1 AVIATION LEADERS DEVELOPMENT PROGRAMME (ALDP) Objective 1 The Aviation Leaders Development Programme (ALDP) seeks to develop leaders in all areas. It supports the development of both management and specialist talent to enhance their personal effectiveness and also grow the capabilities of their companies. How does it work? 2 Companies with at least 30% aviation revenues are eligible to become a Sponsoring Partner under the ALDP. Sponsoring Partners may support Programme in two ways/options: a) Company-sponsored Programme : Sponsoring Partners will pay the remainder of all related programme costs, after government funding. b) Company-supported Programme : Sponsoring Partners support their candidates to seek government funding. Remainder of all related programme costs after funding will be borne by the candidate. For such candidates, they are still subject to the bond requirement where relevant. Note: There are different programme candidate requirements and limits to the number of Programme supported under each option. Please see table below for details. 3 Sponsoring Partners may identify suitable employees for development based on the criteria and below: Programme Candidate eligibility Supported Masters-level Qualification - Full-time employee of Sponsoring Partner - Singaporean or Singapore Permanent Resident with at least 5 years of working experience. - At least 2 years of supervisory / managerial duties - Singaporean with at least 5 years of working experience. - At least 2 years of supervisory / managerial duties - Part-time masters programmes not exceeding 4 years, in either Coursework or Research Advanced Management - Full-time employee of Sponsoring Partner - Singaporean or Singapore Permanent Resident with at least 5 years of working experience - Singaporean with at least 5 years of working experience. - Full-time or part-time programmes not exceeding 3 months

2 - For research programmes, the research topics and final projects/dissertations must be on related aviation topics and relevant to his/her employer - Delivered mainly in Singapore - At least 50% of curriculum conducted in Singapore - Delivered by local institutes of higher learning or reputable overseas organisations and institutions with a local presence Supported Fields of Study - Delivered by local institutes of higher learning or reputable overseas institutions with a local presence - Specialist / Technical Masters, or Aviation-focused Management Masters, MBAs, EMBAs - General Management Masters may be considered on a case by case basis for experienced aviation specialists - Aviation focused management executive education programmes only Funding Quantum - 70% capped at $40,000. Qualifying costs include registration and course fees only. - Sponsoring Partner shall cover all remaining costs - Sponsoring Partner shall provide non-monetary support for each - Candidate shall cover all remaining costs - Sponsoring Partner shall provide non-monetary support for each - 50% capped at $20,000. Qualifying costs include course fees and one economy class return airfare (for courses with an overseas component). - Sponsoring Partner shall cover all remaining costs - Sponsoring Partner shall provide nonmonetary support for each - Candidate shall cover all remaining costs - Sponsoring Partner shall provide nonmonetary support for each No of Programme supported - Up to 5 Programme per Sponsoring Partner per year, of which not more than 3 shall be Company-supported Programme - Up to 2 Programme per Sponsoring Partner per year, of which not more than 1 shall be a Companysupported Programme Candidate

3 Recommended bond period - 1 year bond with Sponsoring Partner - Nil. Application Process 3. Interested aviation companies may obtain an application form from the CAAS. The form must be jointly filled by the Sponsoring Partner and Programme Candidate and submitted with all relevant documents to the CAAS. All application will be acknowledged within three working days and processed within 6 weeks upon full submission of required information. Upon award of funding, a Letter of Offer will be issued by the CAAS to the Sponsoring Partner with details and deliverables of funding and full terms of conditions. 4 Required documents for application include: Latest ACRA search or Instant information of applicant company Latest financial statements (not more than 1 year ago) Company s Talent Management Plans Evidence of enrolment in chosen course of study ie. Course application form or course acceptance letter from eligible institution. Sponsoring Partners are encouraged to refer to the list in Annex A for the pre-approved list of courses. If the candidate s desired course is not in the list, please check with the CAAS on the course eligibility prior to application. Relevant credentials/document(s) of nominated employee ie. Certificate showing highest educational level Testimonials or any character reference letters Disbursement Process 5 The disbursement of the funding for successful award of the ALDP will be as follows: (1) Disbursement upon start of course (2) Disbursement on milestone achievement Masters-level Qualification - 30% upon proof of course enrolment and confirmation of start date - 40% upon completion of half of all programme modules required Advanced Management - 50% upon proof of course enrolment and confirmation of start date - NIL (3) Final Disbursement - 30% upon completion of course ** Companies will be obliged to report on retention of staff up to 1 year after graduation. - 50% upon completion of course 6 There is a recommended bond period of 1 year for the Masters Programme and none for the Advanced Management Programme. Sponsoring Partners who would like to impose a longer bond period should first consult the CAAS before informing the Programme Candidate.
