4 1. Executive Summary The CoE Membership survey was conducted in order to understand and evaluate members expectations, involvement and their contribution to CoE. The survey focused on what value the CoE members have derived and how can they add value to CoE. The survey was conducted from 23rd September, 2013 to 20 th October, A total of 218 members were included in the survey out of which 95 members responded to the survey. The majority of respondents were positive on recommending CoE to fellow evaluators. 2. Objective of CoE Membership Survey: CoE is a member driven community, and its success is dependent on the engagement and interaction between its existing members. Thus, the need to ensure members expectations is vital to CoE s ongoing success. Also, it s equally important to understand ways in which members would like to contribute to CoE. To enhance this responsiveness, CoE, through the membership survey, explored ways in which it can proactively seek to understand what members hope to gain and how would they like to contribute to CoE to make the platform more vibrant. With this survey, we were able to comprehend how satisfied members are with their association to CoE and what could be the ways ahead to increase members satisfaction. Thus, the objective of CoE membership survey was twofold: To understand what value do members derive out of CoE To understand how members would like to contribute to CoE. Details of the survey questions are at Appendix A 3. Responses/Results of CoE Membership Survey: 3.1 Overall Satisfaction Respondents had a broadly positive opinion of CoE with 83 respondents (87%) replying that they are likely to recommend CoE to fellow evaluators. This corresponds to a large majority of respondents who have a positive attitude to the CoE community. This high satisfaction level is testament to members approval to their association with CoE. 3

The feedback of the respondents can be grouped as follows: 69(22%) members found CoE to be a good networking platform for Monitoring and Evaluation professionals in South Asian Region 62(19%) members benefited from CoE by finding out about evaluation news and events 51(16%) members felt pride in being part of regional evaluation community 42(13%) members had been benefited by accessing knowledge products through CoE platform. 44(14%) members found CoE to be a useful platform for capacity building Members also found benefits in CoE through showcasing their work, 15,(5%); and Receiving opportunities to hire and get hired - 12,(4%). 4
6 Expert Advice, 15, 5% Opportunity to hire & get hired, 12, 4% Benefits derived from CoE Find out about evaluation news & events, 62, 19% Showcase your work, 15, 5% Other, 8, 2% Pride in joining a regional evaluation community, 51, 16% Networking, 69, 22% Access Knowledge Products, 42, 13% Capacity Building, 44, 14% Figure 2: Benefits derived from CoE 3.3 Contribution to CoE Looking at the survey results, we found that a large number of respondents, 68, (32%) have contributed to CoE by being a part of CoE events and conferences. 13(6%) members have contributed by writing articles/ papers for CoE. 7(3%) members have indicated that they had contributed to CoE by providing training and 26(12%) members have been involved with task teams. 23(11%) members have contributed by providing information on CoE platform. 14(7%) members have contributed by providing guidance while 11(5%) members have contributed by participating in governance. With CoE being a memberdriven community, we will work on encouraging our members to interact more frequently, and to increase the knowledge exchange in CoE. This will help make CoE one of the most useful platforms for monitoring and evaluation professionals in South Asia. 5

Action Points We are thankful to all the members who took out their valuable time to take this survey. This survey provided us with useful information with regards to the members expectations from CoE and their contribution to CoE. This survey in a way also helped us realize the active members of CoE who wanted to provide their comments/feedback for CoE, through their participation in the CoE membership survey. Recognizing members need and based on members inputs, some of the ways CoE plans to offer value to its members are: City level discussion group- This would help in facilitating a platform for knowledge sharing and capacity building. Through this, members would also be able to actively participate in CoE events/ conferences. The experiences in these city level discussion groups can be discussed on CoE website through discussion forums updating fellow evaluators with the events updates. Webinars: CoE would conduct webinars which would help members in capacity building. CoE members can participate in various task teams/ working groups to contribute and provide their inputs in hosting these webinars. Round Table Conferences: CoE plans to host round table conferences on various M&E related issues on bi-monthly basis. This will help CoE members to participate in CoE event and exchange 7
9 knowledge. These round table conferences will provide CoE members an opportunity to interact with various M&E professionals and CoE Newsletter: CoE Newsletter would provide timely updates about CoE and relevant topics thereby updating CoE members with latest happenings in the field of evaluation. Members can contribute by sharing interesting articles and blogs. CoE also would expect its members to contribute to the platform in the following ways: By increasing knowledge sharing within the group- By having active participation in discussion forums, blogs Increasing interaction within the community and increasing CoE vibrancy- Sharing experiences and knowledge with CoE fellow members Participating in discussion forums- Sharing experiences about various events and conferences attended. Being a part of task team- By volunteering on topics(individual s expertise) where CoE members would like to contribute to various task teams Active participation in CoE by writing articles, blogs- Taking lead and initiation on various evaluation related topics Participate in CoE Events/conferences- By attending events/seminars and conferences hosted/co-hosted by CoE. Taking initiatives in providing training- Volunteering for online training on relevant topics. This can be conducted through webinars/seminars. Participate in CoE governance- By advising CoE board and Secretariat on various strategic actions which will help to strengthen and promote COE Expand CoE Network - Promoting CoE in various events and conferences which would be attended by CoE members 8
