with walking paths, a lookout and a playground, as well as the protection of Golden Sun Moth habitat. College Creek will be rehabilitated to improve water quality, provide habitat and stabilise soils against erosion. The creek corridor will include an area set aside to allow for a community garden to be established by a local community group and carparking, cycle/pedestrian paths and seating areas. The lake foreshore will be developed as the focal point of the estate including an outdoor plaza for community events, playgrounds, a canoe/kayak launch point as well as cycle/pedestrian paths, boardwalks and rehabilitation of the lake foreshore. The estate works will include the construction of roads and utility services typical of a residential subdivision and will also involve the relocation and underground placement of the existing 11 kilovolt (kv) power lines and potentially 132kV power lines as well (the latter is subject to development approval). 18 ACT Government Infrastructure Plan Update

21 Image: Artist impression of the proposed aerial view of the West Belconnen site West Belconnen Riverview In May 2013, the Territory entered into a Heads of Agreement with the owner of rural land in West Belconnen with a view to developing this land as a future urban area. Corkhill Bros, the rural lessee of the site, also own adjoining land across the border in NSW that may be developed in the future. The Territory sees this as an opportunity to tap into existing infrastructure and develop new residential housing close to existing suburbs in West Belconnen. West Belconnen will provide a range of housing choices and will also assist supplying a range of affordable housing outcomes. It is anticipated that the development will accommodate approximately 4,500 dwellings in the ACT, with a possibility to extend across the border into NSW with another 3,000 dwellings. Over the next 10 to 15 years the project will also involve the development of a number of community assets like schools, shops, playgrounds, and establish a river park corridor on the Murrumbidgee. The Territory is currently undertaking planning studies to support the structure planning and zoning requirements for the land and is engaging with stakeholders to explore the opportunities for this unique site. 30 Government Objective Urban Renewal Canberra s population growth continues as the city enters its second century. Meeting the needs of the ACT s existing and new residents will require key investments to be made in urban renewal, including in our transport networks. Image: Artist impression of the proposed light rail service on Hibberson Street in Gungahlin Capital Metro Walter Burley Griffin designed the major avenues in Canberra, including Northbourne Avenue, to include electric street cars, operating within broad central medians. The Capital Metro project continues this vision and will be key to the renewal of North Canberra. The Capital Metro light rail project is the first stage of a possible Canberra-wide rapid transit network and will be the backbone of Canberra s public transport network, combined with the Frequent Network of buses. Capital Metro Stage 1 will be a light rail service along a 12 kilometre route from Hibberson Street in Gungahlin to the City centre. The Government will be integrating transport and land use planning with existing or planned infrastructure to create revitalised centres, provide better access to public transport, generate a range of housing and commercial opportunities, and optimise land and infrastructure use in the ACT. The Capital Metro project will encourage development activity, particularly at the anchor points both in Gungahlin and the City. As a key landowner, and as a land manager under the leasehold system, a unique opportunity exists for the ACT Government to both directly and indirectly encourage urban renewal along the corridor. 28 ACT Government Infrastructure Plan Update

31 Image: Artist impression of the proposed City to the Lake design City to the Lake Project The City to the Lake Project is a transformational project to better utilise the broad southern flank of the City the ACT s economic, social, and cultural centre. The project study area stretches from the West Basin to Anzac Parade, including the Canberra Olympic Pool, the existing convention centre, and nearby large surface car parks. The project aims to create a new public waterfront for the City and to realise Commonwealth Park and City Hill as celebrated urban parks integrated with the centre of the City. The project investigates a number of infrastructure elements, including improvements to Parkes Way to better connect the City and Lake Burley Griffin, and identifying and reserving potential locations for a new convention centre, a 30,000+ seat rectangular stadium, and a regional aquatic centre. The project will also enhance the attractiveness of the City centre as an anchor for the first stage of the Capital Metro. ACT Government Infrastructure Plan Update 29

The Woden revitalisation project will provide a modern and attractive bus station that is integrated with surrounding retail and mixed use development. It includes an internal bus lounge that will be supported by real time bus information displays. The project also provides new footpaths, cyclepaths, landscaping and lighting to link the new facilities with the broader revitalisation of the town centre. The projects outlined below are among the more significant local initiatives currently being delivered by entities other than the ACT Government. 38 Image: New Canberra Airport Terminal Canberra Airport Following investment in excess of $480 million on a new terminal and supporting infrastructure, and with impending capacity for hosting international flights, Canberra Airport is now a fitting gateway for the national capital that provides a platform for future economic growth. Canberra Airport was also named Australian Airport of the Year for 2013 at the National Airport Industry Awards. The Canberra Airport is currently undertaking or investigating the following projects: It is working with the ACT Government on improving connectivity between the Majura Parkway and the Airport with an additional link road. A planned upgrade to a CATII navigational system will allow greater operability in low visibility, meaning more aircraft can land more often during bad weather, and a main runway extension to the south will also assist providing greater operability for all Regular Passenger Transport aircraft. Extension of the main runway will require the potential lowering of Pialligo Avenue under the runway. Completing the $43 million international component of the Airport s terminal development by Christmas This will facilitate direct flights to Auckland, Wellington and Singapore or Dubai which we expect to commence in September ACT Government Infrastructure Plan Update

39 Image: The diagram below shows the planned release stages of the Molonglo Valley development ACTEW ACTEW is undertaking a number of significant infrastructure projects, including: A new water main is required to supply water to the Molonglo Valley. This main is referred to as the Uriarra Link Main and will ultimately supply water to customers in all of the three water supply pressure zones south of the Molonglo River. A new water reservoir in Stromlo Forest Park south of Uriarra Road, the Oddie Reservoir, will be inter linked with the existing Duffy reservoir that supplies other customers at similar elevations in the area. Lower Molonglo Water Quality Control Centre, solid handling systems upgrade ACTEW has commenced developing a model of the combustion processes occurring in the furnaces so that it can determine the optimal solutions for upgrading the furnaces into the future to efficiently achieve emission limits, including possible changes to the emission limits.
