The apparent differences in mortgage take-up are caused by variations in institutional contexts, households characteristics and the range of product on the market in a country. Hence, rational choice theory holds; from a policy perspective one may conclude that the risk of mortgage lending cannot be deducted from macro information solely (and vice versa).
